ELECTRIC SERVICE EQUIPMENT – METER CABINETS

E200. TECHNICAL SPECIFICATIONS FOR METERING TRANSFORMER CABINETS AND CONDUCTOR TERMINATION BOXES.

A. Approval Process Equipment manufactures application information, technical specifications and dimension drawings must be submitted to: Alliant Energy Standards Engineering Attn: Tony Porch 200 1st Street SE Cedar Rapids, Iowa 52401-1409 for review. The manufacturer will then be invited to bring their equipment to an ESR meeting to present their equipment. Equipment found to meet these requirements will be allowed for a one-time installation for a field test. Once the field test shows the equipment to be satisfactory, a letter verifying temporary approval will be provided. The equipment will be listed in the next edition of the Electric Service Rule Book.

B. Modification/Continued Listing. If the specification is modified, manufacturers must verify their intent and submit new drawings by June 1st each year for review and approval, to continue to be approved and listed in the Electric Service Information Manual for the following year.

C. Listing/Labeling Current transformer cabinets shall be listed and labeled as “Metering Transformer Cabinets” and conductor termination boxes shall be listed and labeled as “Termination Boxes or Cabinets” by an independent testing laboratory (such as U.L. 414 for Current Transformer Cabinets and U.L. 1773 for Termination Boxes). In addition to this requirement, the cabinets must be inspected and approved by Alliant Energy, to ensure it meets our requirements. The equipment model number shall carry either an “Alliant Energy” suffix or prefix plus the complete catalog number, as shown in the Electric Service Equipment Book, and shall be included as part of the equipment nameplate.

D. Doors Current Transformer Cabinets and Conductor Termination Cabinets are to have side-hinged doors with a two or three point handle operated locking device with a minimum 7/16 inch diameter sealing hole to accept a company pad-lock with a 3/8 inch shackle. The handle may not be operated when the lock is in place. The door(s) shall have a lockable wind-stop assembly installed.

E. Enclosure Type As a minimum requirement, the cabinet type shall carry a NEMA 3R rating. For installations where a corrosive environment is present the cabinet shall be rated as a NEMA 4X.

F. Electrical Clearances Clearances per the National Electrical Safety Code, Wisconsin Electrical Code, Volume 2, shall be maintained with the Current transformers and associated wiring installed and the cover(s) closed. The Alliant Energy minimum “H”, minimum depth and minimum width dimensions shall be maintained according to the Current Transformer Cabinet Specification Table (attached).

G. Bus/Line Side Lug Specifications Ct’s shall be mounted vertically on cabinet bus bars. The Ct shall be bolted to a landing pad such that the conductors cannot be bolted directly to the CT’s. Line side Lugs shall be of the Allen-Set screw type, suitable for aluminum conductors. All lugs in termination cabinets shall be either lay-in or Allen-Set screw type.

H. PT Mounting PT'S may not be mounted directly in front or behind any other electrical components or utility conductors. An external, side attached PT box may be used and must have the minimum dimensions of 8” wide, 23” high, and 8” in depth.

I. Meter Socket Mounting on Wall-mounted Current Transformer Cabinets The proper height of 5’(+/- 6”) measured from the center of the meter to final grade shall be maintained. 400A through 800A cabinets shall be mounted with the bottom of the cabinet 24 to 30 inches above final grade and 1200A through 3000A cabinets shall be mounted with the bottom of the cabinet 20 to 24 inches above final grade.

J. Bonding The bonding of the Current Transformer Cabinet is in Chapter2 & 4. The bonding conductor sizes are shown at the end of chapter 2 & 4.

K. Fasteners No fasteners shall be able to be removed from the exterior of the cabinet. The only way to remove a fastener is by unlocking the door and gaining access to the inside of the cabinet.

L. Acceptable Voltages and Current Ranges 120/240 volts, single-phase, from 100 amps through 800 amps. 120/208 volts, single-phase, three-wire 200 amps max. 120/208 volts, three-phase, four-wire, from 100 amps through 3000 amps 277/480 volts, three-phase, four-wire from 100 amps through 3000 amps.

M. Service Configuration 1. Overhead Services, Top-In / Bottom-Out

Top feed installations can only be utilized for Overhead Services with a maximum rating of 1200 amps (See “L” above in this section). Load side conductors must exit below the load side lugs. The “H” dimension does not apply to this configuration, because the customer owns and installs all the conductors.

2. Overhead Services, Top-In / Top-Out Top feed installations can only be utilized for Overhead Services with a maximum rating of 1200 amps (See “L” above in this section). Load side conductors must be isolated from the line side The “H” dimension does not apply to this configuration, because the customer owns and installs all the conductors.

3. Underground Services, Bottom-In / Top-Out Underground feed installations (Alliant Energy conductors) shall enter and terminate on the bottom lugs of all Cabinets. The customer’s load side conductors shall terminate on the top lugs and exit above the load side lugs.

4. Underground Services, Bottom-In / Bottom-Out Underground feed installations (Alliant Energy conductors) shall enter and terminate on the bottom lugs of all Current Transformer (CT) Cabinet. Load side conductors shall terminate on the top lugs of the CT Cabinet and be routed either behind the CT bus work or to the left or right of the CT bus work down to the bottom of the cabinet to the load side conduits.

If the cabinet is equipped with an external side gutter (pull box) or other external raceway, the load conductors shall be routed through this external side gutter (pull box) or raceway. Load side conductors exiting through an external gutter shall exit above the load side lugs. If the cabinet has internally mounted PT’s the exiting load side conductors shall be installed behind the PT’s pan.

5. Underground Services/Pad-Mount CT Cabinets, Bottom-In / Bottom-Out Metering Transformer Cabinets meeting the specifications for Bottom-In / Bottom-Out may be used in a free-standing, pad-mount configuration providing the following requirements are met: a) The cabinet shall be approved “Bottom-In / Bottom-Out” as listed in Chapter 2 of this

book. b) The cabinet shall have an Alliant Energy approved pedestal base mounted to the bottom

in order to bring the cabinet 9”-10” above the pad, unless this has been incorporated into the cabinet design. (If incorporated into the design the bottom of the access door shall be a minimum of 9 inches above grade.)

c) The entire assembly will be bolted to a suitable concrete pad, providing stable support and facilitating the required conduit for entrance and exit. Pad mounted CT cabinets shall be mounted on an isolated pad, adjacent to the transformer pad, to accommodate conduit elbow sweeps. Contact Alliant Energy engineering for pad design details and clearance requirements.

d) An approved meter socket may be mounted on the outside of the cabinet, as listed in Chapter 1 of this book. Meter socket shall be mounted only where it does not block or impede access at any time (open or closed) at a height consistent with the requirements in this book where possible.

e) In the event that customer request and Alliant Energy grants approval to reverse conductors (i.e., customer conductors on bottom and utilities wires on top), permanent signage shall note this change both outside and inside the cabinet (See section 432 E of the ESR Manual). Any additional cost will be borne by the customer.

N. Splices

Splices in meter sockets and instrument transformer cabinets are unacceptable. Current Transformer (CT) Cabinets shall not be used as raceways unless designed with such provisions.

E202. CABLE SPACE REQUIREMENTS FOR CT CABINETS

E202B. PAD-MOUNTED CABINETS All stand-alone non-bussed pad-mounted service equipment cabinets are designed for Bottom Entry and Bottom Exit. Entry or exit thru either the top or side is not acceptable. Cabinets designed to be mounted against building or structure may be allowed to exit the top or side. Contact Alliant Energy for approval before installation.
