General
The Environment Management Plan prepared based on “Environmental impact assessment report for wastewater treatment component, Liuzhou Environment Management Project (LZEMP)”. The EMP is a separate document involving all activities for environment protection during phases of design, construction and operation. The EMP offers a guideline for pollution control, environment management and environmental monitoring. The EMP consists of:

* Environmental monitoring plan
Purpose of EMP:
Well-balanced design and serious environment assessment have been made for the “Wastewater treatment component, Liuzhou Environment Management Project (LZEMP)” in order to minimize the adverse impact onto society and environment. Appropriate environment protection policies will be followed to solve the environment problems.
It is inevitable that the project will pose impact onto environment. One of the primary purposes of EMP is to identify potential impact so as to develop technically and economically feasible policies for environment protection in construction and operation phases. The policies were determined in environment assessment phase, are confirmed in EMP, and will be carried out in construction and operation phases.
The EMP includes the policies for environment protection during construction and operation, environmental monitoring measures and detailed activities to avoid or reduce the adverse impact onto environment. The EMP will be an important intermediate between environment protection policies and actual activities, which ensures the realization of environment protection objective.

Wastewater Treatment Component, Liuzhou Environment Management Project (LZEMP) consists of five parts, including river rectification, ecological recovery, wastewater collection and wastewater treatment etc. The Component will use land of 621.29 mu, improve river course of 10.8 km long, set up and rebuild drain pipes of 131.98 km long, establish 7 wastewater pump stations (total capacity 264 thousand m3/d), construct and reconstruct 4 wastewater treatment plants (addition of 400 thousand m3/d capacity). The construction location and specific data are shown in Figure 1-1 and Table 1-2-1.
1.2 Component description and technical data
Liuzhou municipal government has seriously recognized the significance of water pollution problem and water supply security. “Liuzhou master urban planning” points out, “Being a riverside city, Liuzhou should emphasize greatly on the water pollution control and water environment protection. Well-established municipal wastewater treatment system should be set up to reduce direct wastewater discharge into river as soon as possible. By 2010, the urban environment pollution and ecological destroy should be substantially controlled. By 2020, the urban environment quality should be greatly improved and a well-balanced ecological system should be established. Therefore, it is very important to implement the Wastewater Treatment Component, Liuzhou Environment Management Project (LZEMP) so as to achieve the water pollution control objective in “Liuzhou master urban planning”.
Liuzhou is a major industrialized city and a traffic hub in Guangxi. In recent 20 years, with the rapid industrialization and urbanization of Liuzhou, the environment has been seriously threatened by pollution, especially acid rain and water pollution. In 2001, the total discharge of industrial and domestic wastewater was 800 thousand m3/d. Today, only one wastewater treatment plant with 100 thousand m3/d capacity is in operation, which is able to treat merely 12.5% of the total discharge, much less than the average level (42.12%) of wastewater treatment percentage in China (data from “China Urban Construction Statistics 2003” issued by State Ministry of Construction). Because the Liuzhou’s domestic wastewater treatment facilities are much inadequate, large amount of untreated wastewater is discharged via Xigou Stream and other drains into Liujiang River, producing significant pollution onto Liujiang (reach in urban area). As a result, some pilot intake become unsuitable for water service, and source water have to be piloted far upstream Liujiang River. The water problem has significantly degraded citizen’s welfare and held back economic development. Water pollution is the most serious environment problem in Liuzhou.

2. Environmental Protection Targets
According to on-the-spot investigation, in the planned project construction area, there are no important environmental protection targets such as antiques and rare and precious plants and animals. The main environmental protection targets in the assessed area will be as follows:
2.1 Water Environmental Protection Targets
(1) Environmental Protection Targets of Liujiang River
Environmental Protection Targets of river section from above 0.2km downstream of Liudong Water Works will be the control of water quality so as it can reach Standard Category II in GB3838-2002: Environmental Quality Standard on Surface Water; Environmental Protection Targets of river section from below 0.2km downstream of Liudong Water Works will be the control of water quality so as it can reach Standard Category III in GB3838-2002: Environmental Quality Standard on Surface Water;
(2) Environmental Protection Targets of Zhuexi creek
Environmental Protection Targets of this assessed area will be the control of water quality so as it can reach Standard Category III in GB3838-2002: Environmental Quality Standard on Surface Water;
(3) Environmental Protection Targets of Jiuqu River
Environmental Protection Targets of this assessed area will be the control of water quality so as it can reach Standard Category III in GB3838-2002: Environmental Quality Standard on Surface Water;
(4) Drinking water sources area of the city
Liudong Water Works and Liunan Water Works both locate in downstream of the outfall from Zhuexi creek to Liujiang River. Its environmental protection targets to control water quality so it can satisfy CJ3020-93: Water Quality Standard on Living Drinking Water.
2.2 Ecological Environmental Protection Targets
(1)Water ecological environment
Water ecological environment around the outlet of effluents from all Wastewater Treatment Plants.

The ambient air and sound environmental protection targets will be to protect living zones, enterprises and public institutions within or around the scope of land planned for use of this Project from being affected or to reduce the effects to lowest acceptable level. Main sensitive environment spots confer table 2-3-1 and table 2-3-2.

(1)Water Environment
River section from above 0.2km downstream of Liudong Water Works will observe Standard Category II in GB3838-2002: Environmental Quality Standard on Surface Water; River section from below 0.2km downstream of Liudong Water Works will observe Standard Category III in GB3838-2002: Environmental Quality Standard on Surface Water. GB/T14848-93 Standard Category III of <<Quality Standard of Ground Water>> will be observed for ground water environment.

3.2.2 Standard of Pollutants Discharge
(1)Discharge Standard of Water Pollutants
Effluents from every Wastewater Treatment Plants shall observe Class I Category B Discharge Standard in Urban Wastewater Treatment Plant (GB18918-2002).
(2)Discharge Standard of Ambient Air Pollutants
For odor pollutants from all Wastewater Treatment Plants, Class II Standard (newly established) in Discharge Standard in Urban Wastewater Treatment Plant (GB18918-2002) shall be respected.
(3)Noise
Noise at boundary of Yanghe Wastewater Treatment Plants shall observe Category III in Standard of Noise at Boundary of Industrial Enterprises (GB12348-90), that is 65dB (A) for daytime and 55dB(A) for nighttime; Category II of <<Noise standard at Boundary of Industrial Enterprises>> (GB12348-90) will be observed for three other treatment plants, i.e. 60dB (A) for daytime and 50dB (A) for nighttime.
For noise produced on construction site, Noise Limits for Construction Site (GB12523-90) will be observed.
(4)Bottom sludge of rivers and sludge from Wastewater Treatment Plants
For pollutants in sludge from rivers and all Wastewater Treatment Plants, sludge control standard in Discharge Standard in Urban Wastewater Treatment Plant (GB18918-2002) shall be respected.

Identification for extraction procedure toxicity will adopt Identification Standard for Hazardous Wastes (GB5085.3-1996).
(5)Sanitation prevention and protection distance
In accordance with requirement of the Construction Standards for Urban Wastewater Treatment Engineering Project issued by the Construction Ministry, sewage and sludge disposal facilities emitting odors shall locate leeward to the summer dominant wind inside the auxiliary production zone of the WWTP, and shall be as far as possible from the living zones outside the plant area; provided this standard is not reached, the distance from the living zones outside the plant area shall be no less than 50~100 m from the production facilities emitting odors inside the WWTP.
3.3 Scope of assessment
Scope of assessment on water, ambient air, sound and ecological environment of this Project confers table 3-3-1。

3.4 Environment impact assessment
3.4.1Construction plan
Liuzhou Environment Management Project – wastewater treatment component will be completed by year 2008. Construction period is 2004-2008, in which 2003-2004 is preparation stage for the project. Implementation plan of each sub project is in table 3-4-1。

3.4.2 Environment impact of construction period
3.4.2.1 Air environment
There are mainly two types of air environment pollution source in the project:①malodor;②dust
(1)Malodor
The malodor will be produced mainly during sludge storage and transport of Zhuexi creek. By comparison, apparent odor will appear during the dredging process of the river; grade 2 will be observed at 30m with light smell but lower than the odor limit (grade 2.5-3.5): the smell will disappear beyond 50m and almost no odor felt. There is a great number of enterprises and residence along both banks of Zhuexi creek and some of them are located within 30m of sensitive stripes of influence. But the influence will be temporary and disappear with the completion of the project works.
(2)Dust
Dust will cause the major pollution over the site by uncontrolled sources during the construction period: preparation of site, earth cutting and filling, material storage, loading and unloading and application of building materials, in and out of the site vehicles.

Attention to the air pollution must be addressed during the working period and related control measures taken in reducing dust pollution due to popular residence and enterprises located along the banks and pipeline network sites.
During Baisha sewage treatment plant construction, because Huilong village and regional nurse school near the factory, they will be affected by constructing dust.
The nearest village is Jila village which is 180m away from arranged Longquansan sewage treatment plant(second term). The impact of constructing dust is minor.
Dust produced by Labao sewage treatment plant will affect environmental air quality of middle and lower part of Jiangdu village.
3.4.2.2 Acoustical environment
Construction noise is mainly generated by constructing machines and transportation vehicles. Noise intensity will be different in different constructing stage.
There are many environmental sensitive points for comprehensive fathering engineering and pipeline engineering of Zhuexi creek. So there exists environmental impact during construction period. Noise for Baisha sewage treatment plant construction will affect ambient acoustic environment of Huilong village and regional nurse school. The nearest village is Jila village which is 180m away from arranged Longquansan sewage treatment plant(second term). Daytime constructing noise is relatively minor, but nighttime construction will disturb the residents. Noise produced by Labao sewage treatment plant project works will have an impact over Jianducun Zhongtun and Xiatun and the surroundings.
3.4.2.3 Solid waste
Solid waste during constructing period mainly include bed mud and garbage produced by river channel clearing; residue earth, root and detritus from earthwork dredge; construction garbage by construction dismantling; material waste of sandstone, concrete etc. of material transportation; waste and desertion of stone, clinker and construction material for road paving. In addition, constructing workers will generate some domestic garbage.
(1)Riverbed mud
There will be 33027m3 bed mud of river channel to clear during comprehensive treatment works of Zhuexi creek. The volume of wastes produced during construction works and living will exceed 1300m3 , which will be sent to Lichonggou landfill for treatment in time.
(2)Constructing garbage
The area of dismantling house is 59721m2. During construction of sewage treatment plant, construction garbage will be generated for the waste and desertion of stone, clinker and

constructing material.
Earthwork and construction garbage of arranged engineering are all normal solid waste, so they can be consumed by basic earth refilling, depression filling or vegetation along the banks which are appointed by municipal administrative and planning department. Surplus garbage can be sent to Ouyanlin garbage landfill or Licungou landfill for disposal. Deserted earthwork will not cause disadvantageous environmental impact generally.
(3)Domestic garbage
Domestic garbage should be taken to certain place appointed by environmental sanitation department for disposal lest affect ambient environment.
3.4.2.4 Aquatic environment
(1)Factory sewage
Major pollutants for constructing sewage are inorganic suspended mater(SS) and extremely small quantity of oil. Because of gravitational setting and adsorption, discharged water can easily get into sediment phase and will not endanger surface water and underground aquatic environment.
(2)Domestic wastewater
Fathering engineering and sewage pipeline engineering of Zhuexi creek should use existing facilities near the construction site as much as possible.
At construction site of sewage treatment plant, there should set corresponding dry toilet. The dejecta should be collected and taken out periodically. It can be used for farmland fertilizer and vegetation.
(3)Leachate of mud storage
River mud when removed from the river bed will be piled by the river banks for transport later when dried. During the process, leachate will be generated with high concentration of contaminants. Therefore temporary trench will be made to guide the leachate into Zhuexi creek, which will be lifted and sent to Longquanshan sewage treatment plant for treated discharge according to specified standards. No impact over environment will be produced after the above measures have been taken.
3.4.2.5 Ecological environment
All the surface vegetation will be removed in the permanent occupation during the working period, including crops, trees, natural covering causing the surface exposed and natural sight damaged with additional water and soil losses.

Influences over environment will be caused by removal or damage of the surface vegetation in the occupied land. Site clearance, leveling and timely restoration of plants will be required after completion of project works to reduce impact over the environment.
3.4.2.6 Urban traffic
Impacts of traffic during construction period are manifested by three aspects: ①traffic hampering from road breakage for pipeline construction② traffic hampering by piling of earthwork and excavating of the road③ increase of transportation vehicles on the road
Works of sewage pipelines will have major influence over the road traffic. Though stage work may be carried out but there are certainly some earth to store and traffic will be affected. By estimate, pipeline work passing each road will need over 20 days with road blocked for 20 days.
There will be huge amount of raw materials and soil disposal (sand, stone and cement). The influence of their transport can be reduced to minimal by operation during night time.
3.4.3 Conclusions of the environmental impact assessment
3.4.3.1 Water environment
(1)Reducing the CODcr pollution load.
According to the population development planning, industrial growth rate and drainage planning of Liuzhou, it is predicted that the discharge amount of CODcr in life wastewater and industrial sewage will be about 60351 t/a in Liuzhou in 2010. After this project is built up and begins running, the urban wastewater treatment capacity of Liuzhou will reach to 500,000m3/d (including the first stage project of Longquanshan), and the amount of CODcr will be reduced by 44639.5t/a, accounting for 74% of the total amount of the CODcr discharged in Liuzhou in 2010. This has important practical significance to the implementation of Plan for Total Amount Control of Pollutant and the facilitation of local economic development.
(2)Zhuexi Creek comprehensive management project
Under the condition of the water quality of the initial reaches reaching the standard, after the south-branch interception project intercept the 80,000 tons of sewages from more than 10 outlets along the way, the everyday amount of COD. BOD5. NH3-N. TP will be reduced by 72 tons, 5.78 tons, 1.35 tons and 0.14 tons separately. The water quality along the way will reach the Class � standard of " quality standard of surface water environment " (GB3838-2002).
Under the condition of the water quality of the initial reaches reaching the standard, after the north-branch interception project intercept the 35,000 tons of sewages from more than 10 outlets along the way, the everyday amount of COD. BOD5. NH3-N. TP will be reduced by 5.64 tons,

2.16 tons, 0.52 tons and 0.05 tons separately. The water quality along the way will reach the Class � standard of " quality standard of surface water environment " (GB3838-2002).
(3)Environmental improvement result of Jiuquhe River.
The completion of Labao sewage treatment plant will improve greatly the water quality along the 30km section of Jiuquhe river, Maohe river and Xiangshuihe river.
(4)Wastewater treatment project
①Environmental improvement function .
After water environmental comprehensive management project is completed, all bank contaminated zones will disappear in the first class protection zone of the drinking water source of Liuzhou. The water quality of the water catchments of the Liunan water works and Liudong water works can reach the Class � standard of " quality standard of surface water environment " (GB3838-2002).
In the 5.9Km long reach from the downriver site 200 meters away from the water catchment to the Huilonggou (Liubei trunk canal) river entrance, all sewage outlets are closed. The water quality of the water catchments of the Liunan water works and Liudong water works can reach the Class � standard of " quality standard of surface water environment " (GB3838-2002).
In the 34.3Km long reach from Huilonggou river entrance to Liushi trunk canal river entrance, more than 20 sewage outlets are intercepted. This will greatly improve the water quality of Liujiang River and the environment of the sediment depositing area of 50,000m2 at the same time.
The wastewater of Jinglan trunk canal will be intercepted into Yanghe Wastewater Treatment Plant, and discharged when reaching the standard after treatment. The water quality of the original Najing reach will be improved and reduce the pollution area caused by the sewage discharged by the Liushi trunk canal (the effluent outlets of Longquanshan Wastewater Treatment Plant), as well as the pollution degree.
(5)The impact on the Liujing River water quality of the effluent discharged by the Wastewater Treatment Plant.。
Under normal operation of all the sewage treatment plants, the super pollution stripe flow holds 10% of the sectional volume down steam of Liushi trunk channel outlets, which will be allocated in the scope of mix area and transition area. In case 4 sewage plants are under abnormal situation, there will be severe pollution stripes formed down stream generating major influence over the intake function. The situation equals to that no sewage treatment plants in existence. Therefore, using the World Bank loan for comprehensive water treatment in Liuzhou is all necessary.
3.4.3.2 Air environment

17There are sensitive sites around Baisha, Longquanshan and Labao Wastewater Treatment Plant.

Though the distance from the malodor-producing buildings to the sensitive sites can't respond to the request of the predicted sanitary protection distance of the Wastewater Treatment Plants, it can meet the demand for “City sewage treatment project construction criterion “(Sewage, producing the malodor and mud production facility should lie in the leeward of summer leading wind direction. It should be far away from the inhabited region outside the factory, and accord with the relevant regulations of the country. When it cannot meet the demand, the distance from the malodor-producing buildings to the residential area should not be smaller than 50-100 meters). In order to improve the environment, reduce pollution and protect residential health, the greening protection shelter belt should be built around the plants to increase the greening area and prevent the pollution from diffusion.
In addition, regular monitoring of odor produced by the sewage treatment plant during its operation. In case of over pollution and nuisance to the residence, relocation of those affected will be required
3.4.3.3 Acoustic environment
Relative limit value set out in <<Noise standard at Boundary of Industrial Enterprises>> (GB12348-90) are complied with by all the sewage treatment plants in terms of boundary noise, which contributes almost zero to the increase of boundary noise level and thus having little impact over the surroundings during their operation.
3.4.3.4 Solid waste
The volume of sludge generated during the operation by all the sewage treatment plants will be 103,000m3/a, the screen residue and settled residue 16,000m3/a. The solid wastes will be sent to Lichonggou landfill for disposal, which has advanced anti-leak and sewage treatment plant with daily capacity of 600ton capable of receiving solid wastes produced by the project works.
4. Management plan of environmental protection
4.1 Management organization and duties
4.1.1 Establishment of organization
Due to the great difference of environmental management content between the construction period and operational period and the difference of working limit between temporary and long term nature, separate organizations must be set up with stage responsibilities. The corresponding

organization will be dismantled after completion of the project works and the operational organization taking over with some overlapping time as situation may require.
(1)Environmental management organization during construction
In order to guarantee the validity and equity of the environmental management, the environmental management organization which is independent of the construction department and has none conflict of interest with the project should be established and its employees should have proper longevity and experience. It is suggested that the management organization for Labao wastewater treatment project is set up alone and the other subprojects belong to another management organization. See Table 4-1 for the organizations

(2)Environmental management organization during operation
Environmental management during operation is a kind of long-term and complex work. Each Wastewater Treatment Plant should establish environmental protection department, matched with 2 full time workers and a factory leader for the management. Meanwhile, it should also set up environmental monitoring organization with 6—8 people.
4.1.2 Duty of environmental management
4.1.2.1 Construction period
The environmental management group should draft out the detailed plans for management according to the construction plans of the project, and then check up them each month and do some necessary amendment.
The group leader should report to the project leaders and render the achievements of environmental management in a fixed time monthly and then put forward some purposeful resolutions for the checked latent environmental problems.
The supervisors of atmosphere, noise and solid waste should inspect the implementation conditions of the environmental prevention measures during each period according to the plans.

Besides, they should also arrange all the monitoring items carried out in a fixed time and report the results of inspection and monitoring and local treatment opinions to the group leader monthly.
The workers of complaining hotline see to the note and clean up of the complaining calls, report it to the group leader and in addition, answer the handling results to the public.
4.1.2.2 Operation period
(1)Environmental protection management department
See to the draft of environmental protection system then monitor its implementation. It mainly contains:
a. Publicize, organize and carry out the guidelines, policies, edicts and ordinances relevant to the national environmental protection. Assort with the local environmental protection department to do well with the environmental protection.
b. Carry out various environmental protection regulations issued by the superior charge department.
c. Periodically check up and maintain the equipment in the Wastewater Treatment plant in order to guarantee its normal running, inspect the implementation conditions of the environmental protection measures put forward in the EA report.
d. Lead and organize the environmental monitoring during the operation period ( consist of the abnormal operation period) and set up the monitoring files.
e. Register the waster water and its quality of all the waste discharge units entering into the wastewater pipe network system and monitor the running conditions of their wastewater pretreatment facilities.
f. Investigate and deal with the pollution accidents and bothers.
g. Develop the environmental protection education, technical training and academic communications in order to heighten the personnel disposition and extend the advanced techniques and experience.
(2)Monitoring station
①Duty
Monitoring station sees to the draft of the monitoring plans and the collection, clear up and keeping in files of the data, and then reports to the leadership. The duties contain:
a. Develop the environmental monitoring work on schedule and compile the monitoring report and the forms.
b. A periodically check up the wastewater quality and its emission of the major waste discharge unit.
c. Take part in the investigation of the factory’s polluting accident.

d. Do well with the maintenance and checkout of the monitoring equipment.

4.2 Environmental management plan during construction
Influence will occur both during the construction and operational periods. Corresponding measures shall be taken to reduce all the impact over environment to a minimal degree. Environmental monitoring procedures have been regulated for efficient function of related policies. The client shall sign contract with qualified environmental monitoring institute.
Liuzhou World Bank project office will perform its duty of project management in addition to following up and reporting the environmental measures being practiced.
The project office will be responsible for the actual conditions of follow up and report on the environmental measures. The institutes in charge are as follows:

4.3 Environment management plan during the operation period
After the completion of the water treatment comprehensive project works, major influence to the surrounding area will be emission of odor, trail water discharge and noise and sludge generation by the sewage treatment plant. The regional environmental quality monitoring tasks can be entrusted to the local environmental monitoring department, including the Liujiang River section, effluent discharge outlet of Wastewater Treatment plant (2-3 monitoring cross-section, monitoring once a month, normal monitoring items), noises around the Wastewater Treatment plant and Wastewater Exaltation Pumping station, groundwater quality status in the mud burying area and polluting status of the effluvial pollutants far away from the sanitarian defend region etc.
(2)The regional environmental quality monitoring
The monitoring facilities for carrying out the sub project monitoring plans belong to the monitoring units and each sub project unit should pay proper depreciation charge for the facilities which contains in the monitoring expenses. Table 5-3-1 shows the expense estimate of each sub project monitoring.
5.3 Monitoring facilities and expense
According to the characteristics of engineering and environment, fix on the environmental monitoring contents during construction and operation which are showed in Table 5-2-1。
(1)The environmental monitoring plans during construction and operation
According to the predicted result of environmental influence, the obviously polluted sensitive site is names as the monitoring site. And based on the polluting situations during the construction and operation period, monitoring contents are the greatly influenced environments such as sound environment, air environment and surface environment. The monitoring factor is defined according to the polluting characteristic factor in the project analysis and the monitoring analytical methods for the corresponding project in “Environmental Monitoring Technical Criterion” issued by SEPA are adopted. The appraisal standard is accorded with the national standard confirmed by EA.
5.2 Monitoring implementation
Environmental monitoring contains two stages construction and operation which is to grasp project polluting trends completely and in time and also know about the local environmental quality trends caused by the project construction, its incidence and dynamical environmental quality during operation so that they can feedback the information to the responsible institutions in time which, consequently can offer scientific basis for environmental management of the project.

6. Training for personnel In order to ensure the smooth and effective development of the environmental management, the employees must be trained with knowledge and skills which contain not only the importance and significance of the project, but also different trainings to different posts. 7. Intercommunication
The environmental management demands the necessary communication between the different sections within the organization and different posts. And meanwhile, the organization also has to report the relevant information to the exterior (relevant sides and public etc.)
The interior information intercourse can take the forms of conference and interior briefing etc. but there must be one formal conference in a month and all the communications should be noted and kept in files.
The exterior information intercourse takes place once in half a year or one year and the intercommunication with the cooperation unit should be noted in summary and kept in files.

8. Note
For the effective running of the environmental management system, the organization must set up a perfect noting system and meanwhile, reserve the notes on the following aspects:
(1)Requirement of laws and regulations;
(2)Permission;
(3)Environmental factors and relevant environmental influence;
(4)Training;
(5)Activities of check-up and maintenance;
(6)Monitoring data;
(7)Disagreement;
(8)Validity of correction and prevention measures;
(9)Information on relevant sides;
(10)Auditing;
(11)Review.
In addition, the above kinds need necessary control, consisting mark, collection, catalogue, pigeonhole, storage, management, maintenance, query, storage time and disposition etc.
