1 . In his letter of 4 November 2003 to Mr. Konare, the Secretary-General pledged towrite to donors regarding the proposed AU pledging conference to raise funds for theAfrican Mission in Burundi (AMDB). In his letter of 18 November 2003, Mr. Konarereiterated his request for the Secretary-General to write to donors, in spite of thepostponement sine die of the AU pledging conference. We are suggesting that themajority, but not all, of the dojiors-On the AU's list of invitees to the postponed pledgingconference should receive the letter of the Secretary-General. The list of suggestedrecipients of the Secretary-General's letter of appeal is attached..

--The-signing in October and-December 2002 of ceasefire .. _ . .agreements between the Transitional Government of Burundi and threearmed movements, followed by the signing on 16 November 2003 of aGlobal Ceasefire Agreement between the Transitional Government and theNational Council for the Defence of Democracy-Forces for the Defence ofDemocracy, have provided renewed hope to the Burundian people and theinternational community that the country is entering an era of genuine peaceand stability.
In order to assist in the implementation of the ceasefire agreements,the African Union established the African Mission in Burundi (AMIB),the first full-fledged African Union peacekeeping force in the history of theOrganization. Despite financial and logistical constraints, the African Unionhas now completed the deployment of AMIB.
This achievement has been made possible by the commitment andsustained efforts of the African Union, its troop contributing member statesand key donors. Together, they have demonstrated that, through cooperation,they can make significant contributions towards efforts to resolve conflicts inthe continent.
In spite of this commendable progress, however, the fulloperationalization of AMIB still faces enormous difficulties, which is asource of continuing concern. The repeated appeals by the African Unionand the Security Council of the United Nations notwithstanding, the fundsnecessary to cover the operating costs of AMIB have yet to be fullyforthcoming.

La signature, le 16 novembre dernier, de 1'Accord global de cessez-le-feu entre le Gouvernement de transition et le Conseil national pour la defensede la democratic-Forces pour la defense de la democratic, qui vient completerles accords d'octobre et de decembre 2002 entre le Gouvernement detransition et trois mouvements armes, a cree une nouvelle dynamique et faitrenaitre 1'espoir de voir le Burundi s'engager veritablement dans une ere depaix et de stabilite. Toutefois, le processus de paix n'a guere de chancesd'aboutir s'il ne beneficie pas des moyens necessaires a sa mise en oeuvre.Le succes de la Mission africaine au Burundi (MIAB) est, a cet egard,essentiel.

La signature, le 16 novembre dernier, de 1'Accord global de cessez-le-feu entre le Gouvernement de transition et le Conseil national pour la defensede la democratic-Forces pour la defense de la democratic, qui vient completerles accords d'octobre et de decembre 2002 entre le Gouvernement detransition et trois mouvements armes, a cree une nouvelle dynamique et faitrenaitre 1'espoir de voir le Burundi s'engager veritablement dans une ere depaix et de stabilite. Excellency,
The signing in October and December 2002 of ceasefireagreements between the Transitional Government of Burundi and threearmed movements, followed by the signing on 16 November 2003 of aGlobal Ceasefire Agreement between the Transitional Government and theNational Council for the Defence of Democracy-Forces for the Defence ofDemocracy, have provided renewed hope to the Bumndian people and theinternational community that the country is entering an era of genuine peaceand stability.
hi order to assist in the implementation of the ceasefire agreements,the African Union established the African Mission in Burundi (AMIB),the first full-fledged African Union peacekeeping force in the history of theOrganization. Despite financial and logistical constraints, the African Unionhas now completed the deployment of AMIB.
This achievement has been made possible by the commitment andsustained efforts of the African Union, its troop contributing member statesand key donors. Together, they have demonstrated that, through cooperation,they can make significant contributions towards efforts to resolve conflicts inthe continent.
In spite of this commendable progress, however, the fulloperationalization of AMIB still faces enormous difficulties, which is asource of continuing concern. The repeated appeals by the African Unionand the Security Council of the United Nations notwithstanding, the fundsnecessary to cover the operating costs of AMIB have yet to be fullyforthcoming.

La communaute Internationale n'a cesse d'encourager le retour a lapaix civile et la reconciliation nationale au Burundi. Aujourd'hui, ce pays setrouve a la croisee des chemins et le soutien de la communaute Internationaleest plus important que jamais.
La signature, le 16 novembre dernier, de 1'Accord global de cessez-le-feu entre le Gouvernement de transition et le Conseil national pour la defensede la democratic-Forces pour la defense de la democratic, qui vient completerles accords d'octobre et de decembre 2002 entre le Gouvernement detransition et trois mouvements armes, a cree une nouvelle dynamique et faitrenaitre 1'espoir de voir le Burundi s'engager veritablement dans une ere depaix et de stabilite. Toutefois, le processus de paix n'a guere de chancesd'aboutir s'il ne beneficie pas des moyens necessaires a sa rnise en oeuvre.Le succes de la Mission africaine au Burundi (MIAB) est, a cet egard,essentiel.
Malgre des difficultes d'ordre financier et logistique, 1'Union africainea mene a bien le deploiement de la MIAB, premiere force de maintien de lapaix a part entiere de PUnion africaine. Cependant, la Mission continue de seheurter a d'enormes obstacles pour devenir entierement operationnelle, ce quine laisse pas d'etre inquietant. En depit d'appels repetes de 1'Union africaineet du Conseil de securite, le fmancement de ses depenses de fonctionnementn'est pas encore entierement assure.
