INHART Halal Laboratory Launching Ceremony
The newly built Halal lab of INHART was
officially launched by YBhg. Razali Sha-
habudin, Deputy Director General, JAKIM
on 27th December 2015. The laboratory
is a central facility that houses sophisti-
cated analytical instruments including
real time PCR machine, ultra high pres-
sure liquid chromatography (UPLC), dif-
ferential scanning calorimetry (DSC), fou-
rier transform infrared spectroscopy
(FTIR), texture analyzer, super critical fluid
extracting apparatus. These instruments
can be used for various Halal related
research and development activities. The
main objective of the laboratory is to
provide services to all researchers and
students attached to INHART. Meanwhile,
the lab will offer its analytical services to
outside companies as well as other aca-
demic entities of the university on a paid
basis. The lab and the facilities will also
be unitized to conduct short term train-
ing programs on food, cosmetics, and
pharmaceutical analysis.

It gives me a great pleasure to write a few words on the publication of the inaugural issue of the INHART news bulletin.
Since INHART is undergoing gradual expansion in many spheres, it is timely that the institute has taken action to launch a news bulletin. This bulletin is intended to cover all sorts of activities of the institute so that the general public will have up-to-date information. Surely, our academic and training programs will get a good publicity. As the Editor, I kindly
request the members of the institute to take a keen interest to see INHART produces a magazine of high standard. Hence, submitting the details of the institute events once they are completed is something important to keep this bulletin an up-to-date magazine of high standard.

From its humble beginning as a small research centre in 2005, INHART has come a long way to become an important academic entity of the university. This is evident from the focus of the INHART being expanded over the years resulting in a tremendous increase of the programs and activites. In order to build up a legacy, there is a need to keep the record of the events taking place in its journey. When it is passed on to the community and stakeholders, it will help to keep an abreast of the developments. I hope the launching of the INHART bulletin would partly fulfill this need, and inspire those who
want to pursue academic and professional training with INHART.
As an institution envisioning to become a world renown centre for Halal research and training, INHART strives its best in planning and executing various programmes and activities. INHART’s mission is to provide world-class research, education and training opportunities related to halal industry to the the nation and beyond. This includes preparing students and professionals for lifelong learning and career in the halal industry, promoting research leading to innovative Halal products and pursuing excellence in every
endeavor in line with IIUM philosophy, vision and mission.
It is timely as well as highly relevent to highlight the on going activities of INHART to our customers and stakeholders through this news bulletin. I would like to congratulate the editorial team, which has done an excellent job to bring the first issue of the bulleitn this year. The stage is set for Malaysia to become a powerhouse in the halal industry with inputs from Universiti Sains Malay-sia (USM) and the International Islamic University Malaysia (IIUM). Both universities joined hands in a memorandum of understanding signed recently to spearhead the initia-tive to position Malaysia as a global Halal support centre with the backing of 18 other public universities.
The signing ceremony was a milestone for the varsities to take charge and ensure Malaysia remains the leading global Halal hub, with expertise in terms of test-ing and analysis by USM, and syariah compliance by IIUM. The signing was witnessed by director-general of the Higher Education Department in the Higher Education Ministry, Prof Datuk Dr Asma Ismail, and chairman of Pub-lic University Vice-Chancellors and Rectors Committee (JKNC/R) Professor Emeritus Datuk Dr Kamarudin Hussin following a 20-university member meeting.
USM vice-chancellor Professor Datuk Dr Omar Osman signed the MoU with IIUM rector Datuk Seri Dr. Zaleha Kamarudin.
Omar said the tie-up was vital to enable the legal expertise to be tapped by Organisation of Islamic Countries (OIC) with some 300 global members, both at the halal and syariah-compliant analysis stages. "The expertise via the USM-IIUM tie-up enables Malaysia to achieve its aspiration as the global Halal reference center in the field ‘,he said in a press conference held after the signing ceremony. He said the tie-up would also enhance the global network by IIUM wide, with help from USM in positioning Malaysia as a Halal industry resources center.
Zaleha said USM had been a leader in the science industry and there was a need for IIUM to combine syariah expertise with science in the field of testing and analysis. "We want Malaysia to set an international Halal compliance standard guideline in the Halal industry based on scientific approach with effect from next year," she said. Zaleha said Malaysian public universities would enlist help from several foreign public universities to tap into the OIC network to gain added expertise in the Halal industry.

course itself has emphasized

program was open to all stu-
dents and staff of INHART as

of slaughtering under differ-
ent situations, skill of slaugh-
tering (practical), the issue
related to slaughtering.

Research Highlight INHART is pleased to announce that five of its proposal applications were approved by the uiversity selection committee. In the middle of November 2015, Research Management Centre ca l led for research proposal applications from the academic staff

Muslims throughout the world adopt a
high standard of personal hygiene be-
cause Islam emphasizes on physical
cleanliness, spirituality and purification.
Generally, human beings consider
cleanliness to be a pleasing attribute
and Islam insists on it. Hence, INHART
and Global Dibagh Sdn. Bhd (GDSB)
recently agree to collaborate on the
Islamic Hygiene Practices (IHP) while
promoting and offering best practices in
terms of sanitation and hygiene in halal
industry. Using science based approach-
es; a well-designed IHP guideline will
validate the standards, parameters, op-
erating procedures (SOP) and module
training. INHART-GDSB is a professional
Islamic cleansing service company that
will cater primarily to companies and
individuals engaged in halal industry.
Having worked with settings that in-
clude homes, kitchen, hotel, car, stores,
malls, and other commercial establish-
ments, INHART-GDSB is capable to
clean the space free from any ‘najasa’
according to Islamic law.

INHART conducted the Halal Awareness & Mahabbah Commu-nity Outreach program on 18th May, 2015 to the Orang Asli Com-munity living Kg. Sg. Chiong,
Banding in Perak. The launching ceremony of this program was led by Prof. Dr. Irwandi Jaswir, Director of INHART at the Musolla of Kg. Sg. Chiong. This program was in-
tended to give an exposure on Halal related matters plus knowledge and understanding on the importance of Halal food and slaughtering in our daily life.
The program activities were divided into three small groups consisting of children, mothers and fathers. Children took part in activities such as games, color-ing, story-telling and drawing. Activities of sharing moments and discussion were conducted for adults. In these sessions, the participants were provided with information on various topics related to the practice of Halal. The sessions were conducted by experts from INHART, which include Prof. Dr. Irwandi
Jaswir (Director of INHART), Dr. Aizat Bin Jamaludin (Lecturer/Trainer), Assoc. Prof. Dr. Mohamed Elwa-thig Saeed Mirghani (Deputy Director of INHART) and Sister Khadijah Binti Othman (Graduate Intern). To make it more effective, it is suggested to have a follow up program so that the organizer could know the improvement of Halal knowledge and practice among the villagers.

Halal, despite gaining momentum as the new eco-nomic force in recent years, is still challenged by a lack of uniformity in its certification process - a sce-nario long gripped by the fragmented nature of the industry itself. The absence of a Halal authority in some countries has led to a proliferation of Halal cer-tification bodies who tend to operate without any regulatory oversight. A lack of mutual recognition amongst them accentuates the fragmented nature of the industry. INHART is now taking the lead to ad-dress the urgent need of producing highly competent auditors adapted not only to the Shariah aspect but also other technical and ethical requirements that contribute to Halal as a holistic premium standard. The Halal Lead Auditor Program (HLAP) organized by INHART in February, 2016 was iconic for this. This pro-gram was held at the Conference Room of Research Management Centre (RMC), IIUM. The program, which was included lectures and group discussions went on for eight consecutive days. The program achieved its mission as its intention was to produce Muslim pro-fessionals and auditors with expertise on various as-pects of Halal. In fact, this is in line with Malaysia’s vision to become a Global Halal Hub by 2020.
The topics covered in the program included the fol-lowings: Shariah Principles and Requirements Legal and Administrative Control Islamic Sertu Management Halal Ingredients Halal Assurance System (HAS) Hazard Analysis Critical Points (HACCP) Halal Auditing Halal Assessments At the end of this program, participants were evaluat-
ed on theory and practical aspects. The evaluation
included a mock audit and a written examination
based on the topics covered during the training. In
order to sustain the competency as Halal Lead Audi-
tor, an intensive effort is needed for continuous im-
provement. For this, the participants needed to con-
duct follow-up audits in collaboration with the Food
and Facilities Services Division (FFSD), in implement-
ing the audit process for the food outlets in IIUM.

This topic covered the overview and development of Halal industry, which is not only related to food but also covers pharmaceuticals, cosmetics, clothing, business ethics, Islamic fi-nance, banking and insurance, enter-tainment, hospitality and healthcare. All these are various components of the modern Halal lifestyle within the
halal (permissible) ecosystem. Giving the growing demand and supply complexity, Prof Irwandi highlighted the importance and necessity of halal sciences. Although it is a relatively new branch of knowledge, it com-bines applications of various disci-plines in resolving issues related to halal product and Shariah compliant
services. Amongst others, the multi discipline nature of Halal science comprises hard sciences; such as chemistry, biology, biochemistry, food science and technology, biotechnolo-gy, physics, engineering, and soft sciences; such as economics, manage-ment, banking and finance.

Detection of Potential Adulterants of Cheese Fats Using
FTIR Spectroscopy İn the Thailand Halal Assembly, Assoc. Prof. Dr. Mohamed Elwathig Saeed Mirghani, Deputy Director of INHART also presented a paper on the detection of adulterations in cheese products. The adulteration issue of cheese was studied because cheese maybe sometimes mixed with prohibited items like lard. İn his presentation, he mentioned that cheese mixed with lard not only prohibited in Islam but it also banned in Jewish Kosher food regulations. He stated that Fourier Transform Infrared (FTIR) spectroscopy could be used to differentiate qualitatively between lard and other types of fats (extracted from cheese samples). This program was co-organized by Halal Science Centre of Chulalongkorn University, Central Islamic Council of Thailand and Halal Standard Institute of Thailand. In his presentation, Prof.
I rwand i d iscussed about the development and prospects of Halal sciences in its contribution to the halal industry by highlighting the relation between general guidelines of food processing and Halal industry. Complexity in food processing, halal food aldulterations issues, challenges in Halal food authentication and examples of how modern science techniques can be used to detect non Halal elements and adulteration in Halal food.

As a part of the Thailand Halal Assembly, a seminar on “Development
of a Halal Science Course in the Basic Education” was held. Mr. Direk
Wunairloh, the Secretary of Thailand Islamic Teachers Association acted as
the moderator. A number of personalities which include Mr.Rungsun
Tongtar, Director of Thammisalam School, Mr.Somsuk Sueoh, Halal
Specialist from the Central Islamic Council of Thailand, Assoc.Prof.Kumujdi
Yamiludeng, Assistant to the Rector of Yala Rajabhat University, and
Mr.Wisoot Binlateh, President of The Islamic Committee of Songkhla acted
as resource persons of this seminar. The speakers touched different
aspects of the seminar topic. Everyone agreed on the need to formulate
curricular for Halal education at the secondary education level. It is
because of the fact that Halal-Haram is something ingrained deep in the
Shariah law and the principle governed the daily life of every Muslim. By
right, every Muslim should at least know and understand the principle and
practice behind the food consumption.

HALAL LEAD AUDITOR PROGRAM
(HLAP)
This course is developed for those who are interested in
becoming a recognized Halal Lead Auditor. After
following the course, they will be able to conduct
compliance and surveillance audits in accordance with
the Malaysian Halal Standards. This module will cover
several topics including fundamental principles of
Syariah and its requirement, Malaysian Halal Standards,
Halal Audit Process and procedures, preparation of Halal
audit checklist, value based management, technical
components related to halal production, etc.
CERTIFIED HALAL INTERNAL AUDITOR
(CHIA)
This three-day program is suitable for Halal Certified
organization or companies which are in the process of
obtaining Halal certification from the Halal Authority.
The module covers all the different aspects of Halal
system and will assist participants especially the Halal
Committee Member/ Halal Officer to practices and
maintain the implementation of Halal and its
requirements. Furthermore, the audit exercise is in
accordance with the Halal Certification Process and the
Malaysia Halal Standards.
This course will be a good investment and beneficial for
all Halal Committee Members and Halal Officers who
would like to upgrade their skills. Completion of the
course will benefit participants to be a Certified Halal
Internal Auditor recognized by JAKIM and assist them to
be able to conduct their own Halal Internal Audit.
HALAL ASSURANCE MANAGEMENT
SYSTEM (HAS)
Halal Assurance Management System is an extension to
the Halal control system which is currently being

Program is designed to introduced the meaning of
Halal and segments related to Halal product and
services available not only in Malaysia but also global.
This one day program will introduce participants to the
terminologies related to Halal products and services
and the importance of halal management for the
growing Muslim community worldwide. The participants
will also be exposure to the Halal Certification process
in Malaysia and general requirements related to the
Halal products and services.
