Pre-Arrival Trade Documents
• Reminder: electronic house bills and house bill close messages are pre-
arrival trade documents.
• If these documents are not received pre-arrival, significant manual Border
Service Officer (BSO) intervention will be required.
• Please ensure that the above-noted trade documents are received and
validated by the CBSA according to the following time frames:

Release Issues
• There have been instances where brokers have been submitting
Release on Minimum Documentation (RMD) for house bills that
have not arrived in Canada.
• RMD releases prior to the goods arriving in Canada, and prior to
freight forwarders submitting their associated electronic house bill
information, is causing the house bills to be released and
subsequently rejecting a freight forwarders attempt to submit a
house bill close message because it is quoting a house bill that was
previously acquitted.
• RMDs are a post - arrival release option and must be submitted
according to the time frames set out in Customs D-Memoranda
D17-1-4

Release Issues
• Please coordinate with your brokers to ensure that RMDS are
submitted post-arrival.
• If RMDs are submitted prior to arrival, significant operational
intervention by a BSO will be required to facilitate release of your
goods.
• Brokers may be subject to AMPS penalties when this type of
infraction occurs.
