Nationwide○ Fishes in the surface layer: Cs concentrations promptly declined below the standard

value after the accident.

○ Migratory fish, squids and octopuses, shrimps and crabs, seaweeds: Cs concentrations

declined below the standard value.

○ Righteye flounder and other bottom fish: Cs concentrations declined over time to be

below the standard value

→ The environment of habitat ranges and feeding habits correlate to changes in Cs

concentrations in the respective types of fish.

Elementary schools 16

Secondary schools 15

Purpose: School children leading the next generation will have interest in “Energy”.

It is expected that they will have basic ability for thinking about energy

Example of school activity

Lecture content in the third level class of secondary school, (Sapporo Shiraishi)

1. Situation of energy supply in Japan (self supply only 6%)

2. Advantages and disadvantages of different power generation

3. Measurement of radiation level in everywhere in school (Every

students get one radiation detector)

4. Experiment about relation between radiation strength and

distance

5. Discussion about best energy mix in their local area Hokkaido

Opinion of students after lecture

They were surprised that Japan can supply only 6% of total energy demand by itself.

Japan should have more motivation to do by itself.

Reviewing school texts

●Hydrogen is clean energy source that provide

no CO2 gas.

Comment: No. It is important how to obtain

Hydrogen. CO2 is produced so long as

Hydrogen is produced from fossil fuel.

● Fukushima-dai-ich accident is occurred by

the earth quake.

Comment: Fukushima-dai-ich accidents is

occurred by Tsunami induced by the Earth

quake

● Thyroid cancer will increase among children like the Chernobyl accident due to

internal exposure to radioactive iodine.

Comment: No , Health effects of radiation due to the accident at Tokyo Electric Power

Company (TEPCO)'s Fukushima Daiichi NPS are considered to be extremely small,

taking into consideration the low internal and exposure doses.

●Congenital abnormalities and hereditary effects are expected as radiation effect on

human body

Comment: Congenital abnormalities and hereditary effects are not detected.

Difference from Regional Education Networks

IAEA Facilitated Regional and Inter- Regional Networking in Nuclear Education:

➢Cooperation on educational experience and resources;

➢Establishment of a forum to discuss policies and strategies for nuclear education and training;

➢Sharing good practices and lessons learned;

➢Linking IAEA- sponsored networks in developing countries with existing networks in developed countries.

Objectives of HRKD Initiative

HRKD is a crucial area for countries utilizing or planning to introduce nuclear

energy power. In order to solve various national-level issues related to HRKD

(education, training, knowledge management, public relations, etc.) the close

cooperation among all of the relevant organizations in the government, the

academia, and the industry is of key importance;

• To share and discuss the approaches

taken to obtaining and allocating

appropriate human and financial

resources to organize and run

appropriate projects in each network;

• To share each network’s challenges and

barriers to establishing or strengthening

sustainable activity to address their

needs.

Objectives of HRKD Initiative

• To enable counterparts interested in collaboration and approaches to HRKD to

gather and exchange information and to draw up action plans for further

cooperation and development of the initiative;

• To capture feedback and lessons learned from Member States who have or are

piloting implementation of national stakeholders’ networks for Human Resource

and Knowledge Development and make recommendations for IAEA and

Member States on the approach and process;

• To develop Case Studies document that captures the approach to

establishment of national stakeholder networks for HRKD and documents

Member States experience.

❖Structure and Leadership

➢ Who or which organization is expected to lead the network;

➢ Having a Secretariat to strategically implement projects;

❖Goals

➢ Establish common goals for member organizations to be supported by

the network;

❖Resources

➢ Appropriate people from member organizations to run the projects;

➢ Budget if necessary.

❖Voluntary

➢ Positive, progressive and proactive approach is needed;

➢ Passive attitude and static activity will not contribute to network’s

sustainability and longevity;

❖Identification of needs that can be carried out in collaboration

➢ Not only the general statement in favour;

➢ Agreement on specific issues to be addressed by the network;

❖Support and Continuity

➢ Stakeholder buy-in and support on continuous basis.

Methodology For Establishing National

Stakeholder Network Based on Experience on

Japan Nuclear HRD network

The most important is to clarify the problems to be

solvedCollecting opinion from stakeholder with questionnaire is useful to measure

the grade of problem

4.1 GENERAL APPROACH, STRUCTURE AND STAKEHOLDERS

Page 62: Establishment of National Nuclear HR(K)D Network · 2016 2011 2013 2015 2016 2011 2013 2015 2016 2011 2013 2015 ... To conduct other activities relating to nuclear human resource

62

4.4 EXPECTED OUTCOMES, CHALLENGES AND BENEFITS

4.2 NETWORK LEADERSHIP AND COORDINATION

Following points are important for strong leadership and coordination

1. To determine which ministry is responsible for the network and

support financial.

2. To appoint the representative (chairman) of the network

3. To appoint the head of the secretariat of the network

4.3 ACTIVITIES OF THE NETWORK AND SUB-WORKING GROUPS

Quality and motivation of the secretariat is important to enhance the network activity.

Secretary should be structured based on followings.

1. To list up all potential members of the network

2. To list up people potentially responsible for each project

3. To make clearer how to finance each project

4. To make clearer how many number of staff the secretariat needs and how to recruit

them

5. To schedule the first general steering meeting to discuss the ideas above

6. Sub working groups should be established for each project (for each problem)

Expected outcome is that the problems to be solved efficiently and effectively

Page 63: Establishment of National Nuclear HR(K)D Network · 2016 2011 2013 2015 2016 2011 2013 2015 2016 2011 2013 2015 ... To conduct other activities relating to nuclear human resource

Establishment of National Nuclear HRD network in your country

The most important is to clarify the HRD problems to

be solved and how to solve it

Tasks to be done by the secretariat are as follows.

1. To list up all potential members of the network

2. To list up people potentially responsible for each project

3. To make clearer how to finance each project

4. To make clearer how many number of staff the secretariat needs and how to recruit

them

5. To schedule the first general steering meeting to discuss the ideas above

Nuclear HRD network is good tool to solve the problems effectively and efficiently
