“Death by Powerpoint”

• This set of slides is the core material not only for my training on how to develop winning Horizon 2020 grant applications but it serves also the purpose of a manual for consulting it and applying its step-by-step practices, tools, examples and tips EVERYTIME you are involved in the development of an Horizon 2020 SwafS proposal. No matter, if you are a novice or an expert in developing H2020 SwafS proposals, I strongly recommend you to follow slide per slide its instructions for getting all the help and support you need for success in Horizon 2020.

• This is the reason of the large number of slides, i.e. to have a detailed manual to consult consistently in the H2020 SwafS proposal development cycle as a compass AFTER THE TRAINING and not to experience the death by powerpoint incident!

• I normally run all my courses by using the flipchart for writing notes and having hands on practice but this would take us a week for such a course which is great if you can invest that time but if not, then we have to compromise with powerpoint slides.

• However, even so, I guarantee to you an exciting journey, so welcome on board!

2. Intelligence on making your profile and expertise to stand-out

• First you check whether someone in your network can introduce you to them

• If not, you send a pitching email and invite them for a skype/phone meeting

• Then you always follow-up by phone to check whether they are involved in any proposal preparation and ensure that they have received and read your email and arrange a skype/phone meeting for discussing more details

2. Intelligence on the pitching emailA pitching email that stands out should

• avoid having attachments (e.g. your profile)

• Should be one page long max

• Should not focus only on any expertise you have but most importantly on other added values that stand-out, e.g.

• EC encourages the participation of organisation from third countries in SwafS call and especially from Tunisia (see Tunisia in H2020 support programme funded by EC)

• Use the intelligence highlighted to show that you know what you are talking about (e.g. the familiarisation with a) other related projects, b) aware of the key contacts or already in contact with some of them, c) familiar with the key documents

• A high-profile expert (Nikolaos Floratos ☺) has been assigned from the EU programme to advice on any SwafS proposal that a tunisian organisation is involved

• Close links with policy makers (e.g. ministries, etc) to be involved as indirect partners and provide a letter of support or/and become members of the advisory board

• Willingness and capacity to contribute with high value content and bring on board also high profile potential partners

• Highlight that Tunisia is the only H2020 gateway for the other markets and countries in Africa

• In case, you are coordinanating an H2020 proposal use it also as a passport for being invited as partner in other proposals.

ID: SwafS-09-2018-2019-2020- The Specific ChallengeGender equality is a key priority set with the Member States and Associated countries in the European Research Area. Research funding and performing organisations, including universities, are invited to implement institutional change through Gender Equality Plans (GEPs). The Council conclusions of 1 December 2015 acknowledged the contribution of gender equality to the quality of research and innovation. It reaffirmed the need for sustainable cultural and institutional change along the three following objectives:

• Removing barriers to the recruitment, retention and career progression of women researchers;

• Addressing gender imbalances in decision making processes;

• Integrating the gender dimension in research and innovation content.

The GEAR tool developed by the European Commission and EIGE regrouped the state of the art knowledge and practices on institutional change and provided a step-by-step guide on how to set up and implement GEPs.

www.horizon2020.tn

ID: SwafS-09-2018-2019-2020- The ScopeThe action should focus on implementing Gender Equality Plans (GEPs) in research funding organisations and research performing organisations including universities, as "drivers" for systemic institutional changes. The GEPs should be developed using a coherent approach, referring to the GEAR tool step-by-step guide. The proposed GEPs structure will include at least the following:

• Conduct assessment / audit of procedures and practices with relevant data to identify gender bias at organisation level;

• Implement effective actions to be developed over time, according to the identified bias;

• Set targets and monitor progress via indicators at organisation level.

The proposals will explain the planned GEPs in the context of existing national provisions and national action plans and strategies (legislation, specific incentives, etc.) relating to gender equality in research and innovation. In 2020 they will also indicate to which extent they strengthen and/or complement national frameworks. The proposal should also explain previous steps taken by the organisation regarding gender equality.

The proposal will provide proof of long term commitment in the implementation of GEPs from their highest management level. The role of middle management and relevant departments of the partner organisations in the implementation of the GEPs should be described.

The proposals will include a methodology for impartially evaluating the progress made on the impact the gender equality plans had on structural change throughout the duration of the project. A specific work package(s) and deliverable(s) should be introduced in the proposal for this purpose.

Special emphasis will be placed on the sustainability of the GEPs to be implemented and on project follow-up initiatives.

In 2020 a further focus will be on impact at national level. It is therefore recommended the participation of national authorities as part of the projects' advisory structures.

The allocation of resources within the consortium will focus on the implementation of GEPs in the partner organisations. These partner organisationsmust be at a starting/initial stage in the setting-up and implementation of gender equality plans. Proposals should allocate the majority of funding to setting-up and implementing GEPS. The proposal will explain the role of partners not implementing GEPs and their specific contribution in line with the text and requirements of the topic.

Participation of professional associations in the consortium is recommended.

In 2020 other actors such as scientific publishers should also be considered, Furthermore special attention should be given to GEP-implementing organisations from countries for which the implementation of ERA Priority 4 (gender equality and gender mainstreaming in research) has shown slower progress as shown in the ERA Progress Report 2018.© Nikolaos Floratos, Fundingexpert.academy

ID: SwafS-09-2018-2019-2020 – Expected Impacts

The proposed action will contribute to increasing the number of research organisations and higher education establishments implementing gender equality plans. The individual implemented GEPs should be shared on the GEAR tool[4].

The expected impacts are:

• Increase in the participation of women in research and innovation and improvement of their careers prospects;

• Improvement of gender balance in decision-making bodies in research organisations;

• Inclusion, where relevant, of the gender dimension in research content and increase in the quality and societal relevance of produced knowledge, technologies and innovations.

In the medium to long term, the implementation of Gender Equality Plans will contribute to the achievement of the ERA.

I.dea proposedOur project aims to implement a number of Gender Equality Plans (GEPs) based on GEAR-tools. The goal is to advance the application and evaluation of equality measures in universities with the support of non-university entities that favor such measures. The GEPs will pursue the recognition and promotion of the research career of women, their incorporation in decision-making positions, and the promotion of a culture of equality in organizations.

Tip! In some cases, we have expected impacts grouped as

• Short-term (Rule of thumb (RoT): 0-1 years after the project)

• Mid-term (RoT: 1-3 years after the project)

• Long-term (RoT: 3-5 years after the project)

Since the expected impacts mainly take place after the end of the project, during the project duration and also in the proposal, we need to show some evidence in small scale that all three expected impacts will be achieved after the project

SwafS-9-2018-2019-2020 - The Scope (Refocused)Scope: The action should focus on implementing Gender Equality Plans (GEPs) in research funding organisations and research performing organisations including universities, as "drivers" for systemic institutional changes. The GEPs should be developed using a coherent approach, referring to the GEAR tool step-by-step guide. The proposed GEPs structure will include at least the following:

• Conduct assessment / audit of procedures and practices with relevant data to identify gender bias at organisationlevel;

• Implement effective actions to be developed over time, according to the identified bias;

We focus on action verbs and their objects

Follow-up: Engaging Key-Actors in your proposal

Essential Steps:

1. Identify the missing expertise you need based on the Proposal Summary/Scope analysis

2. Shortlist previously funded projects and actors in the same area under the same theme(Check SwafS calls intelligence mind map)

3. Explore the contact details of the coordinator(s)/key actors by looking at their project website, lindedin, google (E.g. [Name, email, organisation, or @organisationdomainname

4. Based on the above, prepare a letter/email to highlight the high value of your proposal and why you believe that organization will play a key role in your project

5. Do not forget to express also your willingness to get involved in other initiatives that they may be involved (check the slide on pitching email as partner)

6. Seek mainly for a skype meeting and NOT for a direct yes/no response

7. Identify events that you need to attend for promoting your proposal

8. Further to the proposal idea, you provide them also the proposal summary but without the references.

Proposal Structure to be evaluated

• Administrative Data

• Specific Structure

• Eligibility Evaluation

• Done internally by European Commission/Funding Authority

Part A

• Technical Description of the approach

• Limited in size (characters, words or pages)

• Specific Structure

• Evaluated by external experts

• Only eligible proposal are evaluated

• Quality evaluation based on specific evaluation criteria

Part B

• Annex as optional

• Anything that could add reliability and referenced in Part B

• Examples: Letters of Support, Certificates, Recognition of achievements, Lists of publications

Part C

Checked for Eligibility by

EC

Both parts are evaluated by EC experts

based on specific criteria

Evaluation Process

1. Individual Evaluation

• 3 experts mark and comment on the proposal quality on their own

• o/p:3 Evaluation Forms

• Estimated time: 1.5 hours – 0.5 day

• Mainly remotely

2. Consensus Meeting

• The 3 experts, the EC officer and 1 expert

• Aim to agree on common marks and comments

• Mainly with physical presence duration 1.5h

• O/p: One evaluation summary report agreed by the 3 experts

• N.B.: If no agreement, two more experts involved in step 1 and all participate in step 2

3. Panel Meeting

• All/representation of experts, EC officers, head of unit

• Decide on the final ranking of all proposals based on the marks and comments from the consensus meetings

• Need to read in advance ESRs and proposal content of ones in the border to be funded or not

• 0/p: Final ranking of all proposals

Interpretation of the scores

0

• The proposal fails to address the criterion or cannot be assessed due to missing or incomplete information (very rare)

1

• Poor. The criterion is inadequately addressed, or there are serious inherent weaknesses

3

• Fair. The proposal broadly addresses the criterion, but there are significant weaknesses

4

• Very Good. The proposal addresses the criterion very well, but a small number of shortcomings are present

5

• Excellent. The proposal successfully addresses all relevant aspects of the criterion. Any shortcomings are minor

NB: Each of the 3 criteria can receive a mark from 0 to 5 and half marks are allowed. The threshold for individual criteria is 3. The overall threshold, applying to the sum of the three individual scores, is 10. However, in practice accepted Horizon 2020 proposals have around 14or above total mark!© Nikolaos Floratos, Fundingexpert.academy

Interesting/Inspiring• Avoid passive voice

• Avoid weak words that show hesitation such as … the project may achieve…

• Show confidence such as … the project expects to/will achieve …

• Avoid incremental objectives such as “… to improve current..”

• Imagine the proposal as a script of a story• Apply the VPS or PSV storyline

• Villain: A key problem

• Victim: Key target groups

• Hero: the project

• Make it more personal!

Encapsulate/AbstractAbstract is the first thing most of evaluators read. It is limited in words and formatics. Hence, concise and impressive based on key information (Answer the 4 Whys):

1. Why this project? (i.e. Apply the PSV)

2. Why now? (why it is urgent to deal now and not in some years from now)

3. Why you? (Why this consortium)

4. Why in this way? (why with with this methodology/approach)

Avoid copy and paste from the proposal section!!

The power of “Cognitive Ease”When you are in a state of cognitive ease, you are probably in a good mood, like what you see, believe what you hear, trust your intuitions, and feel that the current situation is comfortably familiar. You are also likely to be relatively casual and superficial in your thinking. When you feel strained, you are more likely to be vigilant and suspicious, invest more effort in what you are doing, feel less comfortable, and make fewer errors, but you also are less intuitive and less creative than usual.

2. Add bullets/tables on what has to be written under each subheading

3. Assign person(s) to elaborate further on their assigned subsections
