ETD Business Meeting Minutes 09 Feb 2017 The Business Meeting of the ETD was called to order at 8:23 AM on February 9, 2017 by Keith Johnson, Past Chair, in Jacksonville, Florida. The meeting began with an announcement by the past chair concerning increased participation in ETD. He wanted all to encourage others to become an active part of ETD. He also encouraged people to participate in the upcoming nominations/elections. Jeff Blessing moved to accept the ETD Executive Committee Meeting Minutes of June 27, 2016. The motion was seconded by Jay Porter and approved unanimously. OFFICER and ETD COMMITTEE REPORTS:

Treasurer’s Report: Dave Goodman gave the Treasurer’s Report. He gave a quick summary of where the division stands. He said that overall the division is doing well. There are questions as to whether we should reinvest in mini-grants. In summary, the balance of available funds is approximately $74,000.

ASEE Program Chair 2017 Report: Marilyn Dyrud gave the report. The ASEE meeting will be held in June 2017, in Columbus, Ohio. To date approximately 133 abstracts were submitted and we have approximately 25 papers that have been submitted. The date has been extended and many more abstract/papers are expected. The chair commented that most papers/abstracts are submitted on the deadline date and not to be worried.

Vice Chair Communications: Jay Porter reported as follows. The Engineering Technology Division page is still operational and can be found at

http://www.engtech.org. ASEE asked us to move our website to their server. After looking at our website, ASEEE commented that it was one of the best websites of all of the divisions. Hence they stated that we could keep our site here it is, but that we had to rebrand it to the ASEE colors (blue and white). The chair introduced Jay to the members as the person who sends out the email inviting people to become members of ETD. He wanted them to put a face with the name. ETD Listserv: Walt Buchanan reported on the Listserv Members. There are 4350 total members of which 2795 are at 415 four-year colleges, 1081 are at 296 two-year colleges, and 474 members are at 409 various organizations,

corporations and government. There are 199 subscribers with non-institutional email addresses and 59 countries are represented. He also mentioned that job postings can be sent out on the listserv. Elections: Keith Johnson reported on the elections as follows: before the June meeting there will be a vote. It will go out to ETD members and they will vote. People volunteer to get on the ballot. We have openings for Treasurer, Member at Large, Vice Chair of Programs for CIEC and Vice Chair for the ASEE conference.

OTHER REPORTS: PIC II Chair: No report. ETC Report: Ken Burbank provided the following report on the important ETC activities of the past year being addressed by both the ETC institutional representatives and Engineering Technology Division members. ETC has 110 institutional members. ETD hosts the Engineering Technology Leadership Institute. The Engineering National Forum is a committee of ETC. One of the major actions by the ETC this year has been the generation of two position statements. Both are on the ETD website. The first is to change US OPM GS-0800 document which allows our graduates to serve as engineers. We have been working for 8 years trying to get that language modified so that ETD graduates can be hired as engineers in the US government. Recently, that position statement was unanimously endorsed by the ASEE Board. CIEC Report: Mohammed Moin Uddin provided the following report on the CIEC conference. There was a total of 72 abstracts received for CIEC. 52 abstracts were accepted. Out of these 52 abstracts, 40 papers were selected to be published in the proceedings. There were 15 ETD sessions: 7 oral presentations, 1 industry roundtable, 1 workshop, 1 session by Florida Advanced Manufacturing, and 5 business meetings.

ETAC of ABET Report: Frank Hart gave the following report on ABET. He asked that people would feel free to contact him with any questions they may have about accreditation prior to a visit. There are two major items that ABET is moving forward on. The first is a change to criterion 3 (outcomes). There is an effort/thrust to take a lot of the program criteria and pulling them back into criterion 3 and criterion 5. If you know any societies that need program criteria, they should take advantage of this opportunity. Criterion 5 is of interest as a lot of people put courses in criteria 5. One should not put courses in this criterion. We can put topics, so there is an effort to add topics to this criterion. We are putting them in as performance indicators. We have an MSET, Masters level accreditation that could go through ETAC in the near future. There is not such a demand for that type of accreditation by industry.

Member-at-Large/Membership: Scott Segalewitz reported on the status of membership. Our membership was at a peak of over 800 around 2000-2001 and is currently down to approximately 500. It seems like people think they are ETD members, but are not. Some employers pay for ASEE membership, but do not pay for ETD membership. We are asking people to become members of ETD. He shared a handout that lists benefits of being a ETD member with the people present at the business meeting. The benefits of being a member of ETD far out way the costs associated with membership. He has looked at many ETD degree granting institutions that have many faculty and students, but he is finding out that these institutions do not have many ETD members. There are institutions that have 1000-2000 students, but have very few ETD members. He will continue to conduct targeted mailings inviting people to become members as there are many people in the ASEE database with ET titles. TAP report: The TAP report was presented in written format. The Vice Chair briefly highlighted a few statistics from the report as Michael was not present. He asked that all would read the report individually. JET report: The JET report was given by Susan Scachitti. She reported that everyone should have received a copy of the journal very recently. Even though the last issue was supposed to come out in November, it was not released until December. One of the biggest issues for the journal is the need for good reviewers. She asked if people were interested to serve as reviewers for JET, to let her know. Mohammed Moin Uddin has accepted the position as Assistant Editor of JET. He will begin in that position in June 2017. Another issue JET is facing is that reviewers do not return their reviews in a timely fashion. Shawn has sent out a request for reviewers. Mini Grants: Ken Rennels gave a brief report on the status of the mini grants. He pointed out that we did not give out mini grants during the last cycle (2016). He mentioned that some grants are still active as their grant period has not ended yet these grants should end very soon. At the summer meeting in June, the board will determine if there will be mini grants awarded for the following year. The announcement will come out after the conference if approval is given by the executive committee. One of the requirements for the grant is that each grant recipient must be an ETD member. The grants are typically in the amount of a few hundred to a few thousand dollars. Matching funds must be provided by the recipient’s institution (cash or in kind). Results must be presented at this conference (CIEC). Engineering Technology Leaders Institute (ETLI) report: Elaine Cooney gave the following report on the ETLI. The SAVE-THE-DATE flyer was distributed to everyone present at the business meeting. The ETLI meeting will be held in October 2017 in Crystal City, Va./Washington DC area. A dinner meeting will be held on Thursday evening to engage in strategic planning on what the Engineering Technology leaders would like to accomplish over the next year. On

the next day, there will be a discussion held concerning ABET accreditation. There will also be a discussion about the National Academy of Engineering (NAE) report entitled, “Status, Role, and Needs of Engineering Technology Education in the United States” that is expected to be released soon. Finally, there will be a discussion on economic development at the ETLI. The ETLI is in need of volunteers to assist with the programming. They are in search of people to serve as moderators and/or people that can ask good questions as well as serve in other roles. This meeting serves a similar purpose as the Engineering Deans meeting, but is not limited to Engineering Technology Deans. Engineering Technology National Forum (ETNF) report: Ron Land gave an update on the ETNF that would be held later in the conference. He gave a brief background on the ETNF and how it was formed about 4 years ago with the purpose to identify items that ETD should respond to enabling us to enhance the reputation and awareness of the ETD community. Currently, the ETNF is working on two projects. The first one is to tell people what Engineering Technology is by putting together a website where someone who is interested in the area can gain relevant information. The website would contain multiple pictures of graduates of ET programs, list their job titles, and describe what types of careers are available to students who pursue undergraduate degrees in ET. The question to be addressed by the forum is how to get this website completed. The other project the forum will focus on is the two position statements mentioned earlier. The first one describes a statement that does not allow students with BSET degrees to be hired in an entry level engineering position in the government. They must go through other steps in order to be considered. The forum has been working on this issue for about three years. The idea is to take the current position statements (endorsed by ASEE) to all of the major societies, i.e. IEEE, ASME, and SME, to try to get additional endorsements to take back to the Office of Personnel Management (OPM) to get them to change this rule. ETD Archives: The report was given by Ken Rennels. Archives of the ETD, housed at Northwestern University, go back to 1944 and extend through 2001, but most of the archives end in 1993. Hence, we have about 20 years of ETD history that has not been archived. He stated that he will contact old ETD officers to determine what items they have that they think should be placed in the archives. Ken volunteered to identify what documents are out there, who has the documents, and determine what the next steps will be. The idea is to ultimately put all archives into digital format. One option is to hire students who will assist with determining the appropriate data formats for the archive, to gather documents, to scan these documents converting them to a standard digital format, etc. Ken reported that we are really at the first step of this process and trying to identify the items available for the archives. CIEC conference: Keith announced that he will serve as chair of CIEC 2018 to be held in San Antonio. Moin Uddin will serve as Vice Chair. He pointed out to

the ETD membership that this was an opportunity for them to get their work published. However, if one publishes in CIEC, they cannot publish the same paper at the ASEE conference as well. One would need to decide whether to publish at CIEC or ASEE, but not at both. In the past, people thought that they could submit a paper that had been published at CIEC to ASEE. Marilyn noted that if one changes their paper by at least 50%, they can publish it in multiple conference proceedings. However, many people publish the same paper, without modification, under multiple titles. This practice is not allowed as each paper is copyrighted by the respective conference. Keith mentioned that someone submitted the same paper to three different divisions in the ASEE conference. He noted that we will work with ASEE to investigate the potential to use a plagiarism detection tool, i.e. “turn-it-in.com”, for ASEE paper submission. There was a question raised as to whether one paper could be moved to the division of the conference that was best suited for that paper. It was noted that author may submit the paper to multiple divisions, but only one should be published. Currently, it is difficult to know when a person has submitted the same paper to multiple divisions. Marilyn will look into this issue to determine a method to keep this from happening. Ken Burbank announced that he is running for president elect of ASEE. He solicited votes from the members of the division. He noted that the election was open and would be extended into March. He asked for the support of all members present. He pointed out that we need to have better representation from this division within ASEE. In a typical ASEE election, far less than 1000 people actually vote. Hence, he encouraged all to be sure to cast their ballot. Chapter and Membership Status  

Currently there are 77 active chapters. As of June 1, 2016, thirty seven chapters inducted 449 

new members. Table below provides comparison for the last four years.

For 2016 mid‐year mark number of inductees has risen from 426 to 449. Chapter membership

 Initiatives  

Denisha Hedgebeth of ASEE is developing a new TAP website. Please make sure your chapters 

know to send her pictures and content information 

1 free membership for each 8 paid memberships of TAP – each chapter can identify the 

recipient of a free membership for a financially needy student for each fully paid 8 members 

inducted 

Half price ASEE student membership offered – each member of TAP would be offered a 

half price student online membership to ASEE ($5/student) 

Tau Alpha Pi ASEE conference travel grant – up to 5 ‐ $500 travel grants were made 

available to students that submitted a one page proposal for travel assistance to the ASEE 

Annual Conference (in Columbus, OH in June 2017). 

o Unfortunately, there were no proposals submitted.

FOR ENGINEERING TECHNOLOGY DEPARTMENT HEADS AND DEANS: I want to personally ask you for your help in encouraging and supporting your faculty and staff to become ETD members. Having a strong, national-level organization is important to the promotion and growth of engineering technology both nationally and internationally. One way to encourage participation is through ASEE’s Dean’s Program. More information on this program can be found at: http://www.asee.org/about-us/types-of-membership/individual-membership#deans To the Engineering Technology Community, Please accept this personal invitation to become an active member of the Engineering Technology Division of ASEE. As an engineering educator, you are aware of the American Society for Engineering Education, and you are probably already a member. However, as a member of the engineering technology community, it is equally important that you join and become an active member of the ASEE’s Engineering Technology Division. The Engineering Technology Division (ETD) of the American Society for Engineering Education (ASEE) has as its principal function the support of the profession and practice of engineering technology and member interests related to the field in both public and private two- and four-year colleges and universities. Its membership, while primarily from the USA, is open to interested people from all over the world, including engineering technology students, as well as representatives from industries that employ engineering technology graduates. The division sponsors national and regional meetings, maintains a website (http://www.engtech.org), communicates with members and others in the profession, and promotes studies of engineering technology. You can join the Engineering Technology Division through the ASEE website (http://www.asee.org) as part of being an ASEE member. In addition to becoming plugged into the ET community at a national level, your $10 dues will also allow you to - Receive the Journal of Engineering Technology, the premier journal for the engineering

The ETD site requires continued maintenance and I am asking the officers from the represented groups (ETD, ETC, ETLI, and ECETDHA) to continue monitoring the website and sending updates as required. Please remember to send your updates to me for posting in a timely manner. I have no other reliable way of receiving current information than through your active participation. This especially includes updated organization lists and current organization minutes. Getting these posted as soon as possible is critical to keeping our respective memberships up-to-date with our activities.

Issue (Ongoing): The ETC and ET Forum entries are not well organized. In addition, there were several broken links that I have tried to fix (or delete). If ETC can provide a template for changes, these pages can be integrated and updated.

Issue (Resolved): ASEE asked that the ETD site either be migrated to the ASEE server or be aligned with ASEE branding. We have now changed the ETD page color scheme and logo to align with ASEE’s official colors. This has been approved by ASEE.
