Nondiscrimination and/or Sexual Harassment Complaint Process The Governing Board is committed to providing equal opportunity for all individuals in education.
District programs, activities, and practices shall be free from discrimination based on race, color,
ancestry, national origin, ethnic group identification, age, religion, martial or parental status,
physical or mental disability, sex, sexual orientation, gender, gender identity or expression, or
genetic information; the perception of one or more of such characteristics; or association with a

The Governing Board is committed to maintaining a safe school environment that is free from
harassment and discrimination. The Board prohibits sexual harassment of students at school-
sponsored or school-related activities. The Board also prohibits retaliatory behavior or action
against any person who reports, files a complaint or testifies about, or otherwise supports a
complainant in alleging sexual harassment. (BP 5145.7)
A complaint concerning unlawful discrimination, harassment, intimidation, or bullying may be filed
only be a person who alleges that he/she personally suffered unlawful discrimination, harassment,
intimidation, or bullying or by a person who believes that an individual or any specific class of
individuals has been subjected to it. The complaint shall be initiated no later than six months from
the date when the alleged discrimination, harassment, intimidation, or bullying occurred, or six
months from the date when the complaint first obtained knowledge of the facts of the alleged
discrimination, harassment, intimidation, or bullying. However, upon written request by the
complainant, the Superintendent or designee may extend the filing period for up to 90 days. (5

CLEARING ABSENCES When a student is absent, it is the parent or guardian’s responsibility to report the reason. This may be done by writing a note or by calling the school. A note should be written in ink and include the following: a) student’s first and last name; b) date(s), time(s), and reason for the absence(s); and c) signature of the parent or legal guardian. When a student has had ten (10) absences in the school year for illness, any further absences for illness must be verified by a physician to be cleared. Parents will receive a courtesy call to work or home if your student is absent from school, unless prior notification of the student's absence has been made.
EARLY DISMISSAL If a student needs to leave campus during the scheduled day, the parent or guardian must make prior arrangements with the school office either by phone, note or in person. 18 year old students who sign themselves out early will be marked unexcused unless the school receives verification from a dentist, a doctor, court official, etc.
LATE AND TARDIES A student is considered tardy if the student is not in the classroom when the bell rings

NON-TRUANT ABSENCES
The only non-truant reasons for a student to be absent from school are: Illness Medical appointments Funeral for immediate family member (one day in state, three days out of state) Court Appointments
Exclusion for not having proper immunizations (five days only)
TRUANCY
Any student who has been absent from school without a valid excuse for more than three days, or is tardy in excess of thirty minutes on each of three or more days in one school attendance year, shall be regarded as a truant. If you believe that one or more of the unexcused absences listed above are not accurate, you have ten school days to notify the school in writing of your objections. If no objection has been received by the school after ten school days, these unexcused absences will stand and cannot be cleared. Students may be counted truant if they are not in their assigned classes even though they are on campus. It is the student’s responsibility to notify the teacher.
STUDENT ATTENDANCE REVIEW TEAM (SST/SART)
The principal shall order a SST/SART (School Attendance Review Team) hearing at the school site when a student is legally truant. This meeting will require parent or guardian to attend, and may result in a truant citation from the City of Folsom issued by the Folsom Police Department. Student and parents may be required to attend a courtroom hearing.

STUDENT ATTENDANCE REVIEW BOARD (SARB) Students that continue to experience poor attendance patterns will be referred to the Student Attendance Review Board. Parents will receive in the mail, letters prior to this indicating these poor attendance/tardy patterns. Serious consequences administered by this panel may include: Loss of a California Driver’s license for the student Prevention of acquiring a California Driver’s license for the student Loss of a work permit, thus preventing the student from working Prevention of acquiring a work permit, thus preventing the student from legally trying to find
employment in the state of California A transfer of academic programs Possible legal and/or financial penalties applied to both student and parent The above disciplinary actions fall under California Education code, Section 48260 and City of
Folsom Municipal Code Ordinance No. 862 PARENTS ARE REQUIRED BY EDUCATION CODE AND STATE LAW TO ATTEND THESE MEETINGS.
STUDENT PARKING Student parking has been designated in the Folsom Lake High Schools parking lot. Designated parking for students is marked with student parking stenciling. Students are encouraged to lock their vehicles at all times. They are also encouraged to keep all personal belongings out of sight. Neither Folsom Lake High School nor the Folsom Cordova Unified School District can assume any liability for stolen items or damage caused to any vehicle. Students must observe all city driving ordinances and must drive in a cautious manner while operating vehicles on district property. Students who drive in an unsafe manner in the parking lot or street are in jeopardy of not being permitted to park on district property.

STUDENT IDENTIFICATION CARDS Picture identification cards will be provided to students. If you need a replacement identification card a charge of $2.00 will be assigned.
CLOSED CAMPUS/OFF LIMITS
Folsom Lake High School is a closed campus. Once students come on campus they are to remain on campus for the full school time. Students are not allowed to go to their vehicles nor to any destination off campus without specific permission from the principal or the principals’ designee. The specific areas that are off limits to Folsom Lake High School students include:
The baseball field behind the campus The district office parking lot The parking lot between the district office and the school The walkway behind the restrooms The Denny’s restaurant parking lot The gas station on the corner of Bidwell

FOLSOM LAKE HIGH SCHOOL DANCE POLICY
Folsom Lake High School does not sponsor dances. However, our students are able to attend selected dances sponsored by neighboring high schools as invited guests. Our students must receive a guest bid from the other high school prior to the function; it is subject to the discretion and approval of both school administrations. Attending a school dance is a privilege. Folsom Lake High School students will be expected to follow all school rules as a guest at another high school’s functions. Students who do not comply with the rules from the guest school may be removed from the activity, may be restricted from future social activities, and or may be suspended from school.
DRUG AND WEAPON FREE ZONE State and Federal laws have mandated that Folsom Lake High School has been declared a drug and weapon free zone. Enhanced penalties will be applied to anyone prosecuted for drug or weapons violations.
CELL PHONES/I-PODS
Students may possess or use personal electronic signaling devices including, but not limited to, I-pods and cellular/digital phones. Any use of an electronic device that exploits personal information, disrupts the educational process, invades personal privacy, creates a safety risk, or compromises the integrity of educational programs is strictly prohibited.

CELL PHONE POLICY
All electronic devices must be turned off during class time! No texting, taking pictures, checking messages, checking the time or video recording during class time.

The school will not take responsibility for lost, stolen, or damage of any electronic devices.
Parents are asked to not contact their student during school hours on their cell phones. Parents need to call the main office (916-294-9809) if you need a message relayed to your student. Student phones are expected to be off during class.

TELEPHONE MESSAGES A student will not be called out of class for personal phone calls nor will calls be transferred to the classroom, except in the event of an emergency. Messages will be taken from the parents/guardians and given to the student during the passing period. Parents: DO NOT call or text your student’s cell phone during school hours.
SKATEBOARDS AND BIKES
Skateboarding is NOT allowed on campus.
Students who ride their bikes to school must walk their bikes from the campus entrance to the bike rack.
Students are responsible for the security of their own bikes, and skateboards.
A skateboard rack is located in the office, and the bike rack is located on campus for safe
keeping. STUDENTS WHO CANNOT COMPLY WILL BE REQUIRED TO LEAVE THOSE ITEMS AT HOME
HAZING/HARASSMENT Because hazing and harassment are against the law, steps will be taken by the staff and administration to discourage these activities. Engaging in hazing or harassment of other students may result in suspension from school. Sexual harassment includes, but is not limited to, unwelcome sexual advances, requests for sexual favors, or other verbal, visual, or physical conduct of a sexual nature made by someone from or in the educational setting. Any student who believes that he/she has a legitimate reason for filing a formal “Sexual Harassment” complaint should immediately contact a staff member for assistance.

18 YEAR OLD STUDENTS
Students who are 18 and have maintained continuous enrollment may remain at Folsom Lake High School for a 5th year of high school
All 18 year old students must maintain regular attendance, good behavior, and they must demonstrate academic progress
Failure to meet attendance, behavior, and/or academic guidelines will result in student being referred to Adult Education to complete graduation requirements
18 year old students who intend to sign themselves out of school will be required to sign an 18year old contract, and will have an unexcused absence
18 year olds who sign themselves out of school on a routine basis will be referred to the Adult Education program
USE OF THE INTERNET
In order for a student to access the Internet at school, each student and parent/guardian
must sign an Authorized Internet Use Agreement (FCUSD #6118.01) as part of the
registration process

PRESCRIPTION AND “OVER-THE-COUNTER” MEDICATIONS
Students may not keep medications of any kind in their possession while on campus. If it is necessary to take medication during school hours, the following conditions will apply:
Prescription medications must have a FCUSD Release for Medication in School form
completed and signed by both physician and parent or guardian
Over-the-Counter medications must have a FCUSD Parent Release for Non-Prescription
All medications are to be brought to the school office in original prescription or over-the-counter containers, labeled with the student’s name, where they will be stored in a locked area and administered to the students according to instructions
Medication release forms are available from the office staff or the school nurse
Asthma inhalers, EpiPens, and Insulin may be carried by students and self-administered
ONLY with a physician’s written authorization, and completion of the FCUSD Release for Medication in School form.
Emergency Procedures
Monthly safety drills are planned for the school year and all staff members are provided with
a copy that is stored in their teacher binder. The Hour Zero is our district’s School Emergency Response Plan that places the school in a state of preparedness. The goal of the School Emergency Response Plan is to establish the framework and guidelines for dealing with a variety of emergency situations which may affect the school, and to ensure that school staff and students are familiar with those procedures and their respective roles in the event of an emergency. Hour Zero is updated each year and reviewed with staff.
Safety Drills are scheduled monthly. This includes, Fire drills, Duck and Cover, Lock Down and Evacuation drills.
PRIMARY EVACUATION SITE: In case of an evacuation, all students and staff will evacuate to Sutter Middle School, 715 Riley Street.
SECONDARY EVACUATION SITE: Should Sutter Middle School also be in evacuation status, Folsom Lake High School will evacuate to: WalMart, 1018 Riley Street

FOOD SERVICES
Folsom Lake High School offers a school lunch program. Students may fill out a Free and Reduced-lunch form. Forms will be available for families during orientation, in the front office, and on the district web page. PERSONAL PROPERTY
Folsom Lake High School nor the district will assume responsible for lost, damage or stolen personal property. Please do not bring large sums of money or expensive items to school. Your personal property is your responsibility.

SCHOOL PROPERTY
Students are financially responsible for all textbooks and materials checked out to them. Students will be billed for lost or damaged materials. Student’s diplomas are held until all fines are paid.
ACADEMIC HONESTY The Governing Board believes that academic honesty and personal integrity are fundamental components of a student's education and character development. The Board expects that students will not cheat, lie, plagiarize or commit other acts of academic dishonesty. Students, parents/guardians, staff and administrators shall be responsible for creating and maintaining a positive school climate that encourages honesty. Students found to have committed an act of academic dishonesty shall be subject to disciplinary action which is appropriate for the violation of this policy. Such action will range from parent notification and failure for the assignment.

2016-17 Dress Code Contract
This dress code policy has been aligned with VDL and FHS’s dress code policies to ensure consistency in the Folsom area high schools. We believe college and career-readiness begins in high school. Regardless of guidelines below, Folsom Lake staff will have the final determination as to whether a student’s attire is appropriate for school, as trends and fashion change at a rapid rate. When students are in violation of the dress code policy, they are provided with the opportunity to find an appropriate “school ready” outfit in our Boutique. Students may also borrow a clothing item from a friend, or call a parent to bring them appropriate clothing. GENERAL GUIDELINES: No see-through or transparent garments Footwear must be worn at all times, per state law Accessories such as chains and spikes that can be intimidating or dangerous are not permitted No offensive clothing or accessories. Items depicting drugs, alcohol, weapons, tobacco, profanity, sexual

Dress Code Policy Students who wear inappropriate clothing to school will be sent to the office with a dress code violation slip by any staff member on campus. Students will be given an opportunity to comply with the dress code requirements and return to class.
STUDENT WORK PERMITS
Work permits will be issued to Folsom Lake High School students who have a job and are under eighteen years of age. Students and parents must understand that the first obligation of the student less than eighteen years of age is to attend to their academic and educational needs. Therefore, the following guidelines will be followed in the granting of a Folsom Lake High School work permit:
The student attendance must be maintained at ninety (90) percent
The student must be making satisfactory academic progress in all classes
The student must maintain satisfactory discipline during their enrollment at Folsom Lake High School. Work permits are invalid if a student has been suspended offsite for Discipline issues. A severe disciplinary incident will result in a revocation of the work permit. If the work permit is revoked, the employer of the student will be immediately informed
Students with work permits are not allowed to work on days they do not attend school (This includes illness and or suspension)

DISCIPLINE PLAN
Discipline is vital to promoting an atmosphere of student behavior necessary to achieve high academic and ethical standards. Discipline is the responsibility of the students, parents and staff. Student misbehavior is often difficult to deal with due to many variables. Each violation will be reviewed on an individual basis and may warrant a minimum or maximum disciplinary action dependent upon the circumstance and previous behavior of the student. (See the Folsom Cordova Unified School District Code of Conduct). California Ed. Code 48900 serves as the foundation to ensure consistency and fairness in disciplinary matters at Folsom Lake High School. Students may be subject to disciplinary action if the offense occurred: (1) on any FCUSD campus; (2) at a school-sponsored event; and (3) on the way to or from school.
INTERVENTIONS FOR STUDENT LEARNING
All Teachers will be following the classroom “Due Process” procedures should students disrupt the learning environment
Step 1: Warning and engage student in learning
Step 2: Move students seat for continued disruptions to the learning environment
Step 3: Outside conference with reflection sheet for re-entry into the classroom
Step 4: Class suspension with parent phone call
COUNSELING: A counselor, psychologist, or principal will provide a helping relationship by analyzing student misbehavior and providing positive steps for behavior adjustment. Counseling may include keeping the student in the office for the balance of a class period, holding a parent conference or using other measures if appropriate. BEHAVIOR CONTRACT: The school/district may enter into an agreement with the student wherein he/she agrees to comply with the conditions contained in the contract, and the school rules. The student agrees to refrain from committing the same violation and/or breaking other school regulations. This contract may be in addition to a suspension/or expulsion and/or in lieu of such actions. SUSPENSION: Removal of a student from Folsom Lake HS and all school sponsored activities on and off campus for the purpose of home correction. Suspension is a disciplinary action for unacceptable behavior on campus and/or at school activities. INVOLUNTARY TRANSFER: A student may be transferred to another campus or program within the Folsom Cordova Unified School District. EXPULSION: Removal of a student from the instructional program offered by the Folsom Cordova Unified School District.

DUE PROCESS 1. The violation will be reviewed and the student informed of the reason for disciplinary action. 2. The student will be permitted to discuss the violation and to present information on his/her
own behalf. 3. In the event the infraction by students results in suspension, expulsion, or an alternative
placement the student/parent has a right to a conference/hearing within a specified time as prescribed by law.
SUSPENSIONS
If a student is suspended, the parent or legal guardian will be notified by phone, by principal/principal designee for the reason and duration of the suspension. Following the initial contact, a copy of the suspension form will be emailed or sent to the home address to confirm the suspension. During a suspension, a student will be subject to discipline if they are on the school campus or on any other FCUSD campus. Students are not permitted to work while on suspension, their employer will be notified of the suspension.
EXPULSION
A discipline conference will be set up with Attendance and Due Process and a recommendation for expulsion will be written for the following violations.
Serious physical injury Knife or Dangerous object Possession of a controlled substance Under the influence of a controlled substance Robbery/Extortion Assault/battery on a school Sale, possession or furnishing of a firearm Brandishing a knife at another person Selling a controlled substance Sexual assault or sexual battery Possession of explosives

SEARCH AND SEIZURE
Students and/or their property may be searched by school personnel if the school has reasonable suspicion that the student has violated or is violating either the law or the rules of the school. School personnel have the right to use reasonable force to maintain order, safety and conditions conducive to learning.
POLICE NOTIFICATION
The law requires notification to law enforcement of all incidents:
Controlled substance Weapons Assault/battery Violent or terrorist threats
Probation officers will be notified of excessive tardies, absences and discipline referrals.
