Basis for Design

The following functions were performed prior to preparation of the design report:

The intent of the report is to identify existing utilities and to determine available "corridor(s)"

suitable for construction of the sanitary sewer line. The sewer line route selection shall be

coordinated with two other major utilities; a 60-inch to 72-inch storm drain being planned by

the Flood Control District of Maricopa County and a 12-inch water line designed by the City

of Glendale. In addition to the sewer line alignment, the study proposes interconnection points

(manholes) to the existing sanitary sewers in 91st and 83rd Avenues. Determination of the

horizontal and vertical alignments will serve as a basis for the development of probable

construction costs. The alignment study and design report is supported by photographic

documentation taken during the initial site investigation.

The project includes the design and post-design services for the construction of a 21-inch

sanitary sewer on Northern Avenue from 83rd Avenue to 91st Avenue and design services for

a 12-inch sanitary sewer on 87th Avenue from Olive Avenue to Monroe Street. This study

covers the 21-inch sanitary sewer on Northern Avenue only in order to expedite the project

coordination with other agencies and the alignment approval. A similar study for the 87th

Avenue sanitary sewer will be submitted separately.

Alignment Study

The proposed utility locations shown on the attached cross-sections meet the above goals. The

proposed utilities will be located as follows:

The proposed 7 foot separation between the sanitary sewer and the stonn drain exceeds

minimum requirements recommended by the MAG standards. In case the storm drain diameter

exceeds 6 feet, the separation could be increased to 8 feet without causing problems or additional

• Minimize the number of changes to the already designed Glendale water line

• Locate the sanitary sewer line to allow for connections from the north

• Provide a suitable corridor for construction of the large diameter storm drain

• The proposed sanitary sewer will be located 7 feet north of the monument line

• The stonn drain will be located approximately on the monument line

• The proposed 12-inch water line will require minimum adjustments to accommodate the

storm drain and sanitary sewer

Using prepared base sheets, cross-sections were developed (in critical points) to determine

available corridors that would accommodate the sanitary sewer, storm drain and water line.

After determination of the available space, several utility locations were evaluated in order to:

• Collection of as-builts and utility records

• Review of plans for the proposed 12-inch water line

• Review of the conceptual storm drain design (size, scope)

• Site survey following existing utility "blue stake"

• Preparation of base sheets in 1" =20' scale, including utility locations, based on available

records and survey

• Proposed list of field utility locations (potholing)

Opinion of Probable Construction Costs

The opinion was developed using City of Phoenix and Scottsdale indicators (bid results, etc.)

and Richardson's "General Construction Estimating Standards."

"endangering" the sewer line. "Swapping" the sewer and drain line locations was also

considered, but it was then discovered that the stonn drain would "screen" the sanitary sewer,

blocking any new connections from the north due to its size. The proposed arrangement allows

for connections to both the sanitary and storm drain lines throughout most of the project's

length.
