II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL

1. Definition of product and intended use

1.1 Definition of product

The Glazing Guardrail Kit is composed of a glass pane, which is linked to the metallic members of the guardrail by glass clamps.

The definition of the kit includes a guardrail with handrail , a glass with or without holes and glass clamps.

Relevant to ETA: glass clamps and glazing.

NOT relevant to ETA: Handrail, posts and all metallic members of the guardrail except the glass clamps.

1.2 Intended use

This ETA covers a Glazing Guardrail Kit for use as a protective barrier for internal or external application.

The provisions, verifications and assessment methods included or referred to in this European Technical Approval have been written based upon the assumed working life of the Glazing Guardrail Kit for the intended use of 25 years when installed in the works (provided that the Glazing Guardrail Kit is subject to appropriate installation, use and maintenance). These provisions are based upon the current state of the art and the available knowledge and experience.

2. Characteristics of product and methods of verification

2.1 Characteristics of the product

2.1.1 Glazing Guardrail Kit

The storage of the glass pane takes place by clamping it between the EPDM-pads between the metallic upper and lower parts of clamps. An additional locking against sliding of the glass pane (fastener at corner or clamp with pin) is possible.

The different types of installation are not possible for all groups of glass clamps. The glazing of the guardrail kit can be mounted in front of the floor panel, if the glass clamps have additional locking against sliding of the glass pane. Without locking against sliding the glass pane has to be assembled over floor panel.

3.2.2 Tasks of notified bodies

The corner stones of the actions to be undertaken by the notified body in the procedure of attestation of conformity for the Glazing Guardrail Kit are laid down in the following table.

The manufacturer shall exercise permanent internal control of production. All the elements, requirements and provisions adopted by the manufacturer shall be documented in a systematic production control system shall ensure that the product is in conformity with the ETA.

Manufacturers having a FPC system complying with EN ISO 9001: 2000 and addressing the requirements of an ETA are recognized as satisfying the FPC requirements of the Directive (according to CPD – Guidance Paper B).

Nr Subject/type of control (product, raw/constituent material, component - indicating characteristic concerned)

Initial type-testing of the product (ITT)

1 For initial type testing, the results of the tests performed as part of the assessment for the ETA

shall be used unless there are changes in the production line or plant.

Initial inspection of factory and factory production control (FPC)

2 The approved body shall ascertain that, in accordance with the prescribed test plan, the

factory and the factory production control are suitable to ensure continuous and orderly

manufacturing of the guardrail glazing kit according to the specification given in the ETA.

Continuous surveillance, judgment and assessment of factory production control (FPC)

3 The approval body shall visit the factory twice* a year. It has to verify the continuing conformity

to the ETA, taking into account the prescribed test plan.

* The number of inspections can be reduced to one audit per year for the firms whose quality assurance system is certified by an approved body in accordance with standard EN ISO 9001 of December 2000, and provided the quality assurance system is applied to the manufacture of the products covered by the Technical Application Document.

4. Assumptions under which the fitness of the product for the intended use was favourably assessed

4.1 Packaging, transport, storage of the product

Packing, storage and transport must ensure the protection of the glass clamps against damage, e.g. breakage, scratching, spalling or contamination. On the arrival at the construction site, the glass clamps have to be intact.

Glass panes are to be moved using adequate transportation aids. The edges have to be protected at any time. When storing the glass panes, suitable supports have to be provided in order to protect the glass pane edges and surfaces. The glass pane surfaces are to be protected against scratching during transport and storage.

4.2 Design

The design of the Glazing Guardrail Kit has to follow all national provisions for the intended field of application concerning e.g. glass type, end use conditions and type of breakage.

This European Technical Approval is applicable to the glass panes and clamps specified in chapter 2 and their intended use declared in chapter 1. In addition, the members of the Glazing Guardrail Kit (glass pane and clamps) are to be verified according to Annex B, Annex C and Annex D taking into consideration the specific national provisions.

All members not included in this ETA, as specified in chapter 1, have to be verified separately according to European and national standards.

The design of the substructure as well as the handrail has to secure a restraint-free support of the glass pane. No additional loads are to be applied on the glazing pane due to e.g. deformations of the substructure.

4.3 Installation of the product in the works

The application has to be carried out according to the manufacturer’s instructions. The manufacturer has to hand over the assembly instruction to the assembler. From the assembly instructions it is followed that, prior to installation, all components of the Glazing Guardrail Kit have to be checked for their perfect condition. Damaged components are not to be used. The conformity of the installed Glazing Guardrail Kit with the provisions of the ETA is attested by the executing assembler.

The design of the substructure as well as the handrail has to secure a restraint-free support of the glass pane. Glass/glass-contact and/or steel/glass-contact is to be avoided permanently.

The product’s “wind resistance” is given, when the product’s components, glass pane and clamps, are both verified. Chapter B.1 deals with the necessary verifications for the glass pane’s strength resistance. Chapter B.2 shows the procedure of verification for the glass clamp’s load capacity.

B.1 Glass - strength resistance

B.1.1 Principle of calculation and verification

The verification for the glass panes has to be done separately for each application in consideration of the specific conditions and national provisions.

The max. principal stresses σ1,0 [N/mm²] and deflections f1,0 [mm] for rectangular and parallelogram-shaped

(0 < α ≤ 38°) glass panes are calculated under an area load of 1,0 kN/m² and are shown in Table 21 to Table 34 in Annex C.

A shear stiffness of the PVB-interlayer between the two glass panes of the laminated glass has not been taken into account in these calculations. A factor F, which regards a shear stiffness of the PVB-interlayer between the two panes of the laminated glass can be used to consider this effect.

• Action:

- principal stresses σq and deflections fq for all area loads qk can be calculated basing on the max. principal stresses

σ1,0 and deflections f1,0: factor Qk = qk / 1,0 kN/m² (Q is unit-less)

stress: σq [N/mm²] = Qk x σ1,0 [N/mm²] deflection: fq [mm] = Qk x f1,0 [mm]

if load cases, partial factors for actions and/or the shear stiffness of the PVB-interlayer have to be considered:

stress: Σ σq,i = F x (Σ ψ 0,i x γq,i x Qk,i x σ1,0 )

deflection: Σ fq,i = F x (Σ ψ0,i x γq,i x Qk,i x f1,0 ) qk,i characteristic value of the variable action (area load) on glass (loading direction is normal to glass pane) Qk,i unit-less factor Qk,i = qk,i / 1,0 kN/m²

γq,i partial factor for variable actions ψ0,i factor for combination value of variable actions

Σ σd,i sum of principal stresses

Σ fq,i sum of deflections F factor, which regards a shear stiffness of the PVB-interlayer between the two panes of the laminated glass.

• Reaction:

- σmax is the maximal permissible stress of the respective glass quality (float glass, heat strengthened glass, thermally toughened glass etc.) depending on national provisions.

- fmax is the maximal permissible deflection for the Glazing Guardrail Kit depending on national provisions.

- It has to be ensured, that the displacement does not cause a span width shortening ∆s, which leads to a slipping of the glass pane out of the clamps. The valid residual mounting depth smin has to be regarded depending on national provisions.

- ∆s can be calculated based on the sum of deflection Σ fq,i according to the following equation:

Mounting depth s [mm] (without deflection and span width shortening) of the glass panes for the different groups of clamps:

groupgroupgroupgroup AAAA BBBB CCCC DDDD EEEE FFFF GGGG HHHH IIII IIIIIIII IIIIIIIIIIII IVIVIVIV VVVV VIVIVIVI

• Verification:

- criteria of verification for ultimate limit state (ULS): Σ σq,i < σmax

- criteria of verification for serviceability limit state (SLS): Σ fq,i < fmax

- criteria of verification for the span width shortening: s - ∆s > smin

Notes:

• γQ,i, ψ0,i and γM according to national provisions.

• qk,i according to specific conditions on site.

• The verification is based on the concept of EN 1990:2002.

B.1.2 Example for Germany

• Action:

- system: glass pane dimensions: 1200 x 1000 [mm], α = 25°, 2 x 6 mm (0,76 mm PVB) area load (wind): q = 1,25 kN/m² clamps of group H

- σ1,0 = 16,2 N/mm² and f1,0 = 7,6 mm (see Table 17)

- Qk,i = 1,25 kN/m²/ 1,0 kN/m² = 1,25 (unit-less factor)

γq,i = 1,0 and

ψ0,i = 1,0 because γq,i and ψ0,i don’t have to be considered. F = 1,0 because it’s not allowed to regard the shear stiffness of the PVB-interlayer (according to TRLV, chap. 5.1.2).

 Σ σq,i = 1,25 x 16,2 N/mm² = 20,25 N/mm²

 Σ fq,i = 1,25 x 7,6 mm = 9,5 mm

• Reaction:

- ULS: max. admissible principal stress for thermally toughened glass (ESG) in Germany according to TRLV:

σmax= 50 N/mm²

- SLS: maximal permissible deflection is L / 100 of the distance L between supports in the principle direction of load transfer: fmax = 1200 mm/100 = 12 mm

- Span width shortening: Σ fq,i = 9,5 mm Σ ∆sq,i = 0,20 mm

• Verification:

- ULS: Σ σq,i < σmax 20,25 N/mm² < 50 N/mm² verified

- SLS: Σ fq,i < fmax 9,5 mm < 12 mm verified

The principal stress and the deflection of the glass panes of the Glazing Guardrail Kit of SWS are calculated for

rectangular and parallelogram-shaped (0 < α ≤ 38°) formats under an area load of 1,0 kN/m².

The results for the glass panes of different angles of inclination are merged for two fixed ranges of angles:

0°≤ α < 28° and 28°≤ α ≤ 38°.
