By2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management

By2030, substantially reduce waste generation through prevention, reduction, recycling and reuse

• Along with economic growth and urbanization, the waste management

problems are becoming more and more serious in African countries.

• Illegal dumping and burning of wastes result in adverse effects on the

environment and human health.

• The urban population in Africa is increasing, and is estimated to become

threefold by 2050. It is a huge challenge for African countries to

sustainably bear the cost of urban sanitation.

• SDGs include targets for solid waste management, Target 11 and 12.

TICAD VI Joint Seminar on Waste Management in Africa

“Capacity Development to Achieve the SDGs on Waste Management toward Clean

and Healthy Cities in Africa” on August, 2016 at Nairobi, Kenya

All participants recognized a necessity of the continuous and expanded cooperation in Africa and the formulation of a platform, for sharing information and promoting partnership to realize clean and healthy cities and achieve SDGs on waste management

MAPUTO DECLARATION 1. Unanimously endorse and welcome the inauguration of

the African Clean Cities Platform with the overriding

objectives of sharing information and experience of

appropriate waste management practices including the

3Rs in Africa, building capacities of human resources

and institutions as well as developing and applying

good practice guidance accommodating national

circumstances in Africa.

2. Welcome all African countries, development partners,

and other organizations, striving for appropriate policies

and human resources as well as quality infrastructure

on waste management, to join the Platform for the

expansion of clean and healthy cities that is the

foundation of well-being, investment and tourism

promotion.

3. The government of Japan, in consultation with African

countries, UNEP, UN-HABITAT and other organizations,

will explore and identify sustainable modalities for the

Platform under the ownership and active participation

of African countries. 7

• 1st course will be organized from 30 January to 24 February in 2018 for 5 countries

(Lesotho, Nigeria, South Sudan, Sudan and Swaziland), 14 participants

• Subsequent courses are expected twice a year through 2018-2020 for 20 countries (in

English and French)

• Target: Director-level staff of organizations of central government and major cities

engaged in solid waste management

• Objective: Participants will formulate action plans towards sustainable solid waste

management which clarify orientation for improving the present SWM plan of their cities.

• Yokohama City provides its full support for the organization of the programs
