Among several challenges, shortage of skilled manpower has been identified as one of the most critical constraints that the sector is confronting with. Electronics Industry in India presents unique opportunities and challenges. The electronic industry in India has grown from the production of Rs.328 billion to Rs.947 billion in the year 2009 at a CAGR of 16.4%. The Indian ESDM sector has 8 verticals, namely Consumer Electronics, IT Hardware, Telecommunications Equipment, Electronics Components, Strategic Electronics, Automotive, Medical & Healthcare and Industrial Electronics. Consumer Electronics & Telecom Equipment are the largest segments with about 27% share in total production. As the sector presents a large opportunity with increasing thrust on higher value addition in manufacturing and product development, the employment in the ESDM industry is estimated to grow phenomenally. It is estimated that the sector employed about 0.9 million in the year 2008 which is estimated to increase to over 4 million by 2022. This would translate to an incremental human resource requirement of about 3.2 million. While there is a huge need and demand for skilled workforce, there are neither national occupational standards nor any mechanism to streamline and standardize education / skill development for Electronics Profession in the country. As a result, there is an inconsistency in the competency level, affecting efficiency, productivity and delivery of goods & services. Setting up Labour Market Information System (LMIS) to assist planning and delivery of training. Develop a sector skill development plan for the Electronics Industry based on the National Policy on Electronics. Development of National Occupational Standards (NOS) customized & implemented towards Indian Standards & Requirements and adopted by the Electronics Industry. Developing skill competency standards and qualifications for upgrading youth/work force at par with the developed countries. To help the member organizations across market verticals sharpen their business focus, updating on the emerging market trends and development Standardisation of affiliation and accreditation process & participation in the process. Plan and execute training of trainers. Ensure delivery of training programs by accredited organizations as per industry norms and standards. Standardisation of affiliation and accreditation process & participation in the process.

Role of ESSCI

The Council will serve as an apex accreditation & quality improvement body for training institutions in the electronics sector. Based on the National Occupational Standards, ESSCI would develop the assessment & accreditation tools and manuals. In order to facilitate accreditation & certification of the Institutes, it would launch a vibrant accreditation & certification programme.

The Council would also make the necessary changes in the curriculum of the various courses that are targeted for the electronics industry as per the demand of the industry. This change in curriculum would apply to IIT's, engineering colleges, technical institutes and polytechnics.

ESSCI has been mandated by NSDC to prepare the National Occupational Standards & Qualification Packs for various job roles in the Electronics Sector. The Council is in the process of conducting the functional and occupational mapping, standardizing the nomenclature for various job roles determining the future demand & developing the National Occupational Standards & Qualification Packs.

Opportunities & Challenges in ESDM Sector

The Electronics market is growing rapidly and is expected to reach US $400 Billion by 2020.The electronic industry in India has grown from US $ 20 billion in 2008-09 to US $ 25 billion in 2012-13 at a CAGR of 16.4%.The Indian ESDM sector has 8 verticals- Consumer Electronics, IT Hardware, Telecommunications Equipment, Electronics Components, Strategic Electronics, Automotive, Medical and Industrial Electronics.Employability in the sector is expected to grow over 28 Million by 2022.

India remains way behind in Electronics manufacturing compared to China which shares 30% in Global exports whereas India shares less than 1% only.There is huge demand & need for skilled workforce in electronic sector however India has severe shortage of skilled workforce. There are only few training facility to ensure continuous skill development of trainees/ trainers. No Mechanism to streamline & standardized education /skill development in Electronics profession in the country.The high cost of developing products including duties, taxation, capital and infrastructure are leading to a slow pace of investment in this sector.

All members of ESSCI are bound to conform to the Code of Conduct of the Association, as under:

Relationship with client

Dealings with clients must be conducted in an ethical manner; terms of agreements should be clearly and precisely expressed and fulfilled in good faith; work undertaken should be carried out promptly and efficiently and client�s interests properly safeguarded and confidentiality maintained.

Relations with fellow members

Dealings with fellow members must be conducted in a positive and professional manner and in utmost courtesy and fairness; property rights, work results, confidential data and vendor/client relations of fellow members ought to be respected; and no engagement in harmful, disparaging or predatory tactics will be entertained.

Relations with principals

Members shall represent principals in a fair and business-like manner in accordance with their contract, their property and other rights; and provide full and accurate business records.

Relations with employees

Members shall strive to employ high calibre staff and offer fair and equal opportunities for growth and development. Relevant training and constant upgrading of the employees has to be provided in line with job responsibilities. Also, employees have to be informed of their obligation to keep important data confidential, and of the fact that any professional misconduct constituting of unauthorized disclosure of confidential nature or violation of copyright laws will cause employers to take disciplinary action.

Relations with public

Members shall promote effective use of electronics as an instrument for social and economic good and act as good corporate citizens and fulfil their responsibilities to the community.

Relations with international community

Members shall promote communication with foreign countries, based on international cooperation. They would not harm India's image, while conducting business abroad.

Elgibility Criteria

Regular Membership

ESSCI Regular Membership is open to any corporate body, institution and firm in India engaged in electronics sector. This includes Electronics System Design and Manufacturing (ESDM) Companies, Education Providers / Institutes, Consulting Firms, and Industry Associations / Foundations involved with electronics sector. This category of members will be issued with voting shares (Shares allotted can be for Rs 5.00 Lakhs).Also, membership to Regular Membership category is currently limited to 5 and is already filled up.

Associate Membership

A Special category of members has been created to invite or can apply to join the Council and will be accepted after approval by the Governing Council. The criteria for Associate Membership category is same as for Regular Membership category. Associate Members will be given one or more seats on the Advisory Council depending upon the number of amount of capital contribution. This category of members will be issued with non-voting shares (Shares allotted can be for Rs. 2.50 Lakhs or Rs 5.00 Lakhs). These will be supporting organizations that have knowledge and capability to develop, deliver or support skill development programs for electronics industry, in any meaningful way to promote the agenda and objectives of the ESSCI. Organizations focused on skill development activity, supporting and/or promoting the interests of electronics industry or could also be corporate business entities from the electronics space that have knowledge and interest in skill development for the common good of the sector.

Industry Membership

Industry Membership is open to organisations in the field of Electronics or skill development, who are interested to join the Council. Industry memberships will have to be approved by the Governing Council. These organisation's will pay a one time admission fee of Rs. 50,000.00/- and annual subscription fees of Rs.10,000.00/-. These rates may vary and get revised by the Governing Council from time to time. An Industry Member shall be entitled to all the services & privileges of the Council's Membership except the right to vote or to contest for any position of the Council.
