FP7: Rules of participation
Any company, university, research centre, organisation or individual, legally established in any country, may participate in a collaborative project (known as an indirect action) provided that the minimum conditions laid down in the Rules for Participation in FP7
In general, minimum conditions of eligibility state that:
• Collaborative actions under Cooperation specific programme: at least three legal entities (defined as organisations or individual researchers as above) must participate, each of which is established in a Member State or Associated country, and no two of which are established in the same Member State or Associated country. All three legal entities must be independent of each other.
• International cooperation actions under Capacities specific programme: At least four legal entities must participate with at least two of the legal entities of them must be established in Member States or Associated countries and at least two of the legal must be established in international cooperation partner countries, all of them must be independent.

FP7: What actions are here?
1. Collaborative projectsSupport for research projects carried out by consortia with participants from different countries, aiming at developing new knowledge, new technology, products, demonstration activities or common resources for research.
2. Networks of ExcellenceSupport for a Joint Programme of Activities implemented by a number of research organisations integrating their activities in a given field, carried out by research teams in the framework of longer term cooperation.
3. Coordination and support actionsSupport for activities aimed at coordinating or supporting research activities and policies (networking, exchanges, trans-national access to research infrastructures, studies, conferences, etc.).
4. Support for ‘frontier’ researchSupport for projects carried out by individual national or transnational research teams. This scheme will be used to support investigator-driven ‘frontier’ research projects funded in the framework of the European Research Council.
5. Support for training and career development of researchersSupport for training and career development of researchers, mainly to be used for the implementation of the Marie Curie actions.
6. Research for the benefit of specific groups (in particular SMEs)Support for research projects where the bulk of the research and technological development is carried out by universities, research centres or other legal entities, for the benefit of specific groups, in particular SMEs or associations of SMEs.

FP7: How is financed?General approach
Usual method to be reimbursement of eligible costs :
R&D: SMEs, non-profit public bodies, secondary and higher education establishments and research organisations: maximum of 75 % of the total eligible costs.
R&D: large-scale industry groups: maximum of 50 %Demonstration activities:
maximum of 50 %Management activities:
maximum of 100 % Other activities:
maximum of 100 % (e.g. training, coordination, networking, dissemination)
May also use flat-rate and lump sum financing:
For beneficiaries from ICPC it is foreseen that they may opt for an EC contribution in the form of lump sums. The sum is appointive according to country income level:

FP7: International cooperation – a new approach
The theme-oriented international cooperation actions
are carried out under the Cooperation programme;
Activities of the Capacities programme are designed to support and stimulate the participation of third countries in the Framework Programme as well as provide access opportunities in research programmes managed by third countries;
The international actions in the area of human
potential are carried out under the People programme.

FP7: “Cooperation” Specific measures and calls targeted for international cooperation
SICA – Specific International Cooperation ActionsNew FP7 instrument aimed at promoting the participation of non-EU Member States
or Associated Countries and are available in all thematic areas.
SICAs aim at reinforcing the research capacity in non-associated candidate countries and neighbourhood countries and at addressing the needs of developing and emerging economices by means of dedicated cooperative research in given thematic areas. Specific participation criteria apply to 'Collaborative Projects' for SICA topics (participation of a minimum of two Member States or Associated Countries plus two targeted countries).
The SICA topics are of mutual interest and identified in the work programmes per theme.Examples from 2011 calls:Assessing and predicting the combined effects of natural and human-made pressures in the Mediterranean and the Black Sea in view of their better governance (ENERGY);Developing new and improving existing mathematical algorithms for systems biology - cooperation with other related projects from the Eastern Europe/Central Asia (EECA) region (HEALTH);EU-Russia Partnership initiative in Microbes – Plants Biodiversities (FOOD, AGRI & BIOTECHNOLOGIES)

Support the coordination of national and regional policies and activities of Member States and Associated States on international S&T cooperation (ERA-NET).

Industry-academia partnerships and pathways support cooperation between academia and industry. On the business side, participation by small and medium-sized enterprises (SMEs) is encouraged.

FP7: “Ideas”Specific measures and calls targeted for international cooperation
The programme 'Ideas' funds projects based on proposals presented by researchers on subjects of their choice, evaluated only on scientific excellence by peer review. 'Frontier research' will open new ways for technological progress, and aims to resolve social and environmental problems.
The ERC (European Research Council) grants are open to researchers from any country in the world. However, the
ERC-funded research should be carried out in one of the 27 EU Member States or in one of the associated countries. The ERC grants are open to researchers from both public and private institutions.
