MESSAGE FROM THE EXALTED RULER
Hello Everyone,
I must apologize for the absence of our
lodge newsletter. We have been restructuring
how we are creating the newsletter and also
the frequency of the newsletter. Costs have
increased over the years and I have decided
to have the physical newsletter go out to
members Bi- monthly and quarterly by the
end of the Lodge year (March 31st). This
will save the lodge nearly $1000 a year.
Also, if you are receiving a newsletter in the
mail and chose to receive the email/PDF
version of the newsletter, please contact the
Lodge Secretary Pam Worthington to be
removed from the snail mail list. It helps
reduce cost and waste!
As many have noticed over the past few
months, we have increased the functions at
the lodge. Please come out and support these
functions. We will continue to add more
events over the next few months as well.
Your support is important for our Lodge to
continue to grow and support community
projects. Let’s work together on building a
foundation for our Lodge to last another 100
years!
The Lodge is doing well. We continue to
tighten up all of our business and
administrative practices. It has been a long
road over the past 4 years. So many changes
have made our little lodge an example of
what can be done when we work together
towards a common goal. I have done my best
along with my group of officers to make all
of our lodge business transparent. Any
questions or inquiries about lodge business
will be answered directly, quickly and
honestly. Occasionally, I do hear some
remarks about some of the practices and
happenings at the lodge. Some are
unfounded or untrue. If you have any
questions or comments, feel free to ask me
directly. I have done my best to treat
everyone fairly and honestly. You may not
like the answer, but it will be the truth. It will
continue to remain this way until my term as
Exalted Ruler is over March 31st.
Yes, the rumors are true. This IS my fourth
and final year as your ER. I have
personal things I need to do and address. As
much as I have enjoyed heading our Lodge, I
need to move on. Things for me have
changed dramatically over the past 3 years
and I need to change some things for my
own reasons. I will leave my office with the
lodge in much better shape than when I came
in to office. All lose ends will be wrapped up
and the reigns ready for your new ER and
lodge officers.
Please continue to support the Lodge over
the winter. Please attend the Lodge
Holiday party, Pasta nights, open stage, etc. I
hope to see as many of you as possible
before the
end of the
Lodge year.
PER, ER
Bill Vogel

Elks station volunteers in veterans facilities across
the country to provide friendship, support and indi-
vidual attention to veterans in need. Modeled on the
VA Voluntary Service program, the Elks Voluntary
Service program includes support at non-VA facilities as well.
Each month we provide these Elks volunteers with the funds they
need to plan social activities, buy needed supplies, hold recreational
outings, host meals and offer their time and talents to veterans in
their community.
The cornerstone of Elks' service to veterans, this program illustrates
the Elks motto,
“So long as there are veterans, the Benevolent and Protective Order
of Elks will never forget them.”

MESSAGE FROM ER BILL VOGEL
I had the pleasure of attending the annual NJ State Elks Fall conference this past weekend. It was a pleasure to join my fellow Elks in Long Branch.
I will give a full report at Thursdays Regular Lodge meeting, but some numbers from the weekend.
Since 2016 NJ Elks have found more than 700 homeless vets new homes! NJ Elks have provided each of them with welcome home kits to help them settle into their new homes. Most veterans move into their homes with noth-ing. Elks can help veterans establish their homes by building Welcome Home Kits. Generally, this kit would include some small furniture, kitchenware, microwaves, mattresses and cleaning supplies.
The Combined efforts of each lodge and district raised an incredible amount of money for special needs children . Donations and fundraising efforts from motorcycles committees annual Miracle run program ( The New Jersey Elks Miracle Run is an annual motorcycle fundraising event that supports Special Needs Children and Elks Camp Moore. The Miracle Run Committee consists of dedicated and hardworking Elks from throughout the State of New Jersey who commit their time and energy during the course of the year for this annual event. The run itself, is com-prised of a southern, northern and scenic ride which culminates in a central New Jersey location with a picnic to help celebrate our Special Children. Motorcycles, automobiles or walk-ins, Elks or non-Elks are cordially invited to attend our event. “Let‘s put a smile on the face of our Special Children!”)
Miracle on the mountain -Over 20 years ago, Elks with a vision decided there was a need for a vacation camp for handicapped children…And so was born the “Miracle on the Mountain” – Elks Camp Moore. In 1993, we started a program whereby loving friends of Camp Moore can subscribe to our “Miracle on the Mountain” Fund. Your tribute to the beloved memory of a relative, friend or associate will live eternally with a “Miracle on the Mountain” Fund Subscription to Elks Camp Moore. Your gift will give hope and help to our very Special Children. Every penny of your gift will be used to provide services to our handicapped youngsters. Your gift is tax deductible.
Here’s how it works: A Miracle on the Mountain Subscription is a minimum of $100.00, payable over ten years a $10.00 per year (or sooner if you do desire).
Tucked away in the hill of the Ramapo Mountains, Elks Camp Moore offers a fun filled vacation away from home for children with special needs. A week at Elks Camp Moore is a remarkable experience not soon to be forgotten. The primary goal of the camp is to further develop the recreational and social skills of each child. In a relaxed and ac-cepting atmosphere, each camper experiences new adventures, lasting friendships, and opportunities that promote independence and greater self-confidence.
This year each lodge can sponsor a week at the camp for $200 a child due to donations made!
This past weekend in Long Branch, the total of nearly $472,000.00 was raised to continue both our special needs children and veterans programs. Yes, $472,000.00!
We Elks are an amazing group of men and women. I am proud to be doing such great work with you.
Exalted Ruler Bill Vogel

For Immediate Release:
November 7, 2019
Treasurer Muoio Urges NJ Veterans to Apply for Newly Doubled $6,000 Income Tax Exemption
(TRENTON) - – With the Veterans Income Tax Exemption doubling to $6,000 for 2019, State Treasurer Elizabeth Maher
Muoio is urging New Jersey veterans to check their eligibility and pre-certify to make claiming the exemption easier during tax
filing season.
“Under the law signed by Governor Murphy earlier this year, the veteran’s income tax exemption has now doubled to $6,000,”
said Treasurer Muoio. “We can never fully repay our service men and women for their sacrifices, but it is our hope that this
increased benefit will make a sizable difference for veterans acclimating to civilian life, raising a family, or living on a retire-
ment budget. Our personnel in the Division of Taxation stand ready to help and urge veterans to pre-certify to expedite the pro-
cess when it comes time to file.”
Muoio noted that since the exemption went into effect for the 2017 tax year, Treasury’s Division of Taxation has conducted
extensive outreach in concert with the New Jersey Department of Military and Veterans Affairs to ensure veterans are aware of
this benefit. That initiative included outreach to civic organizations and veterans groups, public presentations by Taxation staff,
an informative online video, and numerous other initiatives. As a result, the Division of Taxation has pre-certified roughly one-
third of the state’s approximately 400,000 eligible veterans to date.
Applicants need only apply the first year they claim the exemption. A veteran’s spouse or civil union partner, who is also a
veteran, can take the exemption if they are filing a joint return. However, a veteran cannot claim this exemption for a domestic
partner or dependents.
Veterans who file paper New Jersey Income Tax returns (NJ-1040) or Non-Resident Income Tax returns (NJ-1040NR)
must:
Enclose a copy of Form DD-214, Certificate of Release, or Discharge from Active Duty, with their tax returns the first time
they claim the exemption(s). This form does not need to be submitted each year. The United States National Archives and Rec-
ords Administration can assist with obtaining DD-214. Check the oval on a resident tax return that indicates the veteran is taking the exemption, or click the box on the non-resident
return that indicates a veteran is taking an exemption. Veterans who normally electronically file their New Jersey Income Tax return (NJ-1040) or New Jersey Non-Resident Income
Tax return (NJ-1040NR) should pre-certify for this exemption by sending necessary documents before filing taxes. This will
allow returns to be processed without delay or time lost because of requests for additional proof of exemption status.
There are three ways to send materials to the Division of Taxation:
By mail: New Jersey Division of Taxation
Veteran Exemption
PO Box 440
Trenton, NJ 08646-0440
Treasurer Muoio also encouraged New Jersey veterans, their spouses, and caregivers to take advantage of other tax benefits
that the state offers.
The Disabled Veteran Property Tax Exemption allows honorably discharged veterans who are 100 percent permanently disa-
bled as a result of active wartime service to qualify for an annual property tax exemption.
A $250 Veterans Property Tax Deduction is offered to certain honorably discharged veterans and their surviving spouse/civil
union/domestic partners, including military veterans who live in continuing care retirement communities.
The Wounded Warrior Caregivers Relief Act provides a tax credit to qualified family caregivers who take care of a military
service member who has a disability arising out of service in any war or conflict on or after September 11, 2001. The credit is
equal to 100 percent of the federal veteran disability compensation, or $675, whichever is less.
Lastly, a Gold Star Family Counseling Credit is available to mental health care professionals who provided counseling through
the Gold Star Family Counseling program. The amount of the Income Tax credit may be equal to the amount documented an-
nually by the Department of Military and Veterans Affairs for the Gold Star Family Counseling Program.
Treasurer Muoio also encouraged New Jersey veterans and their dependents to consult the Benefits Guide created by the state
Department of Military and Veterans Affairs for assistance in obtaining information regarding a host of other state and federal
benefits, including housing, financial assistance, employment, education, transportation assistance, and mental health aid.

At the 2019 Elks National Convention in St. Louis, outgoing Grand Exalted Ruler Mike Luhr
issued a challenge to the Elks members to raise funds for the Pearl Harbor National Memorial
in Hawaii.
“I ask you then, will your Lodges and Members support the idea of making sure the memories
of our veterans, passed and living, are kept with us for the years to come, and make sure the
history of that ‘Day in Infamy’ is recorded so our great great-grandchildren will be able to see where our country has been?”
During their travels throughout the country, Barbara and Mike Luhr visited the Pearl Harbor
National Memorial in Hawaii, in awe of the veterans who were aboard the USS Arizona that
fateful day. And yet some of the displays and signage at the memorial were not as expected. They were old, weather-beaten and outdated.
They wondered if the Elks could play a part in helping to improve this memorial. That idea
soon became reality, and the Elks are now partnering with the Pacific Historical Parks, a WWII
focused 501(c)(3) tax-exempt public benefit organization that oversees the Pearl Harbor Na-
tional Memorial.
With contributions from Elks across the country, we can preserve, restore and modernize the
USS Arizona Memorial.
All funds raised will be used to:
• Replace old, faded and peeling outdoor exhibits along Pearl Harbor National Memorial’s perimeter. • Upgrade current static displays with digital exhibits, build new interactive displays to engage children, and modernize the Pearl Harbor museums with iPads and touch screens. Fabricate and install new exhibits, displays, programs, and software to better educate and
serve all museum visitors. Our ultimate goal is to raise $783,000, or a dollar per member, to truly help preserve history, perpetuate peace and reconciliation and
ensure that the memories of our veterans, passed and living, are never forgotten. Donation totals will be updated the first week of every month. The last update occurred September 30. Stay tuned to the blue thermome-
ter for the latest totals!
These contributions will help honor the service and dedication of Americans whose profound contributions to our nation should never be
forgotten, so that generations to come will know and appreciate the enormous sacrifices of the Greatest Generation.
Together, the Elks can accomplish this goal. Will you help?
Checks, payable to Elks National Foundation, may be mailed to Elks National Foundation, 2750 N. Lakeview Ave, Chicago, IL 60614-2256.
Please write "Pearl Harbor" in the memo line.
