Launched in 2005 under the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, the Mohammed Bin Rashid School of Government is a premier research and teaching institution focusing on governance and public policy in the Arab world. The school aims to support the ongoing efforts for governmental excellence in the UAE and the Arab world, and empower leaders to build the future through an integrated system offering education and training programs, as well as research and studies.

The School’s operations are founded on global best practices developed in collaboration with the Harvard Kennedy School, and is considered a unique model for academic institutions for its focus on the practical side of governance. As part of its priority to build synergy with relevant stakeholders, the School collaborates with several government and private institutions both regionally and internationally.

The School’s overall design and implementation of training programs are built on the foundation of scientific thought, inspired by the reality of Arab public administration and with a view to addressing possible shortcomings and helping future leaders meet the challenges that face public administration in various parts of the Arab world. The School also organizes international and regional conferences and specialized workshops, and holds forums to facilitate the fruitful exchange of ideas and knowledge between the Arab region and the world.

In this era of globalization characterized by fast-paced and constant change, many factors have led to an increase in both the challenges and the competitiveness between institutions. It is not sufficient for government leaders to excel in certain disciplines or specific areas. World events and the cross impact of fields long perceived as separate also add to the difficulties of working in the government sector. Challenges facing government leaders in the era of globalization can be summarized as follows:

1. Accelerated change at the economic, social, cognitive and technical levels, which directly impact and influence individuals and organizations.

2. Multiple connectednesses between various sectors, within and without the governmental system, and increased cross impact, make it

difficult to manage plans and developmental projects independently and separately.

3. Diverse sources of information and knowledge available to different social segments increases the burdens of responsibility on government leadership to provide accurate and comprehensive information.

4. Open competition among nations to attract investment, promote exports, and build economic and social capacities for knowledge-based societies so as to ensure the well-being of citizens and enhance the process of comprehensive and sustainable development.

This program was developed with the above in mind, and with a view to honing leadership skills in the government sector, and providing leadership training and effective use of management tools to enable governmental leaders to execute their roles and meet modern challenges efficiently and effectively, at high productivity and with sustainable impact.

In line with the School’s commitment to capacity development and toward increasing efficiency in government performance in the region, Mohammed bin Rashid School of Government offers the “Leadership and Government Excellence” Program.

This program focuses on the following main topics: * Leadership and administration including leadership patterns and leadership skills; * Governance focusing on the concepts of governance in public institutions;* Best practices in governance presenting success stories from various institutions in the UAE.

Program Objectives:1. Overcoming obstacles by implementing the best practices in the fields of

leadership, strategic management and policy.2. Building a governmental network and enabling positive communication

between middle and senior leaderships in the government sector.3. Gaining insight into global best practices in general and UAE governmental

institution practices in particular, to identify causes for success and to seek development opportunities.

We learned a great deal from the UAE’s outstanding experience, especially with regard to keeping pace with modern technologies. We also benefited from the practical training and the field visits to government departments; something which added value to the personal professional development of participants.

Government excellence has become very closely linked to the performance of ministries and governmental departments in the UAE, and the state has witnessed a huge leap in governmental performance over the past few years. Indeed the UAE was ranked first globally for government performance efficiency and social cohesion (according to the Global Competitiveness Report 2013 issued by the International Institute for Management Development in Switzerland), and topped Arab countries in terms of people’s happiness and welfare (according to the UN report); thus making UAE government performance a model for best practices in governance.

The program focuses on applied knowledge, with lecturers being selected from among the UAE’s most prominent leaders with specialized, extensive expertise in governance. Additionally, the program incorporates case studies prepared by the School in collaboration with government entities. The training will also make use of video presentations of initiatives and government applications, and will conclude with a series of field visits to assess government work at ground level.

This training program aims to build individual and institutional leadership capacities within the public sector. Please take the time to answer the following questions:

1. Are you a government employee?

2. Have you held a leadership and management position in your institution for the past three years at least?

3. Are you seeking to enhance your capabilities, and enrich your knowledge and experience in order to contribute to the success of your institution?

4. Are you keen to interact with other government leaders, exchange experiences and strengthen cooperation?

If you answered “yes” to all of the above questions, then the Leadership and Government Excellence Program is your destination for optimum success.

Selection of program participants The school shall form a committee to assess the CV of each applicant and select participants in the open enrollment courses.

Admission Requirements Applicants must:• Hold a bachelor’s or master’s degree from an accredited university. • Have at least three years working experience in a leadership position in the

government or private sector.
