The domestic wastes are segregated at source and collected in bins. The organic portion of the solid wastes will be composted and inert portion will be disposed scientifically. The hazardous wastes generated is spent oil from DG set which is stored in MS drums and sent to authorized preprocessors. On cleaning of tanks, tank bottom sludge

1.1.4 Water requirement and wastewater treatment and discharge details i) QUANTITY OF WATER REQUIRED AND WASTEWATER GENERATED: The total quantity of water requirement for the industry is about 5.0 KLD. The break-up of the consumption of water is as presented in table below.

1.1.5 Air pollution details: The major air pollution sources from the industry are DG set. These sources are provided with stacks of adequate height so as to disperse the emanating flue gases containing SPM, oxides of sulfur and nitrogen without affecting the ground level concentrations. The sources of air pollution, type of fuel used, fuel consumption and chimney heights for air pollution sources of the proposed project are indicated in the following table.

1.1.6 Noise pollution details:

The major source of noise pollution in the industry is the DG set for which acoustic enclosure is proposed. Also ambient noise levels will be ensured within the ambient standards by inbuilt design of mechanical equipment and building apart from vegetation (tree plantations) along the periphery and at various locations within the industry premises. 1.1.7 Solid waste details The quantity of solid waste generated from the proposed industry is detailed in the following table.

The storage tanks in the project will be cleaned once in 5 years. The tank

bottom sludge shall be handed over to common incineration facility or to the

agency approved by Pollution Control Board.

1.1.9 PLEA TO EXEMPT THE PROJECT FROM PUBLIC HEARING: The project is enhancement of LPG storage capacity of the bottling

plant within the existing premises, which does not result in any major environmental ramification of significance.

The layout of the LPG Plant including proposed Mounded Storage vessels is designed so as to maintain the highest safety standards, which compiles to the latest standards of OISD and CCOE guidelines. The design of the facilities in the depot are being done in line with the OISD and API standards, so as to ensure highest degree of safety during construction and operation.

The approval from the Department of Factories and boilers for the existing facilities of the installation is available with the approved onsite emergency plan and risk assessment plan. For the proposed facilities, the process for approval shall be taken up in due course of time by updating the onsite emergency plan as well as risk assessment plan.

No additional manpower, water consumption, land acquisition is involved.

CHAPTER 2

INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 2.1 INTRODUCTION OF PROJECT PROPONENT

Bharat Petroleum Corporation Limited (BPCL) is an Indian state-controlled oil and

gas company headquartered in Mumbai, Maharashtra. BPCL has been ranked 225th

in the Fortune Global 500 rankings of the world's biggest corporations for the year

2012.

BPCL, with an equity base of Rs. 723.08 Crore, is a leading player in the Petroleum

Sector in the country. BPCL currently has Refineries at Mumbai and Kochi with a

capacity of 12 Million Metric Tonnes per Annum (MMTPA) and 9.5 MMTPA

respectively for refining crude oil. BPC's subsidiary at Numaligarh has a capacity of

3 MMTPA.

2.2 BRIEF DESCRIPTION ABOUT THE NATURE OF THE PROJECT

Bharat Petroleum Corporation Limited (BPCL), Wai Bottling LPG plant is a limited capacity bottling plant in Maharashtra, cater to satara , sangle Kholapur Revenue districts of southern Maharashtra feeds approximately 100 distributors with consumer base of around 7.50 Lakhs. The safety record of the installation is excellent with a cumulative NIL in-plant accident or LTA record of 0.52 Million Man-hours worked, since commissioning in March 2002 till date. Wai LPG Plant receives Bulk LPG predominately from Uran LPG plant, MRPL Mangalore. Presently LPG storage capacity is 3 x 150 MT = 450 MT and it is intended to enhance the capacity to 1050 MT with addition of proposed mounded storage vessels 2 x 300 MT. as the existing storage capacity is inadequate with respect to growing market demand. Consent for Establishment (CFE) from Maharashtra State Pollution Control Board has been obtained and now proposes to evolve strategies for safe operation of the unit from the environmental angle, which necessitates Preparation of Environmental Management Plan (EMP).

2.2.1 ESSENTIAL REQUIREMENTS OF THE PROJECT 2.2.2 RESOURCES

Generally for any industry to perform viably the availability of certain basic

essential requirements is necessary. The essential requirements include

5. Water

6. Land

7. Man power etc.

In the context of Enhancement the Storage capacity at BPCL wai LPG Bottling

plant all the above basic requirements are essentially available as it is an existing

industry.

2.2.3 Land

The BPCL Plant is located in a total area of 28.00 Acres and is sufficient for its

activities and it also maintains adequate green belt area. The land use pattern of

the industry is as follows.

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/REGION: The project being proposed is important in view of the distribution of LPG to the consumers and prime minister has announced LPG connection to rural & remote area where fire wood is used predominantly. Therefore this project has nation importance and will also contribute to the socio economic development the region.

2.4 EMPLOYMENT GENERATION DUE TO THE PROJECT The total direct employment potential of the proposed industry is about 120 people. However, there are indirect employment generation due to the project during the transportations, marketing & distribution etc…,

3.2 LOCATION OF THE PROPOSED INDUSTRY M/s. 3.3 BASIS OF SELECTING THE PROPOSED SITE:

The efficient functioning of any industry mainly depends on the availability of its basic requirements viz. raw materials, fuel, power, water, manpower etc. The plant is being presently operated.

3.3.1 Proposed environmental safeguards: 1. What type of mitigative measures has been incorporated for control &

prevention of water pollution due to effluent discharge?

The proposed project is enhancement of storage capacity and establishment rail wagon loading facility. Domestic wastewater generated from project will be treated in septic tank and soak pit. And no effluent is generated from the project. Therefore no major impact is envisaged.

2. Measures incorporated for control & prevention of air pollution due to boiler stack, DG exhaust and process exhaust?

Well-designed stacks of adequate heights are proposed for the generator for dispersion of gaseous emissions at levels as per the guidelines.

3. Measures proposed for prevention of adverse effect on fragile ecosystem?

The proposed project is enhancement of storage capacity and establishment rail wagon loading facility. Further, the industry is located in KIADB industrial area which is not an ecologically sensitive area. Therefore there are no adverse effects on the fragile ecosystem are anticipated.

3.4 SIZE/MAGNITUDE OF OPERATION

The industry “M/s. Bharat Petroleum Corporation Limited” is a large scale industrial unit. The proposed investment for the additional LPG Storage facility is about Rs. 22.60 Crores. The total LPG storage capacity of the plant after proposed expansion will be 1050 MT.

3.5 PROCESS DESCRIPTION:

The project involves 3 steps

a) Receipt

b) Storage

c) Dispatch

Receipt: The products are received through LPG bulk tank lorries from BPCL LPG plants at uran and mangalore. Proposed method: Existing bulk LPG unloading bays will be used also It is proposed extend two nos. of bays to facilitate the additional quantity of bulk receipt. Storage: In Present scenario LPG storage bullets for 450 MT KL with the additional mounded storage vessels are proposed for enhancement of storage capacity. The details of tanks with sizes is detailed in table 3.1. Dispatch: The products received will be stored in LPG storage vessels and will be dispatched to distributors through below mentioned modes.

Existing: Presently the cylinders are sent through Box tank Lorries to satara, sangli and kholapur districts. Presently on an average 70-80 tank lorries are used for transportation of product.

3.6 RESOURCE OPTIMIZATION/RECYCLING AND RE-USE ENVISAGED IN THE PROJECT 3.6.1 DOMESTIC SOLID WASTE: The total quantity of domestic wastes generated is about 24 kg/day which will be segregated at source, collected in bins and composted. The composted waste will be used as manure for landscape development. 3.7 WATER, ENERGY/POWER REQUIREMENT & SOURCE 3.7.1 Water The water demand is met from Bore well water supply. The requirement of water for the plant is for domestic purposes. 3.7.2 Power The total power requirement for the industry is about 450 KVA which is to be

obtained from Bangalore Electricity Supply Company (BESCOM).

Further diesel generators are installed to serve as alternative sources of power supply to this unit in emergencies during power failure.

3.7.3 Air pollution sources: The major air pollution sources from the industry are DG sets. These generator sets are provided with stack of stipulated height as per consent of MPCB which is adequate to disperse the gaseous emissions of the resort to the surrounding environment.
