Greetings! I hope you all have had a great fall. With construction being so busy this fall, I have had many opportunities to drive to some inspec-tions and see all the beautiful fall colors. We are so fortunate to live in such a beautiful area.

Thank you to those who sponsored and attended the second annual Lumber and Lace Fashion Show. What a night! So fun to see all the creative designs. The food was a hit this year – great job Ernie’s. Thank you to the NP Event Space; the facility was wonderful. Thank you to all those involved; I can say the night was a success! I am already looking forward to next year.

Tell us about your company…who you are, what you do, where you are located?

Brent Gunsbury, president of Bercher Design & Construction. We are the lakes area’s oldest family-owned full service residential and commercial design/build firm. My wife Jenny and I, as second generation owners, continue the tradition of quality building that my father-in-law started over 40 years ago. Our offices and showroom are in Baxter.

Why did you first get involved with MMBA?

Tom Bercher, founder of our company, was one of the charter members of the MMBA. It’s in our blood as a company. The benefits of being represented at the national level (NAHB) and state level (BAM), along with networking at MMBA events, continue to be three reasons we stay involved.

Are there any causes to which Bercher Design & Construction volunteers or donates?

We are proud to be part of the Brainerd Lakes community and enjoy contributing to the wonderful quality of life here. We volunteer and/or donate to the Brainerd Family YMCA, the Gull Lake Trail (Fairview Township), the Brainerd Public Schools Foundation, Lakes Area Music Festival, Junior Achievement, Brainerd Lakes Curling Club, and Bridges of Hope. I’m also a past Board of Director for MMBA and former chair of the Brainerd Lakes Chamber.

What might someone be surprised to know about Bercher Design & Construction?

We were one of the first builders to introduce and build with ICFs (insulated concrete forms) in the Brainerd Lakes Area.

What do you think will change about the industry over the next five years?

Smart home technology, especially for seasonal homeowners, energy efficiency, and environmental impact awareness will continue to become more sophisticated and integral to the performance of the homes we build. We are also seeing more demand for aging-in-place amenities in new and remodeling projects. This is true for clients of all ages as they plan ahead.

What would you tell someone who is thinking about joining MMBA?

Do it! It gives local contractors and associate members legitimacy in the industry as well as provides a forum for education, networking, and policy-making. Membership in a professional organization such as the MMBA enhances a company’s status in the minds of potential clients.

What else can you tell me about Bercher Design & Construction?

We love what we do and the relationships we’ve formed over years of working with multiple generations of clients.

What is your favorite ice cream flavor?

Mike and Sharon Higgins purchased the Northern Pacific Center property in February of this year as they were attracted to the history, character and majestic beauty.

The Higgins family originated from Mt. Pleasant, MI and have a history of restoring old buildings. The most recent purchase coming in August of 2014 when they acquired the old paper mill in Brainerd from the Wausau Paper Company. Re-naming the facility to the Brainerd Industrial Center, Higgins took a 600,000 plus square foot building, renovated it into an industrial and com-mercial lease space and filled it with tenants. Mike and Sharon relocated to the area with their two sons, Mark and Dakota, who play a vital role in the family businesses. “It was big decision to relocate my family,” said Mike. “As entrepreneurs, we recognized the economic growth potential of the area. As a family, we fell for the trails, lakes, seasons and beauty of the Brainerd Lakes Area.”

Upon purchasing the NPC property, Mike and Sharon Higgins continued the partnership with Aimee Jobe, the founder and creator of The NP Event Space, Luminary Fern, Storehouse 1531 and Farmhouse Foundry on the Northern Pacific Center campus. This partnership has allowed expansion through experience and has contributed to the opening of a new 37,000 square foot convention center – The Brainerd Exchange on the campus of the Northern Pacific Center.

Brainerd Exchange will be a unique venue that will offer an experience like no other in the area. The former Machine Shop operated by the North-

ern Pacific Railroad, Brainerd Exchange offers a rich history and an awe-inspiring environment. Conventions, concerts, markets and a variety of events can all be accommodated.

“Brainerd Exchange is going to be a game chang-er in the convention space,” said Public Relations and Marketing Director Derek Owen, “There isn’t anything else like it in our area and we are excited to showcase the venue with the Mid Minnesota Builders Home & Outdoor Show here this spring.”

NAHB Statement on the Administration’s Housing Finance Reform PlanThe release of the Trump administration’s re-form plan is an important step forward in the long-term effort to bring a robust and lasting framework to the nation’s housing finance sys-tem. NAHB believes it is important that any new structure include an explicit federal backstop for the housing finance system. It must preserve the affordable, 30-year fixed-rate mortgage, which has helped millions of American families enjoy the wealth-building effects of homeown-ership, as well as provide an effective financing system for multifamily housing. In addition, giv-en the severe shortage of affordable homes, the plan must address the financial and regulatory impediments to housing production. We look forward to working with the administration and Congress to implement a practical framework and to provide a careful transition that does not disrupt the flow of credit needed for housing. Federal mortgage finance programs, including those of the Federal Housing Administration, play an important role in meeting affordable housing needs. NAHB believes they hold great potential to augment a reformed housing fi-nance system.

NAHB and EPA Leadership Address Key Is-sues Affecting Housing AffordabilityWhile in Washington, D.C., for the Transitional Board of Directors meeting, NAHB’s Senior Of-ficers met with Andrew Wheeler, Administrator for the U.S. Environmental Protection Agency (EPA), to discuss NAHB’s continued collabora-tion with the Agency on key issues impacting the home building industry.

NAHB Chairman Greg Ugalde applauded the President’s and the EPA’s efforts to reduce reg-ulatory burdens, including the Executive Order on Eliminating Barriers to Affordable Housing to help address the larger goal of housing afford-ability. He also noted other areas for continued efforts and collaboration, including finalizing the repeal and replacement of the expansive definition of the “waters of the United States” (WOTUS) definition, simplifying the NPDES stormwater regulations, improving the wetlands permitting process, and revisiting the lead-based paint programs impacting remodeling projects.

For example, increased requirements surround-ing stormwater permits and duplicative efforts at the local, state and national level make hous-ing more expensive and cumbersome to build. Minimal knowledge among the general public about the Lead-Based Paint Renovation Repair and Painting (RRP) Rule diminishes its effec-tiveness as home owners often hire uncertified firms to save money. NAHB strongly believes opportunities exist within these programs, and others, to streamline regulations and provide more meaningful results.

Additional points of interest from Senior Officers included:• Support for EPA’s policies deferring to

state-delegated programs, and identifying ways to help states improve the processes, clarify responsibilities and reduce overall regulatory burdens.

• Support for voluntary green building pro-grams, such as WaterSense and Energy Star, and promoting EPA’s knowledge of

and support for the National Green Build-ing Standard, which is expected to be re-leased in its third edition soon.

NAHB looks forward to continued collaboration with the EPA to identify and address barriers to affordable housing, and stands ready to help ensure efficient, cost-effective environmental regulations are in place to protect resources.

EPA Repeals Obama-Era WOTUS RuleIn a positive development to resolve years of uncertainty over where federal jurisdiction be-gins and ends, the Environmental Protection Agency rescinded the Obama-era “waters of the U.S.” (WOTUS) rule.

Prior to EPA’s repeal announcement, the Obama-era rule was in effect in 22 states and the District of Columbia, and the previous reg-ulations issued in 1986 were in effect in the re-maining 28 states. The EPA decision means the 1986 rule will now be in effect in nationwide until a final replacement rule is issued.

The Trump administration has proposed a new WOTUS rule that NAHB generally supports. The proposed rule would clarify the extent of federal oversight and correct the vast overreach of pri-or rules. Once finalized, builders and developers will be better able to determine for themselves whether they will need federal permits for con-struction activities. And, because the proposed rule narrows the extent of federal jurisdiction by excluding isolated water bodies, “ephemer-al” waters that only form in response to rain, and most ditches, builders should require fewer Clean Water Act permits for isolated or tempo-rary wetlands or water bodies.

NAHB Builder Urges Congress to Promote Green Initiatives NAHB told Congress that it wants to work as a partner with officials at all levels of government to encourage energy efficiency, but also stressed that it is urgent that housing affordability is not jeopardized in the process.

Testifying on behalf of NAHB before the House Energy and Commerce Subcommittee on Energy, Arn McIntyre, a green builder from Grand Rapids, Mich., urged Congress to promote voluntary, market-driven and viable green building initiatives.

“These programs lower total ownership costs through utility savings as well as provide the flexibility builders need to construct homes that are cost-effective, affordable and appropriate to a home’s geographic location,” said McIntyre.

New home construction is much more energy efficient than existing construction because of better insulation, energy-efficient appliances and HVAC equipment, and other improvements stemming from compliance to more modern and stringent building codes. Therefore, McIntyre said, it would make no sense to apply even more costly and rigorous energy conservation requirements to new homes.

“Targeting new homes would harm housing affordability and encourage people to remain in older, less energy-efficient homes. In turn, this would result in higher energy usage, higher greenhouse gas emissions and lower standards of living,” he said. “Improving the energy efficiency of the 130 million homes built before 2010 that are much less energy efficient than today’s new homes is a much more effective approach to reduce carbon emissions and achieve energy savings.”

McIntyre also emphasized the following points to lawmakers:

Climate change mitigation programs that recognize and promote voluntary-above code compliance for energy efficiency have a proven track record and demonstrate that mandates are not necessary.

Mandating net zero or near net zero energy emissions or usage is extremely difficult, costly and impractical in most, if not all, of the nation.

Any federal intrusion into the building codes adoption process could have a dramatic impact on each states’ ability to implement the codes that best fit their jurisdiction.

Incentives play an important role in providing home owners a cost-effective way to invest in energy efficiency.

Any federal mandates would have a negative impact on housing affordability and will prevent healthy competition in the marketplace.

HBI training programs are taught in local communities across the country to youth, veterans, displaced workers and other underserved populations. NAHB also supports and advocates for local, state and federal funds used to support industry-sponsored and validated programs that have been proven to be successful: the Job Corps and PACT programs are cost-effective means of providing training and employment opportunities to individuals who are unable to compete in the labor market and of supplying the construction industry with a source of well-trained and motivated workers.

The MMBA represents over 220 members, involved in and supporting all phases of the home building industry.
