Idle Mode- Cell Selection.

• qQualmin: Minimum required (acceptable) quality level in the cell (dB). Used to set cell border between two

cells. Used in UE functions for cell selection/reselection in idle mode and connected mode. SIB 3 for serving cell

and SIB 11 for adjacent cells.

• QRXlevel Min- Minimum required (acceptable) RX level in the cell. (dBm). Used in UE functions for cell

selection/reselection in idle mode and connected mode. SIB 3 serving cell, SIB 11 adjacent cells.

• maxTxPowerUl-The maximum UE transmission power on the RACH when accessing the system. Used in UE

functions for cell selection/reselection in idle mode. SIB 3.

• P- UE maximum output power according to its class.

Cell Reselection procedure

• Valid for UEs both in Idle and Connected mode.

• Triggered when the cell is no longer suitable.

• When UE that has camped normally finds a better cell.

• Performs ranking of cells that fulfills the cell selection and R criteria.

Cell Reselection procedure

• Qmeas is the quality value of the received signal.

• Qhyst1(s)- hysteresis value read in system information of the serving cell. Used for GSM cells and WCDMA

cells when qualMeasQuantity set to CPICH RSCP.

• Qhyst2(s)- hysteresis value when qualMeasQuantity set to CPICH Ec/No.

• Qoffset1( s,n)- offset between two cells read in system information of the serving cell. Used for GSM and

WCDMA cells when qualMeasquantity is set to CPICH RSCP.

• Qoffset2( s,n)- offset between two cells read in system information of the serving cell. Used for GSM and

WCDMA cells when qualMeasquantity is set to CPICH Ec/no.

Service based handover- direct speech users to GSM based on a service indicator ( SI) .

SI= “should” and RAB combination= “speech” to GSM.

Load Sharing

• Enhances the performance of a Radio access network by pooling together resources.

• Two load sharing features available: Inter frequency load sharing and Directed retry to GSM.

Inter frequency load sharing

• Diverts incoming traffic both CS and PS during RRC connection establishment from a more

loaded cell to a less loaded one at the same location but on another frequency.

• RRC connection reject message is sent . The message carries a Redirect info .

Voice traffic diverted to GSM/ Blind handover.
