ELIGIBILITY CRITERIA1.Tenders will normally be issued only to those contractors who are on the MES list of approved contractors and within whose limit the tender amount of the proposed work lies. The contractors who are enlisted in MES need not to submit Earnest Money alongwith the tender, however, in case the Accepting Officer decides to accept the tender of the MES enlisted contractor, such contractor shall submit the individual security of the contract before acceptance of the tender.

Tenders may also be issued at the discretion of Accepting Officer to the registered contractors of any Govt. Deptt./Public Sector undertaking. The decision of the Accepting Officer in this regard shall be final. Such contractors shall furnish earnest money as indicated above in favour of Command Map (CE), HQ Western Command, Chandimandir alongwith the tender.

2.The contractors shall enclose a Demand Draft from any Nationalised Bank towards cost of blank tender form. The DD shall be non-refundable if the application for issue of tender form is accepted by the Accepting Officer. However, it shall be returned/refunded to the applicant/contractor in case application is rejected. The applicant contractor shall bear cost of Bank charges for procuring and encashing the Bank Draft and no claim whatsoever in this regard shall be entertained.

3.Contractors who are not enlisted with the MES but registered with other Govt. Deptt./PSUs shall meet the following eligibility criteria :-

(i)The firm should have carried out two works not less than Rs. 450 Lakhs

OR

One work not less than Rs. 600 Lakhs

OR

Average annual turnover for two consecutive years not less than Rs. 450 Lakhs

(ii)The firm should be solvent/financially sound for engagement upto Rs. 12 Crores, certificate issued by the bank where the firm is having an account.

(iii)Working capital not less than Rs. 20 Lakhs, certificate issued by the bank where the firm is having an account.

(iv)The firm should possess immovable assets not less than Rs. 45 Lakhs and moveable assets not less than 13 Lakhs

(v)The firm should possess the following T&P :-

(a)One bag capacity concrete mixer

-8 Nos

(b)Vibrators

-15 Nos

(c)Tower/Builders Hoists

-2 Nos

(d)Steel shuttering with spans,

-4000 Sqm

Props etc.

(e)Trucks/Trippers

-2 Nos

(f)DG Sets 5/10 KVA

-2 Nos

(g)Water pumps 5 HP

-2 Nos

(h)Welding sets

-2 Nos

(j)Theodolite/Levelling instruments

-2 Nos

(k)Grinding/Polishing Machines

-2 Nos

(l)Concrete Cube Testing

-2 Nos

Machine (Hydraulically operated)4.The Accepting Officer reserves the right to accept a tender submitted by Public Sector undertaking giving a price preference over other tender(s) which may be lowest as are admissible under Govt. policy. No claim for compensation or otherwise shall be admissible to such tenderers whose tenders may be rejected on account of the said policy.
