Program OverviewDepartment of Energy Office of Electricity (DOE/OE) and Sandia National Laboratories (Sandia) are collaborating with tribal nations to achieve energy sovereignty using energy storage technologies. This effort includes energy storage design, technical development of contract specifications, demonstration of technologies and performance evaluation. Three of the five projects initiated in FY20 are Navajo Tribal Utility Authority, Picuris Pueblo and Seminole Tribe of Florida.
Navajo Nation has over 350,000 tribal members and a reservation approximately the size of West Virginia (~17.5M acres). Currently, thereare over 15,000 families without electricity due to the expense of installing electrical infrastructure. The Navajo Tribal Utility Authority(NTUA), established in 1959, provides electrical, water, wastewater, communication, photovoltaic systems and natural gas services. To electrifythe remote homes, NTUA is installing photovoltaic (PV) and/or wind generators with energy storage turn-key systems. These systems usetraditional lead acid batteries and they have proven dependability but come at a cost with replacing them every 3-5 years. To increase the lifeexpectancy of these battery systems, Urban Electric Power, DOE/OE and Sandia will be installing a new battery technology, the zincmanganese oxide battery. Once installed, the performance of these batteries will be compared to the lead acid batteries.
Seminole Indian Reservations in Florida are under the Seminole Tribe of Florida (STOF) banner. They have 4,244 tribal members and theirreservation spans nearly 100,000 acres of land within the borders of Florida. The tribe experiences grid instabilities caused by weatherrelated events. They have approximately 100 outages per year and utilize over 20 hours per week using diesel generation. They areachieving tribal energy independence by installing PV and energy storage system across eight facilities. The DOE/OE and Sandia isproviding technical assistance for the request for proposal (RFP) development, vendor selection and review commission plan.
Picuris pueblo is located in northern New Mexico snuggled within the Sangre de Cristo Mountains. There are 300 enrolled members within 256 acres being electrified by Kit Karson Electric Cooperative at an average rate of $0.155/kWh. In 2018, a 1 MW solar PV system was installed as a Power Purchase Agreement (PPA) which has proven to be economically beneficial to the pueblo. To maximize this benefit, DOE/OE and Sandia are providing technical analysis on incorporating energy storage into the pueblo with the objective of energy sovereignty.
