ELE COMPLIANCE REVIEW IN COLLABORATIVES The Massachusetts Department of Elementary and Secondary Education (DESE) Office of Language Acquisition
INTRODUCTION The Office of Language Acquisition (OLA) partners with Local Education Agencies (LEAs) to promote positive student outcomes by engaging in compliance reviews to drive reform, sustain effective practices, and recognize high performance.
OLA assists with the implementation of English Learner Education (ELE) to support improved and sustained outcomes for students in the Commonwealth. All LEAs, including Collaboratives, participate in the public school monitoring process every six years.
WHAT IS A MONITORING CYCLE? Collaboratives undergo the ESE’s ELE compliance The three-step review process includes the following: monitoring process every six years.

ELE CRITERIA Collaboratives complete a self-assessment for five ELE criteria the school year prior to their onsite review. Both the self-assessment and OLA desk review will inform a Collaborative’s improvement plan.
This improvement plan is known as either the Continuous Improvement and Monitoring Plan (CIMP). Collaborativesdevelop and implement their CIMP at the completion of its compliance monitoring process. ESE provides technical assistance to collaboratives throughout the cycle.
There are 5 ELE criteria that target implementation of the requirements related to ELE programs in Collaboratives under state and federal law and regulations:

HOW ARE IMPROVEMENT GOALS SET AND MONITORED?
The web-based monitoring system (WBMS) allowsCollaboratives to submit documents through theDepartment’s security portal. WBMS is usedthroughout the cycle, including for the self-assessment, preparation for desk review, and reporting.

SELF-ASSESSMENT The collaborative reviews the ELE documentation for required elements including document uploads. Uponcompletion of this portion of the collaborative’s self-assessment, it is submitted to the Department for review.
