1 Farmers, scientists, NGOs, a Dutch princess, a business tycoon, along-distance swimmer, a Facebook account with 7,000 members by theend o April: we ace strong opposition to our exploration plans or shalegas in South Aricas semi-desert Karoo region. On Wednesday 20 April2011, the South Arican Cabinet invoked a moratorium on our drillingplans. The Cabinet has made it very clear that the Karoo environmentshould stay clean. Our racking operations could pollute water resourcesand aect the precious Karoo landscape. We also would need massiveamounts o water. We have made a commitment not to compete with thepeople o the Karoo or their water needs, but as o yet we dont knowhow to ull this promise.

2 The extraction o oil rom tar sands has many eatures that are typicalo industrial mining: dig up the earth; use lots o energy and water; sellthe product; create a huge lake with toxic waste. At Shells main oilsands operations, an oily tar mixed with sand, clay and water is dug upin open-pit mines. Enormous trucks deliver these goods to a place wherewarm water is added to separate sand rom the bitumen. Ater this pro-cess, the bitumen goes to an upgrader. In this upgrader (that usually runson natural gas) the large, heavy hydrocarbon molecules are cracked into

lighter molecules. The synthetic crude oil is then sold to reneries to makepetrol; the remainder o the process is dumped in a tailings lake.

3 The construction o a new platorm undamentally changes the ullSakhalin II project scope. The Western Gray Whale Advisory Panel(WGWAP) provides scientic advice and recommendations on theoperational plans and mitigation measures by Sakhalin Energy. PriorWGWAP recommendations (which are required by lenders) were basedon an assumption that a total o two platorms would be built.
