9.2 Annex 2. Characterisation of the Regional Innovation Strategies – RIS

9.2.1 Brazil

In Brazil the Ministry of Science, Technology and Innovation (MCTI) developed a Plan named Action Plan of

Science, Technology and Innovation for National Development (PACTI). 1 To aim the objectives the plan

develops several strategic actions.

The main objectives of the plan are:

1. Expansion and Consolidation of the National System of STI

2. Promotion of Innovation in Enterprises

3. RD&I in Strategic Areas

4. CT&I for Social Development

On the other hand at the state level main political and regulatory functions are addressed by ministries and

state councils of science and technology. The National Council of State Secretaries of STI (CONSECTI) and the

Brazilian National Council of Research Support State Foundations (CONFAP) includes these ministries or

equivalent bodies with the aim to strengthen dialogue between the states and the federal government.

In each state there is located a Research Support State Foundation (FAP). Several State Foundations, jointly

with the correspondent state science secretaries promoted the elaboration of a Plan regarding science,

technology and innovation for all their regions. Two documents of this sort were developed, both in line with

the objectives of the National Strategy for STI (PACTI) as a framework for each regional document:

Plano de Ciência, Tecnologia e Inovação para o desenvolvimento sustentável do Nordeste Brasileiro

PCTI/NE. The document was elaborated at 2014 responding to the request of science and technology

regional secretaries and the presidents of the research support foundations. The Minister supported

the initiative, and requested an external body, the Management and Strategic Studies Center (CGEE),2

to develop it. The process of PCTI/NE elaboration started in mid-2013. The states included in the

process were: Piaui, Cearà, Rio Grande do Norte, Paraiba, Pernambuco, Alagoas, Sergipe and Bahía.

Similarly the Foundation Presidents and State Secretaries of Amazónia Legal promoted another Plan,

named Plano de Ciência, Tecnologia e Inovação para o Desenvolvimento da Amazônia Legal

PCTI/Amazônia. The process of PCTI/Amazônia elaboration started in 2013. The states included in the

process were: Acre, Amazonas, Roraima, Rondonia, Amapà, Parà, Tocantins, Maranhâo.

In addition some states have developed a state-focused plan. Those are:

Plano de ação em Ciência Tecnologia e Inovação do Estado do Rio Grande do Norte: 2011–2020. Being

the third SCI Plan made within the state of Rio Norte, all its predecessors were planned for a 10 years

scope. The methodology adopted for the preparation of the Plan was based on the participation of

relevant actors of the State of CTI system and the responsibles of implementing it. The process started

in March 2010.

Plano Estadual de Ciencia, tecnología e inovaçao do Acre PECTI Acre. The initiative was promoted by

the State Foundation of Technology for Acre (FUNTAC) and started in 2001.

Plano Estadual de Ciência,Tecnologia e Inovação do Estado de Alagoas 2023. It is a result of a collective

process of discussion and definition with local actors representatives of the academic community,

business sector and government. The plan promotes STI actions to strengthen strategic sectors, mostly

structured under existing technological poles.

Plano Estadual de Ciência, Tecnologia e Inovação para o Desenvolvimento Sustentado do Ceará: Plano

de Ação 2011 – 2020. Which covers a time period of 10 years. It intends to play an important role

guiding projects and actions for the local innovation system. All the local systems were asked to

participate over 2 years of elaboration of the documents.

The participatory process included rounds of expert consultations and regional actors involving academic

institutions, entrepreneurs and regionally based enterprises. To complement the process in some cases

technical support was required. Finally each Plan was approved by MITCI.

Each plan pretends to bring principles, guidelines and guiding actions of an effective STI policy. The structure,

in a general way, includes:

1. Diagnosis of existing Regional Innovation System. Reflecting weaknesses, limitations, strengths and

internal heterogeneity.

2. Expression of objectives and ultimate goals of the plan. Including axes and planning scales which also

describes prioritising economic sectors.

3. Elements of programming.

4. Management and governance of regional Plan.

9.2.2 Chile

The Regional Innovation Strategies of Chile emerged from a joint initiative with the EU, called RED Project. The

main objective of Project RED is the construction of Regional Innovation Strategies with RIS, Regional

Innovation Strategies methodology, which was led by the local governors and advised on site by European

experts in the field.

Regional Innovation Strategies were conducted from the Department of Regional and Administrative

Development, SUBDERE, under the Competitiveness and Innovation Programme EU-Chile. Initially, 7 regions

were included within the Programme scope, although three regions were incorporated later.

The initiative grew out of a collaboration project with the European Union, coordinated by the International

Cooperation Agency, AGCI, the Chilean Ministry of Foreign Affairs, and implemented by the Department of

Regional and Administrative Development, SUBDERE, under the Competitiveness and Innovation Programme

EU-Chile, develop cooperation initiative between the years 2008-2013.

A cross-national unit was established to safeguard the process, the National and Inter Directory (owned by

Miguel Flores - Secretary SUBDERE). The National Project Director was Mario Varela. Coordinating Board with

Partner Institutions (CONICYT, CORFO INNOVA, MINECON) European and national experts RIS - FIC. Lenia

Planas was the head of the technical coordination of the project, supervising cooperative areas located in

regions and support areas responsible for giving visibility to the project and communication.

9.2.2.1 Objectives

The general objective of the RED project was to contribute to deepen the process of regionalization and

decentralization in the current innovation system, improving the efficiency of public investment and the

contribution of regional development and competitiveness. For that purpose:

Expertise in professional and institutional conditions for governance and management in existing

regional innovation system were enabled.

In the first phase at least 3 Regions designed Regional Innovation Strategies fulfilling objectives for

decentralization of investment.

A network of collaboration was established to work among Chilean regions, and between European

regions

The specific objectives of RED Project were:

5. To generate regional capacities to promote innovation in each region

6. To increase decentralization and

7. To improve the country's competitiveness in a globalized world

9.2.2.2 Calendar

There was a first group of regions that made the Regional Innovation Strategy between 2011-2012. These

regions are: Antofagasta, Coquimbo, O'Higgins and Santiago Metropolitano. All other regions developed their

Regional Innovation Strategies in 2013.

9.2.2.3 Process

The RIS methodology is achieved by the following steps. It is also necessary to have the contribution from a

broad political support and a general consensus from the regional actors.

1. A diagnosis of existing Regional Innovation System, which aims at the characterization of the demand

and supply of innovation, the regional assets, a level of innovation maturity, and the current level of

co-operation and interaction between the diverse agents (businesses, R&D and policy makers) in the

system.

2. The strategy consists on prioritising economic sectors and the establishment of an action plan with

concrete measures to be launched in the region.

3. Pilot Projects.

9.2.3 Colombia

In Colombia the Administrative Department of Science, Technology and Innovation, COLCIENCIAS, together

with the Colombian Observatory of Science and Technology OCyT, have supported the Government of each

region in the process of building the regional Strategy Plans. The Strategy Plans become tool for the territories

to enhance their capacity to innovate. All regions have relied on the view of an interdisciplinary group of

experts from different education institutions. Moreover, in some cases, there has been an active participation

of members of the quadruple helix. The Strategy Plans have been elaborated and since 2012. As of April 17th,

2015, twenty-seven (27) strategy plans have been published. Each region has made emphasize in one or other

characteristics and as a whole, the regions show a wide range focus of their specialization.

9.2.3.1 Objectives

The Strategy Plans were mainly established to draw a route that would be a tool for the territories to enhance

their capacity to innovate. With an horizon of 10 years ahead, the Strategy Plans aim at accomplish relevant

advances in the way research, technology, innovation politics and institutions interact in the promotion of a

dialogue among the agents, with the objective to facilitate their cooperation and mutual understanding.

9.2.3.2 Calendar

The Strategy Plans have been elaborated and since 2012.

9.2.3.3 Process

The Strategy Plans in Colombia show mostly the characterization of the economy of the region. Some of the

Strategy Plans show a more detailed information about the capacities of the region than other. In spite of this,

all the Strategic Plans include:

Analysis of the main capacities

Industrial structure

Competitiveness

Main technology gaps

Science, Technology and Innovation indicators

A detailed analysis of the legal framework (some regions)

Nevertheless, each region has made emphasize in one or other characteristics and as a whole, the regions show

a wide range focus of their specialization. Moreover, in Colombia some regions are economically and

technologically more advanced than other. This , together with the diversity of the land (some regions like

Cauca have up to three areas orographically opposed: the Pacific coast, the Amazonian and the Cordilleras)

results in a very diverse productive tissue and makes is more difficult to provide a closer approach to

specialization.

9.2.3.4 Next steps

In some cases, the RIS do not define specialization sectors, and rely only on horizontal approaches (e.g.

Entrepreneurial Programs, Industrial Parks).

9.2.4 Mexico

The development of State and Regional Innovation Agendas in Mexico has been an initiative of the National

Council of Science and Technology (CONACYT)3 along with relevant stakeholders. The process has been based

on a participatory and consensus that has involved key actors from the quadruple helix – the interplay between

industry, university (academy and research), public sector and civil society. CONACYT has developed 32 state

linkage between industry sector and the academia, and the National Development Plan Federal Government.

Agendas and three Regional Innovation Agendas. As of April 17th, 2015, fifteen (15) Agendas have been

published. The scorecard of the drafting of the Agendas has considered three levels:

1. Management Committee. Decision-making. Integrated by government agencies.

2. Advisory Groups (one for each of the Specialization areas). Advising the Management Committee in

the vision and selection of the specialization areas. Integrated by members of the quadruple helix.

3. Sectorial Tables. Responsible to define the specific strategy of each area of specialization, as well as

the priority and complementary projects for the Agenda. Integrated by members of the quadruple

helix.

One of the pillars of the Agendas is the decentralization of scientific and technological activities and capacity

building at all levels of management. Under this scheme during 2014, multiple meetings were convened in each

of the 32 states with advisory groups of experts in science, technology and innovation. At these meetings, key

stakeholders from the quadruple helix – industry, university, public sector and civil society – were involved in

a participatory process in the creation of the State and Regional Innovation Agendas.

Moreover, consultancy firms such as the Spanish IDOM Consulting and Indra, the Mexican CamBio Tec,

integrated by an international network of technology management practitioners, or the binational nonprofit

Agendas

9.2.4.1 Objectives

The objectives of the agendas has mainly been to improve the position of Mexico in the World Innovation Index

of 2014, where Mexico was ranked in 66 out of 143 countries. This index was based on the role of the people

and teams in the process of innovation as an engine of economic growth.

Moreover, it is intended that the Agendas become a support to achieve a larger investment of from the private

sector in technology development and innovation, to strengthen the infrastructure, promote the insertion of

key technologies and create synergies among sectors and region that lead to an increase in competitiveness

and promote greater living conditions for the population.

9.2.4.2 Calendar

The agendas were published in the period ranging from the end of 2013 to the end of 2014.

9.2.4.3 Process

The methodology of the Smart Specialisation Strategies from the European Union has been applied in the

elaboration of the Agendas. The starting point for the elaboration of the Innovation Agendas was the existing

planning initiatives in matters of economic development or innovation. A series of workshops and interviews,

as well as several analysis at a state, federal and international level were conducted.

The elaboration of the Agendas has followed a structured analysis process based on six steps:

1. Analysis of state context and its relationship to the existing capabilities of innovation, identifying the

competitive advantages and excellence potential of each entity.

2. Generation of a shared vision of the future of the states in terms of smart specialization.

3. Selection of a limited number of areas of expertise to focus the efforts of the Agenda

4. Definition of the strategic framework for each area of specialization

5. Sector objectives

6. Niche specialization

7. Lines of action

8. Identification and definition of portfolio of priority projects that contribute to the accomplishment

of the priorities chosen

9. Integration of monitoring and evaluation mechanisms

It has been identified that in most cases a calendar including the following structure was created. The example

presented below corresponds to the Aguascalientes agenda.

Initially the Advisory group in involved in the process of drafting strategic concepts, a pre selection of

specialization areas and their validation. Afterwards, the sectorial tables are included to participate in

workshops that consisted of an analysis of approximately eighteen prioritization criteria in three different

categories: socio- economic, scientific- technological and market criteria. As a result, the candidate

priorizations areas were chosen and were afterwards validated.

The valuation of each of the criteria allowed to provide an objective view of the positioning of each of the

candidate areas along the three axes:

Regarding the Strategy Level of Formalization, we have assigned the rating of 2 to all the agendas. This level

refers that there is a regional strategy and that this regional strategy includes the participation of the entities

involved, the instruments used and the agents related to its execution.

Even though it is stated in the agendas that an estimated budget has been taken into account in the preliminary

definition phase, this budget is not defined in any of the agendas. However, most of the agendas indicate the

potential sources of funding for the priority projects.

9.2.4.4 Next steps

The Agenda scorecard is one of the key instruments that allows a constant monitor of the progress sheet route

raised. Following the indicators that will allow an annual monitor of the progress the areas of expertise, the

projects, the Management Committee (regulation, decision making) and the Advisory Groups (tracking and

impulse for priority projects, re-planning the strategy).

4. Process Regarding Brazil reading of secondary sources on the characterization of Regional Innovation Systems in

Brazil led to the conclusion that Brazil has a high degree of administrative decentralization but not due to a

national standard. This allows each state to develop its own policies on innovation. Brazil is one of the leading

countries in Latin America in terms of scientific production and research and Universities play a leading role

within the Regional Innovation Systems. This feature makes it difficult to apply the same methodology as in

the other countries to identify and select areas of collaboration. To overcome this situation it was decided

to contact Mr. Jiménez, who could facilitate contact local experts, as Mr.Vaccaro.

Qualitative analysis from secondary sources and consultation with local experts led us to choose the most

advanced states where universities have an important role in the articulation of technological

4. Process Regarding Costa Rica, macroeconomic data can be found at national level, while there is a degree of

uncertainty when assessing regional data (e.g. the Central Region is an approach of its GDP). In addition,

there is some imbalance between the regions since the Central Region estimates its GDP in 74.1% of

the national total according with the percentage of resident population 63.1%.

Through secondary sources about development policy, specifically the National Development Plan

prepared by the Government of Costa Rica. Evidences of decentralization can be found in the Plan for

the period 2011-2015, which was first outlined on regionalized strategy and on sectoral strategies.

Moreover, as the area of competitiveness does exist some decentralization initiative as there are

Advice Regional Competitiveness regions: Top of Guanacaste, Brunca, Caribbean and North.

4. Process The process with Ecuador was somehow complicated because there was almost no regional

information available. We unsuccessfully tried contacting the correct authority several times but due

to a cabinet change, this process was slowed down. Fortunately, we were able to reach the new Sub

secretary of Innovation and Technology transfer, who confirmed out suspicion that there are no

regional programs in place and that she recommends that we treat Ecuador as one region. Based on

the information provided by Ms. Villacís, we decided that since the country is so centralized, it would

be better to treat it as a whole and not by regions. She also gave us the contact information of Mr.

Juan Carlos Parra, who is the Technical Secretary who is in charge of preparing the Plan for change in

the Productive Matrix, which would be a sectorial innovation strategy at a national level. We are

trying to contact Mr. Parra to see if we can have access to that document.

3. Process

For Mexico we initially found Promotion state programs for Science and Innovation but they were not

specialized by production sectors. Afterwards, we realized the initiation of the publications of State

Innovation Agendas. These agendas are the equivalent of a RIS document.

Given that the agendas for the states that contribute the most to the national economy were not available

yet, we contacted Dr. Blum to ask her about the publication dates of these documents. Fortunately, Dr. Blum

already had access to the documents and facilitated them to us (to be treated with the most care possible,

given that they are yet to be published). Since now all states that have a RIS strategy will be evaluated, we

re in the process of acquiring the other published documents and requesting any other documents that Dr.

Blum may have that she could give us access to.

7. Process In August 2013 the Peruvian authorities began a process in collaboration with the European

Commission-DG-Regional to conduct a study of regional innovation systems. The initiative had the

institutional support of the Ministry of Foreign Affairs of Peru and the regional governments of Cuzco

and Tacna, which were taken as pilot regions for the strategic assessment of the existing Regional

Innovation Systems. Although the study's findings reflect a weak relationship between the actors of

regional innovation, initiative gave favorable indications that bear fruit in the development of Eris and

subsequent joint projects with the Commission.

Against this background it was decided to contact Dr. Flores, who participated in the study

mentioned. In order to confirm the development of Eris and, if so, provide details on its development

phase. Process information was obtained, verifying that the pilot regions were instructed in the RIS

methodology and studied how Chile had conducted their Eris. However they concluded that the

process was not extrapolated to Peru since the regions lack the necessary decentralization, among

other circumstances, and therefore not expected to begin developing Eris short term. However, the

meetings held in Peru provided a guide to those regions with the greatest potential for collaboration

with the EU. This information, coupled with another set of macroeconomic criteria and prioritization

of sectors consistent with the objectives of the commission (excluding for example Cuzco, the most

touristic), led to select regions: Lima, La Libertad, Tacna, and Arequipa.
