Employment Opportunity Executive Director
Purpose of the Position: The Executive Director is responsible for the management, administration and delivery of all DBCFS programs and services in order to ensure that the needs of our children & families are met in a reasonable, effective and efficient manner and are in line with aboriginal cultural and spiritual practices.
Scope: Reporting to the Board of Directors, the Executive Director will oversee all aspects of operations of the agency. The Executive Director will ensure that all operations are conducted in a respectful and responsible way, ensuring that all decisions and actions meet the relevant policies and procedures. The Executive Director is responsible for all financial transactions, programs and services created and implemented by the Board of Directors. The Executive Director is responsible for managing agency staff members and acts as liaison between DBCFS, other First Nation partners and relevant external agencies. The Executive Director must provide records and documents to the relevant governments and agencies when requested. He/she must also ensure that all business and operations are conducted in a responsible, confidential and ethical way.
Responsibilities: 1. Manage all operations for Dnaagdawenmag Binnoojiiyag Child & Family Services
Ensure that all agency operations are conducted within relevant legislation, policies and procedures.
Coordinate development and implementation of policies, procedures and programs. 2. Manage financial operations
Be familiar funding requirements, financial legislation, policies and procedures.
Be familiar with all DBCFS financial policies and procedures.
Coordinate the preparation of the annual budget and work plan.
Be familiar with generally accepted accounting procedures.
Review all monthly financial statements & reports.
Establish and ensure internal financial controls are in place. 3. Manage and supervise staff
Recruit and selects management staff with the Board and directly supervises, evaluates and delegates responsibilities and authority to DBCFS directors, assistant directors and managers based on the established organization structure.
Ensures that each staff members is evaluated as per the personnel policy. 4. Manage service planning, delivery & review
Develop proposals for program funding.
Ensure program funds are expended appropriately.
Establish and maintain program policies procedures and standards.
Evaluate the effectiveness of programs and program delivery.
5. Ensures the effective implementation of other duties as determined by the Board of Directors. Preferred Requirements The successful applicant will have:
• a MSW from a recognized school of Social Work would be considered an asset. • a minimum of 5 years progressive experience in the field of child and family services. • a minimum of 5 years proven experience in progressively responsible
management/administration positions in the field of child and family services. • a valid class “G” driver’s license and a vehicle. • Individual must be bondable.
Knowledge Requirements The successful applicant will:
• be thoroughly familiar with the relevant provincial legislation, regulations and guidelines. • be knowledgeable about the cultures and the significant characteristics of the social structures
of the DBCFS First Nations. • be thoroughly familiar with existing Service Delivery policies and procedures as well as relevant
DBCFS Financial Management and Personnel Policies; (re: funded areas of service). • have a sound knowledge of the field and techniques used in policy research/analysis. • have extensive knowledge of the range of methods and techniques that are employed in social
work practice with children and families.
Ability Requirements The successful applicant(s) will demonstrate ability to:
• relate effectively to and supervise staff as a diplomatic and flexible team player. • work effectively with the management and staff of other programs/agencies. • effectively plan, implement, monitor and evaluate programs and procedures. • effectively manage financial matters. • communicate effectively in writing and verbally. • provide an acceptable CPIC and VPSS.
