1.1. Deputy Manager – IT Auditor

Job Description

Job title Deputy Manager IT Auditor Function Information Technology

Job Objective

The Role of a Systems auditor will be crucial in reporting independently to the Steering committee about the agreed-upon overarching project management methodologies, quality control processes, internal control over resources, finances and risk management processes being followed and to match all of these against the project scope, objectives, timelines and scope.

Job Responsibilities

The IT Auditor will be responsible for the examination and analysis of internal controls and risks by

performing IT audit work, developing audit scope, procedures, and preparing audit reports. His

responsibilities encompass timely completion of Project implementation reviews and system audits in

a manner that is consistent with the professional standards of conduct of the Institute of Internal

Auditors and Information Systems Audit and Control Association (ISACA).

• The system auditor should perform the following:

o Pre-audit planning.

o Develop audit program and perform control testing.

o Identify internal control weaknesses and suggest improvement thereof.

o Evaluate IT controls and procedures of IT systems and applications used in NTDC.

o Perform general and application control reviews for simple to complex information

systems.

o Review IT security system based on approved security framework, policies and

procedures.

o Prepare audit findings and working paper for SC

• The Systems Auditor has the responsibility of supporting the NTDC ERP Steering Committee /

CIA in reviewing, examining, evaluating, and verifying compliance with:

o Scope, Quality, Schedule, Cost and Timelines ERP Implementation program. o Policies, procedures, internal controls, Project management plans and contractual

terms for all components of the NTDC ERP Implementation program. o Report to the SC about NTDC Functional heads support in advocating the project and

in allocating resources to the project. o Keep a close watch that the assigned Project teams are following their responsibilities

and providing the necessary input, review and collaboration needed to achieve the project timelines.

• Adequately document and analyze all quality control, scheduling, resource allocation, risk management and internal controls embedded in the agreed upon project management plans and methodologies.

• Monitor compliance and report independently to the Steering committee about progress against quality, cost, timelines and budget

• Achieve stakeholder expectations to provide continuous independent oversight and early warnings about changes to the project’s risk profile.

• Ensure project controls are in place. • to ensure that the project delivers the expected benefits and is completed based on the

approved budget, schedule and scope. • Ensure that the controls and the risk policy are strictly adhered to by the Project Team • Ensure Steering Committee decisions take into account project controls and defined

milestones (and the stipulated requirements thereof). • Maintain financial integrity at all times during the project. • Assess project progress as it relates to the original business case and budget. • Apprise Steering Committee about potential deviations from the original business case,

timing and validation, if any. • Perform any other job-related duties as assigned by the reporting officer or head of

department.

Qualifications:

• Master’s degree from HEC recognized university in computer sciences.

• CISA/CISM or equivalent certification.

Experience & Age limit:

• At least 7 years’ information systems/information security audit experience is required.

• Experience with highly complex, cross-functional and enterprise Information Systems will be preferred.

Job Responsibilities

• Translate business process and strategy to technical specifications, and collaborate with other NTDC departments to optimize and improve decision-making through analytics and BI.

Job Description

Job Objective

• To support the ERP implementation, work with the ERP supplier and gain the technical knowledge to ensure all databases in use within NTDC are well designed, efficient, well maintained, load balances and recoverable with supporting documentation.

• Maintenance of the databases related to all live, backup and mirrored instances of ERP within NTDC including but not limited to Testing, Training and Production environments

• Perform tasks and operations as per NTDC’s data requirements and maintain data warehouse.

During Implementation • Collaborate with implementation vendor / external consultants in ongoing ERP

• Responsible for the administration of various Cloud based and on-premise databases, applications, and third-party information systems for NTDC. This position will administer the security of NTDC's databases and applications, including managing users, roles, permissions etc.

• Monitors ERP performance and maintain NTDC ERP application system parameter settings.

• Build and migrate software packages for Production ERP deployments.

• Supervise the installation of ERP software upgrades and apply configuration settings after thorough testing procedures.

• Organize and implements cloning of ERP system’s Test and staging environments

Job Objective

To ensure that the NTDC’s IT End User IT Equipment and infrastructure is fit for purpose, and available to users in line with the organization’s strategic objectives, business operations and Service Level Agreements.

Job Responsibilities

• Responsible for installation and life-cycle maintenance of procured End User IT hardware and software.

• Provides escalated technical support that requires an on-site presence (network or PC equipment failure), including data backup recovery. Performs complex software/hardware troubleshooting, patches and re-installations in cooperation with the Enterprise Helpdesk and in accordance with established SLAs.

• Serves as the IT point of contact and accountable for the IT portion of new office setups, office expansions, etc. This includes relocation and/or installation of voice/data communications solutions, LAN and PC equipment.
