Electro-technical officers are engineer offic-

ers, working under the Chief Engineer, who

whilst having the same qualifications as the

engineers have followed a slightly different

course of training to give them a greater

knowledge of the many and varied electrical

and electronic systems onboard modern

ships.

The ETO is responsible for the maintenance

and repair of all electrical and electronic

equipment, installations and machinery. This

also includes radio communications and

electronic navigation aids.

INTRODUCTION

Major revisions to the International Convention on Standards of Training Certification

and Watchkeeping for Seafarers (the STCW Convention), and its associated Code

entered into force on 1 January 2012, with a transitional period until 1 January 2017.

The “Manila Amendments “ were adopted at a Diplomatic Conference in Manila, the

Philippines, held in June 2010, and are aimed at ensuring that the necessary global

standards will be in place to train and certify seafarers to operate technologically

advanced ships for time to come.

The important changes to each chapter of the Convention and Code includes the

new training and certification requirements for electro-technical officers. The

Seafarer Training Certification and Watchkeeping Convention and Code (STCW) 2010

amendments brought in, through Regulation III/6 , a Certificate of Competence (CoC)

for Electro-Technical Officers (ETO). The ETO CoC was introduced to give those

working in this capacities formal recognition of their technical abilities and provide

an International Standard which would enhance employment opportunities.

Politeknik Ungku Omar has all the necessary training facilities, equipment,

machineries and experienced instructors to conduct the ETO Course to meet all the

standard requirements based on the STCW Code.

AIMS

To provide pre-sea training that would balance theoretical knowledge, practical

skills, safety consciousness and efficiency for those who wish to take up seafaring

as Electro-technical officer on merchant ships.

OBJECTIVES

By conducting compulsorily residential, regimented and disciplined courses to

impart training that would, after adequate sea service experience, enable an

electro technical officer, to comply with the competencies specified for ETO in

the STCW document Section A-III/6 (Mandatory minimum requirements for

certification of electro-technical officers).
