Dutchess Domain Congratulations to Sarah Sheehan, the 2009 Illinois Holstein Dutchess! The following is a short biography on the newest member of royalty for the Illinois Holstein Association: Sarah is the 16-year-old daughter of John and Crystal Sheehan of Huntley, Illinois. Sarah is a member of the Tri-County Holstein Club and the Illinois Junior Holstein Association. Sarah will be a junior at Huntley High School this fall. Sarah currently serves as the Secretary of the Illinois Junior Holstein Association and recently attended the National Holstein Convention in California as a member of the senior dairy bowl team. This was Sarah’s fifth National Convention. She attends Spring Thing each year and competes in dairy bowl, dairy jeopardy and the public speaking contest. Sarah has serves on several state committees including scrapbook, Spring Thing, fundraising, railbird judging contest and banner. On the local level, Sarah currently serves as secretary/reported and Dutchess. In addition to her involvement in the IJHA, she participate in several dairy activities through 4-H. Some of these include exhibiting at the county fair, competing in dairy judging and dairy bowl, and completing 4-H dairy science projects. Sarah especially enjoys helping her younger siblings participate in these activities (both IJHA and 4-H) as well. Sarah’s interest in registered Holsteins began at a young age while visiting her grandparents’ dairy, Mil-R-Mor Farm. She grew up helping out where she could, whether it was pushing a broom or leading a calf for the fair. Today, Sarah is still very involved in the farm, now located in Orangeville, where they milk about 135 cows. She frequently fills in as a milker, clipper, sign maker, straw shaker, etc. She also is part of our summer show crew that attends about five shows each summer. Sarah was pleased to earn first place in the Northwest Illinois District Holstein Show intermediate showmanship contest earlier this summer. Sarah is a life-long fan of dairy products, especially cheese and ice cream (just not at the same time!) Stay tuned to future issues of the Herald to learn more about Sarah and what activities she will be attending throughout the state!

Greetings! Although we may have divided loyalties when it comes to baseball, I can’t imagine anyone who is not a Michael Jordan fan. In his recent induction to the Basketball Hall of Fame, MJ explained his competitive nature that drove him to win. His words and his actions let us know that he never let an obstacle become just that—an obstacle to success. As breeders of registered Holstein cattle, “just like Mike”, we cannot afford to let obstacles keep us from reaching our goals for our dairy operations or our state association. So, let’s take positive steps to keep us moving in the right direction:

PROMOTE the image of agriculture and •our dairy farms. Although the media continues to project a negative image of agriculture, like the recent Time article, we must reach out to our consumers teaching them about the care we give to our animals and the good, nutritional value of our product.

PROTECT the value of the registered •Holstein cow. Although we may be tempted to abandon programs or practices to reduce

From the President...costs, we must consider the future and not just the bottom line. Continue enrolling in classification programs; do not forget to nominate your animals for the Futurity contests; and, be sure to support the Illini Golden Opportunity Sale. Look to the sale as an excellent chance to add exceptional animals to your herd.

SUPPORT the activities of your local •and state Holstein Association. Be sure to attend your club’s annual meeting and share your views with your state directors. Plan to be a member of a state committee that will meet in December. And then, come to the state convention hosted by the Stephenson County club and enjoy the fellowship of fellow Holstein breeders.

Finally, I’d like to congratulate all of you on your summer successes and give my condolences to those of you who have suffered a great loss. We can all take heart from Michael Jordan and his example of perseverance and purpose.

This has certainly been a busy summer for Holstein USA. The National Convention in Sacramento was well attended and filled with good discussion to direct the workings of the association. Directors elected were Hank van Exel, Robert Nigh, Bill Wright and Jonathan Lamb. Larry Tande was elected president and Chuck Worden vice president.

A by-law change was approved which will allow some prefixes to be reused after twenty years of non-use. Prefixes may be permanently reserved by members with a $100 fee.

The Holstein Board has approved the final draft of the Dairy Price Stabilization Program. Staff is now preparing a draft to be taken to Congress to get it passed into legislation. The basic principle of the program is to give dairymen an allocation of milk production by using their production history. Those who exceed that allocation would be assessed an estimated $6-$9 per cwt for the amount of milk that is over the allocation. A special provision

will give help to those starting out for the first time. The complete program can be seen by going to the Holstein USA website and looking for the DPSP box.

I hope to see you at Expo or the State Sale. Please be safe this fall and I hope you have a bountiful harvest.

From the Director...


Normally, I would write about a program or service that your Holstein Association has available to you to be used to benefit form Holstein programs and services. This time I to use the story of the mayonnaise. During the past few months every producer I know has been challenged to make ends meet and maintain a positive attitude about your business and some times even life in general. This story does it.

“A Mayonnaise Jar and Two Cokes”

A professor stood before his philosophy class and had a few items laying in front of him. When the class began, he wordlessly picked up a large empty mayonnaise jar and proceeded to fill it to the prim with 7-8 golf balls. He then asked the students if the jar was full. They agreed that it was. The professor then picked up a box of pebbles and poured these into the jar. He the shook the jar lightly. The pebbles rolled into the open areas between the golf bals. He then asked the students again if the jar was bull. They agreed it was. The professor next picked up a bag filled with sand and poured it into the jar. Of course, the sand filled everything else. He asked once more if the jar was full. The

students responded with a unanimous “yes.” The professor then produced two cokes from under the table and poured the entire contents into the jar effectively filling the empty space between the balls, pebbles and sand. The students laughed. “Now,” said the professor as the laughter subsided, “I want you to recognize that this jar represents your life. The golf balls aare the important things—your family, your children, your health, your friends and your favorite passions—and if everything else was lost and only they remained your life would still be full. “The pebbles are the other things that matter like your job, your house and your car. “The sand is everything else—the small stuff. “If you put the sand into the jar first,” he continued, “there is no room for the pebbles or the golf balls.

“The same goes for life. If you spend all your time and energy on the small stuff, you’ll never have room for the things that are important to you. “Pay attention to the things that are critical to your happiness. Spend time with your children. Spend time with your parents. Visit your grandparents. Take time to get medical checkups. Take your spouse out to dinner. Plat another 18. “There will always be time to clean the house and fix the disposal. Take care of the golf balls first—the things that really matter. “Set your priorities. The rest is just sand.” One of the students raised her hand and inquiried what the coke represented. The professor smiled and said, “I’m glad you asked. “The coke just shows that no matter how full your life may seem, there’s always room for a couple cokes with a friend.”

----- As 2009 draws to a close let’s be sure to put every thing in life in it correct place. If you rather have cokes or glasses of milk please do so, but remember to find time to visit with your friends. One of the neat things about Holstein people is they are very open and honest with each other and that in deed makes you very special. Hang in there

The 2009 Illinois Championship Show was dedicated to Ed Smith of Antioch, Illinois. While in high school, Ed showed Registered Holsteins as a 4-H project in the LaSalle County 4-H Show and Junior Fair in Ottawa, Illinois. One day in 1980 Ed’s neighbor, Ron Boldt, called and told him that Golden Oaks Farms would be purchasing the Ravenglen farm in Antioch that was owned by Judge Robert Hunter. He also told Ed that they would be needing a herdsman there. Ed quickly called Jack Bingham and told him that he was very interested in the position. Jack would say that Ed was so persistent and interested in doing a good job that he finally hired him to manage that farm. Ed and Pat and their two kids, Charlene and Chris, moved there on March 1, 1980. Ed cleaned up the barn and made all the necessary adjustments and began farming. During the first part of July, Golden Oaks brought in three semi loads of cattle from the Sawtooth herd in Idaho. Sawtooth was an investor herd of John McKittrick and his partner. They had a really

good bunch of cattle and wanted to dissolve the operation. Ted Krueger and Jack Bingham went to Twin Falls, Idaho to look at the cows and purchased 37 animals that were put on the Antioch farm. That is truly when Ed got “hooked on” Holsteins! He enjoyed being at Golden Oaks and appreciated all the good advice and mentoring he received from Jack Bingham and later Gary Janssen. Jack was not only Ed’s boss, but he was a great friend!! Ed also learned a lot from Ted Krueger who introduced him to aAa. Ted did the analyzing of the cows for Ed but after Ted passed away, Ed called Jim Sarbacker to come and analyze for him. Ed was very instrumental in helping out in the dairy industry. He was show chairman for the State Show, was on the DHIA board for several years, and held several positions in the McHenry-Lake Holstein Club. He also presided over the District Show to help tally up the points and also ordered the trophies for the show. He has helped Joann Hartman for several years check

in animals for the state show. He has also been a regular to help with the Junior and Open Show. In 1998, Del Klussendorf told Ed that he was going to be retiring from being the Futurity Chairman and asked Ed if he would be interested. Ed, of course, said that he would be and did that for many years until 2008 when he handed

Fall 2009

The 2009 Illinois State Fair Superior Young Dairy Producer Award (SYDPA) program was held August 19, 20 & 22, in conjunction with the Illinois State Fair Junior Dairy Show. Fifteen 4-H and/or FFA dairy project members from across Illinois took part in the event. The purpose of the contest is to create an educational activity that promotes youth development, career development, and personal growth through increased knowledge of the dairy industry. This four-phase competition, emphasizing the youth’s knowledge of the dairy industry, awarded each of the top five overall participants with a $1,000 scholarship.

The 2009 scholarship recipients, in alphabetical order, were: Michelle Fluty, Bloomington, Ill. (McLean County)•Kortney Hoerbert, Delavan, Ill. (Logan County)•Abby Kern, Prarie du Rocher, Ill. (Monroe County)•Miranda Kollmann, New Baden, Ill. (Clinton County)•Samantha Ropp, Strawn, Ill. (Livingston County)•

The $5,000 in scholarships was sponsored by: Archer Daniels Midland, Decatur, Ill.; Battery Specials & Golf Carts, Taylorville, Ill.; and Cross Creek Farms, Brimfield, Ill. The Land of Lincoln Purebred Livestock Breeders Association and Illinois State Fair sponsored the individual plaques. The first phase was a 50-question dairy management test. Questions were asked on dairy nutrition, health, reproduction, milk marketing, and other dairy related information. The top three contestants for this phase were:

The second phase was a four station skill-a-thon on various aspects of the dairy industry. Contestants had to identify feedstuffs, identify parts of cow, understand the cow stomach compartments and identify dairy equipment. The top three contestants in the skill-a-thon were:

The third phase of the contest was showmanship. During this phase

contestants were evaluated on their ability to show their animal in front of the judge. The top three winners were:

The fourth phase of the Superior Young Dairy Producer Contest was a judging contest. The judging phase consisted of animal selection by placing four classes of dairy cows and two classes of heifers. The top three contestants for this phase were:

This year marked the 14th consecutive year for the Superior Young Dairy Producer Award Program which has provided $70,000 in college scholarships since its inception. The program is developed and coordinated by Dave Fischer, University of Illinois Extension Dairy Educator.

IllInoIs 4-h JuDgIng teams seleCteD The 2009 Illinois 4-H Invitational Dairy Cattle Judging Contest was held August 22 at the Illinois State Fair. The Sr. division consisted of 4-H members, 14 years and older who received an “A” rating at the State 4-H Dairy Judging Contest in June and/or were involved in past contests and eligible to be invited back to participate in the Illinois 4-H Invitational Dairy Judging Contest. Results from this contest, ability to present oral reasons, and judging results from the June contest were used to determine the four individuals that will represent Illinois 4-H in the 2009 National 4-H Dairy Judging Contest at the World Dairy Expo in Madison, Wis., on September 29th. Team members selected to represent Illinois at the 2009 National 4-H Dairy Judging Contest in Madison, Wisconsin include: Angie Boesche, DeKalb; Mitchell Eickmeyer, Hoyleton; Michelle Fluty, Bloomington; and Aaron Mitchell, Winnebago, Ill. 1st alternate is Colleen Ziller, Huntley and 2nd alternate: Samantha Ropp, Strawn, Ill. The top 10 contestants at the Illinois State Fair 4-H Invitational Dairy Judging Contest receiving a “top 10” certificate and ribbon were as follows:

Team members selected to compete in the 2009 National 4-H Dairy Quiz Bowl and NAILE dairy judging in Louisville, Ky., are Matt Drendel, Hampshire; Josh Huelsmann, Trenton; Levi Martin, Union; and Sarah Sheehan, Huntley. The quiz bowl team weas selected in March based on their quiz bowl state competition. The Illinois 4-H Dairy Teams are sponsored by Illinois Milk Producers’ Association and Illinois 4-H Foundation and are coached by Dave Fischer, University of Illinois Extension Dairy Educator.

The Junction is a place where the high proÞle cow meets the people who need to see her! We offer a facility that will specialize in great individual care. A place where the emphasis is on presenting your cattle, every day, to the people who want to see her. Whether your animals is for sale, has embryo interest, needs to be prepared for the show, or anything in betweenÉ The Junction is the right place for her!

Our success will be measured by the success of you and your animals.

Costs are on a per day basis with a charge of $5 per day for cows in tie stalls and $6 per day for cows in box stalls. The charge for pre-weaned calves is $7 per day, weaned calves $6 per day and group heifers $5 per day. A boarding contract is required between the owner and The Junction with monthly bill-ing sent to the owner. Additional cost such as embryo transfer, non-ordinary veterinarian care, etc. are the responsibility of the owner.

Junior Journeys

National Convention The 2009 National Junior Holstein Convention was held in Sacramento, California, June 27-30. Illinois had 14 Junior Holstein members representing us in dairy jeopardy, jr. and sr. quiz bowl, and speeches. Along with the Jrs. were several adult chaperones and coaches. They made over a 2000 mile trip, by air, to compete in the Junior competitions. The members arrived in California on the 25th. They had the opportunity to visit the Golden Gate Bridge, site see, and take pictures. Afterwards they were able to go and see the ocean. Here they were able to take some awesome pictures, play in the water, draw in the sand, climb up some rocks, and make some cool memories. The 26th they hit the road again and went on a lovely hike in the Redwood forest. Talk about feeling small. The redwood forest would be one of the coolest places to hike in and the group agreed. They also had the opportunity to tour two farms that day, one being Ocean View. They had the opportuntiy to see others dairy operations and see how they do things on their farms. The 27th was dairy jeopardy and speech contests. Our speech contestants were Morgan Bollech and Moragn Olbrich. They both did a great job and we can’t wait to hear their speeches for the upcoming Spring Thing. There were 66 participants in Dairy Jeopardy, competing in three divisions and it running throughout the day. Emily Lyons represented Illinois in the senior division. Intermediate contestants were Sarah Sheehan, Ryan Sheehan and Philip Shanks. Meredith Ziller was the Illinois Jr contestant and made it into the top 12. Congratulations to Emily who won first place in the senior round. That night the juniors had an ice cream social and participated in karaoke. They all had a laugh getting up and listening to each other sing their hearts out. Getting up in front of everybody and singing, broke the ice and junior members proceeded to go and socialize with other Holstein enthusiasts. The next day was the host day tours. Convention attendees had several opportunities to learn more about agriculture in the state. Tour stops included an Ag History Center, Exels Holsteins - the Hank van Exel family,

and wineries( the juniors did not attend these). Others enjoyed the California sunshine and had some fun at the Raging Waters Water Park. They also had an opportunity to go spelunking in one of California’s caves. The evening concluded with the California National Convention Sale, held at the Dixon May Fairgrounds. While it was extremely hot in the show area there were still lots of people, a great line up sale cattle, and an awesome success. Members hit the sack early in preparation for quiz bowl the following day June 29th was quiz bowl. 32 teams competed in both junior and senior divisions. The Junior quiz bowl team consisted of Justin Crull, Ryan Sheehan, Matt Lyons, Morgan Bollech, and Emily Irwin. They did an awesome job and placed 4th. Aaron Mitchell, Mike Drendel, Elizabeth Myelle, Angie Boeshe, and Sarah Sheehan all participated in the senior quiz bowl. Congratulations to both teams, you represented us well. At the banquet Illinois received even more good moos, I mean news. We also won first place in the Banner competition. After a long day of dairy bowl and stuffing your face at the banquet the only thing you want to do is go dance, right? Well they were able to boogy! They showed off their sweet moves and how

Stephenson It has been a busy summer in Stephenson County, starting with a very high-quality district show in June. Look for complete district show results on page 19 of this issue. Stephenson County exhibitors continued tho compete well throughout the summer at the Stepenson County Fair, State Holstein Show, State Fair and other shows. Best of luck to all the Stephenson County members going on to Expo and Louisville! In other news, Kaye Miller fell down the basement stairs on August 31. She broke her wrist, fractured her neck and broke her shoulder in four placed. Fortunately, no damage was done to her spinal column. After spending a week at the University of Wisconsin Hospital in Madison, Wis., she was able to come home sporting a neck brace, cast and shoulder sling. She continues to record in good spirits and underwent a complete shoulder replacement on September 15. She would like to thank the many members from across the state who have showered her with phone calls, card and get-well wishes. The future of the Junior Holstein Club in Stephenson County is looking bright thanks to the birth of several babies over the last year. Brian and Kristi Dinderman of Orangeville gave birth to twin boys, Amery and Aidan, last winter. After many complications due to a premature birht, they have now been home for some time and are doing well. Tim and Jennifer (Meier) Busker of Ridott had a son, Matthew, in January. Shortly after, Donald and Sarah Graybill of Freeport had their third child, Emiy Claire, while Dirk and Jennifer Brinkmeiere, also of Freeport, gave birth to son Dalton. Where has the summer gone?? Kevin Wendling judged our District Show on July 30 in conjunction with our County Fair. There were 11 exhibitors with 43 head. More information is elsewhere. For the 4-H show Cory Thorman had Reserve Supreme Cow, along with Senior Champion. Hannah Weiman had champion heifer. Senior showmanship winners were Garrett Edwards and reserve Jordan Thorman, and Junior showmanship winner Hannah Weiman and reserve Cole Cutforth. In the open show Tom Neisen Family had Grand Champion Holstein and Supreme. In the Junior Show Cory Thorman had Grand overall. Members showing at least one of the shows during the fair included Tom Kuhn Family, Deters Dairy, Marissa Edwards, Garrett Edwards, (Hi-Blu); Cory and Jordan Thorman, Tom Neisen Family, Cole Cutforth, Frank and Beth Cash, Duane Tobias Family, and Andrew Mowen. At the Western Illinois Dairy Banquet Rachel Reis was crowned Dairy Princess. The Kuhn Family received the Heritage Award given to a person, couple or family who are involved in the Dairy Industry. The Tobias family had two weddings this year. Kurt married Heather Bugh and Chris married Stephanie Arnold. Our thoughts and prayers go to the Gary Weiman family on the passing of their grandson Ethan Weiman. Ethan lost his courageous battle with Neuroblastoma on June 12. Adam Weiman is getting married in January to Kelly Kretzer. While son Aaron graduated this past spring from Western Illinois University.Paul and Edith Edwards have been busy with two weddings. Two of Rick and Mary Edwards daughters married. Nicole married Mark Bateman in February, while Olivia married Korey Powell on September 5. Garrett Edwards, Greg and Janette’s son graduated from Blessed Sacrament last Spring. Cheryl Frericks became the wife of Joe Schutte on July 25. Several members attended the wedding and or reception. Cheryl is now at a desk job at ADM formulating rations for dairy farmers. This was the 59th year for Tom Kuhn to exhibit at the County Fair. They also took some of their New Zelland rabbits to the State Fair. Showing cattle at State Fair were Cory and Jordan Thorman, Cole Cutforth, Frank and Beth Cash, and Andrew Mowen. Several of us showed at other county fairs. Lewis Co. Missouri, Weiman, Mowen, Cash and Cutforth. Jersey Co. Mowen; and the

Orangeville gave birth to the first Mil-R-Mor great-grandchild, Ashlynn Grace Schultz, on August 5. The wondrous circle of life carries on with these new additions, yet the year has also brought the passing of some of their great-grandparents. Ruby Meier of Ridott passed away in March at the age of 91. Sharon Graybill of Dakota passed away on August 19, shortly following the death of her husband, Bob, last January. Back to positive news, several weddings are also in the air. Arji Rashidi, grandson of Bob & Kaye Miller, will be married October 11, in Puerto Vallarta, Mexico, before settling down in San Diego, Calif. His fiance, MacKenzie Johnson, is originally from the Green Bay area. Angie Smith of Davis is getting married on October 17 to Tim Litlow. Laura Lyford, also of Davis, is set to marry John Mitchell of Wisconsin on April 10, 2010. Stephenson County Holstein members are also busy planning the state convention, ste for December 2-4, 2009, in Freeport, Ill. Lots of fun activities and good Holstein fellowship are planned, and we look forward to welcoming you all to our county soon! Wishing you a safe and bountiful harvest season!

The volatility in dairy product prices and dairy producer milk prices is extremely

difficult for dairy producers, milk processors and end users of milk and dairy products to manage. The U.S. All Milk price averaged $15.13 for 2005, just $12.88 for 2006, a record high of $19.13 for 2007 and $18.32 for 2008, the second highest on record. But, the U.S. All Milk price was a record monthly high of $21.90 November of 2007, started 2008 with a January price of $20.50 only to fall to $15.60 by December and down to $11.50 for February 2009. Such volatility creates major problems for dairy producers to manage cash flow and make capital investment decisions. When prices are at their lows returns over feed costs become unfavorable and even negative. These unfavorable returns have a negative impact beyond the dairy producer level. Farm input suppliers are negatively impacted as dairy producers reduce their purchases of feed, seed, fertilizer, crop chemicals, machinery and other inputs. These lower input purchases negatively impact local businesses and communities.

Program objectives:To prevent severely depressed producer •milk prices that result in low and negative returns over feed costs to dairy producers.To reduce the volatility of dairy product •prices and producer milk prices and thereby reduce the price risk to dairy producers, dairy processors and end users of milk and dairy products.Provide flexibility in allowing dairy •producers who wish to expand their dairy operations as well as providing for new producers who wish to enter dairying.To complement and not replace other •existing dairy programs such as the federal dairy price support program and the Milk Income Loss Contract Program. In fact, this program would reduce the federal government cost of both of these two programs.Provide for a long run dairy program for •seven years with a five year review for continuation and/or modifications based on past performance.

Program provisions:The program is mandatory in that all states •will be included. However, it is flexible in that individual producers may decide to expand their dairy operation and new producers are allowed to enter the dairy industry. States having programs to grow their dairy industry will still be able to implement such programs.For the purpose of this legislation, the term •“new producer” shall be defined as any

individual or group of individuals entering the dairy business, none of whom have any interest in milk producing cows at the time of this bill’s enactment.Upon implementation of the program, each •dairy producer will be assigned an initial base of raw milk marketings using an average of the calendar years 2007, 2008, and 2009.There will be a committee setup to review •individual appeals.For those producers with less than a 3-year •history, calendar year 2009 will be their initial allowable milk marketings base. Each producer’s base will be divided into their quarterly historical milk marketings. Bases are a moving base whereby at the beginning of the next 12-month period, a producer’s base will be the recent past 12 months. The base is assigned to the producer owning the producer license for the dairy operation.Bases can be transferred by filing the exchange •with the Farm Service Agency.Multiple dairy producers can combine their •bases from two or more facilities into one dairy facility provided each producer holding one of the bases to be combined remains engaged in milk production of the operation in the combined facility.In all other instances a producer’s base •evaporates once the owner of the producer license no longer is actively producing and marketing milk.The program will be administered by the •U.S. Secretary of Agriculture with an advisory Board, hereafter referred to as Board, appointed by the Secretary from nominations. The Board will include two dairy producers from each of 6 regions—the West, South, Southeast, Central, Midwest and Northeast; one consumer representative, one representative of dairy product firms (cheese, butter, milk powder or other manufactured products), one representative of a fluid milk bottler, and a dairy economist advisor to the Board.The U.S. Secretary of Agriculture in •consultation with the Board will forecast the market for fluid milk and manufactured dairy products (total commercial disappearance) that includes both the domestic market, any foreseen government purchases, and exports for each quarter of the next 12 months. Taking into consideration the current level of milk production, a determination will be made as to the needed change in U.S. milk production to fulfill the market needs for each quarter of the next 12 months allowing for a producer raw milk price that is positive over operating costs as determined by the Board. The Board will meet quarterly with the U.S. Secretary of Agriculture to revise forecasts and to forecast out by quarter for the next 12 month period. The market needs by quarter is referred to as

“allowable milk marketings”.Dairy producers who maintain their milk •marketings by quarter within the “allowable milk marketings” are not directly impacted by the program. Recognizing that milk production is affected by weather, feed quality, herd health, etc., a producer who exceeds the “allowable milk marketings” for a given quarter will not be impacted provided that their milk marketings for the entire 12 month period are within the “allowable milk marketings” and if so, any “market access fees” collected will be refunded.Dairy producers who produce at or below •their “allowable milk marketings” will not be impacted with a reduction in base in the future marketing period/s.Dairy producers who wish to expand their •dairy operation and exceed the “allowable milk marektings” will be assessed a “market access fee” per hundredweight on milk marketings that exceed their “allowable milk marketings” level. This “market access fee” will initially be determined by the U.S. Secretary and the Board, but we expect it will be in the range of $6.00 to $9.00 per hundredweight on this “new” milk. Based on historical performance of the program, this market access fee may be increased or decreased, but cannot be increased for dairy producers currently being assessed the “market access fee” for the current 12-month marketing period. If the market access fee would drop while a producer is expanding, the fee could go down (because we need more milk), but a fee would never go up once locked in for 12 months.For dairy facilities who expand marketings •beyond the “allowable milk marketings” and pay a “market access fee”, their fees would be collected and redistributed back to the dairy producers who held their milk marketings within the “allowable milk marketings”. Redistribution of “market access fees” will be done annually at the anniversary date of the inception of this program.Once it is determined that a dairy producer •has expanded milk marketings beyond the “allowable milk marketings” for a given quarter, the dairy producer will have the “market access fee” deducted for the proportional amount of “new” milk from their milk check in the following quarter and for the next three quarters. The dairy producer’s higher milk marketings during the first quarter and following three quarters having a “market access fee” becomes the new and higher historical base to which milk marketings for the quarters for the next 12 months will be compared to.For new producers without a full year of •milk marketings or those entering after the implementation date, their base will

begin being established with their first full quarter of milk marketings and for the next three quarters. A new producer who begins producing milk on January 10, 2010 will begin establishing his or her base and paying any fees on “new milk” (which may be all of their milk if they are not the transferee of existing allowable milk marketings) on April 1, 2010 through March 31, 2011.Half of the new producers’ market access fees •will be deferred to the corresponding quarter during their second year of operation. Then, consistent with how the program is written for existing producers, the new producer is eligible for market access fee dividends if they stay under their allowable milk marketings, even though they will be paying market access fees on year one’s milk marketings.New producers lose the ability to defer market •access fees after their first full four quarters of operation. This includes a new producer who pays no market access fees during any time during their first four quarters.As with Milk Income Loss Contract payments •

dairy producers will file their milk production history and monthly milk marketings with their area USDA Farm Service Agency (FSA) office to establish a milk base. Dairy producers will authorize their milk plant or dairy cooperative to submit their milk marketings directly to the FSA office. If a dairy producer’s milk marketings exceed the “allowable milk marketings” for a given quarter, the FSA office will notify the dairy producer’s milk plant or dairy cooperative to deduct the “market access fee” starting the following quarter and for the next three quarters and submit the fees to the FSA office. Area FSA offices will submit “market access fees” collected to the national FSA office where they will be pooled and a value per hundredweight will be calculated for distribution to all dairy producers who had not exceeded the “allowable milk marketings”.The Federal Milk Market Administrator or •State Market Administrator, will, if solicited, provide information to use to verify reported producer milk marketings from dairy plants.

Administrative costs:

An assessment of no more than two cents per •hundredweight will be assessed against all milk marketings to cover administrative costs of the program. Milk plants are to submit these assessments directly to the national FSA office.

the position over to Wendy Erbsen. In 2004 Ed became an aAa analyzer. He analyzes for many herds in Illinois, Pennsylvania Wisconsin, Kansas, Missouri, Iowa, and Maryland. He has truly appreciated the many friends he has made in the dairy industry. Charlene is now married to John Bunge and they have 4 children: Alexia, Karl, Owen, and Elliot and live in Round Lake, Illinois. Chris is also married. He and his wife, Lori, have 2 children: Anna and Austin, and they live in Juda, Wi. They own Cri-Lo Dairy and Ed owns some cows with them, including a granddaughter of a homebread EX-93 point cow!

Delbert E. Brammeier Delbert E. Brammeier of Ferrin died Wednesday, September 9, 2009 at St. Mary’s/Good Samaritan Hospital in Centralia at the

age of 63 years. He was born in Ferrin on August 7, 1946 the son of Emil and Quinta (Knolhoff) Brammeier. In 1968 in Hoyleton Delbert married Doris Unverfehrt and she survives along with two daughters: Emily Holle and husband Jason of

Hoyleton and Jill Brammeier and special friend Dannon Harre of Hoffman; two sons: Sam Brammeier and special friend Raven Holle of Nashville and Jason Brammeier and wife Dena of Ferrin; three sisters: Bernice Zimmermann of Ferrin, Eileen Kleiboeker and husband Bill of Hoffman and Julia Karmeier and husband

IN MEMORIAMRalph of New Minden; two brothers: Edmond Brammeier and wife Alrene of Okawville and Carl Brammeier and wife Louise of Carlyle; three grandchildren: Adrienne, Jackson and Daisy Brammeier; two sisters-in-law: Gladys Kastrup and husband David of Prescott, Arizona and Rose Hanke of Boulder; brother-in-law: Wayne Unverfehrt and wife Ruth of Hoyleton; and several aunts, uncles, nieces and nephews. Delbert was a member of the Bethlehem Lutheran Church in Ferrin where he was currently serving as an elder and had served in many positions. Delbert was a dairy/grain farmer and was born and raised on his dairy/grain farm in Ferrin. He was member of the Clinton County Farm Bureau, the Clinton County Holstein Club and Jr. Holstein Club, the Farm Extension and was a member of the Huey-Ferrin-Boulder Fire Department. In lieu of flowers the family suggests memorial to the American Heart Association, Bethlehem Luther Church or to the charity of the donor’s choice and those will be received at the Frerker Funeral Home, which is serving the family.
