Wuhan, the capital of Hubei Province, is the largest city in Central China and
one of the seven central cities in China with its 8.97 million of permanent
population. The Yangtze river and its longest branch-Hanjiang River go across and
divide the metropolis located its middle and lower reaches into three parts,
Wuchang, Hankou and Hanyang .Wuhan with its vast territory has been greatly
restricted by the less developed traffic. With rapid urbanization and motorization,
traffic in Wuhan encounters new development opportunity and great challenge.
For the following 10 to 15 years, with the continuous growth of the GDP per
capita, the motorization development will be brought to another higher level, so
traffic demand will be under rapid growth. According to the forecast, in 2020,
vehicle reserve in Wuhan will reach a number of 1.90~2.50 million; The gross
citizen traffic in downtown will reach 23 million person-times per day, twice of
that at present; the vehicle traffic will be 4.5 million times per day, 2.7 times as
many as that at present and the traffic flow 400 thousand times per day, 4 times of
that at present. The doubled and redoubled total vehicle traffic brings forward the
higher requirement to the capacity of traffic infrastructure. The tripod pattern and
the balanced development at both sides of the Yangtze River will lead that traffic
crossing the river will become the most important issue. It is forecasted that the
passenger flow crossing the river will grows to 1.4 million person-times per day
from the 700 thousand person-times at present and the vehicle flow will increase
to 550 thousand times from the present 250 thousand times. Construction of the
new river-crossing channels and relieving the tense river-crossing traffic situation
is a long-term task for the improvement of the urban traffic. The downtown of

Wuhan has the most intensive use of urban land and the most centralized traffic.
Because of the limited growth space for traffic volume of the road network in
downtown, the traffic issue becomes more and more conspicuous. In addition, as
the optimized adjustment of the urban layout and the axial extension of the land
use in downtown, the centripetal traffic flow between the surrounding area and the
downtown will increase.
In sum, compared with other large cities in same size, the traffic demand and
supply actuality in Wuhan remains at a relatively low level, but has come to the
stage of the rapid development of urbanization and motorization. The conflict
between the various demands and the backward traffic service is the fundamental
problem of the traffic presently, even in the future. According to the present urban
and traffic development situation, in a long time in future, the traffic conflict will
be further extended in time, space and ways. Taking all factors into account, it is
the essential time to determine the urban traffic development orientation and
establish the harmonious traffic system to lead the urban traffic to be under
prosperous development.
In 1998, the Wuhan municipal government applied for loans from the Word
Bank to carry out urban traffic (phase-I) construction project. With the loan of 200
million dollars, preparation of phase-I project was started in 1999, and it passed
the evaluation by the World Bank in November, 2003. In May of 2004, the loan
agreement was signed and the construction was commenced formally in August,
2003, and it is planned to complete the project at the end of 2008. With the
preliminary study and support from the World Bank, the urban traffic development
strategy study for Wuhan was finished, which provide a scientific decision-making
basis for urban traffic construction in Wuhan. With completion of the phase-I
construction, the road traffic supply level been improved, which plays an
important role in improving the traffic situation in Wuhan and promotes

improvement of the urban comprehensive traffic system, especially for traffic road
network. A new prospect was initialed and the urban function was exalted. The
project has not only brought advanced technology and concepts, elevated
comprehensive quality of technicians, promoted the project management and
impelled the urban construction management to conform to international practices,
but also has established a new platform for financing of the urban construction and
relieved the financing pressure of the urban infrastructure construction.
On December 7, 2007, Wuhan urban circle was formally approved by the
State Council to be “the pilot area for comprehensive and supporting reform for
construction of the resource-saving and environment-friendly society in China”.
The comprehensive and supporting reform in Wuhan urban circle will aim at
building a resource-saving and environment-friendly society with Wuhan city as
the principal part, and will give a full play to its leading and radiating role and
enhance the integration of Wuhan and the other eight cities in industry, financing
and transportation to reduce the difference between urban and rural areas by
reform.
In the Report on Government Work of Wuhan in 2008, it proposed to start the
“30min Smooth Traffic Project” within the second ring-road. The first ring-road is
to be improved; construction of the second ring-road will be accelerated. The third
ring-road will built up basically. The construction of the overpasses in Yuejiazui,
Jiedaokou and Zhuodaoquan shall be accelerated. The linking roads among ring
roads and the fast traffic tracks between the suburban area and the downtown shall
be positively pushed forward. The Yangtze River tunnel shall be completed, the
Erqi Yangtze River Bridge shall be commenced, the preliminary preparation for
the river-crossing tunnel in Yingwuzhou shall be conducted. The road network
system in downtown shall be improved, and the sub-trunk road and the branches
shall be widened and cleared. The construction of the parking lots and the traffic

transit and junction stops shall be quickened. The strategy of “public traffic first”
shall be carried out and the public traffic service shall be improved. The traffic
management shall be enhanced to alleviate traffic jams.
With the drawing up of “rise of middle China” strategy, Wuhan, as the most
important city in the middle China encounters the unprecedented development
opportunity. Relying on the superior geographical location and convenient
transportation conditions, Wuhan will have a more powerful radiating and
industrial cohesive force. Presently, the traffic construction confronts with austere
challenges in Wuhan. The location advantage can be transformed to the economic
superiorities only bridged by the transportation. The modern urban traffic system
is required to present the urban individuality and charming and raise its
comprehensive competitiveness.
At present, Wuhan has been come into a strategic period of large-scale traffic
construction mainly involved with the rapid road and rapid track traffic. In order to
improve the urban traffic and function, give a full play of the leading role and
radiating force in the urban group circle, push forward reform and pilot the
National pilot area of Wuhan urban circle and continuously employ the experience
of the World Bank project (phase-I), it is necessary to strengthen traffic
infrastructure construction to meet the constant development requirements. Thus,
in February 2007, Wuhan municipal government applied for the loans from the
World Bank to carry out the urban traffic construction project (phase-II). In
November 2007, the urban traffic construction project (phase-II) was approved by
the State Council to be listed in the spare project planning of the fiscal years of
2008-2010 for the loans from the World Bank. The credit line is 100 million
dollars and the main construction items are as following: to relieve the traffic jams
situation in the downtown in Wuhan, to build the river-crossing tunnel, to build or
rebuild the urban roads to form the second ring-road and to perfect the city road

network.
In December 2007, the preliminary study organization for the World Bank
phase-II project was founded in Wuhan. Led by the municipal urban construction
and foreign capital office, joined by the urban planning and design department,
traffic research institution, public traffic department, traffic management
department and environmental protection department, the preliminary preparation
for the project was conducted.
In February 2008, the relevant municipal departments organized all of the
traffic research institutions to execute the further research on the “30-minute
Smooth Traffic Project” within the second ring-road put forward by the Municipal
government. And the preliminary research of the World Bank project was
conducted simultaneously.
On March 18, 2008, after the initial communication, the World Bank in
principle agreed on the construction objective to solve the traffic jams in the
downtown of Wuhan put forward by the project team and showed their concern to
the following development of the project.
The construction scheme of this project has been revised for several times
since March, 2008 and several schemes have been formed. After this process and
considering the requirement of the World Bank, a fairly perfect construction
scheme has come into being.
The construction project shall comply with the environmental evaluation
regulations according to the PRC Environmental Impact Assessment Law, the
Regulations on environmental protection of Construction Project (ordinance of the
State Council of the PRC, No.253) and environmental assessment prescribed in the
service manual of the World Bank. In order to better conduct the environmental
assessment, the Project Office of Foreign Capital entrusted the Environmental
Project Research Division of China Railway Siyuan Survey and Design Group

Limited to undertake the environmental assessment and work out the
environmental impact assessment statement. The assessor worked out the
Environmental Impact Assessment Statement of Wuhan Urban Traffic Project
(Phase II) with the World Bank Loan according to the relevant environmental
regulations and technical criteria and based on analysis of the research and the
monitoring. Herein, we give thanks to the leaders, the departments and all the staff
members who have given great help during the workout of the Statement.

Wuhan Municipal Traffic Project (Phase II) with World Bank Loan falls into
the following 4 sub-projects according to the different management and
enforcement bodies as the followings:public traffic priority corridors improvement
sub-project;road safety sub-project;road perfection;organization development and
capacity building sub-project.
Public traffic priority corridors improvement sub-project will set up five bus-
only lanes and three bus depots, including one bus junction station, two bus
initial/terminal stations and one interchange junction station. Meanwhile, the
project will set up forty bus bays along the road, matching road perfection

environmental protection measures to relieve or eliminate the adverse effect, the

The EMP for Public traffic priority corridors improvement sub-project shall
give the specification in such contents as environment releasing measures,
environment management ,environment supervising and environment monitoring,
which shall be the guidance document to implement these acitivities. Its functions
are as follows:
(1) Definiting the environmental releasing measures of affecting the
objectives.
Project Management Office for Utilizing Foreign Investment of Wuhan
Municipality, environmental impact assessment organization and design
organization specifically review and verify the affected objective at site as well as
propose the effective environmental releasing measures to collect it into the project
design.
(2) Providing the guidance document on environmental management and
monitoring
After the EMP is reviewed by the World Bank, it shall be served as
environmental protection document to be provided for the construction supervising
organization, environment monitoring organization and other relevant
organizations in construction and operation period.
(3) Definiting the responsibilities and functions of related organizations
The responsibilities and functions of related functional departments and
management authorities should be definited, and the communication channels and
modes should be proposed.
(4) Proposing the environmental monitoring plan in the period of construction

and operation.
In order to ensure the effective implementation of environment releasing
measures and earlier treat the unforeseen or abrupt environmental issues, this EMP
proposes the environmental monitoring plan in the period of construction and
operation.

(2)Office of public traffic subitems
Responsibilities: taking charge of such construction and management works
as preliminary design,inviting and submitting bids, construction
organization,contract manmagement and quality control, arranging 1 special
management personnel.
Principle of organization management: the Public traffic priority corridors
improvement sub-project for Wuhan City shall strictly conform to the related
domestic law and regulations and the construction procedure of the infrastructural
construction project and related requirement of World Bank to execute the
standardized management and ensure the smooth implementation of the works.
①Office of public traffic subitems preferentially select such organizations as
design,goods supply, construction and supervising,for the individual minor works
and a small quantity of material purchasing the contracted mode shall be adopted
to determine the construction organization and goods supply organization. The
necessary qualification review should be exeuted for the selection of the
construction organization for the works.
②Such organizations as design, goods supply,construction and supervising
should fulfill the necessary law procedure with the legal entity of this project and
undertake the corresponding responsibility for breach of the contract.
(3)The contracting organization for the construction
Responsibilities: The contracting organization for the construction should
organize the construction in accordance with the requirement of works contract
and various environmental protection laws prepared by state and local

governments, and the civilized construction and environmental protection shall be
conducted according to the various environmental measures and suggestions of
environment assessment report,in addition,Wuhan Environmental Monitoring
Station shall be entrusted to carry out the environmental supervising work during
the construction.
The contracting organization for the construction should arrange 1 special
(part-time) environment management personnel in various conctruction sites
responsible for the site control and management,especially for high noise.The
construction time for the high vibration construction equipment should be strictly
controlled.
(4)Project environmental supervising
Project environmental supervising shall be undertaken by the project
supervising organization, 1 environmental engineer at least should be served as
for each sunitem, whose specific responsibilities are:
① Monitoring and inspecting the production and domestic sewage treatment
and the control measures for wasted gas,dust and noise as well as the
environmental protection work in the immigrant settlement district;
② Observing the influence on the periphery crowds due to construction and
determining whether the additional protective measures should be adopted or not.
③ Proposing the solution proposal to the construction contarctor on
environmental protection in the construction and preparing the monthly report of
environmental supervising.
(5)Wuhan Environment Monitoring Station
Responsibilities: regularly or irregularly monitoring the environmental
monitoring index of water,air and sound in the project construction area and
influence area as well as during operation and submitting the environmental
monitoring report to the Project Management Office of Wuhan City.

Environment supervising organization for the road improvement subitem of
Wuhan Municipal Traffic Project(Phase II) World Bank Loan is composed of
Project Management Office for Utilizing Foreign Investment Of Wuhan
Municipality, Bureau of Environmental Protection of Wuhan Municipality and
Bureau of Environmental Protection of Hubei Province, the phase implementation
shall be made by the supervising organization:
(1) Feasibility study phase and preliminary design phase
① Project Management Office for Utilizing Foreign Investment of Wuhan
Municipality is responsible for the environmental protection and environment
influence report compilation.
② Bureau of Environmental Protection of Hubei Province is completely
responsible for the environmental management of the project, reviewing the
environment influence report and guiding the Bureau of Environmental Protection
of Wuhan Municipality to fufill each regulation as well as as-built acceptance of
environmental protection facilities.
Bureau of Environmental Protection of Wuhan Municipality monitors and
manages the environmental protection of road improvement subitem, organizes
and coordinates the environmental protection service of road improvement
subitem and monitors the implementation of environment action plan as well as
takes charge of the as-built acceptance of environmental protection facilities.
(2) Construction stage: it is taken charge by the project management office
and Bureau of Environmental Protection of Hubei Province. Bureau of
Environmental Protection of Wuhan Municipality accepts the work guidance from
Bureau of Environmental Protection of Hubei Province, the supervising
construction organization implements the environment action plan and execute the
regulation and standard of related environment management; properly

coordinating environmental protection work among each departments; being
responsible for the construction,as-built acceptance and inspection of operation as
well as supervising management of the project environment protection facilities.
The specific responsibilities are:
① In accordance with the related state construction management rules and
operation specification, combined with the pollution prevention measures
proposed in the specific construction plan and environment assessment report of
the road works, the pertinent environmental management methods and detailed
environmental protection management plan should be prepared, especially for the
training on environment knowledge and environment monitoring to the project
contractor and environment engineer.
② Regularly inspecting the construction site, monitoring the execution
condition of environment management methods for the construction organization
and promptly holding down and rectifying the construction actions not
conforming to the management methods.
③Investigating and handling the disturbing residents and pollution issues
produced in construction.
(3) Operation phase
The supervision shall be made by Bureau of Environmental Protection of
Hubei Province,Bureau of Environmental Protection of Wuhan Municipality and
the project competent department. The project competent department shall be
responsible for executing the environmental protection measures proposed in the
environmental protection regulation and standard and environment assessment
report during the operation and reporting the exeution conditions of
environmental protection regulation and standard as well as measures.

In order to effectively control the environmental pollution during the project
construction,not only the construction quality and progress of the works but also
the civilization degree of the project and the implementation condition of the

releasing measures for the environment influence and the contract provisions on
environmental protection should be monitored and inspected.
(1) When carrying out the ovrall contract construction, the construction
organization should list the environmental protection measures into the contract
document, requiring the strict fulfilling of the construction organization and
execution of penalty rules.
(2) The construction organization should organize the construction
conforming to the requirement of project contract and the various regulation on
environmental protection and environmental health prepared by the state and local
governments, and in accordance with various environmental protection measures
and suggestions proposed in the environmental assessment report, the civilized
construction and environmental protection shall be made.
(3) The works supervision organization shall be entrusted to arrange a special
environmental protection engineer to monitor the construction organization and
implement the various environmental protection measures during the construction.
(4) The construction organization should arrange special ( part-time)
environmental management personnel at the construction site to be responsible for
the site control and management of various polluted source.The construction time
should be strictly controlled especially for the construction facilities with high
noise and high vibration.
(5) Properly carrying out the popularization. Due to the limit of technology
condition and construction environment, even if the corresponding control
measures is adopted, the environmental pollution arising from the construction
still can’t be avoided. Therefore, the proper popularization to the residents
affected by the Public traffic priority corridors improvement sub-project should be
made to raise the mental bearing capacity of the personnel due to the adverse
impact and get the understanding as well as overcome the temporary difficulty,

(1) Environmental monitoring report during the construction
The construction period of the Public traffic priority corridors improvement
sub-project is about 2 years, based on the requirement of environmental
management regulation of related construction project for our country and the
business policy of World Bank, the environmental monitoring department should
respectively compile Phase Environmental Monitoring Report ( 2 times every
year) so that the environmental protection department can ensure all the
environmental protection measures to be implemented according to the relevant
requirement of the approved environmental monitoring plan to control the adverse
influence in the project plan.
Phase Environmental Monitoring Report shall cover: establishment of
environmental management organization, the progress condition of the project,
main content and method of the construction,produced environmental influence
and measures to release the influence as well as the implementation condition of
the measures, if necessary, the content of the resident complaint and solution
condition should be included. Bedides the above monitoring report, the
construction organization should also compile the daily and monthly report itself
and submit it to the upper competent authority and local environmental protection
department.
(2) Environmental monitoring report during the operation
After the proposed project is put into operation, the regular compilation with
Environmental Monitoring Report( once every year) shall be made by the
environmental monitoring organization. Its main content shall include:
establishment of environmental management organization and the operation
condition of the project, implementation condition of the review suggestions on

preliminiary report for the environmental protection department, monitoring
rules(including time, frequency, position, applied instrument and equipment and
applicable standard), statistical analysis result of the monitoring data and
proposed pollution prevention measures.
The environmental monitoring report compiled by the environmental
monitoring department should be submitted to the Project management office for
utilizing foreign investment of Wuhan Municipality, after that, the Project
Management Office for Utilizing Foreign Investment of Wuhan Municipality shall
submit it to the World Bank, Bureau of Environmental Protection for Wuhan City
and Bureau of Environmental Protection for Hubei Province and report the
implemementation condition of the environmental protection measures to the
environmental protection expert group of World Bank and Bureau of
Environmental Protection for Wuhan City and Bureau of Environmental
Protection for Hubei Province.

Since the main environmental influence of this project takes place during the
construction, as so far as the environmental management, it is necessary to entrust
the qualified environmental monitoring organization to supervise the
environmental pollution during the construction, the project environmental
supervision shall be undertaken together, the main plan of the environmental
supervision refers to table 5-1.

1.During the construction of the project, balanceof earthwork shall be made as possible, and theconstruction project should be executed step bystep, don’t destroy the surface vegetations in theplace not being disturbed.2.Current road network should be applied aspossible for the material transport in theconstruction site, and the detour road shall not beopened randomly.3.The construction steps should be accelerated,construction in the windy and raining day isstrictly forbidden to reduce the water loss andsoil erosion..4. The removed construction rubbish should bepromptly cleared, and the qualified transportorganization should be entrusted to transport therubbish into the specified dreg backfilling yard.

Based on the project features of the works design, it is emphasis on the proper
prevention work of waste water, waste gas and solids waste to ensure the
discharging after reaching the standard of the pollutant after the completion and
investment of the project; in accordance with the related requirement of As-built
Acceptance Management Regulation for Environmental Protection Facilities of
the Construction Project, the construction organization needs to propose the
application of environmental protection as-built acceptance and prepare the
acceptance monitoring plan, after approved, and carry out the environmental
protection as-built acceptance monitoring. Prior to as-built acceptance, the
necessary data shall include: environmental influence report, environmental
protection as-built acceptance monitoring report, environmental protection
execution report.

In order to fluently and effectively implement this project, the training of
environmental protection knowledge and technology should be made for all the
staffs, especially for the construction personel. Besides explaining the importance
of the proposed works and implementation meaning toward all the staffs, pertinent
training to the staffs in different positions shall be executed according to the
different emphasis, and the specific training with the method of combining with
the domestic one and oversea one shall be adopted accoding to the different
management level and the importance of environmental protection position in
training mode. The specific training plan refers to table 7-1.
