BY the present edition, the Foundation of HellenicParliament for Parliamentarism and Democracyaims at highlighting a worldwide renowned testimonyof the democratic ideal: the funeral speech delivered by

Pericles in431 BC, during the official ceremony of theAthenian Demos honoring the dead of the Peloponnes-ian War, as recorded by the great historian Thucydides. This speech constitutes a literally monument of Democ-

racy, the political system towards which the whole worldaspires nowadays.Democracy, as a word, a concept and as a specific

form of political conduct, was first devised and prac-ticed in the ancient city - state of Athens. The way fordemocracy had been paved by the legislative work ofSolon (640-560 BC) and the progressive administrationof Peisistratus (600-527BC). It was more thoroughlyconsolidated under Cleisthenes (570-500 BC) and hisconstitutional reforms, and vindicated with the Athen-ian victories in the Persian wars (492-479 BC). Lastly,

    :

with Themistocles (527-461 BC), Athenian democracyachieved its classic form, to reach, shortly afterwards, the height of its political and cultural glory under theinspired leadership of Pericles (495-429 BC).

At the end of the summer of43 1 BC, following thefirst campaing of the Peloponnesian War between Spar-ta and Athens, Pericles was deputed to deliver the Fu-

neral Oration over the fallen Athenians. We shall neverknow precisely what Pericles said, but it is thanks to

the historian Thucydides (460-398BC) that we can readan imaginative re-creation of the Oration in his His-tory: an impassioned and eloquent paean to Atheniandemocracy and all that it stood for.

By this edition, going back to the roots of Democracy,we hope to contribute in preserving and transformingDemocracy into an everlasting reality.

Now over these, the first victims of the war,Pericles, son of Xanthippus, was chosen to speak.
