EXECUTIVE SUMMARY

PROJECT UNDER REVIEW

The Draft Focused Tiered EIR evaluated the potential environmental impacts associated with construction and operation of the proposed UCDMC Cancer Center Expansion project. Specifically, the Draft Focused Tiered EIR evaluated potential significant effects in the following resource areas: air quality, noise, and transportation and circulation.

Project Description

The UCDMC proposes to construct an approximately 46,000-gross square foot (gsf) building on the northeast corner of the intersection of X and 45th Streets at the Davis Medical Center in Sacramento, California (Figure ES-1). The proposed new building would be adjacent to the existing Cancer Center, as shown in Figure ES-2. The addition would provide space to consolidate cancer treatment services on campus and would house clinical services, including pediatric oncology and additional clinic and chemotherapy infusion services and pharmacy. An additional 9,000 gsf of the existing Cancer Center’s first floor would be remodeled to expand the clinical laboratory, the outpatient pharmacy, and provide additional space for academic and administrative offices and support operations. A pedestrian bridge on the second level would link the existing Cancer Center with the proposed new building. Please see Chapter 3, Project Description, in the Draft Focused Tiered EIR for a complete description of proposed project elements and project objectives.

COMMENTS ON THE DRAFT FOCUSED TIERED EIR

Section 15123 of the CEQA Guidelines requires that an EIR identify areas of controversy known to the Lead Agency, including issues raised by agencies and the public. No controversial issues were raised during the comment period for the Draft Focused Tiered EIR. The comment letters received did not raise new environmental issues not addressed in the Focused Tiered Initial Study or in the Draft Focused Tiered EIR. The NOP comment letters are provided in Appendix B in the Draft Focused Tiered EIR. Comments on the Draft Focused Tiered EIR and responses to those comments are provided in Chapter 4 in the Final Focused Tiered EIR. No text changes to the Draft Focused Tiered EIR were necessary as a result of these comments.

SUMMARY OF IMPACTS AND MITIGATION MEASURES Table ES-1 (Summary Table) provides a complete list of all impacts and mitigation measures for the topics evaluated in Chapter 4 of the Draft Focused Tiered EIR (air quality, noise, and transportation/circulation). For each impact, the table presents the significance of the impact before mitigation, applicable project-specific mitigation, and the level of significance of the impact after implementation of applicable mitigation measures.

ALTERNATIVES ANALYSIS

Four alternatives were evaluated in Chapter 6 of the Draft Focused Tiered EIR and were compared to the proposed project to identify the environmentally superior alternative. Detailed descriptions and analysis of potential impacts of these alternatives were presented in Chapter 6 in the Draft Focused Tiered EIR.

No Project – No Development Alternative Under this alternative, the Cancer Center Expansion would not be developed. If no project is undertaken, the Medical Center would continue operation “as is,” with no new construction to expand the Cancer Center. Other Existing Building Space at UCDMC Alternative Under this alternative, expanded Cancer Center functions would occupy existing space within UCDMC facilities. This alternative would require interior remodeling but no new construction would be required. Occupants of existing facilities used for Cancer Center Expansion functions would need to be relocated elsewhere on campus. New Building at Different Location at UCDMC Alternative This alternative would involve the development of the Cancer Center Expansion at a different site on the UCDMC campus. Under this alternative, the Cancer Center Expansion would be the same size as proposed, but would be built at another location on the campus where space is available. Development of this alternative could require an amendment to the 1989 LRDP.

Off-Site Alternative This alternative would result in the development of 46,000 gsf of new and replacement space, identical to the proposed project. For purposes of the analysis, it is assumed this would be leased space close to UCDMC.

Environmentally Superior Alternative The Other Existing Building Space Alternative would be the environmentally superior alternative. While this alternative would result in significant and unavoidable cumulative traffic and air quality impacts similar in magnitude to the proposed project, this alternative would result in the loss of fewer parking spaces because no construction would occur on Lot 4. However, it should be noted that this alternative would require relocating existing uses elsewhere on campus. Additionally, splitting the Cancer Center programs into two locations would not allow for shared spaces, would reduce space efficiency, and patients would have to travel to two different locations if they are undergoing different treatments (e.g., radiation therapy and infusion).

CC Stockton Boulevard/US 50 Eastbound Onramp (a) (1) In conjunction with project occupancy, the Medical

Center shall conduct annual traffic counts at the Stockton Boulevard/US 50 eastbound on-ramp. Traffic counts shall be performed during AM and PM peak hours Monday through Friday. Counts during holiday periods or special events, or whenever unusual traffic conditions occur, shall be avoided.

(2) Results of the annual traffic counts shall be used to determine existing levels of service and intersection delay. When thresholds of approximately 1,560 northbound through movements and 540 southbound to eastbound left-turn movements occur, a more thorough traffic operational analysis shall be performed. Due to the close proximity of the Stockton/US 50 eastbound on-ramp intersection to the Stockton/T Street/Gerber intersection, an update to the critical gap analysis and other field observations shall be performed.

(3) UCDMC shall consult with the City of Sacramento

and Caltrans to determine whether signalization is desired and/or supported by these agencies.

When left-turning vehicles experience an average delay greater than 25 seconds per vehicle, a more thorough traffic operational analysis shall be performed. Due to the close proximity of the Stockton/39th Street/Miller Way intersection to the Stockton/V Street intersection, installation of a traffic signal may be undesirable.

(3) If the intersection experiences average delay of greater than 25 seconds per vehicle, UCDMC shall consult with the City of Sacramento to determine whether the closure of V Street to all ingress and egress movements is desired and/or supported by the City.

(4) When V Street is closed (or equally effective measure determined in consultation with the City of Sacramento Traffic Engineer to improve intersection operating conditions to acceptable LOS), UCDMC shall participate in a fair-share cost agreement with the City to help fund improvements to mitigate the proposed project’s incremental contribution to cumulative traffic operating conditions at the Stockton Boulevard/V Street intersection.

TIERED INITIAL STUDY Aesthetics

1989 LRDP EIR Mitigation Measures: M-b The buildings will occupy as limited a footprint as feasible within the height zones. They will incorporate features that enhance visual aesthetics, flexibility, and future versatility. N-a To mitigate the potential impacts of light and glare, new facilities will not use reflective exterior wall materials or reflective glass. N-b The buildings will be suitably landscaped, as discussed in greater detail in Section S-II-O of this document [1989 SEIR]. N-c General site lighting will be provided both at a high level for general traffic movement and at a lower level for pedestrian security and safety. O-b Perimeter landscaping for new and renovated building development will be a part of all development work.

Air Quality 1989 LRDP EIR Mitigation Measures: G-a A comprehensive transportation management plan will be included with the project to reduce peak-hour trips and daily trips. G-b Transportation Systems Management (TSM) measures are summarized in Section S-II-P, Traffic, Circulation and Parking [LRDP EIR Mitigation Measure P-a]. L-a Consideration will be given to the scheduling of construction of the individual components of the Long Range Development Plan to ensure the construction impacts are not compounded, to

the degree practical by the UCDMC funding constraints and funding periods. L-b Conditions will be included in the construction contracts to minimize parking impacts of construction workers, scheduling of deliveries and limiting of construction to daytime activity.

Cultural Resources 1989 LRDP EIR Mitigation Measures: E-b In the event archaeological materials are discovered during new building construction, all work will stop in a 10-meter area and a consulting archaeologist will be hired to examine the

area to ensure that archaeological resources are preserved to the greatest extent practicable. Geology and Soils

1989 LRDP EIR Mitigation Measures: A-a Site-specific geologic and soils studies will be undertaken during the design phase of each building to verify, on a detailed, site-specific basis, the conclusion that the effects of landsliding,

lurching and liquefaction potential will not represent a significant adverse impact, both in the absence of and during a seismic event. A-b Foundations for proposed structures will be designed in accordance with geologic and soils engineering recommendations. A-c Excavations will be shored as required by law to preclude minor short-term landslides during construction.

Hazards and Hazardous Materials 1989 LRDP EIR Mitigation Measures: I-c UCDMC [has participated] in a university-wide study designed to opportunities to reduce the volume of hazardous chemical, radioactive, and infectious waste.

1989 LRDP EIR Mitigation Measures: B-a Normal development of site drainage plans for the new proposed buildings, parking areas and roads during the detailed design phases will ensure a proper site drainage system and

conveyance of runoff to the existing UCDMC storm drain system. Land Use and Planning

1989 LRDP EIR Mitigation Measures: C-a As the UCDMC Long Range Development Plan is implemented, the site will be organized in specific zones, including such activities as a hospital zone, ambulatory services zone, and a

specialized clinics zone. C-b As part of the zoning of the site, the site will be divided into building height zones (as described later in Section VII-N, Visual Aesthetics).

Noise 1989 LRDP EIR Mitigation Measures: K-a Noise-generating construction activities will be limited to the hours of 7 a.m. to 6 p.m., Monday through Friday. K-c All internal combustion engine driven equipment will be fitted with appropriate mufflers which are in good condition. K-d All fixed construction equipment such as compressors and cranes will be located as far as possible from noise sensitive receptors. K-e Construction traffic will be routed down Stockton Boulevard and into the project along X Street or down Broadway via 49th Street whenever possible. Construction traffic will be minimized

Population and Housing 1989 LRDP EIR Mitigation Measures: F-a No population mitigation measures are deemed necessary since there is no significant impact on population in nearby areas.

Public Services 1989 LRDP EIR Mitigation Measures: J-b The project buildings will be designed and constructed in accordance with the California Uniform Fire Codes, including built-in fire protection features, including fire sprinklers, smoke

detectors, heat detectors, and an alarm system to detect fire and notify proper individuals to extinguish fire. J-c The UCDMC Fire Marshal will work with the City of Sacramento Fire Department to review fire department access to all buildings on this site.

1989 LRDP EIR Mitigation Measures: P-a(1) Establish a ridesharing program which matches employee with compatible commute needs. The program should take advantage of, and be coordinated with, the Caltrans Ridesharing

Branch, which acts as a regional clearinghouse of information and assistance on these matters. Both formal and informal carpools would be encouraged. P-a(2) Provide further incentive to the formation of carpools and/or vanpools by increasing the amount of employee parking spaces reserved for these modes. P-a(3) Work with the Regional Transit District to develop and distribute promotional and informational materials related to the district's bus and rail services. P-a(4) Consider partial subsidy of monthly transit passes for employees who commute via Regional Transit. P-a(5) Promote alternative modes of travel among new employees through a mandatory orientation program. P-a(6) Permit and encourage flexible work hours among non-medical staff and other employee groups whose staggered arrivals and departures would not compromise the basic mission of the

Medical Center. P-a(8) Conduct an annual or bi-annual survey of employees to evaluate the effectiveness and possible shortcomings of the travel demand management program. P-a(9) Develop a parking management plan to ensure than adequate off-street parking is available for visitors and other short-term parkers. P-a(10) Dedicate conveniently located employee parking for carpool use. P-a(11) Provide a limited amount of close-in parking for motorcycles and motor scooters. P-a(12) As funds become available, provide bicycle parking in sheltered locations next to all major buildings. P-a(13) To the greatest extent practical, make available existing shower and locker facilities to those who walk or bicycle to work, to encourage use of these modes. P-b(2)(a) The Stockton/T Street intersection should be modified to add exclusive right turn lanes on both the northbound and southbound Stockton Boulevard approaches. K-e Construction traffic will be routed down Stockton Boulevard and into the project along X Street or down Broadway via 49th Street whenever possible. Construction traffic will be minimized

along V Street. L-a Consideration will be given to the scheduling of construction of the individual components of the LRDP to ensure the construction impacts are not compounded, to the degree practical by

the UCDMC funding constraints and funding periods. L-b Conditions will be included in the construction contracts to minimize parking impacts of construction workers, scheduling of deliveries and limiting of construction to daytime activity.

Utilities and Service Systems 1989 LRDP EIR Mitigation Measures: B-a Normal development of site drainage plans for the new proposed buildings, parking areas and roads during the detailed design phases will ensure a proper site drainage system and

conveyance of runoff to the existing UCDMC storm drain system. H-c Where practical, buildings will be oriented with respect to sun and climatic factors to maximize energy conservation. H-d Energy conservation efforts will be continued. I-d UCDMC will continue to work with city agencies in identifying the need for and configuration of sewer line improvements. The University will not produce wastewater in excess of the

capacity of the sewer lines.
