Defense forces are transforming into network-centric defense solutions, such as Network Centric
Warfare (NCW). The bedrock of these solutions is a mission-critical defense communications network
to transport vital voice, video, operational weaponry data, and IT traffic during military missions

Traditionally, the C4I (Command, Control, Communications, Computers, and Intelligence) network for defense forces uses
separate networks for each branch, interconnecting them through gateways and firewalls. Legacy interfaces and Ethernet
services are connected to a DWDM and SDH/SONET/TDM backbone via a combination of direct fiber connectivity,
microwave links (SDH/SONET), and UHF/VHF systems. In these networks, cyber security is segmented with a centralized
policy approach, but with no coherent strategy. These legacy networks also provide limited support for broadband data
services and new IP-based applications.
NCW is about being the first to know, understand, decide, and act. Rapid effective decision making requires the command
and control centers to pool and analyze real-time information from a vast array of sensors and information sources present
on the modern field of operations, for complete network modernization. ECI’s ElastiGRID NCW solution supports such
modernization with an advanced defense communications platform, providing reliable, secure, bidirectional, real-time
collection and distribution of the information essential for NCW:

ElastiGRID provides cost-effective, risk-free transition to an advanced communications platform. It featues native support
for legacy systems and low-rate mission-critical services. When it makes sense, these services can be migrated to the packet
layer using circuit emulation, with MPLS-TP providing the deterministic behavior and extensive OAM expected for these
systems.
ElastiGRID offers a flexible, pay-as-you-grow architecture, providing an optimized extremely cost-effective NCW solution,

ECI has extensive experience in deploying communications
networks in defense networks and transitioning legacy
systems onto an advanced communications infrastructure.

SECURE PACKET AND OPTICAL
Defense networks are a prime target for cyber attacks. ECI has developed a holistic security suite to aid defense
system operators against these attacks. Proper network security is a particularly complex matter. It must protect
information and operational technologies (IT/OT), and be able to discern tangible threats from a multitude of
reported events. ElastiGRID implements the Muse Cyber Security Suite to provide physical layer security with
encryption (Layer 1 to Layer 3), Secure Gateways (including
firewalls, applications, and access managers), intrusion
detection (including unique SCADA anomaly detection
capabilities), and Deep Packet Inspection (DPI). ElastiGRID
provides the capability to identify and deal with potential
attacks by:
• Preventing attacks where they occur with distributed
attack mitigation.
• Identifying real threats using advanced correlation and
analysis, which provide a clear view of tangible threats
and ranks them by severity.

FLEXIBLE MULTISERVICE
ElastiGRID acts as an enabler for C4I, providing a complete multiservice platform, supporting communications from both
(OT) and (IT) defense systems over the most appropriate transport technology.
The mission-critical Operational Technology (OT) used in defense systems, like video surveillance, control systems, and
sensors, requires the static, deterministic behavior that MPLS-TP provides. In contrast, IP/MPLS provides optimized
support for Information Technology (IT) services like voice, video, and non-mission-critical networking. Elastic MPLS
supports traffic from both IT and OT defense systems on a single communications platform. Neptune’s Elastic MPLS
functionality can be enhanced by adding the Mercury™ NFV blade, which provides an open, future-proof way to add new
services and applications in the form of VNFs, such as cyber security, virtual routing, enhanced OAM, CCTV distributed
storage, and more.
