1. Introduction

About the Internet Guide for the European Social Dialogue (Concept Document)

EZA‘s Concept Document – an Internet Guide for the European Social Dialogue – was initially drafted by Matthias Homey in April 2002 and has since become a key element in our educa-tional work about the European Social Dialogue. It is designed to provide the representatives of our member centres with suggestions about how to draw up their project proposals, thereby making it easier for interested parties to search for sources and serving as an inspi-ration and source of knowledge for their work.

This year, we decided to subject the most recent (2014) version of the Internet Guide for the European Social Dialogue to a thorough topical review while maintaining its internal struc-ture. At the start of the chapter, we provide an overview of the general information on the themes, before identifying significant points, which take into consideration current discus-sions and developments at European level. We have only accepted websites and documents, which highlight national questions, if these are also relevant to other countries.

As before, the Internet Guide for the European Social Dialogue is published in four lan-guages: German, English, French and Spanish. If any websites or documents are not available in one of the four languages, there is always a link to the corresponding English language version. On the other page, there is a list of websites and documents available in languages other than the four mentioned above, but this may not always be explicitly indicated. Just click on the link and search for other language versions.

We hope that our new Internet Guide for the European Social Dialogue will provide you not only with new information but also with inspiring suggestions of how to develop new ap-proaches and ideas. Of course, we would welcome your proposals for additions, new ways of looking at issues and challenges. Please visit the EZA website at http://eza.org Or write us at: Matthias Homey: [email protected] Norbert Klein: [email protected] Yara Katayama: [email protected]

In focus: What effect does the current economic and employment crisis have on the young work-

force?

Can an education and training system that is recognised by all in Europe help reduce youth unemployment?

How can education and training systems be improved, so that they meet the altered challenges facing high quality work?

How can we ensure that, after they are trained, young workers are not forced into pre-carious working relationships due to lack of experience?

What changes are required to ensure the participation and, therefore, the representation of young workers in workers organisations and works councils?

How can young workers from a poor socio-economic environment and those with little or no education and training be better integrated into the jobs market?

What measures can be put in place to ensure that the school drop-out rate is a maximum of 10% and the high-school drop-out rate changed to a minimum of 40%?

2.4.6 Core area: Social justice and employment: What role does redistribution play (taxes, so-cial charges, working time, equal opportunities, young and older employees)?

In focus:

How can it be guaranteed that all employees have equal opportunities and access to a decent job?

How must the working time arrangements be phrased in employment contracts and col-lective bargaining agreements to ensure that jobs are created for everyone?

How can a fair distribution of employment, taxes on labour and social charges ensure that the gap between rich and poor will narrow down and that social justice will prevail?

How can we ensure that the employment markets provide equal opportunities for wom-en, young as well as elderly employees and people with disabilities?

What contributions can employee organizations make to more distributive justice?

What do employee organizations have to do to improve the integration of disadvantaged groups into their strategies and activities?

2.7.2 Core area: The rights and the meaning of EU migrant workers

In focus: What effects does the economic and employment crisis have on migration within and to

the EU?

How does the social protection of migrant workers in the EU work, and how in particular can we ensure that they will eventually be able to collect adequate pensions?

What rights do EU migrant workers have under the principle of free movement?

What protection does the Posting of Workers Directive give against “social dumping“?

Which political measures are taken to overcome the legal and practical obstacles to tak-ing up jobs in other member states?

How can the recognition of training qualifications be promoted?

Can migrants be better integrated into the jobs sector by greater representation in workers’ organisations and trades unions?

What measures are necessary to provide migrants with better protection against redun-dancy and lay-offs – especially with regard to the current jobs market situation?
