Energy Efficiency Programs Bulletin VOLUME 4, ISSUE 3 | Spring 2015 Texas-New Mexico Power offers a portfolio of commercial energy efficiency programs. The SCORE® Program provides viable energy optimization for school districts, colleges and universities. Designed to educate institutions on energy management and encourage investment in energy efficiency, this program helps partners minimize the impact of volatile energy costs, ease budget pressures, improve infrastructure and optimize learning environments for students. The CitySmart® Program helps local government entities enhance energy efficiency, lower operating costs, improve air and environmental quality, and meet legislative and regulatory requirements. Similar to SCORE and CitySmart, the TNMP Commercial Solutions Program provides technical and financial support to help commercial and industrial organizations identify and implement energy efficiency upgrade projects. The Open Program for small businesses program targets commercial facilities below 100kW in demand usage to enable them to participate in energy saving retrofits. For more information about the SCORE, CitySmart, Commercial Solutions and Open programs, contact TNMP Project Manager Stefani Case at (214) 222-4174 or [email protected]. TNMP’s energy efficiency team has been involved in promoting energy efficiency to PBTISD for several years now and we are excited to report this new development for the school district. PBTISD is completing these projects through an energy services contract with Entegral Solutions. The proposed upgrades proved to be cost effective for PBTISD, and the district is hoping to use additional electric bill savings and TNMP incentives to invest in additional energy saving opportunities such as ENERGY STAR rated cool roofing systems. The district will be installing DLC-approved LED fixtures to replace fluorescent lighting and upgrading roof top HVAC units to high efficiency systems. Energy savings for all of the projects is estimated at over 1,000,000 kWh per year over the life of the new equipment. SCORE/CitySmart Lite For customers that are prepared to and capable of identifying, specifying, and pursuing energy efficiency projects on their own, there are higher cash incentives available through TNMP’s SCORE/CitySmart Lite Program. The City of Lewisville has opted into this program for 2015 and will receive (based on its current year projects) an estimated 13% higher incentives compared to the traditional SCORE/CitySmart program. Congratulations to internal services manager Francis Mascarenhas for helping the city to achieve energy saving success year-over-year.

Project Spotlight-Pecos Barstow Toyah ISD

Pecos Barstow Toyah ISD is planning to complete lighting and HVAC upgrades throughout their district over the summer of 2015. Benchmarking & Energy Master Planning Services: What They Are and Who Makes a Good Candidate

Benchmarking is not just a measuring stick for student achievement. It’s for buildings too! TNMP offers energy performance benchmarking to help schools and cities to set a baseline and create energy saving objectives. TNMP’s benchmarking process enables partners to evaluate current performance of facilities from an energy efficiency perspective. Your buildings are compared to similar buildings not only within your organization but also to similar building types across the state and country. This is a great tool to help prioritize investments across a portfolio of buildings.

One example of a school that has taken advantage of the benchmarking process is Alvin ISD. In order to obtain a clearer picture of energy use at each of his schools, Alvin ISD Energy Manager Josh Campbell had the SCORE program provide a new benchmarking report. The details of this report were used during a subsequent Energy Master Planning Workshop to guide decision makers from district maintenance and operations on which facilities to target for energy efficiency improvements. The workshop discussions led Alvin ISD to create an energy master plan that lays out the district’s energy management goals and best practices.

Texas City ISD Check PresentationOn February 10th, the TNMP SCORE program presented the Texas City ISD Board of Trustees with an incentive check of $9,590 for energy efficiency measures in a new middle school. Trustees welcomed the recognition and thanked the district’s Director of Facilities and Planning, Jack Haralson, for his work with the program.
