The EMCT Master's Degree (Euromediterranean Master in Culture and Tourism)aims to provide students with the necessary knowledge to take decisions relatedto the management of tourism and culture & heritage activities in theMediterranean area. The Master's Degree course is open to anybody with an official universityqualification (degrees and diplomas from foreign countries shall enable theapplicants for the Master to be admitted to postgraduate studies). TheEuromediterranean Master in Culture and Tourism is organized by the Universityof Bari with the international and scientific cooperation of the Community ofMediterranean Universities (CMU), the Jean Monnet Euromediterranean Center ofExcellence and the support of the EMUNI Foundation (the second edition hasbeen realized with the financial aid of the C.I.R.C.E.O.S.). Its goal is toovercome boundaries and differences, as well as build a mutual understandingamong Euro-Mediterranean countries; to create an academic partnership ofhigher education and research institutions by developing a network ofspecialized postgraduate study programmes among Euro-Mediterraneanuniversities. International comparability will be ensured with respect to credits,courses, as well as scientific and professional qualifications. As for the fields ofstudy, special emphasis will be given to topics related to the Euro-Mediterranean region. The study programmes will be taught out by professorscoming from different networks (CMU-Jean Monnet Euromediterranean

Total of 1.500 hours corresponding to the total of 60 ECtS

The EMCT Master's degree dissertation consists in a research or in a professionally-based assignment related to one of the programme's courses and modules in which thestudents shall demonstrate the knowledge they have acquired.

Courses are in English/French. Optionally, some subjects may be taught also in Ita-lian.

The Rector maintains his position for 3 years and it is possible to re-electhim once more. The Academic Senate governs the development of the University and oversees itsteaching and research activities. 3.2 Setting the fundamental programme goals and general and subject-specific competences

3.2.a Fundamental programme goals“Learning from the past, looking at the present, moving into the future”. This is the motto of the Euromediterranean Master in Culture and Tourism whichdevelops a network of specialised postgraduate study programme among Euro-Mediterranean universities. The EMCT degree aims to promote - through anintercultural approach to the frameworks of sustainability and competitiveness -advanced knowledge in Euromediterranean studies, Rural Geography & TouristicRegions in Europe, Cultures, Languages, Tourism Law & EU Policy, Heritage, ICT,Religions, History and Human Rights. International comparability is ensured withrespect to credits, courses, as well as scientific and professional qualifications ofspecialised study programme among Euro-Mediterranean universities.3.2.b General competences acquired through the programmeThe Euromediterranean Master in Culture and Tourism degree aims to provide studentswith the necessary knowledge to take decisions related to the management of tourism,culture & heritage activities in the Mediterranean area. 3.6 Conditions for enrolment and selection criteria in case of limitedenrolmentThe EMCT Master's Degree course is open to anybody with an official universityqualification (degrees and diplomas from foreign countries must enable the applicantsfor the Master to be admitted to postgraduate studies). The number of available studentplaces for this programme is 20 (with at least 5 scholarships for students coming fromnon EU Mediterranean countries. If the number of the candidates is more than 20 aselection will be based on previously acquired knowledge (ex. criteria of previous evaluation –mark of bachelor degree) and skills (languages, intercultural approach) including direct discussion,motivation.

3.7 Provisions on the use of criteria for the assessment of knowledge andskills acquired prior to the enrolment into the programmeKnowledge and skills acquired before enrolment in the EMCT study programme from another studyprogramme, the request will be discussed individually by members of Commission establishedaccording to the existing rules of Master’s Office and Academic regulation.

3.8 types of assessmentStudents’ knowledge and skills are assessed by: written exams, oral exams and writingassignments, etc. In the Annex A you can see the final evaluation.

3.9 Provisions on transfers between programmesDifferent Agreements have been established between CMU and University of Maribor, CIRET ofAix-en-Provence,University of Tanta (Egypt), University of Buon Consiglio of Tirana, EMUNI.According to these agreements the candidate can ask for transfer in the EMCT study programmefrom another study programme; the request will be discussed individually by the Commissionresponsible for this matters.

Information on the fulfilled requirements for implementationStaffing requirements for the implementation of the study programme are languages (English andFrench are essential) intercultural approach, flexibility and high motivation to solve difficultiesrelated to visa and bureaucratic problems. the E.M.C.t. - docebo system

The E.M.C.T. implementation of the docebo system (http://www.docebo.org), widelyused by many universities and organizations, provide powerful tools for learningmanagement, sharing and cooperation.

All Docebo software is implemented in accordance with the Ministerial Decree aboutweb sites, as requested by 04/2004 law. (“Stanca” law about Internet accessibility andinformatic instruments). Thanks to this conformity, Docebo software (LearningManagement System, Content Management, Knowledge Management) can be usedalso by people with handicap. Docebo software, during the validation projects, follows both the USA (Section 508)rules and implementation techniques and the guidelines of W3C WCAG 1.0 (Projecte-Europe). Software accessibility is constantly improved by users’ feedbacks.

For example, below are listed some of the used techniques:• XHTML 1.1 code and wai AA validation, plus decrees AAA points.• Double login form: the users can decide if login in “normal mode” or “highaccessibility” mode. In this second case, some not accessible JavaScript functions havebeen disabled. The rest of the code is fully accessible, also for the standard version.

The Platform actually supports 18 languages and can support several didactic models.Including: Blended, Self-Directed, Collaborative and even Social Learning throughChat, Wiki, Forums and 53 other different functions, like:• Scorm 1.2 and 2004 support• Forum, wiki, chat, videoconference (DimDim and Teleskill)• Competence module and HR software interface• Completely customizable report and business intelligence system.

doceboDocebo is a complex software that combines an LMS with collaboration functions(Projects management, Forum, Wiki, Chat, Document Repository, etc…). It is a freeof charge open source software released under the GPL 2.0 (General Public Licence).This kind of licence allows to: – Freely download the software – Edit the software accordingly to specific needs.– Use the software for any purpose (including commercial use).All the modified versions of the software must be released under the same licence asthe original GPL 2.0 release.

open SourceSoftware released with a kind of licence that leaves the source code available to thepublic. This can promote free collaboration between developers allowing a fastimprovement of the final product.

Learning object (Lo)A learning object is a learning unit in digital form intended for e-learning purposes.Examples of LO usable in the Docebo system are:- FAQ- Glossary- HTML page- Files (PDF, Word, etc…)- Links- Survey- SCORM object- Test

CourseIn the Docebo system, a course is made of learning objects and rules for their use bystudents and teachers.

S.C.o.R.M. (Shareable Content object Reference Model)Is a collection of standards and specifications for web-based e-learning objects havingthe characteristics of platform independence, reuse, tracking and cataloguing.

Forum

The forum is the main tool to share opinions and information between users.The Forum is divided into:

Categories: created by the teacher who also decides the visibility to all the users or onlyto certain groups. NOTE: as soon as created, the categories are visible to all the users.

Thread (discussion): discussions posted by the teacher, student, etc... should be replied.

Using the forum, the user can also:

• Upload a file into a thread • Edit the replies • Search discussion • Receive a notification by e-mail when a new discussion is started • Receive a notification by e-mail when a new reply is added to a monitored discussion

Wiki

A wiki is a software that allows users to easily create, edit, and link web pages incooperation. The contents can be freely edited by anyone, but (a) record of all edits isalso kept. The aim of the tool is to share, archive and improve the knowledge in acooperative way.

Only a teacher or an administrator can start a new wiki.

EMUnI

EMUnI University was established with political and academic support on 9 June2008 in Portorož, Slovenia, during the Slovenian presidency of the European UnionCouncil. EMUNI is also one of the priorities of the Union for the Mediterranean andis cofunded by the European Union.The Euro-Mediterranean University (EMUNI University) based in Slovenia is one ofthe six priority areas of the Union for the Mediterranean. It was established asinternational network of universities (141 members from 37 countries in 2010). The mission of University includes: approving the quality of higher education throughthe implementation of postgraduate (master's and doctorate) study and researchprogrammes with a special focus on cultural diversity.EMUNI was awarded Extended Erasmus University Charter in December 2009, thatprovides the general framework for all European cooperation activities, which a highereducation institution may carry out within the ERASMUS programme. It sets outfundamental principles and minimum requirements, which a higher educationinstitution must comply with when implementing its ERASMUS activities.EDUCATIONWith the aim to enhance the cooperation between higher education institutions,contribute to the interculture dialogue, stimulate the mobility of professors and studentsand build a challenging and innovative teaching and learning environment, EMUNIUniversity organises different study activities.STUDy PROGRAMMESOur objective is to create a network of specialised postgraduate study programmesamong Euro-Mediterranean universities. International comparability will be ensuredwith respect to credits, courses, as well as awarded scientific and professional titles. Interms of fields of study, special attention will be given to topics related to the Euro-Mediterranean region. Complete study programmes (or parts of them) will be carriedout at several universities, co-founders of the Euro-Mediterranean University.PROFESSIONAL SCHOOLProfessional school is an opportunity for participants to study issues relevant for theEuro-Mediterranean region, improve knowledge and obtain the official certificate withECTS credits, gain international and intercultural experience, explore cultural andnatural heritage of the region and make new friends. In frame of Professional School2010, Euro-Mediterranean Studies, Public Management and Sustainable Developmentin the Mediterranean and 3rd EMUNI Summer Semester will be organised.DOCTORAL RESEARCH SEMINARSFor the purpose of development of joint degree doctoral study programmes specialdoctoral research seminars are being organised. Groups with a maximum of 10 doctoralstudents and up to 4 professors can thus explore a variety of research fields related tothe Euro-Mediterranean area. During a two-week, intensive stay in Slovenia studentshave the opportunity to elaborate their doctoral theses and write research papers. Inaddition, they can develop an interdisciplinary approach in an interculturalenvironment.TRAINING COURSES, SEMINARSEMUNI offers professional support in the organisation of short seminars in Slovenia.Together with partner institutions, it also develops different training courses performedat EMUNI or partner universities.

EMUNI policy for study programmes

1. Definition of EMUNI study programmes

EMUNI University aims to enhance the cooperation between HE institutions, contributeto the intercultural dialogue, stimulate mobility of students and professors, openlearning and teaching opportunities of the Union for the Mediterranean and contributeto the integration of the EuroMediterranean Higher Education Area.

EMUNI study programmes need to be innovative and creative (variety of teachingmethods), and need to focus on the Union for the Mediterranean Priority Areas.

2. Types of study programmes

Study programmes shall be graduate (master or doctoral level). Master study pro-grammes should include practical training and (research) project work where possible,while doctoral study programmes need to be science oriented.According to the national legislations in different countries, different types of studyprogrammes have to be taken into consideration:

3. General characteristics/organisation of the study programme

Structure of the study programme• Master programmes should be of 120 ECTS (2 years of full-time study) and doctoralprogrammes of 180 ECTS (minimum 3 years of study).

• Courses can be of 5,6,9,10,12 or 15 ECTS.• Modules (2 to 6 courses) should be of 10-30 ECTS.• Study programmes will include the programme/module Euro-MediterraneanStudies (10 ECTS)

• Thesis/research project work is an obligatory element of the programme; it shouldconsist of 30-60 ECTS in master programme and 60 - 90 ECTS in doctoral programme.

Multicultural teaching environment• A minimum of 3 universities from 3 different countries will take part in "conducting"the programme; at least one university needs to be from EU and at least one fromnon-EU country of the Union for the Mediterranean.

• As a rule, each course should involve 2 professors from different universities fromdifferent countries. Also other professors-teaching staff with the references in thefield can be invited as guest professors taking into consideration that professors fromEU countries and non-EU countries of the Union for the Mediterranean are involved.

Multicultural learning environment• The proposed number of vacancies (in one cohort) is from 20 to 30 for masterstudents (minimum 15) and from 10 to 15 for doctoral students (minimum 8).Programmes shall provide multicultural learning environment, students from EUcountries and from non-EU countries (Members of the Union for the Mediterranean)should be involved.

Enrolment conditionsTo register in a 2-year master study programme, the candidates have to fulfil thefollowing requirements:• have the Bachelor degree of at least 180 ECTS or equivalent degree in the study field,• have the Bachelor degree of 240 ECTS or equivalent degree in the study field - in thiscase students could ask for enrolment on the 2nd year,

• a good command of English and/or French will be required.Candidates that graduated from the study programmes that do not meet the criteriamentioned above will need to prove the knowledge through examination.In case of limitation of enrolment, the students will be selected in accordance with thefollowing criteria:• grade point average - 50%• an interview - 50%To register in a 3-year doctoral study programme, the candidates have to fulfil thefollowing requirements:• have the Master degree of at least 300 ECTS or equivalent degree in the study field,• a good command of English and/or French will be required.Candidates that graduated from the study programmes that do not meet the criteriamentioned above will need to prove the knowledge through examination.In case of limitation of enrolment, the students will be selected in accordance with thefollowing criteria:• grade point average and scientific references - 50%• an interview - 50%

4. Implementation of study programmes

General:• A range of teaching methods will be applied, including face-to-face tuition, on-lineinstructions, project work and internship. Programme should be conducted in theform of blended learning (a combination of on-line and face-to-face tuition).

• Different forms of student assessments will be applied (written exams, oral exams,writing assignments, research projects, etc.), a transparent system of assessmentwill be ensured. For students' assessment, the ECTS grading scale will be used.

• Language of implementation: programme shall be implemented in English and/orFrench. EMUNI University will organise English and French language courses.

• Mode of delivery: programmes can be delivered as full time or/and part timeprogrammes.

• Programme needs to involve mobility (mobility should be at the end of the programme).Each student needs to attend courses in at least 1 EU and at least 1 non-EU university(Member of the Union for the Mediterranean). As a rule, the programme/moduleEuroMediterranean studies (10 ECTS) should be delivered in Slovenia.

• EMUNI University will prepare the promotion material and will promote (togetherwith all involved HEI) students' enrolment within the Euro-Mediterranean area andother parts of the world.

a.) "new" EMUNI study programmes:• The programme shall be jointly developed by at least 3 universities.• The programme shall lead to single/double/joint degree.• One university shall be the "responsible" university (co-ordinator).• All universities need to have an active role and each university shall offer 15 - 40 %of the credits necessary for programme implementation.

• The consortium shall commit to common and transparent standards for admission,a common application procedure and a joint student selection process in accordancewith a relevant national legislation in the countries of the participating institutions.

• As a rule, students will be required to attend the compulsory module Euro-Mediterranean Studies (10 ECTS) at EMUNI University in Slovenia.

• Students who will successfully complete their obligations will receive single (EMUNI)or more degrees.

b.) Study programmes, "notified" by EMUNI and accredited by member/partner HEI:• These programmes are implemented by EMUNI University and member University;therefore the students can be enrolled (under the same conditions) at both institutions.

• EMUNI University and partner HEI shall commit to common and transparentstandards for admission, a common application procedure and a joint studentselection process in accordance with a relevant national legislation in the countriesof the participating institutions. CaII/tender for enrolment has to be published at least3 months before the beginning of a new academic year (1st October). Admission tothe programme shall be done no later than by 31 October.

• 25-50% of the programme needs to be conducted in the country of partner HEI• 25-50% of the programme may be done by students at other universities on the basisof the learning agreement between partner HEI and students.

• As a rule, students will be required to attend the compulsory module Euro-Mediterranean Studies (10 ECTS) at EMUNI University in Slovenia.

• Each institution shall issue call/tender for enrolment, enrol students and issue adegree. Students who will successfully complete their obligations (and will beenrolled in 2 institutions) will receive double/two degree/s

c.) EMUNI "label" study programmes:• For these study programmes EMUNI University cannot issue a degree.• Responsible institution shall launch a call/ tender for enrolment, enrol students andissue a degree. University that will issue a degree shall state within the DiplomaSupplement that the programme was delivered in cooperation with EMUNIUniversity.

• The programme shall be delivered at the location of the university that will issue adegree, part of the programme (minimum 3 weeks) shall be delivered at EMUNIUniversity in Slovenia where students will attend the compulsory module Euro-Mediterranean Studies (10 ECTS) or/and other courses/modules, which are part ofthe programme.

• Standards for admission, application procedure and student selection process shallbe in accordance with the relevant national legislation in the country of theresponsible institution.

5. FinancesTuition and registration fee has to cover:– implementation of the programme - cost of teaching staff, material costs,– administration costs (EMUNI University, partner/coordinator and other partnersin consortium),– cost of programme scientific committee,– other related costs.

Estimated costs are 200.000 EUR per programme per yearFor supporting the students, EMUNI scholarship fund will be established. Other fundsthat support mobility have to be used as well (EU project funds, different foundations,government scholarships).

6. Quality assurance• Special attention will be paid to the quality of institutions involved in the consortium.• Academic staff will have to meet high academic standards, according to theappointment criteria adopted by the Senate of EMUNI University and the senate ofpartner university.

• EMUNI University will also strive to recruit diverse and outstanding students. It willpay attention to the level of required students' and professors' languagecompetences.

The following principles will be taken into consideration:• The performance of the appointed teaching staff shall be continuously monitoredthrough indicators such as the student's attendance at lectures, success rate atexaminations and the number of graduates per year. In addition, each teaching staffshall be evaluated through students’ questionnaires, which need to be completedbefore the examination for the course is carried out.

• For each study programme, a scientific committee will be set up. Each involved HEIwill nominate one expert who will monitor the curriculum and academic standards- the programme scientific committee will report to the Senate Commission for QAA.

• Once a year, the Senate shall confirm an annual report of the University Commissionfor QM.

• EMUNI University needs to establish an internationally comparable system ofquality, comprising the self-evaluating procedures as well as external evaluation.

7. Study programmes ACCREDITATION procedures (Slovenia)

"Notification" of study programmes that have "already been accredited" by PartnerUniversity1

• Member higher education institutions submit to EMUNI University studyprogrammes that have "already been accredited" in their county.

• Adoption of the Already Accredited Study Programmes with EMUNI modifications2at the Senate of EMUNI University.

• Positive opinion has to be obtained by Slovenian university which runs a comparablestudy programme.

• Notification/accreditation of the study programme at Quality Assurance Agency forHigher Education of the Republic Slovenia.

• The programme has to enter into the directory of study programmes at the ministryfor HE.

• The decision of enrolment for next academic year.• Implementation of the study programme.

"New" study programmes• The Senate adopts the decision/the need for development of new study programme,defines responsible institution and the academic coordinator of the programme inthe "field".

• The coordinator establishes a consortium according to this EMUNI policy andnominates expert team in agreement with the President of EMUNI University.

• Expert team prepares the expert detailed report and coordinator submits it to theSenate (or to the President).

• In order to obtain independent expert opinions, the Senate (or the president onbehalf of the Senate) nominates 3 experts for evaluating the programme.

• Adoption of the study programme at the Senate of EMUNI University.• Accreditation of the study programme at the recognised national centre forrecognition of HE in the countries of the consortium.

• The programme has to enter into the directory of study programmes at the ministry for HE.• The decision of enrolment for next academic year.• Implementation of the study programme.
