data to the carrier

• Under eManifest, freight forwarders
become an entity under Customs
law
• Import and In-bond consolidations
must be reported in eManifest
• Supplementary reporting remains in
use for FROB shipments (air/marine)
• Primary Cargo Control Number• CCN Issued by the carrier
• Previous Cargo Control Number• CCN that the HBL is consolidated to
• May be the same as the Primary, if consolidated to the carrier’s MBL
• Related Cargo Control Number• A related CCN is referenced in relation to the Previous
• HBL #s in a consolidation are related to the Previous

Pre-Arrival Changes
• Freight Forwarders can submit pre-arrival
changes to eHBLs before cargo has arrives
in Canada
• Cannot change CCN, need to submit
cancelation and new eHBL

Post-Arrival Changes
• Post-arrival changes resubmitted with an
“Amendment Code”
• May be acceptable without penalty up to
120 days post-arrival
• Post-arrival CCN changes offline, need to
present paper form BSF763 to CBSA for
stamp, submit new eHBL and Close
Message within five business days

• Close Message establishes a link between the previous CCN and the lower-level house bill CCNs
• All related eHBLs must be accepted on file before the Close Message transmitted

• Voluntary CBSA module adding a layer of visibility across trade participants
• The CBSA strongly encourages warehouse operators and freight forwarders to register for D4 notices, specifically the Deconsolidation Notice
• RNS participants will continue to receive RNS messages in addition to the new D4 Notice messages

• CBSA will forward eManifest data to related trade-chain parties if indicated as a “Secondary Notify Party” (SNP)
• To utilize Manifest Forward, parties need to be able to receive inbound data
• No confirmation from CBSA for successfully sent or received messages
