The purpose of this document is to record the risks and mitigation steps associated with a Cross Country running race called the Doynton Hard Half Marathon which EGRC intend to stage on 24th January 2016. This document will serve as part of the necessary documentation which is submitted with a race permit application which EGRC will make to the Association of Running Clubs (ARC). This document will serve as indication to landowners whose land forms part of the intended route that EGRC are taking the necessary steps to ensure that the race is staged in a safe, low risk manner. This document will act as a means of communicating the necessary details required by the relevant local medical and emergency services. A reference to this document will be included on the public web site www.doyntonhardhalfmarathon.co.uk advising that an electronic copy will be provided to those runners, potential runners, landowners, or other interested parties who request it in order that they can understand the risks associated with the race. The version supplied in response to such requests will be a depersonalised version which does not contain personal data of landowners and other individuals. The name of the event is The Doynton Hard Half Marathon 2016.
The event is a running race of approximately half marathon distance (13.1 miles). The race takes
place on mixed terrain and includes sections of road, gravel, grass, mud, and water. The majority
(approximately 12.5 miles) of the course is off road and utilizes footpaths, bridle paths, permissive
paths, and other public rights of way. There are some short road sections which are specifically
referenced in the marshal / signage plan in section 8. The event is intended to be a challenging cross
country race for experienced runners who are looking for a new running challenge.
The race organiser will apply for a race permit with The Association of Running Clubs (ARC) and the
race will be staged within the rules laid out by the ARC race rules for road, cross-country, and trail
running events. These can be found at the ARC web site at http://www.runningclubs.org.uk/.
EGRC intend to create a highly professional race with race chip timing, on-line booking, good
facilities (including refreshments and toilets), and clear, professional marshalling.
The location of both the start and finish of the race is Doynton Village Hall car park, Toghill Lane,
Doynton, Bristol BS30 5SY. Doynton Village Hall will also serve as the race HQ and baggage area. A
separate car parking area is located in a field opposite the junction between Doynton Lane and
Woodmead Lane Field and is marked with the letters CP in the map in appendices B and C.
Toilet and changing facilities at Doynton Cricket Club, Toghill Lane, Doynton will also form part of the
event facilities. The cricket club can be accessed by a pedestrian-only footpath which is a 3-4 minute
walk from race HQ.
The race takes place within approximately a 3 kilometre mile radius of the centre of Doynton village
and the route takes runners close to neighbouring villages Dyrham, Pucklechurch, and Wick. Aerial
view and OS maps of the route are included in appendices B and C.
The race will take place on 24th January 2016 and will commence promptly at 11:00 am, with race
number collection facilities open at race HQ from 9am. A race cut off time of three and a half hours
is in place and the race will close at 2:30pm. Race officials will be present at Race HQ until 7pm.

The promoting club is Emersons Green Running Club. The running club members meet at Changing
room 4, Pomphrey Hill Pavilion, Emersons Green, BS16 9NF on Monday and Thursday evenings at
7pm. More information about the club can be found at the club web site:

The race director and EGRC secretary is Pete Blanchard. His address is 19 Christchurch Avenue,
Downend, Bristol BS16 5TG and he can be contacted on 0117 9565458.
The safety / emergency co-ordinator and EGRC Chairman is Neil Newman. His address is 38 Church
Farm Road, Emersons Green, Bristol, BS16 7BF and he can be contacted on 07733 101593.
The first aid provider is St John Ambulance who will provide 2 X first aiders, one off-road ambulance,
and two transport attendant members. A copy of the quotation and terms of the cover provided is
included in Appendix H.
The name and address of the race referee is to be confirmed. Version 1.4 of this document contains
the details required to satisfy the local authority safety advisory group, and emergency service. The
name and contact details of the race referee will be included in a later version which is sent to the
ARC with the race permit application.
The Race Referee and Event Organizer have the right to cancel the event if the need arises, for
example due to adverse weather conditions on race day, or a local incident that prevents access to
Doynton Village. In such circumstances, all proceeds less event costs incurred will be donated to a
charity or good cause selected by the EGRC committee.
If the event is cancelled due to insufficient numbers of participants or the necessary volunteers
required in order to make the event financially viable and operate with ARC rules, then the Event
Organiser has the right to cancel the event in which case event fees will be returned to all
participants.

Many areas of risk are inherent with an event of this nature and the race organiser has taken steps
to reduce each identified risk to as low a rating as is practically possible. This section serves to
summarise the types of risk identified and their mitigation, and section 8 contains a route / signage
plan which provides specific details about risk management at the different route waypoints.
Terrain
The route takes place on varied terrain, ranging from very soft mud to tarmac, and includes sections
of less stable ground such as stone covered trail paths.
A description of the nature of the terrain will be included on the event web site
www.doyntonhardhalfmarathon.co.uk with advice that runners should take appropriate care and
wear suitable mixed terrain footwear. This detail will be repeated at the pre-race runners briefing.
Obstacles
The route includes both natural obstacles, such as river crossings, and some in-situ (not specifically
created for this event) man-made obstacles, such as stiles, kissing gates, and piles of earth and/or
gravel. No man-made obstacles have been created for the event and any such obstacles are those
which already feature as part of the public right of way.
A notice that such obstacles exist will be included on the event web site
www.doyntonhardhalfmarathon.co.uk with advice that runners should take appropriate care when
navigating them. Where there is significant risk, signs will be in place to issue the appropriate
warning to runners, and / or marshals will be placed to issue verbal advice. This detail will be
repeated at the pre-race runners briefing.
The route will be checked in the weeks leading up to the event, including on race day. Any newly
identified obstacles will be removed where possible, or the route adjusted if required.
Debris and blockages
The race route includes sections of terrain that are susceptible to debris and blockages, for example
if high winds in the days leading up to the race cause branches to fall onto the route.

Livestock
Approximately 12.5 miles of the route utilizes public rights of way and footpaths. Some fields that
are crossed by the route are known to be used by landowners for grazing of livestock for many parts
of the year.
The race takes place in January 2016 when livestock is traditionally moved to indoor locations,
however some landowners may choose to continue to use land used by the route for livestock
grazing throughout the winter months, including the proposed race day.
The race organiser has met all landowners whose land falls within the race route to provide them
with the opportunity to select an alternative route which is more sensitive to the individual needs of
each one. A letter describing plans agreed has been sent to each landowner and that letter
references this risk assessment ad includes details on how to acquire a copy form the Event web site
www.doyntonhardhalfmarathon.co.uk.
There can be no guarantee that runners will not encounter livestock but the approach of consulting
each landowner ensures that an approved route through land is taken.

with warnings that they must keep within the areas marked. This detail will be repeated at the pre-
race runners briefing.
Improper use of Footpaths
In order to protect landowner property, runners will be instructed to run on, or within half a metre
of, the marked race route. The race starts with a 1 mile uphill tapering section in order that the race
pack will thin out to single file as soon as possible, therefore encouraging single file use of all
footpaths.

runners briefing.
Road vehicles using route
The race route is mostly (approximately 12.5 miles) off-road and the roads used are infrequently
used country lanes. Roads will not be closed for this event and marshals will be placed at all parts of
the route where runners meet or cross a road. Runners will be made aware at the pre-race briefing
that roads form part of the route and that they must listen to and obey the wishes of marshals at all
times. This detail will also be included on the Event web site www.doyntonhardhalfmarathon.co.uk.

Other people using route
The race takes place on public rights of way and other people will be able to use the route during the
race. Runners will be advised at the pre-race briefing that the route is not closed to non-runners and
will be instructed to be respectful to other users of the public rights of way. This detail will also be
included on the Event web site www.doyntonhardhalfmarathon.co.uk.
Injury and Illness
Runners will be asked at the pre-race briefing to stop and assist anyone who is injured or becomes
unwell and / or to alert the next marshal they encounter if they witness an injury or other medical
incident. This advice will also be included on the event web site
www.doyntonhardhalfmarathon.co.uk.
Marshals will be able to access the safety / emergency co-ordinator and race director by mobile
telephone (see also section 6.4.4 which describes how mobile phone signals will be checked).
Marshals at remote positions will be appointed from a pool of experienced runners who could run to
HQ to alert medical services or event officials if necessary. Those marshals who have a first aid
qualification will be identified and placed in equally spaced positions around the course.
Marshals will carry a minimum of one foil blanket each to aid injured or unwell runners / marshals,
or runners / marshals suffering from the cold conditions.
Slow progress
Two checkpoints (one each at the end of section 1 and end of section 2) will exist to allow race
officials to check progress of runners around the course. Runners who are progressing at a speed
slower than 15 minute miles will be directed by marshals back to race HQ. This is to restrict the
amount of time that marshals need to be at their designated stations. This information will be clearly
explained at the pre-race briefing and will also be included on the event web site
www.doyntonhardhalfmarathon.co.uk.
The two checkpoints are:
- End of section 1 - entrance to Churchyard off of Church Road (after 5 miles) - End of section 2 - entrance to ‘Electric Avenue’ off of Doynton High Street (after 9 miles)
Exposure
The event will take place during a time of year that typically brings cold weather. The risks and
mitigation described in section 6.3.1 apply to runners who are overcome with exposure to the cold
weather conditions.

Middle / Tail runners & route sweep
One middle and one tail runner will run with race participants to help identify, and respond to, any
incidents or issues with the route, marshals, or runners. These runners will carry a mobile phone and
will have access to race officials and the medical providers.
A final sweep of the route will take place after the event is closed to collect any signage and litter,
and to assess any damage. Any damage will be reported to the race director and any landowners
advised as applicable.
Exposure
The event will take place during a time of year that typically brings cold weather. The risks and
mitigation described in section 6.3.1 apply to marshals who are overcome with exposure to the cold
weather conditions.
Each marshal will be offered a packed lunch containing some basic provisions including a drink and
will be advised to carry a hot flask and to wear clothes that are suitable for the prevailing weather
conditions.
Marshals from the running community who are known to be fit and healthy will be placed in the
more remote locations.
Positioning
In order to ensure that marshals assume the correct marshal position, a map of the route will be
given to each marshal with their marshal position clearly identified. A photograph of the marshal
position, and the view ahead and behind will be issued to each marshal. Some marshals will assume
more than one marshal position and clear directions from and to each position will be provided.
For ease of reference, the route has been divided into approximately 50 individually named areas
and each marshal position will be identified by race section number (1, 2, or 3), area name, and a
description of the position within that area.
Training
Marshal briefings will commence many weeks before the race. Three lead marshals will be
appointed, one for each section of the race, and each of the lead marshals will be given a walking
tour of their section by other race officials that are familiar with the route. The lead marshals will
provide their marshalling team with details of their positions and the route, and each marshal will be
required to demonstrate that they are clear about their marshal locations and how to move
between assigned positions and back to race HQ.

Marshals will be required to sign an arrival and departure register at race HQ in order that their
whereabouts is known and to ensure that all are known to have safely returned from their positions
on the race route.
Mobile Phones
A mobile phone coverage map will be provided showing the coverage of popular service providers at
all marshal points. If necessary, placement of marshals will be determined according to their mobile
phone provider to ensure that each marshal is able to contact the race officials and medical
providers.
Venue Cancellation
In the event that the event venue is cancelled, race HQ will be moved to Doynton cricket club. All
race participants will be advised by social media, email, and signage and marshals on race day.
Fire
The fire regulations in place at Doynton village hall require that the number of people present inside
the hall at any time is limited in number to 120. This is a natural limit for the hall and it becomes
overcrowded with this number of people.
A race official will be present inside the village hall at all times and all race HQ officials will be briefed
with the fire, safety, and other hiring regulations relating to the village hall.
Overcrowding
If participant numbers warrant, a marquee will be provided and erected in the grounds to the rear of
the village hall. Should the venue village hall become uncomfortably crowded, participants will be
directed by an HQ official to the marquee to the rear of the Village hall or car park to the front of the
village hall.
First aid cover for the race will be provided by St John Ambulance Services who will attend with an off-road ambulance. They will be provided with:

Information about marshal positions
A list of all race competitors and their emergency contact details
An emergency access plan showing the closest road access points for all parts of the route
The Emergency Planning Officer for Great Western Ambulance Service has been advised that the race is taking place. He has also been supplied with a copy of this risk assessment.

The weather forecast will be regularly checked in the weeks leading up to the race, and on race day.
Risks concerning extreme cold, likelihood of lightning, high winds, or snow cover will be considered
and if necessary the event will be cancelled after consultation with the relevant emergency services.

Lack of runners
In the event of lack of runners, the event will be cancelled and the cancellation policy described in
section 5.10 applied.

Timing System failure
Chip timing for this race will be provided by FullOnSport. In the event of a chip timing system failure,
FullOnSport provide a video backup which is used to determine finishing times.
All information regarding this event has been passed to the South Gloucestershire Council and Avon
and Somerset Police. A record of recipients of this risk assessment is included in section 1.3.

Full details of signage and marshals to be used for the race are detailed in section 8, however the following general marshalling and signage principles will be applied to the race.
Lead Marshals
arrival and departure register
Other tasks unique to the marshal position, such as removing or hold open gates
HQ Officials
HQ officials will occupy specific roles based at race HQ and other parts of the race location. These
roles include:
- Race number allocation
- Car park attendants
- Bag / storage attendants
- General assistants – to direct runners and spectators to different parts of the race village
Pre-race Briefing
The Race Director will issue a pre-race briefing which includes important details about the race. This
will include, but is not restricted to, details about the route, safety, consideration to the countryside
and others, and any last minute changes.
‘Hi-vis’ clothing
All marshals will wear ‘hi-vis’ clothing to ensure they can be seen and can be identified as race
officials.
Referee
An independent referee will be appointed to oversee a fair and safe competition under ARC rules.

Doynton village approach road signage
A “CAUTION RUNNERS” sign will be displayed 50 Yards away from the race route where the route
crosses or utilises a road, on the approach from all directions on the road.
Car park signs
The car park will be clearly signposted with ‘CAR PARK’ signs from all the roads leading into Doynton
village.
HQ signs
The race HQ will be clearly signposted with ‘RACE HQ’ signs from all the roads leading into Doynton
village and from the car park.
Directional signs
Florescent yellow signs will be used on the route for the benefit of the competitors and other road
users.
Tape Markers
Hi-vis tape will be used to mark some sections where the erection of signage is impractical, for
example in wooded sections.
Distance Markers
The route will have markers at each of miles one to thirteen.
Marshal positions backed up with signs
Each marshal position will be backed up with directional signs to in case the marshal is required to
leave the station, for example is s/he needs to attend to an injured runner.
