iv) EachofthesehousingoptionsshallbereferredtoasaFarmOperationWorkersFOW) unit.
b. Housingforfarmoperationworkersshallnotcounttowardstheunderlyingdensityandisnotconsideredtheprimarydwellingunitoraccessorydwellingunit.
c. TheFOWunit(s) shallbeownedandmaintainedbytheowneroroperatorofanagriculturaloperationwhichevidencestheneedforfarmworkers; orbyanestablishednon-profitorganization, housingauthority, growers’ co-op, orothercorporateentitywithabindingcommitment tolong-termmaintenanceandoperationoftheFOWunit(s).

k. IntheeventtheFOWunit(s) arepermittedandconstructed, andatalaterpointintimethepropertynolongerneedstheFOWunit(s) forfarmoperationworkers, thepropertyownercanchooseoneofthefollowingoptions:
i). ApplyforapermittorepurposetheFOWunit(s) toanalloweduseintherelevantzone (e.g. BedandBreakfast); or
ii). SubdividethepropertyandturntheFOWunit(s) intoasinglefamilyhomeiftheminimumparcelsizesandallowabledensitiescanbemet; or
iii). TheFOWunit(s) maybeconsideredforusebyanotherfarmwithinIslandCountyifthereisasignedagreementbetweenthepropertyownerandthefarmmakinguseoftheFOWunit(s), whichisthenfiledwiththeIslandCountyPlanningDepartmentasapartofthepermitrecord.
GG. CottageHousing. Inordertoencouragetheprovisionsofaffordablehousing, cottagehousingmaybeestablishedasapermitteduseintheRuralResidential zone, subjecttothefollowingcriteria.
1. Cottagehousingreferstoahousingstylewithoneormoreclustersofsmallhousingunitsarrangedinandaroundacommonopenspace. Unitsaretypicallydetachedbutmayhavetwoattachedunits.
2. Density, dimensionalstandards, setbacks, andclusters.
a. Cottagesshallbelimitedto26’ inheight.
b. Cottagehousingunitsshallbelimitedto1,200squarefeetinsize, withamaximumfootprintof800squarefeet.
c. Duetothesmallersizeofcottageunits, eachcottageshallbecountedasone-halfadwellingunitforthepurposeofcalculatingdensitypertheapplicablerequirementsofICC17.03.070andICC17.03.075. Forexample, aclusterof6cottagesareequalto3dwellingunitsfordensitycalculationpurposes.
d. Cottageclustersshallbelimitedtoaminimumof4cottagesandamaximumof6cottagespercluster. Thereshallbenomaximumnumberofclustersprovidedallotherstandardsaremet.
e. Detachedcottagesshallrequireaminimum10’ setbackbetweencottages.
3. Parkingandvehicularareas.
a. Parkingareasshallbelocatedtothesideorrearofcottageclustersandnotbetweenthestreetandcottages. Parkingisprohibitedinthefrontandbetweencottages.
b. Parkingshallbelocatedinclustersofnotmorethan5adjoiningspaces.

c. Garagesorcarportsmaybeattachedtoindividualcottagesordetached, providedallotherstandardshereinaremetandthefootprintofthegroundfloor, includinggarage/carport, doesnotexceed1,000squarefeet. Suchgarages/carportsshallbelocatedawayfromthecommonopenspaces.
d. Parkingandvehicularareasshallbescreenedfrompublicstreetsandadjacentresidentialusesbylandscaping. Theselectedplantmaterialsandconfigurationmustprovideafullyearlongvisualscreenwithinfive (5) yearsofplanting. Thisrequirementwillaccountforthesizeofmaterialsandthegrowthrate.
4. Commonandprivateopenspace.

c. Openspaceshallhavecottagesabuttingonatleast2sides.

f. Openspaceshallincludeatleastone (1) courtyard, plaza, garden, orothercentralopenspace, accessiblebyallunits. Thedimensionsofthiscentralcommonopenspaceshallbeaminimumof15feetby20feet.
g. Asepticdrainfieldmaycounttowardsupto50% ofthecommonopenspacerequirement.

2. Vehicleaccessandparking.
a. One (1) on-siteparkingspaceisrequiredfortheattachedordetachedADUguestcottageoraccessory livingquarters. ThePlanningDirectormayconsiderapprovalofon-streetparkingtomeetthisrequirement inthefollowingcircumstances:
i) Requiredparkingcannotbeprovidedon-site, duetositeconstraints, andtheon- siterequirementwouldprecludetheadditionofanattachedordetachedADUguestcottageoraccessory livingquarters; and
ii) On-streetparkingisavailableinfrontofthelot; and
iii) Theproposedon-streetparkinglocationwouldnotimpedesafepedestrianorvehicletravelintheright-of-wayand/ortotheresidence.

4. Openspacerequirements aredeterminedbytheprimarystructureonthebuilding. NoadditionalprivateopenspaceisrequiredforanattachedordetachedADUaguesthouseoraccessorydwellingunit.
5. DetachedADUGuestcottages.
a. Permitapplications foradetachedADUguestcottagemustbeinthenameoftheownerofthelotorparcel.
b. AdetachedADUguestcottageshallnotexceed1,2001,000squarefeetofgrossfloorarea. WhenmeasuringgrossfloorareaforadetachedADUguestcottage, anyassociatedgarage/shopspacethatisnotlivingspaceshallnotbecountedintheoverallfloorareacalculation. InnocaseshallthebuildingfootprintofthedetachedADUguestcottageexceedthefootprintofthemainstructure.
c. ThepropertyownermustapplyforabuildingpermitforadetachedADUguestcottage. AdetachedADUguestcottageshallcomplywithapplicablebuilding, fire, health, andsafetycodes.

b. Roofpitchshallbenotlessthanatwoandone-half (2.5) footriseforeachtwelve (12) feetofhorizontal run; and
c. Roofconstructionshallbeofnon-reflectivematerials.

Anoff-sitepublicparkorplaygroundmaybeapprovedtomeetthisrequirementwheresafepedestrian accessisavailablebetweentheunitandtheoff-sitefacilityandtheaccesspathwayislessthan600linearfeetfromthelottotheparcelwiththeamenity.

8. Individualstorageunitsareencouraged inmobile/manufactured homecommunitiesparks. Nooutsidestorageofhousehold itemandequipmentshallbepermittedwithinacommunitypark. Itshallbetheresponsibilityoftheparkmanagement toensurecompliance withthisrequirement.
9. BulkstorageandparkingforRVs, boats, trailers, etc. Abulkstorage/parkingareashallbeprovidedwithinamobile/manufacturedhomecommunitypark. Aminimumof300squarefeetofspace, exclusiveofdriveways, shallbeprovidedforeveryten (10) homespaces. Saidareashallbeseparatedfromallotherparkingfacilities, shallbeprovidedwithsomemeansofsecurity, andshallbevisuallyscreenedattheperimeterofthestorageareawithtypeS1orS2screeningpersection17.06.540.E. TherequirementsofthissubsectionmaybewaivedbythePlanningDirectorwhenthemobile/manufactured homecommunityparkdeveloper/owneragreestoprohibitthestorageofsuchitemswithinthecommunitypark.
10. Laundryfacilitiesshallbeprovidedpursuanttosection8.03A.040.I.
11. Parkingspacesshallbeprovidedincompliancewiththerequirementsofsection17.03.180, providedthatoff-streetguestparkingshallalsobeprovidedattheratioofone (1) parkingspaceforeachfour (4) mobile/manufactured homespacesandshallbedistributedforconvenientaccesstoallspaces. Suchparkingmaybeprovidedbyaparkinglaneand/orseparatedparkingareas.
12. Adequate lightingshallbeprovidedtoilluminatestreets, drivewaysandwalkwaysforthesafemovementofpedestriansandvehicles.
13. Allwater, sewer, electrical, andcommunication servicelinesshallbelocatedunderground.
