I would like to thank and recognize Ted and Becky Lutjen for hosting the Valentine/Pat’s farewell party.

Many, many thanks to Becky and Ted Lutjen for their Valentine party on Feb. 11. We had this
opportunity to wish Pat and Nancy Feighery farewell and hear some great 60’s music from “The
Decades,” featuring our Division Vice-Captain, Dan Hess. We were treated to dancing music, fine food,
and even “local” singers – Marie Duda and Pat Feighery each took a turn at the microphone. Thanks to
all who attended and brought such delicious food – everything was outstanding!

March brings many opportunities for you to spend time with the public – we need volunteers for the Sea
Turtle Day at Gumbo Limbo (Mar. 3) and the Boca Beach and Boating Bash (Mar. 24). In addition, we
have PE classes, Boat Crew Training, training for upcoming QE audits, safety patrols, radio watches,
vessel exams, and dealer visitations. The weather is great, so let’s get out there and meet the Boca
boating community. Please contact me or other staff officers to get involved with these activities. Ask
about the correct uniform. Ask for directions and instructions and anything else. Just volunteer. You’ll
be proud you did.
I’m happy to announce that our Flotilla has received formal approval to begin shore-side and underway
training for the Boca/Delray Sea Cadets. Training missions are in the planning stages, and we hope to
provide at least one underway mission before the end of the school year. We are fortunate to have an
opportunity to work with this fine organization and such dedicated youth.
We are starting a mentoring program for the 10 new members who have joined this year already (thank
you, Mario). We will contact members individually to begin a mentoring relationship with each new
member to get them integrated into the Flotilla. If you are called, I hope you undertake the job with
enthusiasm. It will make a big difference.
Note that the 1-hour TCT training will be held at our March Flotilla meeting (not workshop day), so
please attend the meeting and complete this annual requirement (unless you need the 8-hr TCT training
this year).
I look forward to seeing you at the meeting and all the March activities!

Workshop Day: March 10. These workshops are given once a year to keep members
informed on any changes to Auxiliary procedures and how to participate in any of
fields of Auxiliary work.
This year the Diversity presentation is mandatory for all new members as well as present members. Approximate schedule: Please arrive at 9:00. Bring your own lunch.
0915- 0950: Diversity training (Gwen Leys, Division Diversity Officer) – Required for all
members
1000-1200: Operations and Communications (Eric Weinbaum and Jon Derr) – Required for
everyone in boat/comms operations

1300-1345: Vessel Examiner and Program Visitor workshop (Ted Lutjen)
1400-1500: National Safe Boating Week Committee meeting (TomK) - Planning for Open
House on May 19. The Safe Boating Program was presented last year. All who participated last
year are welcome to return, as well as anyone who would like to participate this year. It is the
time for our Flotilla to show the public what we do in the field of water safety, boat inspections,
and public education. We showed a video on “Save the Whale” for children, and this year we
hope to have one on “Save the Manatee.”
Our Boat Crew classes continue on Tuesday evenings through March and April.

Several issues were resolved this month, regarding policies, 7030 inputs and data entry that will improve
accuracy and accountability in our numbers.
AUXOP Training- A letter was forwarded to our bridge recommending specific changes in course texts
and exams.
Four members sat for a retake of the AUXOP NAV Part B exam. For the first time a comment sheet was
included in the test package. All four commented that some questions were ambiguous (incomplete as to
meaning).

Operations
We have a total of 3 Coxswains, and 15 crew members who need there 3 year re-certification this year.
(Reference Tom Kegan’s Member training report in February issue of log). Additionally we have a
couple of trainee’s who are almost ready for their initial QE. With that said, we are looking to have
another QE in late March or early April, so stay tuned for an exact date. I will continually send out
requests for crew giving preference to those who need hours, and those who are preparing for re-
certification, or initial QE.
Reminder: We will be giving the 1 hour TCT training (annual requirement) immediately following the
upcoming Flotilla meeting March 1. To make sure the training session goes quickly and effectively, we
need you to read through the scenario in this month’s log, and write down the key risk factors, and
decision points, that may impact judgment and crew safety and be prepared to discuss.

Public Education
The February 18th ABS Class has been delivered to the public and we had a total of 18 students
attending, and 15 of the total were Sea Cadets. As a special note, Mario Stagliano taught his first class
as a certified instructor. Congratulations Mario! Others who assisted during the day were Tom Kegan,
Andrea Rutherfoord, Fred Gless, Marie Thompson and Liliane Meghabghab. A hearty thank you to you
all in assisting and making this relatively large class a resounding success!
Upcoming events for Public Education include a special class that is planned for next Saturday,
February, 24th 2012, at Tropic Bay. This will be the first
installment in a two day class at the Tropic Bay clubhouse.
The second class will be held there on March 3, 2012.
According to a recent article in the Miami Herald, the Coast
Guard is pushing for a more rapid response to emergencies at
sea and to do so it is asking for a little “Self help” from
boaters. Besides the use of routine and required safety gear
on vessels, it is recommending that boaters should take time
to register electronic safety equipment, such as emergency
position indicating radio beacons (EPIRBs) and marine
radios according to U.S. Coast Guard Lt. Aaron Jozsef of
the U.S. Coast Guard's Seventh District command center. Surprisingly, "Only 6 percent of alerts we
receive are actual distress, but the command center treats all like
they are real," he said. "If one goes off, I'm immediately in the
stress mode."
The Coast Guard is requesting that all marine radios and EPIRBS
be registered and assigned a MMSI number (see January 2012
LOG) so that personal information about the type of vessel and its
occupants may be attached to the distress call. Registration of
emergency communications equipment could provide a significant
savings to taxpayers as more than $4 million is spent annually by
the US Coast Guard in aviation rescue costs responding to false calls.
As we contact and connect with the public it would be extremely helpful if this message could be
delivered so that the money spent on emergency response is actually devoted to saving lives.

abbreviated March 1, 2011 flotilla meeting. To expedite
the session we request that you read through the
scenario below and write down the key risk factors and
decision points that may impact judgment and crew
safety and be prepared to discuss.
Team Coordination Training 2012 Refresher Participant Reference
Learning Objectives
Participants will learn to identify key risk factors and decision points that may impact judgment
and crew safety.
Identify the special challenges this mission presented.
Identify and discuss the key issues that created a hazardous condition on this patrol.
Understand how crew selection, condition or fitness, and experience issues impacted the
outcome of this situation.
Define the leadership and decision making issues that arose when the so called “routine”
mission became dangerous to the crew and public.
The Patrol
Mission: A “routine” MOM patrol in Monterey Bay, California
Facility:
1963 Chris Craft cabin cruiser, 36 foot LOA, twin screw inboard, wood construction.
Weather: 91°F and hazy …wind: W at 10 mph…Humidity: 72%...Low tide 1432 hrs
CREW
Coxswain: Jack, 55 year old with 12years experience with his own 20 foot center
console, no experience with facility used in this patrol.
Crewmember: Joe, 82 year old “retired cox’n” who offered his 36 footer for use
since a heart ailment forced him to drop back to “crew” status earlier this year.
Crewmember: Ed, 64 year old with 3 years’ experience as crewmember
Enlarged Area of Operations

Scenario:
Facility owner Joe is a 20 year veteran; 17 years as coxswain of his own 36 foot
Chris Craft. Joe now takes heart medicine that causes an occasional dizzy spell
in hot weather. That has caused him to give up his coxswain qualification, but
he still offers his boat for use as a facility, as long as he can continue to crew.
Coxswain Jack is an experienced coxswain but, until now, has exclusively used
his own 20 foot center console for patrols. Crewmember Ed, a 64 year old with 3
years’ experience as crewmember, rounds out the crew.
The patrol is a Maritime Observation Mission (MOM) conducted in the Monterey
Bay AOR just off the coast of California; the facility is under orders and
communications is maintained by the local CG boat station. The coxswain
considered this to be a routine patrol that posed no special problems and
advised his crew of that finding.
During the patrol, a passing boater hails the facility. The boater informs the crew
that, moments earlier, he saw a lone fisherman fall off a small skiff after a large
wake, caused by a passing party fishing boat, violently rocked his boat.
Jack is at the helm and proceeds to the location reported by the passing
boater, approximately 500 yards away. He plans to assess the situation before
notifying the Coast Guard duty officer. About 100 yards from the scene, they
see a male struggling in the water some 20 yards from a small skiff with no one
aboard. Ed immediately yells “Man Overboard”, points to the port side and yells
again, “Man overboard… 100 yards at 270 degrees relative”.
Jack immediately powers down and begins approaching the man in the water.
Joe goes below and begins rummaging through his cabin, looking for his
throwable life ring. Several minutes pass while Jack tries to maneuver the 36
footer closer in to the struggling man.

As the facility arrives next to the man in the water, Joe finally emerges from the
cabin, but seems unsteady and a little pale as he tries to untangle the line
attached to the life ring. Jack sees Joe’s difficulty and realizes that Joe cannot
heave the ring, nor will he be able to assist retrieving the man from the water
due to his weakness and instability on deck.
Jack has been having trouble maneuvering the twin-screw vessel close in
without losing sight of the man in the water, due to the size and configuration of
the large cabin cruiser, as well as his inexperience with this vessel. He feels
helpless to assist with the retrieval. Jack then realizes that Joe must take the helm
while he heaves the life ring and Ed prepares to help him (Jack) lift the
exhausted man from the water.
Jack reluctantly orders Joe to the helm and throws the ring. As the man in the
water grabs onto the ring, Jack notices the facility, still under power, moving
further away from the man. As he hauls in on the life ring line with the man
hanging on, they begin to inadvertently tow the man through the water, which
causes the man to lose his grasp on the ring. Jack retrieves the ring and throws
it again to the man, then quickly takes the helm, places the facility in reverse to
stop its forward motion and begins to again close the gap between the man in
water and the facility. As the facility comes up to the man again, he places
both engines into neutral and then leaves the helm to assist Ed in retrieving the
man according to proper procedure.
They then notify CG communications and request immediate assistance, unsure
of the medical condition of the man just retrieved. Meanwhile Joe sits in the
mate’s chair and searches for his heart medication. The Coast Guard
dispatches a patrol boat and takes charge of the recovered man and takes the
skiff in tow.

Barefoot Mailman is the annual reenactment of Colonial Mailmen walking or riding horse along
coast/beach to deliver mail to South FLL. February 4, 2012 was Boy Scouts annual 34 mile hike over 2
days. The CG & Aux provided boats to transport almost 450 Scouts from Pier 66 to STA FLL.
From there, Scouts resumed their hike to Haulover Park to camp overnight and then hike to
South Beach in the morning.

I’m the proud parent of a daughter who lives in Philadelphia and a son in Germany. I’m also a
grandfather. My son in Germany is 16 and already speaks three languages fluently with two more years
of high school to go. I originally come from Doylestown PA where I graduated from Delaware Valley
College. I spent six years in the Navy as an Air Traffic Controller. After my service I flew as a charter
pilot and flight instructor.
Airplanes are my passion (in addition to ice cream) but I’m looking forward to learning all about boating
in the Auxiliary. I’m also hoping to participate in the various Air Crew missions available to us. The
concept that I might be able to help people is one of the positives that attracted me to the Auxiliary.
Currently I work at The Storage Depot renting self storage units and trucks.

Saturday, Feb. 25: 8-hr Team Coordination Training (TCT). Starts at 9 AM. Bring your own lunch.
An 8-hr TCT training is required for initial certification and then once every 5 years. In years 2, 3, and 4, a 1-hour refresher class is required.
Thursday, March 1: Brief Flotilla meeting and 1-hr TCT training. Please read the scenario in the Log before the meeting.
Saturday, March 10: Annual workshop day. The morning is required for everyone in boat operations. Afternoon sessions are optional and focus on
