Whodunit- Crypto Strikes Again!

“What do you make of this, Sergeant?” asked Detective Smart. She handed him a folded sheet of paper. “I was questioning a suspect about a stolen car that he said he had just bought secondhand. This fell out of his wallet while he was looking for the receipt.”

“A receipt he couldn’t find, I bet,” said Sergeant Zupp. The detective nodded. The Sergeant examined the sheet of paper. “This is almost certainly a Crypto

communication. It could be important. So could your suspect. The brains behind the organization doesn’t trust telephones, so the top boys pass coded messages when they’re planning something big. Where is the suspect and what did he have to say about this?”

“He’s in the stateion house,” said Sue Smart. “He says he must have picked up the piece of paper at home, by mistake. It belongs to his son, who’s a Boy Scout.”

“Get me a copy of it,” said the Sergeant. “Then he can have it back with our compliments. This code is made up of computer symbols. And by the look of it, your man has already begun to decode it. You must have interrupted him. He only got as far as the first word and filled in the same letters throughout the message. Inspector Ketchum will be back in a couple minutes. So far he’s broken all their codes. And Crypto thinks they’re unbreakable.” Here’s what the code looked like:

When Inspector Ketchum returned, he went to work on the secret message. Detective Smart kept the suspect talking until Ketchum was finished. Then the man was allowed to leave, but he was followed. What did the message say?
