1.0 INTRODUCTION
This feasibility study has been prepared for the Town of Ballston to outline the proposed low-pressure sewer project in the northern portion of the Carpenter’s Acres neighborhood. Prior studies were performed for the entire Carpenter’s Acres neighborhood, with the costs per homeowner being considered not favorable. The portion of the neighborhood being studied in this report contains residents generally in the northern and western portion of the neighborhood who have expressed interest in public sewer and may have issues with failing on-site septic systems. Two options for a sewer service area are provided in this report. Option 1 includes the North and West portions of the neighborhood and Option 2 only includes the North portion of the neighborhood.
2.0 PROJECT DESCRIPTION
2.1 Option 1: North and West Portion
Option 1 will provide sewer access, provided by the Saratoga County Sewer District, to approximately 50 homes within the Carpenters Acres subdivision, see sheets C-101 and C-102 in Figure 1. The remaining residences in the study area either declined connection or did not provide a response and are not included in the sewer district for this study. Each dwelling is assumed to generate a flow of 250 gallons per day (gpd).
The proposed low pressure sanitary sewer system for Option 1 consists of 2” and 3” SDR 11 HDPE piping and extends from the southwest corner of the subdivision, running north along Moonlight Drive, then west on Cindy Lane and west on Robert Drive, then south on Reita Street and east to the roundabout on Cindy Lane.
Originally, the objective was to connect the neighborhood to the existing 2” LPSS located in Cornerstone Condos, the newer development off Route 50 to the east of Cindy Lane. However, Environment One calculated that this 2” line does not have capacity to receive additional flows generated from Carpenters Acres. Therefore, the installation of a new sewer parallel to the existing sewer would be required to convey sewage from Cindy Lane to Route 50. Calculations from Environmental One can be found in Appendix A.
The 3” force main from Carpenters Acres runs 300 feet west of the Cindy Lane cul-de-sac on private property, where an easement would need to be obtained, to the roundabout in Cornerstone Condos. From this point, the main runs in parallel with the existing force main

in Cornerstone Condos south to the existing forcemain manhole on Route 50 where it ties into the 4” dry line previously constructed for future use. The proposed route through Cornerstone Condos can be seen on sheet C-103 in Figure 1. This existing 4” dry sewer was proposed during the 2008 Cornerstone Condominium development specifically for future development. The dry line runs parallel to the 3” SDR9 force main on Route 50 used to convey flows from the Cornerstone Condos. The dry line is 4” SDR 9 and then expands to 6” SDR 9 as it travels further south on Route 50.
2.2 Option 2: North Portion Only
Option 2 will provide sewer access, provided by the Saratoga County Sewer District, to approximately 48 homes within the Carpenters Acres subdivision for the northern most homes in the neighborhood. Every residence that has the sewer passing by the property will be in the sewer district under this option. Each dwelling is assumed to generate a flow of 250 gallons per day (gpd).
The proposed low pressure sanitary sewer system consists of 2” and 3” SDR 11 HDPE piping and extends from the northwest corner of the subdivision, running north along Moonlight Drive, then west on Robert Drive, then south on Reita Street and east to the roundabout on Cindy Lane. Maps of the proposed layout within Carpenters Acres can be seen on sheet C-104 in Figure 1.
As with Option 1, Environment One calculated that the 2” line in Cornerstone Condos does not have capacity to receive additional flows generated from Carpenters Acres. Therefore, the installation of a new sewer parallel to the existing sewer would be required to convey sewage from Cindy Lane to Route 50.

3.0 ESTIMATE OF PROJECT COST
3.1 Option 1 Cost Estimate
A budget level cost estimate was developed for Option 1 and is included in Table 1.

The total estimated cost for Option 1 is $942,171. The project cost includes a 25% contingency due to the schematic level of the project design. The road restoration factored into the estimate includes all laterals in Carpenters Acres that cross the right-of-way and existing roadway restoration in Cornerstone Condos. The remainder of the sewer will be installed off the road shoulder. This estimate assumes excavated trenches and no rock removal.
For the purposes of the financial analysis presented here, the project cost will be assumed to be bonded over 30 years at a 2.25% annual interest rate and a straight-line principal

repayment schedule. At this rate, the cost to the average user is approximately $864 per year. In addition to the cost for the bond associated with the infrastructure in the right-of-way, each homeowner would be required to pay to connect to the sewer. The estimated cost for the grinder pump and connection to the main varies depending on the length of sewer but is in the range of $3,500 to $5,000. The annual O&M cost for the Saratoga County Sewer District is $240. The capital cost plus the O&M costs for Option 1 are estimated at $1,104.
A general “litmus” test for the cost formation of special districts is guidance from the NYS Office of the Comptroller. The Comptroller provides guidance on Town and County Special Districts proposing to issue debt to finance a special district. For 2019, the special district average estimated cost threshold for sewer project is $845, which includes both capital cost and O&M costs.

3.2 Summary
The above analysis is theoretical and is meant to be indicative of the financial impacts of the project. It is not meant to provide exact numbers. Many factors will affect the exact impacts which will not be determined for several years. These include the length of the bond repayment term, the interest rate which is bid by investors at the time of bond letting and the type of bond repayment selected by the Town’s Fiscal Officer.

Please note: Running flow for 50 homes through the 2" and 3" line will not work well, if at
all. The friction losses are simply too high in combination with the large static head due to
the elvation spike at the beginning of zone 11 (TDH values rise to almost 400 ft if we attempt
to use existing pipe sizing).
We highly recommend using new SDR11 HDPE pipe to serve this subdivision. I noticed
SDR 9 was used for the previous installation - This is overkill and the pipe IDs are smaller
for the same nominal size which will increase TDH unnecessarily.

rev. 2 - adjusted layout per Andrew Bailey @ CT Male. While the service area was reduced
in size more stations were added so the overall flow is about the same as in rev. 1. (48 accum.
pumps vs. 50) Using existing 2" line is still a no-go due to high number of stations and
elevation spike in zone 11.
