Regionalisation

Due to the occurrence of ASF, Poland – in cooperation the European Commission – introduced the regionalisation – i.e. introduction of areas with different restrictions, depending on the risk of ASF spread in a given area. Regionalisation and appropriate restrictions are laid down in certain parts of Annex to Decision 2014/709/EU (the latest amendment regarding Poland by Decision (EU) 2018/478 of 20 March 2018). In Polish legislation, regionalisation is authorised by Regulation of the Minister of Agriculture and Rural Development (MARD) of 6 May 2015 on measures associated with the occurrence of African Swine Fever. .

Part I zone (part I of Annex to EC Implementing Decision KE 2014/709/EU) – buffer zone – disease-free

Part II zone (part II of Annex to EC Implementing Decision KE 2014/709/EU) – disease present in wild boar population

Part III zone (part III of Annex to EC Implementing Decision KE 2014/709/EU) - disease present in wild boar and pig populations

Generally, disease control measures shall be implemented in Part II and Part III zones. In Poland they are called protection zones.

Introduction of this zones is a result of EU regulations on combating ASF (Council Directive 2002/60/EC, implemented by Regulation of MARD of 6 May 2015 on control of African Swine Fever).

Trade restrictions (resulting from Decision 2014/709/EU) shall be implemented in Part III, Part II and Part I zones.

Other additional measures (monitoring, sanitary shooting) shall be implemented also in other areas of Poland.

Restrictions of movements of pigs in Part III, Part II and Part I zone, out of and into these zones

ASF – movements

Part I zone:

Movements of pigs from holdings within the borders of the zone and to the rest of the Polish territory: Clinical testing of pigs by the official veterinarian not

earlier than 24 hours before the movement Issue of health certificate by the official veterinarian

confirming that no pigs show symptoms indicating ASF

ASF – movements Part II zone:

Movements of pigs from holdings within the zone: Movement of pigs directly to another holding or the

slaughterhouse Authorization of the District Veterinary Officer Clinical testing of pigs by the official veterinarian not earlier that 24

hours before the movement Issue of health certificate by the official veterinarian confirming

that the pigs do not show symptoms indicating ASF In case of movement to the slaughterhouse – permission to collect

pigs within the zone in a place intended for the purchase or a place designated as animal market (provided that no animals other than pigs stay there)

Movements of pigs from holdings out of the Part II zone to the rest of the Polish territory (e.g. to other holdings or the slaughterhouse):

Pigs in the holding → at least 30 days before the movement/from the day of birth and for at least 30 days before the movement no pigs from Part II or Part III zone have been introduced

15 days before the movement → laboratory testing (negative result) Clinical testing of pigs by the official veterinarian not earlier than 24 hours before

the movement Issue of health certificate by the official veterinarian confirming that the pigs do

not show symptoms indicating ASF

Part III zone: Movement of pigs from holdings within the zone: Movement of pigs directly to other holding or the slaughterhouse Authorization of the District Veterinary Officer Clinical testing of pigs by the official veterinarian not earlier that 24 hours

ASF – movements From a holding located in Part III zone to a place located in Part II zone: The pigs originate from a holding which meets all biosecurity requirements laid

down in Regulation of the Minister of Agriculture and Rural Development of 3 April 2015 on introduction of the “Biosecurity programme aimed at preventing the spread of African swine fever” for 2015-2018

The pigs are kept for 30 days/born in the holding

15 days before the movement → laboratory testing (negative result)

Clinical testing of pigs by the official veterinarian not earlier than 24 hours before the movement

Issue of health certificate by the official veterinarian confirming that the pigs do not show symptoms indicating ASF

restrictions: Slaughter of pigs in the slaughterhouse specially designated by the Chief

Veterinary Officer (condition: there is no possibility of slaughter in designated slaughterhouses located in Part III zone)

The Chief Veterinary Officer has the obligation to inform the EC about the designated slaughterhouse (name and address of the slaughterhouse)

Requirements for holdings from which the pigs are being sent: Pigs in the holding → at least 30 days before the movement/from the day of

birth and for at least 30 days before the movement no pigs from Part II or Part III zone have been introduced

Transport requirements: Transport of pigs for slaughter: directly, without stops and unloading, to the

designated slaughterhouse, by designated and sealed means of transport If the pigs are transported outside the surveillance zone – only by designated

transport routes; Vehicles must be cleaned and disinfected immediately after unloading

Informing the competent District Veterinary Officers: District Veterinary Officer competent for the place of location of the

slaughterhouse must be informed of the planned date of arrival of pigs and forward the information of the arrival of pigs to the slaughterhouse to the District Veterinary Officer competent for the place of departure

ASF – movements

Slaughterhouse requirements:

The slaughterhouse is designated (confirmed compliance with the pig slaughter requirements) specially for the slaughter of pigs originating from Part III zone

After the arrival to the slaughterhouse, the pigs are kept and slaughtered separately from other pigs, on the day when only the pigs from Part III zone are slaughtered;

By-products originating from slaughtered pigs must be stored separately and immediately processed in a processing plant, which guarantees that the derived products do not pose a danger of the spread of ASF
