SHE Management Conference 2014 ObjectivesThe Energy Industry SHE Management Conference promotes the highest standards for addressing and managing SHE issues within our industry.

It provides a forum for all stakeholders – employees, employers, trade unions and regulators – to network, share best practice and review safety, health and environment challenges and concerns.

The conference aims to foster co-operation and improve contact between, and within, the organisations and companies that comprise our industry.

ScottishPower is delighted to act as host and main sponsor for our conference in Glasgow. As with previous events we have a full and lively agenda ahead of us, but hopefully we will also fi nd the time to renew old friendships and make new acquaintances. Indeed, the networking opportunities at these events are reason enough to attend!

Pulling a conference together always presents challenges and opportunities and it’s at times like these that the Organising Committee comes into its own. I would like to offer a sincere thank you to the committee members who worked to make this event happen with minimal fuss and drama.

As Chair of the ENA SHE Committee and National HESAC, I would like to pay tribute to my predecessors and the various members of these

committees, employers, employees, H&S representatives, union offi cials and regulators who work together and collaborate effectively to raise the standards and expectations regarding health and safety performance and awareness within our industry. We have a mature and constructive model where our key stakeholders are consulted and feel able to contribute.

On a more serious note, the discussions and contributions at this year’s conference will help shape the direction and content of our new SHE strategy so please ensure that any issues you consider vital or hold dear to your heart are voiced and noted when the opportunity arises.

I believe that an aspiration to achieve and maintain health, safety and environmental excellence is part of the DNA within our industry.

We have strived to learn and share the lessons of our past and set the standards and expectations that we deserve for the future. Our people regularly operate in safety critical environments and often in inhospitable conditions. The efforts and investment we make on their behalf and that of our customers, contractors and the general public must be proportionate to these risks and responsibilities.

We have the collective strength, experience and will to ensure our industry is an exemplar of practical, pragmatic and innovative SHE management.

As a landmark year for this conference, I am pleased that the next couple of days will focus so much on the future as well as giving us a chance to look at what has been achieved. In the fi nal period of the current Powering Improvement initiative we revisit the importance that leadership has played throughout the work since 2010. Across each of the annual themes for Powering Improvement, leadership has shown itself time and again to be an absolutely vital part of improving everyone’s safety and well being. This year’s conference will look ahead at how changes in our energy system will require changes in working practices, how the introduction of new technologies will pose new challenges and how the industry’s work will need to adapt to meet the demands of the future safely.

We will also share the experiences and knowledge from colleagues through case studies and experts will help us look in detail at topics that have become increasingly important to companies within the industry and from outside it. I encourage you to use this opportunity to network and make the most of the valuable experience you all have as well as take the time to talk to those exhibiting here too.

Conference venueThe 2014 SHE Management Conference is being held at The Hilton Glasgow Hotel (1 William Street, Glasgow, G3 8HT). Further information can be found at: www.hiltonglasgow.co.uk

All conference sessions will be held in the Ballroom. The conference begins at 09:00 on Thursday 15 May and concludes with lunch provided at 13:00 on Friday 16 May.

RegistrationThe registration desk and exhibition will be situated in the Ballroom foyer. The Ballroom and Ballroom foyer are located on level 3 of the hotel and can be accessed by the lift next to the hotel reception.

Registration will be open during the welcome reception on Wednesday 14 May from 19:00 to 21:00. On Thursday 15 May registration will be open from 08:00 and will be open again on Friday 16 May from 08:30.

Lunch and coffee breaksCoffee breaks and lunch will take place in the Ballroom foyer.

Dress codeDelegates tend to dress to at least business casual for the conference. The dress code for the conference dinner will be lounge suit.

Drinks reception and conference dinnerAll delegates attending the conference are also invited to the conference pre-dinner drinks reception and dinner hosted by ScottishPower on the evening of Thursday 15 May. If you are not planning to attend the dinner or drinks reception for whatever reason please advise the conference staff when you register.

The pre-dinner drinks reception and the conference dinner will be held at the Kelvin Grove Art Gallery (Argyle Street, Glasgow, G3 8AG). Coaches will leave from the Hilton Glasgow Hotel from 18:50. The drinks reception will commence at 19:00 and dinner will be served at 20:00. Coaches will return to the Hilton Glasgow Hotel after the dinner.

If you have any special dietary requirements please let the conference staff know when you register.

Chair and Speaker Biographies

Murdo AllanDirector of Health, Safety, Sustainability and Technical Training UK Power Networks

Murdo joined UK Power Networks from British Energy in July 2009 as a direct report to the CEO and as a member of the UK Power Networks Executive Management Team. He is responsible for all aspects of Health, Safety, Sustainability and Technical Training policy development, monitoring and support across the company. This includes the regulated and non-regulated business streams. Murdo is accountable for formal interface with the HSE and manages a central team of 200.

He has over 30 years experience in the electricity sector in a variety of roles before this role in nuclear generation, commissioning and management positions. Murdo is a Chartered Engineer and Fellow of the Institute of Engineering Technology, and his qualifi cations include an MBA and a B.Eng (Honours) in Electronic Engineering.

Keith AndersonChief Corporate Offi cerScottishPower

Keith is Chief Corporate Offi cer for ScottishPower with responsibility for the Iberdrola Group’s activities in the UK and in particular leading the Group’s £15bn investment plan to 2020. Keith was appointed to the Board in February 2012.

Keith also retains his role as Chief Executive Offi cer of ScottishPower Renewables, which is the UK arm of Iberdrola’s Renewables Division. His responsibility encompasses all of the Group’s renewables activity in the UK and Iberdrola’s global offshore business.

Prior to joining ScottishPower, Keith had worked with some major fi nancial institutions including The Royal Bank of Scotland and Standard Life, as well as working as a management consultant with Ernst & Young.

Colette Bennett, Bob Johnson, Ann Morris & Neil Mycock Crash Course

Crash Course looks at fatal and serious road traffi c collisions, it highlights the main causes and provides control strategies for these. It looks at the role of the emergency services at the scene and the impact on them as individuals. Using footage from actual collisions enables them to focus on victims with differing injuries. They also include an interview with a man serving time for causing death by dangerous driving.

The aim of Crash Course is to change both the behaviour and attitude of drivers. It is delivered by a team which includes a Police Collision Investigator, a Fire and Rescue Offi cer, a Victim and a Victim Support Offi cer all of whom have many years experience of road traffi c collisions.

Peter BradyHead of Business ServicesScottishPower

Peter has responsibility for a range of service departments in ScottishPower including Buildings, Telephony, Facilities Management, and notably Fleet Management. He has over 27 years of experience in a variety of senior positions within ScottishPower, in addition to leading a number of key transition projects. In 2009/2011 Peter led the integration of the ScottishPower Fleet Business into a new centralised Business Services function. Amongst the key achievements included the streamlining of the ScottishPower Vehicle Fleet from 3,000 vehicles to 2,000, the incorporation of vehicle tracking/diagnostics with major safety and operational benefi ts and the re-launch of supporting Management of Road Risk policies.

Peter is Member of Institute of Occupational Health and Safety as well as Graduate Member of the British Institute of Facilities Management.

Ian CoxLPN Programme ManagerUK Power Networks

Ian joined UK Power Networks in 2009 and is the Programme Manager responsible for delivery of its Capital Programme within its London Power Networks license area.

Ian is responsible for an annual budget of £80 million with a predominantly load reinforcement portfolio of projects. The

diverse portfolio he manages range from new primary substations, often built underground, kilometres of tunnel constructions below the City of London, to the refurbishment of existing central London substations, often on iconic sites. The list of projects delivered by the Capital Programme team includes the RICS and ICE awarding-winning Bankside Modernisation project.

Ian has over twenty years of experience constructing infrastructure and new developments both here in the UK, in Ghana and in New Zealand. He has worked as the client and main contractor constructing major water infrastructure, highways and electrical distribution infrastructure.

Ian is a qualifi ed Chartered Quantity Surveyor. He holds a MSc (Eng) in International Construction Management and Engineering from the University of Leeds and has a degree in Civil Engineering from Nottingham Trent University.

Kevin CoyneNational Offi cer – Energy & Utilities Sector Unite the Union

Kevin is the National Offi cer for Unite the Union in the Energy and Utilities Sector. Unite has a membership of over 50,000 skilled workers in this sector. Kevin negotiates with employers, Government departments and regulators on a whole raft of issues from pay and conditions to wider energy policy and the long term future of the industry. He is passionate about safety within the sector and takes an active interest in company HESACs. Kevin has been a trade Union Offi cial for over fi fteen years. He has wide experience within the engineering sector and has actively represented members in the shipbuilding, aerospace, offshore oil & gas and nuclear industries. He was originally based in the north west of England, where he became the Regional Secretary for Unite. More recently he has held responsibility for members at a national level in the National Health Service and the Ministry of Defence, prior to taking up his current role. He is a board member of Energy and Utility Skills.

Vincent CrannyHead of Health, Safety and EnvironmentElectricity North West

Vincent was appointed as the Head of Health, Safety and Environment in Electricity North West in 2010 and has over 20 years experience as a health and safety professional in utilities, transport and manufacturing sectors. A member of the Senior Management Team he is responsible for providing strategic health, safety and environment leadership and directing the development and implementation of the organisation’s management systems as well as the health, safety and environment culture and climate. Vincent is a Chartered Health and Safety Practitioner and has an MA in health, safety and environmental law.

Sheila DuncanHuman Resources DirectorScottishPower

Sheila joined ScottishPower in 2001 and was appointed Human Resources Director in March 2009. Prior to this she was the Director of Resourcing and Development. Sheila is responsible for all aspects of Human Resources, including HR Operations, Employee Relations, Training & Development, Organisational Capability as well as Health & Safety.

Before joining ScottishPower Sheila held various roles in Scottish Amicable – Prudential Group and Royal Bank of Scotland. Sheila is married and in her spare time enjoys running, hill walking and high altitude trekking; having completed expeditions to the summit of Kilimanjaro, Everest Base Camp and more recently the Ausangate circuit in Peru.

Sheila holds a Master of Arts (Hons.) degree in French & German from the University of Glasgow and is a Chartered Fellow of the Chartered Institute of Personnel and Development. She also holds a Non-Executive Director position on the Board of the Scottish Huntingdon Association.

Paul FidlerDirector of OperationsEnergy Networks Association

Paul took up the role of Director of Operations for ENA in April 2013 looking after Engineering, Standards, Future Networks, Smart Metering and Safety, Health and Environment. He has over 22 years experience in the electricity network

industry, with 20 of those working for ScottishPower in various operational, design and asset management roles where he was instrumental in introducing Condition Based Maintenance techniques for 11kV and 33kV switchgear.

He joined ENA in April 2011 as Engineering Development Manager liaising with all network operators on matters associated with R&D and Smarter Networks, including Heat Pumps and Electric Vehicles, and proposed Smart Networks Catalogues within the LCN Fund and Work Stream 5 frameworks. Paul also looks after street work matters and sits on the National Joint Utilities Group board as Safety and Policy Director. He holds a MSC (Distinction) in Electricity Management and Technology.

Richard GoughHead of Safety, Health and EnvironmentWestern Power

Richard started his career with Midlands Electricity completing a craft apprenticeship before working as an overhead linesman for just over 10 years. He moved on to complete an engineering development scheme and thereafter worked as an operational engineer and SAP on all systems up to and including 132kV. In his 25 year UK career Richard worked in many varied roles and industry groups covering, to mention a few – asset management, system operations, business continuity and corporate services.

In recent years Richard has concentrated on SHE leadership and contributed heavily in the UK ENA arena. In 2012 Richard moved from Worcestershire to Western Australia and joined Western Power, where he works as Head of SHE. Richard is a member of the Australian ENA SHE Committee and a fellow of Leadership Western Australia.

Garry GrahamDeputy General Secretary Prospect

Garry was promoted to Deputy General Secretary of Prospect in January 2013. He has responsibility for members working in the energy and defence sector and overall responsibility for health and safety issues impacting upon Prospect members across the union. Before taking up his responsibilities as Deputy General Secretary he was National Secretary with primary responsibility for aviation and has considerable experience of representing members in safety critical industries.

Prospect has over 20,000 members working in the energy sector, including generation, transmission, distribution and an increasing number in the nuclear sector. Prospect also represents members working for the Health and Safety Executive and a range of other safety related regulatory bodies. Prospect is a passionate supporter of Powering Improvement and sees it as a beacon of best practice in the UK. Garry sits on National HESAC.

Prospect has been at the forefront of campaigning on health and safety issues. Prospect believes that by unions working closely with employers and the Health and Safety Executive that we can achieve a process of continuous improvement that is in the interests of our members, employers and the economy as a whole. Fundamental to this is workplace engagement on health and safety issues and sharing lessons as well as best practice.

Whilst progress has been made, there are no grounds for complacency. In an industry which is subject to increased regulatory pressure and organisational change it is all the more critical that we work together to champion the highest standards of workplace safety.

Guy JeffersonNetwork Operations Director ScottishPower

Guy joined ScottishPower in 1991 after graduating with a B.Eng (Hons) in Electrical and Electronic Engineering. He has spent his entire career with the company undertaking a variety of different technical and managerial roles in the last 23 years. Guy is currently the Network Operations Director with responsibility across both Distribution and Transmission licences. He has previously been BITC Ambassador for Sustainable Business in Wales for HRH Prince Of Wales and a Board member for Princes Trust in Glasgow.

Guy currently sits on the Welsh Employment and Skills Board as well as chairing a forum of North Wales businesses promoting STEM subjects in Schools, Colleges and Universities. He also completed a MSc at Strathclyde University.

Dr Paul Litchfi eld OBE OStJ FRCP FFOM

Chief Medical Offi cerBT Group

Paul has been Chief Medical Offi cer for BT Group plc since 2001 and previously held senior posts in occupational medicine in both the public and private sectors in the UK. He is a Fellow of the Royal College of Physicians of London and the Faculty of Occupational Medicine. In 2007 Paul was awarded the Order of the British Empire for services to Occupational Health and he is presently a member of the World Economic Forum’s Global Agenda Council on Wellbeing & Mental Health.

He has recently been reappointed by the Government to carry out the 5th independent review of the Work Capability Assessment and was previously a co-author of the independent review “Realising ambitions: Better employment support for people with a mental health condition”. During his career Paul has led organisations through privatisation, expansion and downsizing. He has been party to multiple reorganisations, a shift in focus to international business and a transformation programme that has delivered year on year double digit cost reductions in a major corporate enterprise.

Paul contributed to the European Commission HIRES project which addressed worker health in business restructuring and has implemented successful programmes in response to the economic downturn. He is currently addressing the health issues arising from an ageing workforce and the interplay between wellbeing and organisational effectiveness programmes.

Having previously run both in-house services and those provided externally, he now occupies an in-house role overseeing a hybrid service with multiple suppliers. In that capacity he has recently insourced some occupational health functions and has developed ideas around the integration of services to optimise support to businesses. Paul has published and lectured widely on a range of subjects including workplace mental health, sickness absence, medical retirement, hazard control and ethics in occupational health.

Dr Jennifer LuntPrincipal Psychologist – Human Sciences UnitHealth & Safety Laboratory

Dr Jennifer Lunt is a Principal Psychologist at the Health and Safety Laboratory (agency of the Health and Safety Executive); Chartered Health Psychologist and Doctor of Health Psychology. She has been working for the UK’s Health and Safety Laboratory for over 10 years.

As a technical lead Jennifer assures the technical quality of HSL’s work falling within the fi eld of Occupational Health Psychology. Consequently she has accrued an extensive portfolio of work on topics ranging from behavioural change and worker engagement, worker involvement behavioural safety, disease reduction barriers and enablers, risk communication, retention at work, sickness absence and well being at work. She undertakes research, training and consultancy at national and international levels. She regularly presents at national and international academic and health and safety practitioner conferences and is a thought leader, for example in the application of nudge to health and safety.

Michael MacdonaldNegotiations Offi cerProspect

Prospect is the union for power industry engineers and managers representing over 115,000 members across the private and public sectors. Many Prospect members work in highly hazardous industries such as energy, air traffi c control and defence.

Michael is Prospect’s regional offi cer for Yorkshire and the North East with responsibility for Prospect members employed in electricity distribution, supply and generation. In his sixteen years with Prospect he has represented members across the union including ten years as the offi cer for the safety professionals employed by three safety regulators: HSE, the Offi ce for Nuclear Regulation and the Offi ce of Rail Regulation.

Michael also contributes to Prospect’s energy policy with particular emphasis on regulation, safety and training: in this role he has worked closely with the National Skills Academy for Power and Energy and Utility Skills.

Before joining Prospect Michael has been involved in energy issues since he

graduated from Cambridge University in the late 1980s: fi rstly as National Research Offi cer for the British Association of Colliery Management where he was the union’s lead offi cer for safety, working on the lengthy modernisation of mines safety legislation. Following the contraction of the coal industry he worked as an energy and policy adviser for Martin O’Neill MP and Robin Cook MP when they were responsible for Labour’s energy policy and as the Industrial Policy Offi cer for the Labour Party. Before joining Prospect he was a director of a public affairs company advising a range of corporate clients on political strategy.

Peter McCormickPowering Improvement Co-ordinatorEnergy Networks Association

Peter is an Electricity Supply Industry trained engineer with over 30 years experience in the operation, construction and maintenance of electricity distribution networks. Peter has held progressively senior management posts with CE Electric (now Northern Powergrid) and its predecessor companies.

He was Director of Group Health Safety and Environment for CE Electric UK and also Chair of both National HESAC and ENA’s Safety, Health and Environment Committee before his “retirement” in 2011. Since June 2011 he has been providing leadership to the industry’s Powering Improvement strategy. Peter is currently a visiting lecturer at Newcastle University on the MSC power system engineering course and Chair of the British Safety Council energy and utilities sector group.

Ewan McMillanDirector of Health and SafetyScottishPower

Ewan has been the Health & Safety Director at ScottishPower Energy Networks for the last two years. He has 24 years of experience in the electricity supply industry, primarily in the operation of generating facilities. Prior to taking up the appointment within Energy Networks Ewan was Station Manager at Cruachan Power Station, ScottishPower’s 440 MW pumped-storage facility on the west of Scotland and latterly Longannet Power Station, a 2400 MW thermal plant located in central Scotland.

A Chartered Engineer with an MBA, Ewan is a member of the ENA Safety, Health and Environment Committee and has recently taken up the Chair of the EMF Committee.

Jamie McWilliamHead of FuturesEnergy Networks Association

Jamie is the Head of Futures at ENA and has 10 years of experience in the electrical network industry. In this time Jamie has gained a broad range of operational, design and management experience in his position as Technology Manager at ScottishPower. In this role at ScottishPower, he personally managed projects such as the Superconducting Fault Current Limiter, North Wales Dynamic Thermal Rating and the Power Networks Demonstration Centre (PNDC). He also helped deliver and promote a wide range of innovative technologies and projects into the ScottishPower business.

In his role as Head of Futures, Jamie liaises with all network operators on matters associated with R&D and Smarter Networks including Heat Pumps and Electric Vehicles and leads on the LCN Fund Conference and proposed Smart Networks Catalogues within the LCN Fund and Work Stream 5

frameworks. He holds a BEng in Electronic and Electrical Engineering.

Jim MoylesHealth, Safety and Environmental ManagerDoosan Babcock Ltd

Jim is a Craftsman by trade serving his time at the NCB Central Workshops in Cowdenbeath Fife. Shortly after his apprenticeship and to further his experience he joined the then South of Scotland Electricity Board at Longannet Power Station where he worked as a member of the maintenance team for 17 years. Post privatisation there was an opportunity to become a Trade Union Safety Representative which also provided him with a funded option to take the NEBOSH Certifi cate Course.

Jim was successful in an application to work with a newly appointed Generation Engineering Support Team. This team was responsible for the delivery of outage

programmes and the management of contractors under the Construction, Design and Management Regulations. This involved working across various ScottishPower Thermal and Hydro Power Stations.

Jim has worked with Doosan Babcock for over 12 years holding a number of positions both on and off site. His current role has responsibility for management support across the thermal, nuclear, petro-chemical and pharmaceutical industries. He is also involved in supporting Engineering, Procurement and Construction Projects both in the UK and overseas. This can mean that if he is not reviewing or writing policies, procedures and process documents he can fi nd himself having one to one conversations with those at the workface.

Jim holds an MSc Degree in Health and Safety and has been involved in the development of some of the signifi cant proactive initiatives that Doosan Babcock develops in the pursuit of an incident and injury free workplace. This includes Human Performance, Critical Task Analysis and Improvement Observations.

Peter RoperDeputy Project DirectorScottishPower/National Grid Joint Venture

Peter is the Deputy Project Director of Western Link, a transmission infrastructure project constructing a new High Voltage Direct Current circuit between Hunterston in South West Scotland and Deeside in North Wales. The project is a Joint Venture of ScottishPower and National Grid delivering via a £1bn EPC contract with a consortium of Siemens and Prysmian. Bringing with it the challenges of a Joint Venture, Consortium, converter stations covering a total of some 60 acres, 40km of onshore cable route and 390km of marine cable route up to 170m deep in the Irish Sea. As well as being Deputy Project Director, Peter is responsible for all cable installation works. He is a Chartered Engineer and member of the Institution of Engineering and Technology. Peter has worked within the electricity industry for more than 25 years with Manweb and ScottishPower covering design, construction, operation and regulation and has considerable experience in the management of large construction projects throughout distribution and transmission.

Judith RossHead of Network Regulation PolicyOfgem

Judith joined Ofgem as Head of Network Regulation Policy in June 2013. She is currently leading a review of how Ofgem monitors regulated network companies’ performance. Judith also leads the Gas Transmission Policy team within Ofgem, which works to secure the interests of consumers from the development, operation and use of the GB gas transmission network, and to promote these interests with industry, Government and in Europe. Before joining Ofgem, Judith had spent eight years in the UK communications regulator Ofcom, mainly working on radio spectrum regulation. Judith has previously worked in a number of central Government Departments and spent fi ve years in the Treasury.

David SmithChief ExecutiveEnergy Networks Association

David Smith joined ENA in July 2003 as Director of Policy and was appointed Chief Executive in October 2007. Previously he was Director of Corporate Affairs at the British Retail Consortium where he was responsible for the retail industry implementation of ‘Chip & Pin’ in the UK, as well as all internal and external communications for the organisation.

David is Vice President of GEODE, the European association for the electricity and gas distribution networks. In the UK he chairs the Energy Emergency Executive Communications Group and sits on the Government Industry Contact Group on Distributed Energy. David is a Fellow of the Institute of Association Management as well as being a Member of both the Institute of Directors and the Chartered Institute for Public Relations.

John SteedHM Principal Specialist Inspector, Electrical NetworksHealth and Safety Executive

John is employed by the Health and Safety Executive as HM Principal Specialist Inspector (Electrical Networks), based in London. John has portfolio responsibility for the safety aspects of the Electricity Safety, Quality and Continuity Regulations 2002, as amended (ESQCR) in Great Britain. Before becoming a regulator fi rst at the DTI and then the HSE, John held various posts in the electricity supply industry over a period of 26 years including all aspects (policy and delivery) of operations, control, design, construction, installation and maintenance of all power system equipment up to and including 132kV.

John remains active in his profession and has chaired a number of professional committees and international conferences. He has published over 14 papers in IET conferences and colloquia on the following subjects: reliability, safety, asset management, condition monitoring of plant, service performance of equipment, lightning, use of surge arresters, maintenance and the role of insulating oil, etc. In the 1990s he developed a novel model that enables high-voltage transformer replacement to be effectively prioritised based on condition assessment data. He has also published on the life management of electrical equipment. John is currently advising on the electricity

industry’s Powering Improvement asset management and safety strategy for 2012 and has coined the “Swiss Chocolate Model” to demonstrate the important role human asset management plays towards the safe operation of assets.

Nick SummersHead of Utilities SectionHealth and Safety Executive

Nick works in HSE’s Operational Strategy Division where he heads up a small team that has the operational policy lead for industries including electricity, water/sewerage and telecommunications and topics including domestic gas safety and renewable energy.

He joined HSE in 1989 as an HM Inspector of Health & Safety. Prior to taking up his current post he worked in a number of different inspection roles and also had a spell in HSE’s Policy Group where he worked on the COSHH Regulations and the Disease Reduction Programme. He is based in HSE’s Northampton offi ce.

Nick has represented HSE on National HESAC since 2007 and has been a member of the Powering Improvement Steering Group since it was fi rst established to oversee the development of the industry successor to SAFELEC 2010.

Within the framework of the current HSE Strategy (The Health and Safety of Great Britain – Be Part of the Solution), 16 individual sector strategies have been developed. One of these focuses on the electricity industry for which Nick is the HSE lead. A combination of factors determine HSE’s intervention strategy for a particular sector. These include the actual level of risk as well as the effectiveness and effi ciency of different types of intervention, the industry’s injury and ill-health record, and its structure and commitment to occupational safety and health, such as through industry-led groups. Each sector strategy sets out a series of aims grouped under the goals of the HSE Strategy.

Sarah VealeHead, Equality and Employment Rights DepartmentHealth and Safety Executive

Sarah is Head of the Equality and Employment Rights Department at the TUC. The Department leads on employment rights, both individual and collective, employment relations and equality at work.

Before becoming Head of Equality and Employment Rights, Sarah was Senior Employment Rights Offi cer at the TUC, in which role she was responsible for the development of TUC policy on employment law. She co-ordinated TUC activities in relation to the introduction of the Employment Relations Act 1999 and wrote the TUC Guide to the Act. She was also responsible for various TUC submissions to the Government and was a member of the TUC team which negotiated the national agreement with the CBI and the Government on temporary agency work. She regularly briefs senior union offi cers on developments in employment and discrimination law and policy and speaks at conferences and events.

Sarah is a member of the Government’s Regulatory Policy Committee and the Government’s Employee Engagement Task Force and was formerly a member of the ACAS Council and the Women’s National Commission. She was awarded the CBE for services to diversity in the Queen’s Birthday Honours List in June 2006. She was awarded an Honorary Doctorate in Laws by Oxford Brookes University in June 2011. Sarah started a three year appointment as an Employee Representative on the Health and Safety Executive’s Board on 1 October 2012.

Richard VokePartnerAshfords

Richard is the partner in charge of the Business Risk and Regulation department. Richard helps organisations deal with the many demands of the regulatory landscape, with particular emphasis on dealing with and if necessary defending against the Health and Safety Executive (HSE), Environment Agency, Local Authorities, Food Standards, DEFRA etc.

Richard is almost uniquely qualifi ed to provide this service as previous to becoming a solicitor he spent eight years in the HSE investigating accidents and, where appropriate, prosecuting. His specialism

was in the major hazard industries such as oil and energy where he developed unique systems of safety case/report assessments. He has inspected and advised on nuclear sites.

He used these above skills in advising on high profi le projects as a solicitor. One example was helping BAA when building the Heathrow Terminal 5 project to provide a high level strategic/legal review of safety management systems and contractor control with a view to: fi rst, to help prevent serious accidents; and second, to provide a robust defence should a serious incident occur. This was a multi-billion pound project that took many years to complete.

Richard defends organisations both in the private and public sector, recently achieving a high profi le acquittal of his client following a prosecution resulting from a major gas explosion in Manchester. As well as defending Richard provides advisory and training seminars to allow organisations to manage their health and safety and environmental challenges. He also spent two years as a risk management consultant leading teams both home and abroad. His non-UK experience includes developing health and safety and environment protocols for oil drilling in the Algerian desert and leading a world bank team in the Gambia setting up environmental disaster management procedures for the government.

Richard started his career as a science teacher, has a master’s degree in environmental toxicology, is an IEMA qualifi ed environmental auditor and an experienced commercial mediator.

Doug is a Chartered professional health and safety practitioner with around 30 years experience working in various safety critical industries. During his career he has held senior roles within a number of industry sectors including transportation, construction, spirits and wine, entertainment, utilities and fi nancial services.

The businesses he has worked for include Standard Life; Vivendi – Universal Studios; Pernod Ricard; Seagram Spirits & Wine Group; The Chivas & Glenlivet Group; Scottish Equitable, Balfour Beatty; First Engineering and Babcock International. His work has allowed him to gain extensive international business experience operating in North America, Asia, Europe & Africa.

He is a Clinical Hypnotherapist with a specialism in Safety Culture. Eddie has a (SNHS) Hypnosis diploma and studied at the London College of Clinical Hypnosis. Eddie has a humour led style of presentation which he supplements with stories with real life examples to give a great understanding of key theories from Psychology and Hypnosis, which he strongly believes are the platforms of knowledge that trigger our individual internal change process.

SHE Management Conference: Facilitating 25 Years of Excellence

The fi rst Electricity Supply Industry Safety Conference was held on 2nd to 4th April 1990 at the Garden House Hotel in Cambridge hosted by Eastern Electricity. It was opened by Tony Baldry MP, Parliamentary Under Secretary of State for Energy and chaired by Mr J Wilson, Chairman of London Electricity.

The conference was renamed the Safety Management Conference when John Rimmington, Director General, HSE, was the keynote speaker in 1995 when Scottish Hydro-Electric hosted the conference in Aviemore. The “biggest conference yet” attracted nearly 200 delegates to Bournemouth in 1996 when Southern Electric hosted. The numbers were even higher the following year when over 200 delegates attended the conference in Gleneagles hosted by Scottish Nuclear.

The event fi rst featured “health” in the title in 1998 when Northern Ireland Electricity hosted the “Health and Safety Management Conference” in Belfast. Speakers included the current chair of the Health & Safety Commission and the EMA General Secretary. The fi nal conference of the 90s was held at The Belfy hosted by National Power.

In the conferences since then there have been speakers from the regulators, HSE of course but also the Environment Agency and Ofgem as well as ministers (Terry Rooney MP in 2008). There have been presentations from barristers (such as Anthony Scrivener QC in 2003), academics, trade unions as well as speakers from Europe, New Zealand and beyond. There have also been presentations from authors and radio personalities like Gervasse Phinn who spoke on inspirational leadership in 2000.
