Anoff-sitepublicparkorplaygroundmaybeapprovedtomeetthisrequirementwheresafepedestrian accessisavailablebetweentheunitandtheoff-sitefacilityandtheaccesspathwayislessthan200linearfeetfromthelottotheparcelwiththeamenity.

a.8. Individualstoragesheds. Individualstorageunitsareencouraged inmobile/manufactured homecommunitiesparks. Nooutsidestorageofhousehold itemandequipmentshallbepermittedwithinacommunitypark. Itshallbetheresponsibilityofthecommunityparkmanagement toensurecompliancewiththisrequirement.

b.9. BulkstorageandparkingforRVs, boats, trailers, etc. Abulkstorage/parkingareashallbeprovidedwithinamobile/manufactured homecommunitypark. Aminimumof300squarefeetofspace, exclusiveofdriveways, shallbeprovidedforeveryten (10) homespaces. Saidareashallbeseparatedfromallotherparkingfacilities, shallbeprovidedwithsomemeansofsecurityandshallbevisuallyscreenedwithavegetativebufferorfence. Therequirementsofthissubsectionmaybewaivedbythehearingexaminerwhenthemobile/manufactured homecommunityparkdeveloper/owneragreestoprohibitthestorageofsuchitemswithinthecommunitypark.

c.10. Laundryfacilities. Suchfacilitiesshallbeprovidedpursuanttosection8.03A.040.I.

d.11. Parkingrequirements. Parkingspacesshallbeprovidedincompliancewiththerequirementsofthischapter, providedthatoff-streetguestparkingshallalsobeprovidedattheratioofone (1) parkingspaceforeachfour (4) mobile/manufacturedhomespacesandshallbedistributedforconvenientaccesstoallspaces. Suchparkingmaybeprovidedbyaparkinglaneand/orseparatedparkingareas.

e.12. Lighting. Adequate lightingshallbeprovidedtoilluminatestreets, drivewaysandwalkwaysforthesafemovementofpedestriansandvehicles.

11. Outdoorlighting—Purposeandintent. Thepurposeofthissubsection istoprovideoutdoorlightingstandardstoensurecompatibilitywithneighboringuseswhilepreservingtheoverallruralcharacterofthecountyandthevisibilityofthenightsky.

a. Applicability. Theprovisionsofthissubsectionshallapplytoallzoneswithinunincorporated IslandCounty.

b. Exemptions. Thefollowinglightingfixturesareexemptfromtherequirementsofthissection:

ii) NoRVorcampsitemaybelocatedwithinabufferarea;

iii) Nobuildingorstructuremaybeerectedorplacedwithinabufferarea, exceptasignorfence;

iv) Norefuse-disposalareashallbelocatedwithinabufferarea;

v) Noplantmaterialsmaybedepositedorremovedwithinabufferareaexceptasapartofarecognized landscapingschemeorexceptforemergencyaccess;

vi) Onlyroadswhichcrossthebufferareatasclosetorightanglesaspracticableandconnectdirectlywiththeroadsystemcontainedwithintheremainderoftheparkshallbepermittedwithinabufferarea; noroadshalltraversethebufferareaandgivedirectaccessfromanypublicroadtoanyRVspaceorcampsite;

b. Housingforfarmoperationworkersshallnotcounttowardstheunderlyingdensityandisnotconsideredtheprimarydwellingunitoraccessorydwellingunit.

c. TheFOWunit(s) shallbeownedandmaintainedbytheowneroroperatorofanagriculturaloperationwhichevidencestheneedforfarmworkers; orbyanestablishednon-profitorganization, housingauthority, growers’ co-op, orothercorporateentitywithabindingcommitment tolong-termmaintenanceandoperationoftheFOWunit(s).

c. Duetothesmallersizeofcottageunits, eachcottageshallbecountedasone-halfadwellingunitforthepurposeofcalculatingdensitypertheapplicablerequirementsofICC17.03.070andICC17.03.075. Forexample, aclusterof6cottagesareequalto3dwellingunitsfordensitycalculationpurposes.

d. Cottageclustersshallbelimitedtoaminimumof4cottagesandamaximumof6cottagespercluster. Thereshallbenomaximumnumberofclustersprovidedallotherstandardsaremet.

5. DetachedADUGuestcottages.

a. Permitapplications foradetachedADUguestcottagemustbeinthenameoftheownerofthelotorparcel.

b. AdetachedADUguestcottageshallnotexceed1,2001,000squarefeetofgrossfloorarea. WhenmeasuringgrossfloorareaforadetachedADUguestcottage, anyassociatedgarage/shopspacethatisnotlivingspaceshallnotbecountedintheoverallfloorareacalculation. 6. AttachedADUAccessory livingquarters (a.k.a. accessorydwellingunitorADU). Inordertoencouragetheprovisionsofaffordablehousing, attachedADUsaccessory livingquartersmaybeestablished, subjecttothefollowingcriteria.

a. NohomeoccupationorhomeindustryshallbepermittedfortheresidentsoftheattachedADUaccessory livingquarters.

b. AnattachedADUaccessory livingquartersshallbenogreaterthan1,000800squarefeet.

c. AnattachedADUaccessory livingquartersmaybecreatedthrough:

i) Internalconversionwithinanexistingsinglefamilydwelling;

ii) Theadditionofnewsquarefootagetotheexistingsinglefamilydwelling; or

iii) Inclusioninthedevelopment plansfor, oraspartof, theconstruction ofanewsingle-familydwellingunit.

d. AnAttachedADUaccessory livingquartersshallbelocatedwithinanowneroccupiedprimaryresidence.

e. IfanattachedADUaccessory livingquartersextendsbeyondthefootprintoftheprincipalSFdwelling, itmustbeconsistentwiththearchitectural style, materials, andcolor(s) oftheprincipalresidence.

B. Mobile/manufacturedhomes.

2. Thesize, construction, siting, andotherfeaturesofthemobile/manufactured homeshallbecompatiblewiththesurrounding residentialpropertiesbymeetingthefollowingminimumstandards:

a. Themobile/manufacturedhomeshallbeofdoubleormulti-sectionedconstruction, providedthatasingle-widemobile/manufactured homeshallbeallowedwithinanexistingmobile/manufacturedhomecommunityparkand/orasareplacement toanexistingsingle-wideunitwhichwaslegallyinstalledonthesameindividual lot;

b. Roofpitchshallbenotlessthanatwoandone-half (2.5) footriseforeachtwelve (12) feetofhorizontal run; and

c. Roofconstructionshallbeofnon-reflectivematerials.

C. Mobile/manufactured homecommunities parks. 1. Mobile/manufactured homecommunitiesparksmaybedevelopedonparcelsnogreaterthan

five (5) acresinsize, pursuanttochapter8.03A.

2. Allinteriorroadwaysshallbebuiltinaccordancewiththeroadwayandmulti-modalaccessprovisionsofchapter11.01andtheblockdesigngeneralstandardsinsection17.06.410.

b. Forsitesgreaterthantwo (2) acres, therequiredopenspaceshallbedistributedthroughout thedevelopmentsothatallresidential lotsarewithin600feetofanexistingorproposedopenspace. Anoff-sitepublicparkorplaygroundmaybeapprovedtomeetthisrequirementwheresafepedestrian accessisavailablebetweentheunitandtheoff-sitefacilityandtheaccesspathwayislessthan600linearfeetfromthelottotheparcelwiththeamenity.

8. Individualstorageunitsareencouraged inmobile/manufactured homecommunitiesparks. Nooutsidestorageofhousehold itemandequipmentshallbepermittedwithinacommunitypark. Itshallbetheresponsibilityoftheparkmanagement toensurecompliance withthisrequirement.

9. BulkstorageandparkingforRVs, boats, trailers, etc. Abulkstorage/parkingareashallbeprovidedwithinamobile/manufacturedhomecommunitypark. Aminimumof300squarefeetofspace, exclusiveofdriveways, shallbeprovidedforeveryten (10) homespaces. Saidareashallbeseparatedfromallotherparkingfacilities, shallbeprovidedwithsomemeansofsecurity, andshallbevisuallyscreenedattheperimeterofthestorageareawithtypeS1orS2screeningpersection17.06.540.E. TherequirementsofthissubsectionmaybewaivedbythePlanningDirectorwhenthemobile/manufactured homecommunityparkdeveloper/owneragreestoprohibitthestorageofsuchitemswithinthecommunitypark.

10. Laundryfacilitiesshallbeprovidedpursuanttosection8.03A.040.I.

11. Parkingspacesshallbeprovidedincompliancewiththerequirementsofsection17.03.180, providedthatoff-streetguestparkingshallalsobeprovidedattheratioofone (1) parkingspaceforeachfour (4) mobile/manufactured homespacesandshallbedistributedforconvenientaccesstoallspaces. Suchparkingmaybeprovidedbyaparkinglaneand/orseparatedparkingareas.

12. Adequate lightingshallbeprovidedtoilluminatestreets, drivewaysandwalkwaysforthesafemovementofpedestriansandvehicles.

13. Allwater, sewer, electrical, andcommunication servicelinesshallbelocatedunderground.

14. Homeoccupationorhomeindustriesconductedwithinamobile/manufactured homecommunityparkarelimitedtothehomeoccupationorhomeindustriesallowedinanattachedsinglefamilyhousingunitpursuanttosection17.06.310.
