VERIFYING ELIGIBILITY

Personnel that meet all of the following criteria as of 1 October

2011 will be reviewed by the FY-12 Quota-based Enlisted Retention

Board for active component enlisted personnel:

Paygrades E4 through E8 with at least 7 years of active service

computed from their Active Duty Service Date (ADSD) but less than

15 years of active service. End of Active Obligated Service as

extended (“Soft" EAOS, or SEAOS) of 1 October 2012 or later (EAOS

plus any non-operative extension). Be in one of the following 31

overmanned ratings:

ABF, AD, AE, AG, AM, AS, AT, AWF, AWR, AWV, AZ, BU, CE, CM, EO,

EA, EM(SURF), ET(SURF), FC(NON-AEGIS), GSE, MM(SURF), PR, PS, RP,

MN, MR, OS, SH, STG, SW, UT

* For eligibility exceptions to the above refer to NAVADMIN 129/11 paragraph 4.

The names of Sailors who have been identified by Navy Personnel

Command as eligible for this board will be posted by Naval

Education And Training Professional Development And Technology

Center (NETPDTC) (N321) by 16 May 2011 on the Navy Enlisted

Advancement System (NEAS) website, https://neasos.cnet.navy.mil,

and will also be posted on BOL for command level access.

RECORD REVIEW

What records will the ERB review?

Answer: Per NAVADMIN 129/11 the Enlisted Retention Board (ERB)

will review the Official Military Personnel File (OMPF) of all

candidates, as well as all correspondence submitted by the

candidate per outlined policies of this NAVADMIN. It is the

candidates responsibility for ensuring their OMPF is correct and

up to date with the latest evaluations, qualifications, awards,

and other appropriate information.

What is the OMPF?

Answer: OMPF is your Official Military Personnel Record (OMPF). Sailors have direct access to their OMPF via Bupers Online “OMPF-

My Record”, this is preferred method to eliminate the time-lags

caused by waiting to receive a requested CD ROM.

The panel members review the candidate’s OMPF and

Letter to the Board. Depending on keenness of

competition, panel members may review entire

career performance to establish trends and break

ties.

The board precepts once available will provide

factors for Retention.

Item you should review:-Evaluations – make sure there are not any missing.

-Page 4 (880/881) and Page 13 – Verify that they are up-to-date.

-Awards – Ensure Personal Awards from OMPF match what is in the “U.S.

Navy Awards” website (AKA NDAWS).

-Advancements – Ensure your Time In Rate (TIR) and effective date of

advancement are correct.

-Warfare Qualifications – Ensure all earned warfare qualifications are properly

documented.

- Review the Adverse Information (field code 38)- sometimes Sailors have an

erroneous field code 38 reflecting in their OMPF because of filing errors

**Any missing or incorrect data must be sent via “Letter To Board” by

the candidate, any communication other than from the candidate will not

be accepted or considered.

How to access your personnel record?

•Go to: www.npc.navy.mil

•Next go to “NPC Quick Links” and select BUPERS Online (BOL)

•Then enter your Login ID and Password or use the “CAC Login”

•Under “BOL Application Menu”, scroll down and select Official Military

Personnel File (OMPF) - My Record

•After you select OMPF, you will see a disclaimer page that reads at the top

“Protection of Official Record Information”. To access OMPF, you must

select the option on the left that reads “Yes, I have read and consent to

the terms of the provisions above.”

•The next page will have three (3) tabs on top (Welcome, OMPF

Documents, and e-Submission Documents). To view your personal OMPF,

click the 2nd option (OMPF Documents).
