SCOPE OF SERVICES
TRANSPORTATION SYSTEMS PLANNING

CONTRACT NO:
I. PURPOSE
The primary objective of this contract is to provide professional planning and engineering
services to support District 3 Planning Staff in directing and coordinating transportation
planning, which includes multimodal and intermodal planning, program management, non-
production environmental management activities, intergovernmental coordination, and systems
analysis studies necessary to implement the Department's programs, policies, plans, and
procedures in this District while assuring that all activities align with the most current legislative
intent.
Such activities include: developing and/or analyzing various forms of Systems Planning and
Engineering studies and activities; developing, analyzing. monitoring and/or potential revisions
of the District's portion of the Strategic Intermodal System (SIS); various Modal Development
activities; Metropolitan Planning Organization (MPO) assistance along with MPO and Regional
traffic model calibration, analysis, updates, or enhancements; various State Mandated
transportation program implementation activities; systems analysis of Growth Management
functions and coordination responsibilities; various minor Transportation Statistics activities;
various minor Systems Analysis activities; Environmental Management activities including
updating, monitoring, and information entry into the Efficient Transportation Decision Making
(ETDM) process; and other related Planning and Engineering corridor related activities as
needed.

II. SERVICES
The Consultant will be required to perform policy, planning and engineering analyses and to
develop specific recommendations and products as assistance to the District 3 Planning Staff in
the performance of some or all the tasks as identified in Section III of this Scope of Services. All
work performed by the Consultant will comply with the latest Federal Transportation Policy and
conform to the most recent State Laws, Policies, and Procedures including the Florida
Transportation Plan (FTP).
The Department’s Project Manager will provide a specific definition of the work for each task to
be performed by the Consultant as defined in this Scope of Services and will manage the
Consultant work (Section III) through the issuance of a Task Work Order for each task. Each Task
Work Order shall include product requirements, schedules, manpower requirements,
documentation requirements, and total allowable task costs. Each such Task Work Order shall be
developed in cooperation with the Consultant's Project Manager and issued in writing to the
Consultant's Project Manager before any work on the task is initiated. The Consultant staff will
be available for daily working communications with Department staff during most of the tasks as
required in each specific Task Work Order.
III. TASKS FOR WHICH CONSULTANT SERVICES MAY BE REQUIRED
A. SYSTEMS ANALYSIS SERVICES
The Consultant will be required to assist District 3 Planning staff in developing,
participating in, and/or reviewing and analyzing various minor Planning or
Engineering studies or activities for a specified roadway system or a generalized
area wide group of facilities identified by a common definition or condition,
including but not limited to the following types of activities:
1. Developing, calibrating, updating, enhancing, and/or analyzing the latest System
wide, Regional and MPO Traffic Models (all four MPO areas) necessary for
determining traffic impacts and projections for various Planning and Engineering
systems studies such as Development of Regional Impact (DRI) studies, Local

Government Comprehensive Plan (LGCP), site Impact Analysis, Corridor
Management Studies, Feasibility Studies, Project Development and Environment
(PD&E) studies, Interstate Master Plans, Strategic Intermodal Systems Action
Plans, Interchange Justification Reports (IJRs), Interchange Modification Reports
(IMRs), Systems Interchange Modification Reports (SIMRs), and Interchange
Operational Analysis Reports (IOARs), all of which will require accurate and
detailed documentation;
2. Perform Air Quality Model application and analysis on specific functional systems
for conformity determinations in non-attainment areas;
3. Performing and/or analyzing various specific systems elements or subsets of area-
wide systems, specific roadway or modal systems, or specific parts of corridor
planning studies;
4. Assist staff in data collection, development, enhancement, and/or analysis of any
Modal Systems activities, studies or plans involving the SIS or any other roadway
system subset of the State Highway System (SHS);
5. Assist in the understanding and incorporation of the most current cost feasible
Intelligent Transportation System (ITS) plans into any pertinent ongoing area-wide,
system-wide, or corridor study on or impacting the SIS;
6. Assist Departmental staff in providing assistance to legislatively appointed
Authorities such as the Northwest Florida Transportation Corridor Authority,
Bridge Authorities, Airport Authorities, and Public Private Partnerships, that may
have specific or generalized systems aspects;
7. Assist in data collection, analysis, development of or review of systems planning
activities and services such as but not limited to, Access Management, Federal
Functional Classification, Modal Systems Plans, the SIS, Freight systems planning,
Emergency Management systems activities, etc.
B. CORRIDOR ANALYSIS SERVICES
A-4
The Consultant may be required to assist staff in various systems analysis activities,
including but not limited to:
1. Develop, update, participate in, and/or analyze various types of Corridor Planning
studies or activities which might include such things as collecting and analyzing
multiple types of roadway data or systems information, developing analysis and
selection matrixes, receive and document public input, develop multiple alternative
solutions, and produce and publish approved final study results;
2. Develop, update, participate in, and/or analyze various types of Corridor
Management studies or activities;
3. Develop, update, participate in, and/or analyze specific SIS Plans;
4. Develop, update, participate in, and/or analyze Interstate Master Plan Studies, IJRs,
IMRs, SIMRs, and IOARs;
5. Develop, update, participate in, and/or analyze a specified corridor or group of
corridors to determine eligibility of adding or deleting the corridor (or corridors) to
the SIS or any other potentially eligible facility or service recognized as a
component of the SIS;
6. Develop, update, participate in, and/or analyze a specified corridor of group of
corridors for multiple purposes of review, some of which might be: Federal
Functional Classification, Access Management Classifications, Complete Streets,
Congestion Management support which may include Level of Service analysis,
Scenic Highways, Transportation Enhancements, and Emergency Management
activities, etc.
C. SIS SERVICES
The Consultant may be required to assist staff in studying the potential justification

for adding, deleting, or modifying the existing SIS which may include:
1. Identify and collect all pertinent data;
2. Analyze data in light of eligibility requirements;
3. Interview and document existing and potential stakeholders, local governments,
and/or interested parties;
4. Prepare final justification reports if eligibility is documented;
5 Prepare necessary public presentation materials if need arises;
6. Prepare final justification packages to be submitted by the District to the Central
Office.
D. GROWTH MANAGEMENT AND PLANNING COORDINATION SERVICES
The Consultant may be required to assist staff in accomplishing Growth Management and
planning coordination responsibilities, including:
1. Assist MPO Liaison staff as requested in the evaluation and analyses of MPO Plans
and Programs, such as Long Range Transportation Plans (LRTPs), Transportation
Improvement Programs (TIPs), Unified Planning Work Programs (UPWPs),
Transit Development Plans (TDPs), etc.;
2. Evaluation and analyses of Local Government Comprehensive Plans (LGCPs),
Evaluation and Appraisal Reports (EAR), Sector Plans, and plan amendments,
following the most recent applicable policies, rules and statutes. The Consultant
may also be responsible for preparing responses and/or recommendations and
objections for transmittal to the Department of Economic Opportunities (DEO) or

to local government planning staff;
3. Evaluation and analyses of Developments of Regional Impact (DRIs) and/or
Monitoring Reports, and assist in the District DRI Reporting System. The
consultant may be required to attend DRI methodology meetings, review DRI
methodologies and Applications for Development Approval (ADAs), Notice of
Proposed Change (NOPCs) and review amended Development Orders (DOs) and
Annual Reports.;
4. Evaluation and analyses of impacts as the result of various Growth Management
activities such as Level of Service (LOS), LOS Variances, Concurrency
Management, Multi-modal Transportation Districts (MMTDs), Transportation
Concurrency Exception Areas (TCEAs), designated Dense Urban Land Areas
(DULAs), Urban Service Areas (USAs), etc.;
5. Traffic Operations Studies, including ITS;
6. Assist in the application and eligibility process of the Transportation Alternatives
program submitted by MPOs and local governments. This may require such things
as field reviews, data analysis, provide accurate cost estimates, and confirmation of
right of way requirements;
7. Assist staff with the Rural Economic Development Initiative (REDI) and other
Economic Development activities which might involve coordination and assistance
to the Rural Areas of Critical Economic Concern (RACEC) by providing data,
analysis, review, and supplying contact input. This might also include tracking and
assisting with qualified projects and participating in the assembly of the District’s
annual REDI report that itemizes each area’s monetary assistance, educational and
advocacy accomplishments for the year.
8. Project environmental document approvals by FHWA require coordination

between the Planning Staff and the Environmental Management Staff. The
supporting documentation needed to establish planning consistency is the
Transportation Improvement Plan (TIP), the State Transportation Improvement
Plan (STIP) and the Long-Range Transportation Plan (LRTP). Planning assistance
requires a working knowledge of the reports that are essential in filling out the
Project Reevaluation Form;
9. The Consultant may be required to assist staff with reviewing audit packages,
completing single audit checklists, assisting with correspondence and other
activities necessary to administer the Florida Single Audit Act.
E. TRANSPORTATION STATISTICS SERVICES
The Consultant may be required to assist staff in various statistical activities, including:
1. Collect sufficient data and information needed to develop, update and/or verify
various GIS maps in urban and rural areas;
2. Collecting sufficient data and information needed to update and verify Roadway
Characteristics Inventory (RCI) files, Straight Line Diagrams (SLDs), and
Highway Performance Monitoring Systems (HPMS);
3. Collect and analyze traffic data necessary for preparing, producing, and/or
analyzing Project Traffic Reports and 18 kip ESAL reports as requested, perform
or analyze other planning related data collection activities such as Origin and
Destination (O&D) studies, auto occupancy, trip generation studies, and census
data compilations;
4. Assist in the processing, data collection, and coordination activities associated with
addition, deletion, and/or transfers of jurisdictional responsibility of roadways from
the State Highway System (SHS) in accordance with the latest procedure;

5. Assigning, modifying, or processing changes to Access Management
Classifications including public participation and public hearings;
6. Collecting supporting data, assigning, modifying, or processing changes to the
Federal Functional Classification and/or the Federal Aid System and assist with
local government coordination and documentation;
7. Assigning, modifying, or processing road number changes to US highways and
other roadways on the State Highway System and upon request, assisting local
governments in making local road number changes.
F. MODAL DEVELOPMENT SERVICES
The Consultant may be required to assist staff in various modal development activities,
including but not limited to:
1. Assisting the Aviation Program Managers in the development of the annual work
program, Airport Master Plans and Airport Layout Plans;
2. Conduct Airport Joint Participation Agreement (JPA) Quality Reviews;
3. Assist in the process of developing, modifying, or eliminating Park and Ride
facilities;
4. Assist with safety inspections and record keeping of transit vehicles of providers
receiving Federal or State funds through the Department;
5. Assist in the processing and review of Federal Transit Grants in accordance with
the latest State and Federal guidelines and procedures.

6. Develop, update, participate in, coordinate, and/or analyze Freight Movement
studies;
7. Assist in the coordination and review of Audits.
G. ENVIRONMENTAL MANAGEMENT SERVICES
All work performed under this item is to be accomplished in accordance with the latest
version of the PD&E Manual and any other manuals or specific guidelines developed,
provided, or preferred by the Department. The Consultant may be responsible for signing
and sealing certain reports by a Professional Engineer. The following are types of work
elements that may be required:
1. All work required on the Districtwide Scenic Highways Program is to be
accomplished in accordance with the Florida Scenic Highways Program Manual,
and/or specific guidelines developed by the Department. Activities shall be
coordinated with local, state, and federal agencies. Coordination may require
meetings and/or written, phone, fax, and/or email correspondence
2. Efficient Transportation Decision-Making (ETDM) work assignments are to be
accomplished in accordance with the ETDM Manual and by using the
Environmental Screening Tool (EST) and/or specific guidelines developed by the
Department. The Consultant shall be prepared to assist the Department in
processing projects through ETDM, as necessary which may involve field
verifications and evaluation of projects;
3. Work related to Socio-Cultural Effects (SCE) will be accomplished in accordance
with the SCE Evaluation Handbook/Guidelines and/or specific guidelines
developed by the Department. This may require field reviews, utilization of GPS
equipment, and a compilation and verification of community characteristics to be
utilized in the SCE Evaluation as well as for the development of an ongoing

corridor study;
4. Permitting activities shall be coordinated with local, state, and federal agencies.
Coordination may require meetings and/or written, phone, fax, and/or email
correspondence. A complete permits application package should be prepared for
submittal to DEMO for approval;
5. Assist with the facilitation of public involvement activities, including the
development of Power Point presentations and associated equipment, handouts,
mailings, project websites, maps and miscellaneous graphics, displays, etc.;
6. The Consultant may be required to develop scopes of service, level of effort
estimates, and contract provisions for future district planning studies, including
estimated staffing requirements and estimated costs for the study;
7. Delineate jurisdictional wetlands in accordance with approved state and federal
guidelines. Complete wetland assessments, as well as permit applications, using
Unified Mitigation Assessment Method (UMAM) or the most recent, acceptable
assessment method.
H. PUBLIC INVOLVEMENT
CAP 1
This project has been determined to be a Community Awareness Plan (CAP) Level
1 project. For CAP Level 1 projects, a brief plan must be developed for
documentation purposes. Public Information Meetings/Workshops are not required
for CAP Level 1 projects.
Prior to negotiations, the CONSULTANT shall coordinate with the
DEPARTMENT’S Project Manager and Public Information Director to discuss the
specific public involvement activities anticipated for this project.

OR- “TARGETED” CAP 2/NO MTG.
This project has been determined to be a “Targeted” Community Awareness Plan
(CAP) Level 2 project WITHOUT a Public Meeting/Workshop. This type of
project has general public acceptance, little impact on access and moderate degree
of traffic disruption. Targeted projects typically include adjacent property owners
which will be affected by particular activities within the subject project’s limits (not
throughout). Examples are long, rural resurfacing projects with short urban
sections, intersection improvement projects affecting only certain legs (not all), and
sidewalk project that will reconstruct frontage on one side of the roadway (not
both).
Prior to negotiations, the CONSULTANT shall coordinate with the
DEPARTMENT’S Project Manager and Public Information Director to discuss the
specific public involvement activities anticipated for this project.
OR- CAP 2/NO MTG.
This project has been determined to be a Community Awareness Plan (CAP) Level
2 project WITHOUT a Public Meeting/Workshop. This type of project has general
public acceptance, little impact on access and moderate degree of traffic
disruption. Examples are short resurfacing projects, bridge repairs, small
intersection improvement projects, and other construction activities that require
lane closures.
Prior to negotiations, the CONSULTANT shall coordinate with the
DEPARTMENT’S Design Project Manager and Public Information Director to
discuss the specific public involvement activities anticipated for this project.
OR- CAP 2 W/MTG.
This project has been determined to be a Community Awareness Plan (CAP) Level
2 project with a minimum of one (1) Public Meeting/Workshop. This type of
project has general public acceptance, moderate impacts to access and a noticeable

degree of traffic disruption. Examples are urban resurfacing, residential
resurfacing, enhancement projects, bridge replacements, minor roadway widening,
permanent access management changes, and other construction activities that
require road closures and offsite detours.
Prior to negotiations, the CONSULTANT shall coordinate with the
DEPARTMENT’S Project Manager and Public Information Director to discuss the
specific public involvement activities anticipated for this project.
OR- CAP 2 W/PUBLIC HEARING.
This project has been determined to be a Community Awareness Plan (CAP) Level
2 project with a minimum of one (1) Public Hearing. This type of project has
varying levels of public acceptance, permanent closure or modification to the
access for one or more abutting property owners, and a noticeable degree of traffic
disruption. Examples are urban or rural multi-lane resurfacing, safety projects to
address access management concerns, bridge replacements, and other project type
that proposes modification to currently available turning movements (not minor
driveway turnout modifications or closures).
Prior to negotiations, the CONSULTANT shall coordinate with the
DEPARTMENT’S Project Manager and Public Information Director to discuss the
specific public involvement activities anticipated for this project.
OR- CAP 3
This project has been determined to be a Community Awareness Plan (CAP) Level
3 project with a minimum of two (2) Public Meetings/Workshops. This type of
project has a widespread impact to the traveling public and will typically include
substantial impacts to access and a noticeable degree of traffic
disruption. Examples are major roadway widening and reconstruction, major
bridge replacements, permanent access management changes, and other
construction activities that require long term road closures. Prior to negotiations,

the CONSULTANT shall coordinate with the DEPARTMENT’S Project Manager
and Public Information Director to discuss the specific public involvement
activities anticipated for this project.
OR- CAP 4
This project has been determined to be a Community Awareness Plan (CAP) Level
4 project with a minimum of two (2) Public Meetings/Workshops. This type of
project has a widespread impact to the traveling public and will typically include
substantial impacts to access and a noticeable degree of traffic
disruption. Examples are urban interstate reconstruction projects.
Prior to negotiations, the CONSULTANT shall coordinate with the
DEPARTMENT’S Project Manager and Public Information Director to discuss the
specific public involvement activities anticipated for this project.
I. STATE MANDATED PROGRAMS AND SERVICES
It is not unusual for the Florida Legislature to mandate new Department initiatives and
programs annually. The Consultant may be required to assist planning staff with the
following or similar State Mandated programs:
1. The Transportation Regional Incentive Program (TRIP) was established to
encourage regional planning on regionally significant facilities. The Consultant
shall be prepared to work with eligible partners to assure submitted projects meet
eligibility requirements including accurate cost estimates, project descriptions,
determination of matching funds requirements, project limits, compliance with
Department LOS standards, etc.;
2. The Small County Outreach Program (SCOP) was created to assist small county
governments in repairing or rehabilitating county bridges, paving unpaved roads,
addressing road-related drainage improvements, resurfacing or reconstructing

county roads, and constructing capacity or safety improvements to county roads.
The Consultant may be required to confirm submitted projects meet eligibility
requirements as published in the most recent Work Program Instructions;
3. The Small County Road Assistance Program (SCRAP) was established to assist
small counties in resurfacing or reconstructing county roads. The Consultant may
be required to confirm submitted projects meet eligibility requirements as published
in the most recent Work Program Instructions;
4. The County Incentive Grant Program (CIGP) was created for the purpose of
providing grants to counties to improve a transportation facility including transit,
which is located on the State Highway System or which relieves traffic congestion
on the State Highway System. The Consultant may be required to confirm projects
submitted meet eligibility requirements as published in the most recent Work
Program instructions;
5. The Strategic Intermodal System (SIS) is composed of transportation facilities and
services of statewide and interregional significance. The Consultant may be
required to assist DOT staff in assimilating information and data to produce District
Needs Plans and Cost Feasible Plans and assist in the development or modification
of project priority criteria or any other assignments necessary in producing required
SIS related products or requests.
IV. RESPONSIBILITIES OF THE DEPARTMENT
A. The Department will provide a Project Manager who will be responsible for the day-to-day
management of this contract and all coordination with the Consultant pertaining to the
execution of all phases of this contract. The Department’s Project Manager will: develop
Task Work Orders defining the specific work to be performed and the schedule for
completion of such work; agree on the Consultant staffing and availability (including
substitutions from the available staffing list provided); and process Consultant invoices for

payment.
B. The Department will provide, before the initiation of any work on any of the tasks defined
in this exhibit, a specific Task Work Order (TWO) for the task defining the work to be
accomplished, Task Manager for each task, the schedule in which it will be accomplished,
and the total reimbursement due the Consultant.
C. The Department will furnish, without charge, the following services and data to the
Consultant for the performance of the requested services:
1. All criteria and full information as to the Department's requirements for the
Consultant's services including objectives, constraints, budgetary limitations, and
time restraints.
2. All Department Policies, Procedures, Standards, and other information applicable
to the services.
3. All drawings, specifications, schedules, reports, and other information prepared by,
or for the Department by others, which are available to the Department, considered
pertinent to the Consultant's responsibilities described herein.
4. All available traffic and planning data.
5. Mainframe computer access for Consultant staff as needed for the services to be
provided.
V. RESPONSIBILITIES OF THE CONSULTANT
A. The Consultant will provide an overall Project Manager who will be the primary point of
contact for the Consultant regarding the scope, schedule, manpower coordination and
completion of all work tasks. The Project Manager will provide monthly progress reports
by Task Work Order. These progress reports will be the basis for evaluation and processing
of invoices for payment.
B. The Consultant will provide and maintain a list of staff for the following classifications

that would be available to be assigned to specific work tasks.
C. The Consultant will provide sufficient staff, either the specific staff person requested or
acceptable staff at defined levels of expertise as agreed to by the Department's Project
Manager, in a timely manner to complete all assigned work within the Task Work Order
schedule. If, anytime, the Department's Project Manager determines that the number or
expertise of particular staff assigned to a specific task is inadequate, the Department's
Project Manager shall coordinate with the Consultant Project Manager to ensure adequate
staff with the proper level of expertise is made available to realize the timely completion
of work.
D. The Consultant will perform all analyses, develop recommendations, and document all
work within the required time schedule as defined in the Task Work Orders.
VI. SUBCONTRACTING
Services assigned to sub-consultants must be approved in advance by the Department in
accordance with this Agreement. Subcontractors must be qualified by the Department to
perform all work assigned to them. Additional sub-consultants with specialized areas of
expertise may be required by the Department or requested by the Consultant to complete
specific Task Work Order work assignments. The need for the sub-consultant to perform
work assignments will come in the form of a written request and will be agreed to by the
Department and Consultant Project Manager before any work being performed by the sub-
consultant.
VII. COMPUTER SERVICES
A. The Consultant will be authorized to use the latest versions of the following Department
computer programs:
1. Highway Capacity Manual

2. Level of Service (LOS)
3. Florida Standard Urban Transportation Model Structure (FSUTMS) and CUBE
Voyager
4. Mobile
B. Should the Consultant want to use any other programs, permission must be granted in
accordance with this Consultant agreement.
C. Computations based on computer programs other than the Department's must conform to
all Department format requirements.
VIII. QUALITY ASSURANCE PROGRAM
A. Quality Reviews:
The Consultant will conduct quality reviews to make certain his own organization meets
the requirements cited in the Scope of Services. Quality Reviews will be conducted to
evaluate the adequacy of materials, invoices, processes, procedures, documentation,
training, guidance and staffing included in the execution of this contract. Quality reviews
will also be developed and performed to assure compliance with specific Quality
Assurance provisions contained in this contract.
B. Quality Assurance Plan:
Within thirty days after receiving award of a contract, the Consultant will furnish a Quality
Assurance (QA) Plan to the Department. The QA plan will detail the procedures,
evaluation criteria, and instruction to his organization to assure conformance with the
Contract. Unless specifically waived, no payment will be made until the Consultant's QA

plan is approved by the Department.
Significant changes to the work requirements may require the Consultant to revise his QA
plan. It will be the responsibility of the Consultant to keep his plan current with the work
requirements. The plan will include, but not be limited to, the following areas:
1. Organization: A description is required of the Consultant's Quality Control
Organization and its functional relationship to the part of the organization per-
forming the work under the contract. The authority, autonomy and responsibilities
of the Quality Control Organization will be detailed as well as the names and
qualifications of personnel in the Quality Control Organization.
2. Quality Reviews: The Consultant will detail methods used to monitor and assure
compliance of his organization with the contract requirements for services and
products will be detailed by the Consultant.
3. Quality Records: The types of records which will be generated and maintained by
the Consultant during the execution of his QA program will be outlined.
4. Control of Subcontractors and Vendors: The methods used by the Consultant to
control the quality of his subcontractors and vendors will be detailed.
5. (QA) Certification: An officer of the Consultant firm will be required to sign and
seal a certification that will accompany each submittal stating that the plans,
reports, etc. have been prepared and checked in accordance with FDOT Specifica-
tions.
6. Quality Records: The Consultant shall maintain adequate records of the quality
assurance actions performed by his organization, (including subcontractors and
vendors) in providing services and products under this contract. All records shall
indicate the nature and number of observations made, the number and type of

deficiencies found, and the corrective actions taken. These records shall be
available to the Department upon request during the contract term. All records shall
be kept at the primary job site. All records are subject to audit review. The QA
program shall have a second level of review, referred to herein as an "independent
review.” This independent review can be conducted by several methods:
a. The review may be accomplished internally by the Consultant's organiza-
tion, or,
b. The Consultant may contract the review with another Consultant firm.
IX. SPECIFICATION FOR WORK
A. Contractual Services Document - The Consultant will ensure that all contractual services,
documents, and support forms have been prepared on IBM or IBM Compatible hardware
using Windows latest version of Word and Excel software and stored on DVD or CD-R
media. A sequential naming convention should be applied to the files and documentation
provided to the Department.
