Limited, a wholly owned subsidiary of Cyprus basedDynamic Offshore Drilling Limited’s first premiumclass, high specification KFELS B Class jack-up rig“Dynamic Vision” at the world renowned Keppel FELSShipyard, Singapore two months ahead of its deliveryschedule. “Dynamic Vision” is the first of the twentyoffshore rigs that Keppel FELS has delivered in 2013,a record number for any yard worldwide maintainingperfect safety standards.

While Singapore has no oil and gas resources, acompany like Keppel FELS, Singapore has made its markin the industry. It is today the world leader in designingand building jackup rigs with a 70% market share.Keppel FELS has established a reputation for developingwinning rig designs well-suited to its customers’ needs.

India’s Republic Day 2013 saw the launch of hi-tech jack-up rig“Dynamic Vision” of Vision Drilling Pte Limited, a wholly ownedsubsidiary of Dynamic Offshore Drilling Limited. What ispeculiar of this launch is the passion displayed by its promotersthe owner company and the fabrication yard to bring it afloat in arecord time maintaining perfect safety standards rarely seenanywhere around the world. The rig will be deployed on a fiveyear charter by Oil & Natural Gas Corporation Limited (ONGC)in western part of offshore India. A report by DEW Correspondent

Having an efficient jacking system with enhancedfeatures like central monitoring system, ability to jack-up with full preload in case of probable punch-through,the rig has well-designed and properly designated gasdetection systems. It also has an offline stand buildingand offline cementing capability. The standpipe 7500psi rated, cement manifold 15000 psi rated and choke& kill manifold 15000 psi rated with separate well testinglines from rig floor.

Ergonomically designed living quarters withoutprotrusions for 120 persons with well networkedDrilling SCADA compatible offices and reserved andwired system for VSAT connectivity and exclusiveStaff Training Centre the rig instrumentation systemwill have redundancy to be able to show basic drillingparameters for well safety as a back-up to VDAQsystem.

The K-FELS B Class design is one of the mostsuccessful proven suitable designs for operations inmost parts of the world. Restructuring Group Vision 2010 (popularlyknown as the ‘R’ Group) constituted by theMinistry of Petroleum & Natural Gas,Government of India, under the chairmanshipof Dr. Vijay Kelkar, then Secretary, Petroleumand Natural Gas. With first rig Dynamic Vision delivery from Keppel FelsShipyard, our next aim is to increase the fleet size ofnew generation rig depending upon the opportunitiesavailable in India. Also we are looking to add morestandard rigs in our fleet through joint venture/collaboration. Once we will strengthen our position inIndian market, South East Asia and Middle East arethe other two markets where we are evaluatingopportunities with various Operators.

Indian midwater and deepwater drilling segmentis gaining momentum with new discoveries; we areaiming to enter into the Deepwater and ultra deepwaterdrilling segment.

Apart from this we are looking to add allied offshoreoil field services into our portfolio through jointventure or collaboration for organic and inorganicgrowth.

Also as part of our integration strategy for rigbusiness, we are looking to take more projects for RigConstruction, supervision and management on behalfof rig owners.

Earlier Mr. Wong Kok Seng, Managing Director(Offshore), Keppel Offshore & Marine and ManagingDirector, Keppel FELS added, “We are pleased to beable to deliver our first rig of 2013 two months aheadof schedule. It augurs well for the rest of the 19 rigsthat we expect to deliver this year. For the month of

January alone, we are deliveringthree rigs. Our ability to deliverthese rigs on time or ahead of timeand safely is due to two factors;the cont inuous process andproduct ivi ty improvements wehave implemented in the yard; andthe fact that the majority of the rigsbeing built are to our proprietarydesigns.

“In addition, we also have avery good partnership with VisionDrilling, having worked with theirmanagement team previously. Overthe years, Kepplel FELS has beengrowing interest from Indianoffshore and marine companies.Since 2003, they have ordered a totalof ten jackup rigs, all of which are ofthe KFELS B Class design. We lookforward to enhancing our relationshipwith them and continuing to serviceIndia’s oil and gas market.”

Mr Seng added, “With some20 rigs to deliver in 2013, we are

working hard to maintain our high standards ofdelivering on time, within budget and without incidents.Of the rigs to be delivered this year, 15 are built to ourKFELS B Class family of designs, four to our Super AClass design and one to our proprietary semi-submersible drilling tender design.

“We are pleased with the industry’s acceptanceof our rig designs which enables us to replicate ourbuilding process while still providing value-added andcustomised solutions.”

A rig tour was also organised for the industryexperts and guests on the occasion.
