Fort Bend County is projected to be the fastest growing county in the Greater Houston area by 2025 with a more than 100 percent increase in population, employ-ment levels and the number of households—which is expected to rise above 40,000 by 2025, accord-ing to a 2013 Houston-Galveston Area Council report.

“For the last 10 years, whether in a recession or otherwise, our population in Fort Bend County has grown by about 22,000 peo-ple annually,” said Jeff Wiley, president and CEO of the Fort Bend County Economic Devel-opment Council. “When people come here, they look for ame-nity-rich environments, and Fort Bend County has a large amount of that. While we only represent a portion of the population, we represent 20 percent of growth in the region.”

Fort Bend Parkway extension project to improve local mobility by 2014By John Rigg

The Fort Bend Parkway Toll Road extension B project, which will connect Sienna Parkway in Missouri City to Hwy. 6, is on schedule to be completed by early 2014. The $20 million project is expected to allow for increased mobility and devel-opment in east Fort Bend County and provide a new thoroughfare for residents.

“From a mobility standpoint, [the project] allows more traffic flow to the area and away from Hwy. 6,” Missouri City Councilman Floyd Emery said.

Extension B of the Fort Bend Parkway was put to bid April 2012 and was awarded to James Construction Group. Work on the extension began over the summer. The new section of the toll road is being con-structed as a two-lane roadway to coincide with the existing road.

The Fort Bend Parkway will eventually cross the Brazos River and connect with the Grand Parkway in southwest Fort Bend County. A timeline for this portion of the project has not been released, and the Fort Bend Toll Road Authority is in the process of studying the financial fea-sibility of the extension, said Rich Muller, attorney with the Allen Boone Humphries Robinson law firm and representative of the Fort Bend Parkway extension project.

TRANSPORTATION

In coming years, Fort Bend Parkway is expected to continue through the unde-veloped stretch of land west of Sienna Parkway. Once completed, this corridor would provide congestion relief along Hwy. 6 and allow for increased mobil-ity and development in east Fort Bend County, said Scott Elmer, assistant city manager of Missouri City.

“By connecting these residents to [the Grand Parkway] through that undevel-oped stretch of land, [the project] will open up a whole new area for develop-ment,” he said.

Extension B of the parkway will implement one toll plaza between Hwy. 6 and Sienna Parkway with a pro-posed toll cost of $0.40. The Fort Bend Parkway was opened between Beltway 8 and Hwy. 6 in 2004 and consists of one main lane toll plaza with major interchanges at Hwy. 6, Lake Olym-pia Parkway and FM 2234. Only motorists with an EZ-Tag can access the road.

Community members, district officials and other stakeholders will

participate in a school boundary study next spring that will look at the needs

of the district, the community, and the students and staff. District officials

said there are several schools under capacity while others are over capacity.

Before work is done to build new school facilities or to improve existing

infrastructure, the FBISD Board of Trustees, along with Superintendent

Charles Dupre and other staff members, are engaging the community

in a series of dialogues to gather feedback on issues facing the district.

Community members will be able to participate in several district studies.

FORT BEND ISDWith more than 70,000 students and nearly 9,500 employees, Fort bend iSd has continued to grow alongside Fort bend County—which has been called the fastest growing area in the state. FbiSd is working on improving career and technical training options and awarded more than 2,000 certifications and licenses last

year. FbiSd is a majority-minority school district and an estimated 95 languages and dialects are spoken throughout its 74 campuses. in 2012, the district had a graduation rate of nearly 92 percent. district officials said they have plans to raise student graduation rates to 100 percent by 2025.

Texas residents will have the opportunity to go to the polls Nov. 5 to vote on nine amendments to the Texas Constitution.

Voters must now provide valid photo identification at the polls following a 2011 decision by the Texas Legislature, which was backed by a U.S. Supreme Court decision earlier this year. The ID must be current or have expired within 60 days of being presented at the polling place.

In the 2011 constitutional amendment election, seven of 10 amendments passed.

Of 13,269,233 registered voters in the state of Texas, 690,052 voters, or 5.2 percent of registered voters, went to the polls for the 2011 constitutional amendment election.

In contrast, nearly 8 million Texans, or more than 58 percent of registered voters, went to the polls in the 2012 presidential election.

Of the 653 amendments placed on the ballot by the Texas Legislature since the constitution’s adoption in 1876, 474 have been approved by voters and 179 have been defeated.

“The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of all or part of the market value of the residence homestead of the surviving spouse of a member of the armed services of the United States who is killed in action.”

Explanation: The Legislature could grant the surviving spouse of a U.S. military member killed in action a property tax exemption for all or part of a homestead.

“The constitutional amendment eliminating an obsolete requirement for a State Medical Education Board and a State Medical Education Fund, neither of which is operational.”

Explanation: A requirement for a State Medical Education Board and State Medical Fund would be eliminated. The fund, created to attract physicians to underserved rural areas, was ineffective and has not been utilized in 20 years.

“The constitutional amendment to authorize a political subdivision of this state to extend the number of days that aircraft parts that are exempt from ad valorem taxation due to their location in this state for a temporary period may be located in this state for purposes of qualifying for the tax exemption.”

Explanation: A city, county or school district could allow companies to keep tax-exempt airplane parts, categorized as freeport goods, in the state longer without losing their tax-exempt status. Airplane parts are generally held in inventory for longer periods of time than most freeport goods because of a lack of customer need.

“The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of part of the market value of the residence homestead of a partially disabled veteran or the surviving spouse of a partially disabled veteran if the residence homestead was donated to the disabled veteran by a charitable organization.”

Explanation: The Legislature could authorize a property tax exemption for a partially disabled veteran or a surviving spouse equal to the percentage of the veteran’s disability if the homestead was donated by a charitable organization. Property tax exemptions are already in place for completely disabled veterans and their surviving spouses.

“The constitutional amendment to authorize the making of a reverse mortgage loan for the purchase of homestead property and to amend lender disclosures and other requirements in connection with a reverse mortgage loan.”

Explanation: The amendment would allow the authorization of a reverse mortgage for the purchase of homestead property. It would expand the conditions of when a lender may require repayment to include the borrower’s failure to occupy the property within the period specified in the loan agreement.

“The constitutional amendment providing for the creation of the State Water Implementation Fund for Texas and the State Water Implementation Revenue Fund for Texas to assist in the financing of priority projects in the state water plan to ensure the availability of adequate water resources.”

Explanation: The amendment would allow for the creation of a State Water Implementation Fund and revenue fund for Texas. The funds would go toward the creation of the substantial water supply that will be needed in the coming decades. According to the 2012 state plan, 8.3 million acre-feet of additional water supply will be needed by 2060.

“The constitutional amendment authorizing a home-rule municipality to provide in its charter the procedure to fill a vacancy on its governing body for which the unexpired term is 12 months or less.”

Explanation: A home rule-designated city could decide how to fill a vacancy on its governing body as long as the unexpired term is 12 months or less. Currently, cities must call for a special election to fill a short-term vacancy.

“The constitutional amendment repealing Section 7, Article IX, Texas Constitution, which relates to the creation of a hospital district in Hidalgo County.”

Explanation: The amendment would repeal a 1959 provision limiting the feasibility of creating a hospital district in Hidalgo County. The county is the largest in Texas without a hospital district.

“The constitutional amendment relating to expanding the types of sanctions that may be assessed against a judge or justice following a formal proceeding instituted by the State Commission on Judicial Conduct.”

Fort Bend County approves budget, tax rate

mISSOURI CITy Missouri City resi-dents may be able to access the 190-acre Kitty Hollow Park without a motor vehi-cle, as Missouri City City Council heard a presentation Sept. 3 on a proposed trail that would connect Lakeshore Harbor and other surrounding neighborhoods to the park directly.

The trail is being developed as a part-nership between MUD 48, Missouri City and Fort Bend County.

“With the trail connector that we are able to co-fund with [MUD 48] and the county, we will be able to have connec-tions...directly into Kitty Hollow Park so [residents] will have easy access without having to get in their car,” City Manager Ed Broussard said.

The inter-local agreement between Fort Bend County and MUD 48 calls for the county to provide the equipment

and the manpower to clear the land and construct the trail, said Mike Davis, director of parks and recreation for Fort Bend County.

The park is at 9555 Hwy. 6 and features pavilions, walking trails, play areas, ath-letic fields, a lake and piers, picnic areas, and a recently added leash-free dog park.

SUgAR lAND Sugar Land City Council adopted its $207,565,375 budget Sept. 17 for fiscal year 2014, which runs from Oct. 1, 2013 to Sept. 30, 2014. Council also approved a proposed property tax rate of $0.30895, which shows no change from last year’s rate.

The budget projects a 2.7 percent growth in sales tax revenues and 7 per-cent growth in property tax revenues as a result of a rise in commercial valuations. Growth in value is expected to increase the average resident tax bill by 2 percent.

“[The budget] is structurally bal-anced and addresses the City Council priorities,” City Manager Allen Bogard said. “[It] leaves the current tax rate unchanged and ensures continued

financial strength by meeting all finan-cial policies.”

Included in the budget is $37.05 mil-lion in capital improvement projects, which includes maintaining existing infrastructure such as streets, drainage and water projects.

City Council previously identified drainage and pavement rehabilitations as a top priority for the city, and several projects pertaining to these systems are reflected in the budget.

In addition, the budget contains the final step in the city’s surface water rate increases. There will be no increase for water and wastewater services, but resi-dential solid waste rates are scheduled to increase by 2.5 percent in January.

FORT BEND Fort Bend County Com-missioners Court approved a $271.32 million budget for fiscal year 2014—about $21 million greater than last year.

The budget was adopted Sept. 10 and reflects more than $167,000 that was added to the budget Sept. 3 to provide for two staff positions; both were approved by a vote earlier in the meeting. Revenue from property taxes has increased by more than $12 million since last year.

A vote on the proposed $0.48476 property tax rate was scheduled to be

taken when the budget was adopted, but was delayed because, though the county largely completed the process of setting and advertising the rate publicly accord-ing to law, one final advertisement was inadvertently omitted.

Commissioners adopted the tax rate Sept. 26, which reflects a 4.61 percent increase over last year. The total tax rate is comprised of $0.38076 for the general fund, $0.031 for the road and bridge fund, and $0.073 for the interest and sinking fund.

The Kitty Hollow Park trail connection will link Lakeshore Harbour along with nearby communi-ties and residents to the popular park space.

Robin’s Dance StudioOwner, staff stays focused on family

Owner Melanie Pedé started dancing at Robin’s Dance Studio when she was 6 years old. The

studio has operated in Missouri City for more than 40 years, offering an expand-ing variety of dance education classes for students of all ages. In 1973, former owner Robin Kelley opened her first dance studio in Stafford. After a few years, Robin’s Dance Studio was consoli-dated to a single building along Hwy. 6.

Pedé became a student of Kelley’s when she took her first class in ballet and tap dancing. Over the years, Pedé and Kelley became close friends. Pedé returned to the studio as an instructor where she taught for nearly a decade before taking over for Kelley when she retired in 2007.

“I grew up dancing here,” Pedé said. “Robin was very instrumental in making a shy kid realize her talent. This is a fam-ily-oriented studio. Many of the students I danced with are still close friends.”

Pedé said it was Kelley’s goal to

establish an atmosphere that was wel-coming to people of all ages and back-grounds. Although the studio has been renovated and the course offerings have grown over the years, Pedé said she has worked to maintain this environment.

“There is dance education for style and skill, but there’s also dance education for building self-esteem and confidence,” Pedé said. “These are equally important here. Anyone can come here and feel good about themselves.”

Robin’s Dance Studio offers classes to students ages 2 and a half and up that include jazz, ballet, tap, lyrical, pointe and hip hop. Recent additions include gymnastics and creative movement.

For Pedé, keeping Kelley’s vision of providing a close-knit, welcoming dance atmosphere catering to all ages and tal-ents remains a high priority.

“It is our goal to make everyone feel like they are part of the Robin’s family and always will be,” she said.

“[Pb&J] is a fun tool to use for class,” Pedé said. “it makes [the classes] more interactive for the kids.”

Expanded course offeringsrobin’s dance Studio began offering gymnastics and creative movement classes for the first time this year.

Great W’kana CafeMenu offers twists on traditional fare

A diverse menu, fresh ingredients and distinctive food presenta-tion have allowed Great W’kana

Cafe in Meadows Place to become a well-known destination restaurant for Houston residents and visitors.

Head chef and owner Sunil Srivastava has worked in restaurants for more than 20 years in cities, such as New York and San Francisco, but moved to Sugar Land about four years ago to help a friend open a chain of restaurants. Three years ago, he and his wife, Anupama, opened Great W’kana Cafe to offer the variety of flavors common throughout India.

Great W’kana Cafe features an open kitchen, which allows the aromas from the chef ’s creations to saturate the intimate dining room. Svirastava said this is an unusual concept for Indian restaurants, but it has been well-received by guests.

Through his menu at Great W’kana Cafe, Srivastava offers authentic, home-made cooking that appeals to a variety of backgrounds.

“Our menu is different than any other restaurant,” he said. “The menu of mine is not from the north or the south. It is handpicked from all regions of India. The nation, both in terms of cuisine and culture, is a very diverse place.”

Menu items, such as the Kashmiri Roganjosh ($15)—an aromatic lamb dish with saffron, ginger and fennel—are common in India’s northern Kashmir Valley, while items like the seasoned baby vegetables in a spinach puree known as Miloni subzi ($11) come from the southern regions. The most popu-lar dishes offered include Srivastava’s Biryani ($13–$19)—a mix of either meat or vegetables with rice and bread that is slow-cooked for about an hour over a coal fire in a sealed pot.

The menu includes several types of

Biryani, and many customers make a point to call in their orders ahead of time. Biryani is sealed to lock in the flavors of the dish and is cooked in the traditional dum pukht style. “Dum” translates to “life” or “to breathe” and “pukht” is a word for “slow oven.”

“We seal the [Biryani] tightly,” Sriv-astava said. “This forces the life to stay inside [of the dish] and not escape. When you open it, you get the first aroma—the first taste—of the dish.”

Srivastava said Indian food must be cooked in harmony with the flavors used. The restaurant was named “W’kana,” which translates to “harmony,” for this reason. Several of the dishes available include nontraditional Indian cuisine, such as the Sarson salmon ($15). Salmon is not typically available in India, but as a common local fish, Srivastava has made some modifications to include a grain mustard common in Calcutta—the capitol of West Bengal, India—and other old-world spices.

For Srivastava, cooking has been a way of life since childhood. After growing up in Jaipur, Rajasthan India, he set his sights on a career in food and attended the Institute of Hotel Management in Bangalore, India. Srivastava worked for numerous hotels and restaurants throughout his home country before moving to the U.S. in 2006.

By working in various locations, Sriv-astava has been able to master a variety of cuisines. He said that among the compliments he receives from his guests each week, many customers agree that his cooking methods and flavors result in truly authentic Indian dishes.

“This has become a destination res-taurant,” he said. “It is almost a ritual for some customers. We get people from all over the city. You feel pride when people say that.”

Charles E. DupreSuperintendent of Schools, Fort Bend ISDBy John Rigg

C harles E. Dupre was named superintendent of Fort Bend ISD in April. Over the past five months, some of his top priorities have

been to engage in an active listening tour through-out the FBISD community and to increase the level of community involvement, the development of a district strategic plan and a master facilities plan—which will be finalized in the spring—and to begin strengthening the district’s processes and systems.

Dupre first joined FBISD in 1995 as an internal auditor. He soon became the district’s budget officer before being named chief financial officer and asso-ciate superintendent. In his first 11 years with FBISD, student enrollment grew 30 percent to about 60,000 students and a dozen school facilities were con-structed. With more than 70,600 students starting the 2013–14 school year in FBISD, the growth that the district has seen is expected to continue.

In 2006, Dupre was named superintendent of Pflugerville ISD. During his time with PISD, the dis-trict’s standardized test scores and graduation rates continued to rise.

Before beginning his career in educational administration, Dupre worked in the accounting and energy fields. While attending Harding University in Arkansas, Dupre had a desire to become an educa-tor, but instead he received his BBA in accounting in 1984. More than 15 years later, Dupre attended the University of Houston and received his master’s in educational administration in 2003. Dupre remains actively involved in his own education as well as his students’ as he works towards a doctorate degree from Lamar University in Beaumont, where he is expected to graduate in May 2014.

For long-term goals, Dupre and his team plan to work toward a 100 percent graduation rate by 2025.

PEOPLE

How has your past experience prepared you for your current position?

My heart has always been in education. In any educational entity today, you have the educational side and the operational side. We are responsible for our commu-nity’s greatest resources—their children and their money. I am responsible for making sure our academic and instruc-tional programs are effective and meet-ing the needs for our kids, that we have transparent processes and that we spend taxpayer’s money effectively. That is where my educational background through my master’s and doctorate work pair nicely with my degree in accounting and my business experience.

What are some of the roles of the superintendent?

There are a number of key roles. Lead-ing with integrity is the bottom line. If we make mistakes, we own them, we fix them and we move forward in a productive way.

Another big part of my job is engaging the community. I can determine how we will operate as an organization, but the community has to have their voice heard [about] the values of this organization and the services we provide. Ultimately, the community funds these services and their children are affected by them. That’s a big part of my job—that we are appropriately engaging the community. Another big part is working with the school board. We will never be the organization we need to be if the team of eight—the seven trustees and me—do not have a strongly aligned working relationship.

A school boundary study will take place this spring. Can you discuss this process?

The boundary study will be an exten-sion of the planning work that began last month at the educational futures confer-ence. In the past, boundaries have been considered autonomous from everything else. By [the district] going through this

planning process, we will be able to get the community’s sentiment about re-drawing boundary lines or whether they would prefer us to add wings, building additions or expanding capacity at some of our schools, or whether they are finan-cially committed to building new schools. We want everyone to come to the table so they can be part of the solutions moving forward. It enhances the process to have many people’s opinions.

FBISD participated in a curriculum audit last spring. How has this been helpful, and what are the next steps?

The facilities audit, the curriculum audit and other work we have been doing tells us that we have some very strong bright spots—some great things going on in this district—but we do not have good alignment of all of our systems. We have 9,500 employees. We need the eight executive team members working solidly as a team on behalf of this organization, and they each then need to get those

operating under them working as a team. By doing that, everything we do will be fully aligned to support what is going on in our classrooms every day. When that happens, that is when teachers have the freedom to be the best teachers they know how to be.

What are some of the challenges that you see facing the district in coming years?

Our greatest challenge is going to be sustaining high levels of communication and high levels of community engage-ment. Our district is going to continue to grow. The district is very large and diverse in every way from cultural and ethnic dif-ferences to economic differences. That, I think, is my greatest opportunity—to help bring the entire district under one tent with all schools operating in alignment as one organization in an environment where every single citizen in this com-munity cares about every single child, no matter where they live.

T he story of Missouri City is one of dynamic growth in a short period of time. An area that very few

people had inhabited historically became one of the largest suburbs of one of the largest cities in the country.

“A sleepy community with close-knit families and relationships exploded at the beginning of the 1960s into Suburbia, U.S.A.,” said historian Roger F. Carter in Mis-souri City, Texas. “Missouri City … moved from a town of 3,000 inhabitants to one of more than 30,000 in less than 20 years.”

For centuries, the area around Missouri City was almost completely uninhabited. Local Native American tribes like the Karankawa were nomadic and tended to move along the coast where they could find oysters, crabs and fish. The first Spanish missionaries to the region in the 18th century simply passed by, establish-ing their missions further north and east.

Early settlers found that the prairie was good for cattle ranching and cotton farm-ing. A railroad was built through what is now the northern part of Missouri City in 1853, but trains would merely pass by until the first depot was built in 1902.

As with other small towns in the region, real estate investment was a cata-lyst for Missouri City’s birth and develop-ment. In 1890, two real estate developers from Houston—R.M. Cash and L.E. Luekel—invested in four square miles of prairie southwest of Houston and east of Stafford. Seeking to lure settlers from the Midwest, they heavily advertised in the St. Louis area, promising “a land of genial sunshine and eternal summer.”

A few years later, another promoter—W.R. McElroy—purchased 80 nearby acres, subdivided the land and recorded

his plan for a new town in both Harris and Fort Bend counties. Following Cash and Luekel’s efforts to appeal to prospec-tive buyers from St. Louis, he named the new town “Missouri City.”

A railway depot, general store and post office helped form the center of early Missouri City. A blacksmith named Allen Robinson was among the original group of settlers from Arlington and upon his arrival he established a blacksmith shop, which has been recognized as the first business in Missouri City. Robinson later moved to Port Lavaca, but his anvil is at the George Ranch Historical Park.

The 1919 discovery of oil in the Blue Ridge area—also known as “Hobby”—to the southeast of town brought a small measure of prosperity to some residents. The oil field was also mined for salt and in 1925 natural gas was found. With the construction of a pipeline, Missouri City became the first town in Fort Bend County to use natural gas. The Houston Cattle Company, a meatpacking business, was founded in 1933. By 1940, the town had 100 residents and few businesses.

The development of more reliable cars and better roads led to Missouri City’s transition to a bedroom community for commuters to Houston. As Houston encroached in the mid-1950s, plans for the annexation of Missouri City by its larger neighbor were vigorously debated. A city government was formed and in 1956 Missouri City was incorporated. With the development of master-planned communities like Quail Valley, the city has grown from around 600 residents at incorporation to nearly 70,000 today.

10,000 acres of land and is anticipated to be complete by 2015. The community on Hwy. 6 and Sienna Plantation features many amenities, such as an on-site water park, athletic fields, an 18-hole golf course and several miles of walking trails along the Brazos River.

“It’s a one–stop shop,” said Lawren Eck-hardt, marketing assistant for Sienna Plan-tation. “Everything will be right here at [the residents’] fingertips, so they don’t have to travel outside the community, which is part of our goal. We look for communities where there is a need for new houses and amenities when we build.”

Sienna South, which is being developed in Missouri City’s extraterritorial jurisdic-tion by Hillwood Communities, will fea-ture 7,000 single family units on 3,800 of land with 1,100 acres of open land. The new development will also include on-site schools planned for the community.

Situated at Hwy. 6 and Hwy. 90, the 716-acre Imperial Sugar Land development has broken ground and builders are expected to have lots for sale by the end of 2013. The development will feature an estimated 116 patio homes and 27 townhomes rang-ing from 1,800–3,000 square feet priced between $300,000–$700,000. The project is designed to cater to young profession-als and active empty nesters, president of Trendmaker Homes Will Holder said.

“The Imperial lifestyle with nearby shop-ping, dining and general conveniences is perfect for the townhome buyer,” he said.

Four home builders have been selected to build out the first neighborhood of the master-planned community of Imperial Sugar Land. The selected builders—Sitterle Homes, Darling Homes, Partners in Build-ing and Trendmaker Homes—are expected have model homes open by spring 2014.

Riverstone—another master-planned community under development—is located within both Sugar Land’s and Missouri City’s ETJ and will include between 6,000 homes upon build-out for up to 18,000 residents throughout the next four years. Residents will have access to several ame-nities as part of the community master plan

such as 200 acres of lakes, 24 miles of trails and 400 acres of parks along with multiple recreation centers, eight tennis courts and resort style pools all on the 3,700-acre site.

Additionally, Riverstone will include a variety of mixed amenities. The site plan calls for a mix of patio and estate homes, townhomes and condos amidst commer-cial businesses, day care centers and Fort Bend ISD schools.

“One reason we built here was because [of] accessibility and existing growth at our borders,” said Tom Wilcox, general man-ager of Riverstone. “Because of our growth, we’ve seen more in our entire area in Sugar Land and Missouri City. Sales are going at a record pace. We are ranked No. 7 in the nation for home sales and No. 3 in Houston among master-planned communities.”

Transportation concernsWith increased population comes more

road congestion and a demand for more access to retail centers. According to prop-erty maps, Sienna South’s new phase of development south of Sienna Plantation will feature retail space that will connect residents in both communities.

A project to extend Sienna Parkway will allow increased mobility that will also help connect the communities.

Sienna Parkway is not the only road con-struction in the area. The Johnson Devel-opment Corporation announced a new bridge will connect Sienna Plantation to Riverstone, a neighboring master-planned community under development to the west in Sugar Land and Missouri City.

The bridge is currently under construc-tion and will connect Sienna Springs Road in Sienna Plantation to LJ Parkway in Riv-erstone, creating an access point between the communities by the end of the year.

“All [construction] is part of the system

plan for the community that was designed to accommodate full development in the area,” Wilcox said. “We currently have about 2,800 families here and expect that growth to continue.”

Wiley said having the right infrastruc-ture in growing communities is key to future growth.

“You can never catch up with growth,” Wiley said. “As we continue to experience population growth and master planned community growth, we have to constantly work on roads to relieve congestion and allow for continued growth in the future which is why these will be important issues in the upcoming county mobility bond later this year.”

Johnson Development’s Imperial Sugar Land is expected to feature more than 140 homes and townhomes upon build-out. Builders are slated to begin working on the first homes in early 2014. Once completed, the site will feature trails, commercial development and utility space for water and drainage.

The community will feature 7,200 homes upon build-out slated for 2015. Amenities include 36 parks, an 18-hole golf course and an on-site amphitheatre and water park. Residents are zoned to Sienna Crossing, Scanlan Oaks and Jan Schiff elementaries, Baines Middle School, and Ridge Point High School.

About 3,100 homes out of the planned 6,000 have been sold to incoming residents. The development is expected to reach build-out in 2016 and will feature open park space, 24 miles of trails and about 750 acres of lakes along with a recreation complex that is under construction. Several commercial sites are also planned.

Upon build-out, Sienna South is expected to boast about 7,000 homes and several commercial sites. Hillwood Communities is developing the community and sold about 46 acres to Fort Bend ISD for new elementary and middle schools. The subdivision will be zoned to Ridge Point High School.

Master-planned communities, with high-end amenities and shared-use space, are growing in popularity in suburban areas. Sugar Land and Missouri City have seen increased population growth over the years, as residents have moved to communities such as Sienna Plantation, Greatwood and Telfair. Several new developments—Sienna South, Riverstone and Imperial Sugar Land—have broken ground or are on the way to build-out, and are expected to bring sought-after amenities and thousands of new residents to the area in coming years.

the case that all the money is not used. If approved by voters, the $50 million

parks projects would affect property tax rates by no more than $0.05 spread over five years. The city’s tax rate will rise by no more than $0.01 each year beginning in 2015. However, city officials hope to absorb the increase through its average 3 percent increase in the property tax rate reflected annually. If a tax increase is required, the tax rate in 2015 is expected to be $0.3589.

To gain feedback from residents and to prioritize projects effectively, 10 members of the bond committee were appointed as chairs for each of the propositions.

“Families and neighbors should have more opportunities to connect with each other,” committee co-chair Betty Baitland said. “Investing in Sugar Land in these ways makes it an attractive destination.”

Proposition 1Proposition 1 includes plans for a pro-

posed community park, featuring a vari-ety of amenities that will allow for activi-ties ranging from soccer to cricket to lawn bowling. The bond amount is about $18.54 million and includes parks and recreational facilities along with the 65-acre park at Chatham and Easton avenues.

When plans for the community park were presented to City Council in late August, residents and members of local sports associations—including local soc-cer, lacrosse and tennis groups along with members from the Houston Cricket League—turned out to show their support.

“The community park went through an extensive public process, which included stakeholder meetings, public meetings as well as community-wide surveys,” said Tim Stubenrouch, who served as co-chair of the community park on the bond committee. “Some of the top [park features] in which the survey of citizens wanted to see are in this park.”

Other features of the park will include two parking lots and a park building along with lockers, small retail facilities, a central pavilion, a playground and labyrinth and improvements to the on-site cemetery.

Proposition 2Phase 2 of the Brazos River Park project

and a proposed festival site make up the park bond’s second proposition. Phase 1 of the project was completed in 2008 and included the construction of Memorial Park, a mountain bike trail and a dog park.

The second phase includes more than 85 acres of new space and will implement additional trails, park space for general use and a proposed boat house to allow for the increasingly popular Dragon Boat Races and other activities.

“The idea is to have a versatile site,” Daly said. “We call it a blank canvas.”

The $21.3 million proposition would also include the city’s 33-acre proposed permanent festival site. If approved by vot-ers, the site will feature nearly 700 parking spaces, two access points, restrooms and an overlook plaza.

“The promoter interest in a new live entertainment venue and festival site in Sugar Land is strong,” said Mary Favre, who served as co-chair of the festival site with the bond committee. “Several pro-moters indicated interest in hosting large, multi-day events.”

Proposition 3The $10.16 million

proposition calls for the implementation of a new network of trails that are expected to inter-connect neighbor-hoods with existing trail systems.

The city of Sugar Land features about 65 miles of hike and bike trails, but several of these trails do not currently connect. To provide a continuous path through the city, increase alternative modes of transporta-tion and improve resident’s health, proposition 3 calls for the implementation of an additional 10 miles of trails. These projects are expected to connect popular trails, including Imperial and the First Colony trail segments, and will create a 5-mile trail along Ditch H.

Ditch H—one of Sugar Land’s primary drainage facilities—has been widened in the past to handle increased development. The trail system along the ditch would con-nect trails in Imperial Park to the north and First Colony to the south and allow resi-dents to travel under Hwy. 6 and Hwy. 59.

“We focused on segments that would make the most connections and allow the citizens to use most of the trails,” commit-tee co-chair Greg Stirman said.
