Emissions Displacement Credits vs. Methane Destruction Credits
CCX rules allow for two potential revenue streams from digesters or covered lagoons:
1. Methane Destruction Credits: Credits stemming from the combustion/destruction of methane or the use of methane for energy or heat.
2. Emission Displacement Credits: Credits generated from the displacement of fossil fuel emissions on the electricity grid.
Owners of eligible projects may receive credit for methane destruction with or without ownership of emission displacement credits.

The USDA/EPA Unified Strategy for Concentrated Animal Feeding Operation (CAFO)
• Became effective Feb 10, 2006• Must file as a CAFO by July 31, 2007
What is a CAFO?
‘A lot or facility where animals (+ 750 dairy cows) have been, are, or will be stabled or confined and fed or maintained for a total of 45 days or more in a 12 month period and crops, vegetation, forage growth, or post harvest residues are not sustained in normal growing season over any portion of the lot or facility.’
Is there any benefit to the CAFO owner/operator to have a National Pollutant Discharge Elimination System (NPDES) permit?
‘Because all discharges are prohibited from un-permitted CAFO’s, NPDES permit coverage reduces CAFO operator risk and provides certainty to CAFO operators regarding activities and actions that are necessary to comply with the Clean Water Act. Compliance with the permit is deemed compliance with the Clean Water Act, and thus acts as a shield under the Clean Water Act – 402(k).’
