MOU between Singapore and Norway
In March 6, 2000 the Maritime and Port Authority and theResearch Council of Norway (MPA) signed a Memorandum ofUnderstanding for research, development, education andtraining activities
(c) Development of Electronic Data Transfer & Exchange Examples:...(i) Ships’ notifications of arrival to port authorities;(ii) Information on ship classification, such as classification
certificates (for first time port visit) and re-validationcertificates for port clearance;
![Page 5: Electronic Port Clearance Presented by Stian Ruud/DNV FARGIS Conference 26. February 2002](https://reader035.vdocuments.us/reader035/viewer/2022062408/56649ec65503460f94bd1cf8/html5/thumbnails/5.jpg)
EPC should contribute to• Reduce total amount of messages (both written and oral)
• Automatic/electronic handling of information
• Reduce number of forms
• Increase the information access
• Reduce access time
• Increase transparency
• Increase information quality
• International standardisation of procedures and electronic exchange
Electronic Port Clearance
![Page 6: Electronic Port Clearance Presented by Stian Ruud/DNV FARGIS Conference 26. February 2002](https://reader035.vdocuments.us/reader035/viewer/2022062408/56649ec65503460f94bd1cf8/html5/thumbnails/6.jpg)
Principles to be used to obtain the above:
• Information based on standardised messages
• Information is issued by it's source on request
• Electronic exchange of information• Information should be quality
assured and properly verified

What has been achieved in EPC?
• An electronic notification e-mail/XML message system has been developed and tested successfully
• Near real time checking by authorities of certificate status has been tested
• The Ship Application protocols EXPRESS models (ISO TC184/SC4) and UN-EDIFACT models have been successfully used for preparation of XML messages.
![Page 18: Electronic Port Clearance Presented by Stian Ruud/DNV FARGIS Conference 26. February 2002](https://reader035.vdocuments.us/reader035/viewer/2022062408/56649ec65503460f94bd1cf8/html5/thumbnails/18.jpg)
Future work
• Extended test period including improvements• The EPC demonstrator should also work for other
class societies • A common international procedure for electronic
notification message and electronic port clearance procedure will probably be required
• An international standardisation body for ship to shore electronic messages should be selected by the industry (ISO TC184/SC4 is a candidate)
• Information exchange security to be handled
