As a result of traffic growth in Fastlink network, increased capacity andoffloading is considered through the 2nd carrier approach

• the second carrier is proposed with:

- 10 MHz carrier bandwidth adjacent to the original 20MHz.

- No Guard band required.

• Alcatel-Lucent’s Dual carrier feature is implemented using:

- 1 extra bCEM to handle the second carrier 3 cells in the same BBU (alongside the

original 20MHz Carrier bCEM)

- 3 RRHs

- 3 Antennas

• The presentation purpose is to showcase the functionality and features

associated with the Dual carrier such as Selection, Reselection , Mobility and

Load Balancing between carriers.

Criteria 1 :Srxlev of evaluated cell > threshXHigh (SIB5) during a time interval tReselectionRAT

• Cell reselection to a cell on a higher priority E-UTRAN frequency or inter-RAT frequency than serving

frequency shall be performed if:

• A cell of a higher priority E-UTRAN frequency or inter-RAT frequency fulfils criteria 1

• And more than 1 sec (hardcoded value) has elapsed since the UE camped on the current serving

cell (always verified as tReselectionRAT > 1 second).

• Cell reselection to a cell on a lower priority E-UTRAN frequency or inter-RAT frequency than serving

frequency shall be performed if:

• No cell on serving frequency or on an equal priority E-UTRAN frequency or on a higher priority

EUTRAN frequency or inter-RAT frequency than serving frequency fulfills the criteria 1

• When event A1 is configured, UE will send measurement reports when the serving cell becomesbetter than a threshold value. Event A1 is used for UE ‘Leaving-Coverage-Alarm’ monitoring

THEORYLOAD BALANCING

Step 1:

TRIGGERING

• Estimated DL/UL PRBusage per cell isupdated by newadmitted requests andperiodic modem PRBusage reporting.• Load balancing istriggered when currentPRB usage exceeds aconfigurable % oftotal PRBs available in

the cell.

Step 2: UESELECTION FOR

OFFLOADING

• UE candidates foroffloading mustsupport inter-frequency HO• UE candidates musthave ARP prioritylevel above aconfigurablethreshold (i.e.lowestpriority UEs areselected for

offloading).

Step 3: EXECUTION

OF OFFLOADING

• eMCTA algorithmselects unoaded targetcarrier(s) for UEMeasurements, basedon X2 Resource StatusReporting information.• Best cell in RRCMeasurement Reportis filtered on loadstatus.• Inter-frequency HO

only to unloaded cell.

There are two types of congestion control supported:

1. Reactive Load Control: initiated when congestion is detected during radioadmission control of a new request. This procedure attempts to offload UEs or

release radio bearers in order to free enough resources to admit a higher priority

request.

2. Preventive Load Control : initiated before congestion is reached during radio

admission control of a new request or upon reception of a modem report. This

procedure attempts to offload lower priority UEs to avoid reaching congestion and to

achieve load balancing of calls between eNBs by offloading selected UEs to neighboring

inter-frequency cells which have spare load capacity..

• Compared with reactive offloading, preventive offloading will use a more

rigorous UE selection scheme in order to have as small an impact on userexperience as possible.

carriers/layers
